Roughly three years after the creation of his mandate, United Nations Special Rapporteur Maina Kiai reflects on the global state of assembly and association rights. Although the mandate was created against the backdrop of shrinking space for civil society, a massive and growing global protest movement has grabbed most of the headlines since 2011. Kiai argues that the mandate has made a measurable impact – it has helped raise awareness of repressive NGO laws, provided technical assistance to governments to (...) strengthen assembly and association rights and developed soft law. But perhaps, the most important work of the mandate has been its contribution to a better understanding of just how important the rights to freedom of peaceful assembly and association are. Assembly and association rights are a powerful tool to promote dialog, pluralism, broadmindedness, tolerance and civic participation; they satisfy people's fundamental desire to take control of their own destinies. And if anything, the past few years have taught us that the worst turmoil comes when this desire is suppressed. When people are denied something so fundamental, rage inevitably follows. When people have no outlet for that rage, it can ultimately manifest itself as something much more chaotic than a street protest. (shrink)

It is notable how some papal social encyclicals have interchangeably used the terms ' common good ' and 'human rights.' This article analyzes the papal common good teaching and its contemporary shift to include human rights. I also explore the differential nuances between the common good and the human rights. Human rights as advocated by civil societies are understood as arising from a conception of the nature of the human person. The common good has been expressed in practical ways through (...) human rights, especially the right to work and receive a just wage. The papal social encyclicals are viewed here as relevant to our contemporary world where extreme capitalism and unrestrained consumerism have led to the accumulation of wealth and power in the hands of a few people. Moral theology explores the sources of the moral teaching in several religions. It is the branch of theology that analyzes the scriptural, rational, and ministerial bases of moral teaching on various issues in Christian living. Moral theology in the Catholic Church has been undergoing rapid development since the Second Vatican Council. This essay presents the encyclical Veritatis Splendor as providing an important perspective on fundamental issues in moral theology. In Veritatis Splendor , Pope John Paul II gave the response of (...) the church magisterium to the issues raised for decades in moral theology. This essay also evaluates the Catholic moral theologians’ responses to the encyclical. The theologians are categorized into two groups: the theologians who support the encyclical and the ones who view the encyclical in a critical way as misrepresenting their ideas. This essay explores the social-political dimensions of the strict monotheism in the religion of Islam and also argues for its relation to the Christian beliefs and practices. The Islamic understanding of human persons as created by God first before all other creatures is viewed as the foundation of human responsibility. Ethics deals with how we make decisions and the actions we perform. In decision-making, one weighs the pros and the cons of any course of action. Besides the realm of the private, there are ethical issues regularly dealt with in public discourses. Human identity in most instances is a cultural and religious construct. Our socio-historical background as human beings is constitutive of our identity and also informs our ethical decision making. In this essay, I argue for a possibility of positively (...) incorporating ideas from world religions and diverse cultures into public ethical discourses. Since world religions are about people, it is possible to appropriate humanity as understood in religions in the development of ethics. Hence, I present religions as practically relevant in the analysis of public ethical issues. Public ethical discourses are viewed as inclusive of history, religion, and culture. Further, the work of the philosopher Paul Ricoeur is presented as a way of reconciling subjectivity and objectivity in history and ethics. This essay is an analysis on ways in which the debate on ethical issues can incorporate all the voices in a society without excluding anyone while avoiding ideological extremism.  . (shrink)

ABSTRACT In this essay, I shall discuss Gadamer’s interpretation of Celan’s dialogical poetry in his essay “Wer bin Ich und wer bist Du?” (“Who am I and Who are You?”). One may argue that this is Gadamer’s articulation of the problem of the self-other relationship. To understand the question of self and other, it is first of all necessary to return to the poetic word from which the question arises. Speaking is, for Gadamer, the most profoundly self-forgetful action, because when (...) one speaks, one is so deeply “within the word” that one is not turned toward the word but, rather, to what one wants to say with the word. For hermeneutics, interpreting means putting oneself on the task of the poetic text. The proximity between poetizing and interpreting emerges, also in its specificity concerning the proximity between poetizing and thinking. Such a proximity, in turn, divides itself into two extremes: the word that sublates itself, and the word that stands for itself. It is hence the uncertain fullness of language, where, unsurprisingly, both poetizing and interpreting come into themselves, which constitutes the link between the one and the other. Therefore, the interpreted word, intertwined with the poetic word does not replace what it indicates, but merely points beyond itself, to what is other than itself. Both pursue a meaning that points toward an open realm. (shrink)

The author offers a commentary on the question, “Are there Hindu bioethics?” After deconstructing the term “Hindu,” the author shows that there are indeed no Hindu bioethics. He shows that from a classical and Brahminical perspective, medicine is an inappropriate and impure profession.

Not much work has been done on Hindu bioethics other than by a select few scholars and medical doctors. Professor Cromwell Crawford, author of Dilemmas of Life and Death: Hindu Ethics in a North American Context and Hindu Ethics for the Twenty-first Century, for example, is well known in the field of Hindu bioethics. Others scholars include Dr. Uma Mysorekar, who is a gynecologist as well as the president of the board of trustees of the Ganesha Temple of Flushing New (...) York. She has published several short pieces on Hindu bioethics, and has even been interviewed by PBS for their “Religion and Ethics” program. Dr. H. L. Trivedi, director of the Institute of Kidney Diseases and Research Center at the Civil Hospital Campus in Ahmedabad, India, is also prominent. His pithy paragraph in Transplant Proceedings on Hinduism and organ transplantation is cited with enormous frequency on the Internet and elsewhere. These thinkers, however, are unequivocally wrong in their position that Hinduism supports organ transplantation, and, more importantly, that it offers any coherent or systematic bioethics whatsoever. Vowel phonemes are a part of any acoustic speech signal. Vowel sounds occur in speech more frequently and with higher energy. Therefore, vowel phoneme can be used to extract different amounts of speaker discriminative information in situations where acoustic information is noise corrupted. This article presents an approach to identify a speaker using the vowel sound segmented out from words spoken by the speaker. The work uses a combined self-organizing map - and probabilistic neural network -based approach to segment the (...) vowel phoneme. The segmented vowel is later used to identify the speaker of the word by matching the patterns with a learning vector quantization -based code book. The LVQ code book is prepared by taking features of clean vowel phonemes uttered by the male and female speakers to be identified. The proposed work formulates a framework for the design of a speaker-recognition model of the Assamese language, which is spoken by ∼3 million people in the Northeast Indian state of Assam. The experimental results show that the segmentation success rates obtained using a SOM-based technique provides an increase of at least 7% compared with the discrete wavelet transform-based technique. This increase contributes to the improvement in overall performance of speaker identification by ∼3% compared with earlier related works. (shrink)

Moral conflicts are the situations which emerge as a response to deal with conflicting obligations or duties. An interesting case arises when an agent thinks that two obligations A and B are equally important, but yet fails to choose one obligation over the other. Despite the fact that the systematic study and the resolution of moral conflicts finds prominence in our linguistic discourse, standard deontic logic when used to represent moral conflicts, implies the impossibility of moral conflicts. This presents a (...) conundrum for appropriate logic to address these moral conflicts. We frequently believe that there is a close connection between tolerating inconsistencies and conflicting moral obligations. In paraconsistent logics, we tolerate inconsistencies by treating them to be both true and false. In this paper, we analyze Graham Priest’s paraconsistent logic LP, and extend our examination to the deontic extension of LP known as DLP. We illustrate our work, with a classic example from the famous Indian epic Mahabharata, where the protagonist Arjuna faces a moral conflict in the battlefield of Kurukshetra. The paper aims to avoid deontic explosion and allows to accommodate Arjuna’s moral conflict in paraconsistent deontic logics. Our analysis is expected to provide novel tools towards the logical representation of moral conflicts and to shed some light on the context-sensitive paraconsistent deontic logic. (shrink)

This project was undertaken to develop a telelearning knowledge base aimed at making specialized telelearning knowledge accessible to non-specialized practitioners in the field. The challenge stems from a rationale related to a user-centered approach for the software design process, which is focused on learning in the context of professional practice, the bridge to be built between expert and practitioner knowledge, as well as the knowledge valorization of the latter. In order to take into account users and their situated actions, a (...) usage study was integrated in the analysis phase. This study allows the creation of procedural and contextual telelearning models, and also lists of needs. These results serve as a basis for formulating guidelines for the development of ontologies, for the design of the telelearning knowledge base user interface and telelearning knowledge base environmental description.
