Due to the population ageing, building an elderly livable community has become an urgent task of social welfare development. This Public-Private Partnership construction project faces a variety of pressures from its complex stakeholders. Based on the Qingdao elderly livable community construction project, this paper builds up interpretations about its relationship governance by conducting stakeholder analysis. The paper aims to explore the relationship governance mechanism of multiple connections between related stakeholders. On the basis of complex network theory, this paper (...) establishes a stakeholder relationship network model and describes different modes of different stakeholder relationship in the Qingdao construction project. The paper analyzes the optimal decision-making behavior and interaction of different stakeholders, constructs the objective functions of stakeholder relationship network, applies centrality measure and dominant-set clustering to analyze the optimal conditions of the whole network, and finally carries out simulation calculation. The results show that it is feasible and effective to apply network analysis method to the study of stakeholder relationship in Public-Private Partnership construction projects. (shrink)

Since 1984, the AHV journal has provided a key forum for a community of interdisciplinary, international researchers, educators, and policy makers to analyze and debate core issues, values and hopes facing the nation and the world, and to recommend strategies and actions for addressing them. This agenda includes the more specific challenges and opportunities confronting agriculture, food systems, science, and communities, as well as broader contextual issues and grand challenges. This paper draws extensively on 40 years of AHV journal (...) articles and reviews and begins with a focus on a limited number of key grand challenges (climate change and global warming; threats to democracy and the growing neo-nationalism, populism, and authoritarianism; and increasing national and international inequality). With these challenges as the underlining context, the remainder of the paper addresses core journal themes of sustainable agriculture and local food systems, citizen and public science, and empowered communities. Highlighted are numerous important journal contributions to the analyses and recommendations to address these hopes and themes. I conclude that these themes and hopes not only deserve to live but are essential for changing and redirecting an unsustainable and destructive environmental, economic, political and social agenda to a viable, livable and just democratic society. For both groups (ecovillages and ecocities) tables of matrixes are constructed in order to better understand their potential and functionality, and their special features and characteristics. This chapter is in search of analyzing the eco-potential and renewable energies for further development of future cities, considering ten case studies all over the world and ending with Tirana. Today, which is described as the information age, it is expected from schools where knowledge is produced, education-training activities are carried out, and education is realized, to raise a self-confident student profile in accordance with the requirements of this age. The learning climate is important in this regard. Learning climate, which is one of the new components used instead of organizational climate and school climate in the climate literature, includes all kinds of factors related to learning ability; human factors are (...) dealt with in many dimensions, especially the virtual/real spaces where learning takes place, and measurements are made with the tools developed to measure the learning climate. The data obtained is a source for improvement studies. In our study, the school learning climate was discussed in terms of school engagement, learning environment, and communication dimensions. As a type of self-efficacy, one of the basic concepts of Social Cognitive Theory, academic self-efficacy, which expresses the students' self-confidence in subjects that require academic study, can be explained as the individual's ability to use effective cognitive strategies in order to learn, effectively manage their learning environment and learning times, and effectively organize their own performance. Academic self-efficacy is considered by researchers in different dimensions, measurements are made with different scales. In our study, academic self-efficacy was handled in cognitive, social and technical dimensions. The main factors that make people strong in the flow of life are self-confidence, critical perspective, success in social relations; basic skills such as interest in any sporting, artistic or cultural field are possible with the students' gain from the school climate. In this case, we can say that having a good wind at school, creating a livable and lovable atmosphere, and sitting on an original and critical ground is only possible with a positive and sustainable school climate. The school climate, which positively nurtures academic self-efficacy, will bring the success of the human elements affected by the climate. A positive school climate and strong academic self-efficacy will become the greatest means of academic success. Measuring the learning climate, interpersonal relationships, role models, expectations, etc. in schools. It can help to understand the quality of life as well as the success and satisfaction of students. The aim of this study is to examine the relationship between the learning climate perceptions of students of higher religion and their academic self-efficacy and academic achievement. In this framework, four basic research questions have been tried to be answered: (i) What is the level of the learning climate and academic self-efficacy perceptions of higher religious education students? (ii) Is there a significant relationship between higher religious education students' learning climate and academic self-efficacy? (iii) Are the age, learning climate and academic self-efficacy beliefs of higher religious education students significant predictors of their academic achievement? (iv) What are the views of higher religious education students regarding their negative perceptions of the learning climate? The triangulation strategy was used in the study, which was patterned with mixed method and convergent parallel research design. In the quantitative section of this study, Academic Self-Efficacy Scale developed by Owen and Froman and adapted into Turkish by Ekici and the School Climate Scale for University Students, developed by Terzi was applied to 1147 students from six faculties, who study in high religious education in public universities within Turkey. In the qualitative part, interview forms were filled in by 18 students from the same faculties. Test of normality was applied to the quantitative data set obtained after the research conducted in May 2019. Independent Samples t-Test, Mann Whitney U Test, Levene test, One-way Analysis of Variance (ANOVA), Scheffe Test, Kruskal Wallis H Test, Pearson Product-Moment Correlation, Polyserial Correlation and Path Analysis were used to analyze the data. Qualitative data were analyzed by descriptive analysis. According to the results of the research, the perception of the learning climate and also of academic self-efficacy in general was negative for of the students of higher religious education. The correlation between general average of School Climate Scale and Academic Self-Efficacy Perception Scale is at medium level. According to the results of the research, the findings were discussed in the light of the literature, and after the comments, various solution suggestions were presented that are thought to provide a positive learning climate in higher religious education, strengthen the academic self-efficacy of higher religious education students and increase their academic success. Elaborating decolonial and intersectional methods, aesthetics has developed rich tools for tackling power differences. A philosophical question arises about the nature of gendered embodied experience and materiality: How to comprehend the cultural field if it is at once a site of heinous expropriation and violence and one of vital social and political possibility? This essay explores this question through a reading of Claudia Llosa's film The Milk of Sorrow ( La teta asustada ) (2009). The film, we show, reworks racial, (...) gendered, and colonial logics and supplants a model of transculturation, magical realism, and syncretism and its attendant figuration of resistance by a cultural vision of a web of multivalent, pluri-directional aesthetic promises and threats. Thus it presents a young Indigenous woman as a contemporary decolonial actor who, in encounter with popular culture and the global marketplace, renders memory livable and opens up unforeseen futures for her young town and country. We signal the implications for the positioning of the decolonial feminist spectator or culture maker and for a decolonial aesthetics. Aesthetic existence at the intersection of oppression and liberation, although impure and troubled, functions as a bountiful font of feminist energy and sustenance and a site of communal caring and imagination. The articles published in this issue of Ethical Perspectives all relate to the social and political consequences of phenomena such as uncertainty and anxiety. The biennial Multatuli Lecture, held in Leuven on May 12th, 2001, addressed this very theme. In her paper, “Anxiety and Uncertainty in Modern Society”, Mary Douglas, one of the keynote speakers at the conference, puts forward the view that certainty is only possible when uncertainty is held in check by some kind of institution. Citing examples from (...) her vast experience of various cultural systems, she argues that the loss of certainty in contemporary society, lamented by many, should hardly come as a surprise. Modern demography, technology and forms of labour have contributed to the decline of many traditional institutions, and increased the flexibility and open-endedness of our experience. Douglas realizes that a return to traditional forms of community, and hence greater certainty, is a chimera. She argues that we should rather examine our desire for greater certainty, and prepare ourselves to live with uncertainty, without regrets.In “Habit and History”, Robert Bellah recalls the distinction between elaborated and restricted speech codes — described by Mary Douglas in her book Natural Symbols — and employs it to interpret the contemporary tension between individual autonomy and social solidarity. For Bellah, the history of modernity is an account of the ever increasing dominance of personal freedom, elaborated speech codes and a critical spirit at the expense of ritual practices, loyalty to social institutions and the sense of community. He suggests that we will only succeed in building livable futures once we have given up the illusion of autonomy as something absolute. Instead of viewing elaborated code and restricted code as mutually exclusive, Bellah wishes to explore the possible complementarities between the two, while acknowledging that only the restricted code gives meaning to our lives.Any wish to eradicate the causes of anxiety takes it for granted that a society released from the throes of anxiety would be a desirable one. In his article, “Whistling in the Dark”, Rudi Visker questions this assumption, drawing on a tradition of thought that seeks to emphasize anxiety's revelatory function: anxiety, as Mary Douglas also pointed out, can teach us a valuable lesson about our situation, about the limitations human lives are subject to. Rather than a condition that is produced by identifiable causes, anxiety should be considered as something that is there from the start, and society's task would then be to give this ineradicable anxiety an acceptable outlet or structure.Many critics of modernity posit a close relationship between the decline of traditional meaning systems and the increasing discontent among certain groups within society. Recently, more empirical research is being carried out in order to ascertain whether such a relationship indeed exists. In their paper, “The Malaise of Limitlessness”, Mark Elchardus and Jessy Siongers present the results of an investigation into the influence of de-traditionalization on various indicators of social discontent and social well-being, among young people of secondary-school age in Belgium. Although the concept of a tradition, thus also `de-traditionalization', is notoriously difficult to pin down, Elchardus and Siongers find evidence to support the view that the modernization process, with its increased individual choice and greater self-reflection, has led to the loss of meaningful reference points, and that this, in turn, is associated with uncertainty and malaise. Interestingly, there is also evidence of a correlation between social malaise and various attitudes such as intolerance, authoritarianism and anti-democratic feelings.While the previous contributions hint at what might be called an ethical form of sublimation, where anxiety is contained and directed towards acceptable objectives, Duston Moore's article, “Revolutionary Eros”, raises the prospect of an explicitly political form of sublimation. In this wide-ranging commentary on Marcuse's masterwork, Eros and Civilization, Moore works out the far-reaching political and economic consequences of what at first sight would seem to be a matter for private individuals: desire and its repression by nature and culture . For Marcuse, the performance principle is only one among an entire field of alternate possibilities for directing surplus-repression. The full critical force of Marcuse's argument lies in the suggestion that there may be other ways, that surplus-repression might be transformed, thus leading to new kinds of social relations and new, as yet unimagined forms of labour. One does not just live in a crisis: a crisis calls for action. Etymologically, from the Greek krisis, it is a turning point or a moment of decision. It not only alters perception; it alters the demands for living. It stands out from the everyday. If we follow Gail Weiss (2008), we could say that a crisis is a moment when the ground called “ordinary life” is interrupted in such a way that it no longer functions as an out-of-awareness backdrop (...) but itself becomes the visible figure. But what happens when the ground is already permeated by crises, large and small? How should we think about crisis when we cannot call upon a simple binary—times of crisis and somehow livable normal times? How to think, conceptually, about those communities who live with what is variously termed “slow death” (Berlant 2011), “slow violence,” (Nixon 2011) or “chronic crisis” (Vigh 2008) that make the everyday a source of such continual threat that crisis and non-crisis shade into one another? I ask these questions in the context of my twenty-year history of research in African American communities in which families are caring for children with disabilities and chronic illnesses. (shrink)

The unlivable is the most extreme point of human suffering and injustice. But what is it exactly? How do we define the unlivable? And what can we do to prevent and repair it? These are the intriguing questions Judith Butler and Frédéric Worms discuss in a captivating dialogue situated at the crossroads of contemporary life and politics. Here, Judith Butler criticizes the norms that make life precarious and unlivable, while Frédéric Worms appeals to a "critical vitalism" as a way of (...) allowing the hardship of the unlivable to reveal what is vital for us. For both Butler and Worms, the difference between the livable and the unlivable forms the critical foundation for a contemporary practice of care. Care and support, in all their aspects, make human life livable, that is, "more than living." Community resilience entails the community’s ongoing and developing capacity to account for its vulnerabilities and function amid and recover from disturbance. A holistic and systematic approach of the community on how it uses material and energy resources or how a society educates the members' overtime is required to learn from the past and adapt to the present and future opportunities and threads. Community resilience has a long history in the local communities, which is embedded in their culture and history (...) around shared values and local knowledge based on a dedicated and robust collaboration among diverse groups of the community and the various actors from different backgrounds. The innovative partnership between various actors such as stakeholders, research entities, local communities, and third sector parties is required to overcome the complexities of resiliency building. I argue that livability is both instrumentally valuable and of ultimate value for those whose embodied existence and relationships are mediated by the state system. The obligation to acknowledge people’s claim to the right to a livable locality thus includes addressing the instability associated with migration as well as facilitating in situ adaptation.

A 121-nation study of societal collectivism and a 174-nation study of political autocracy show that parasitic stress does not account for any variation in these components of culture once the interactive impacts of climatic demands and income resources have been accounted for. Climato-economic livability is a viable rival explanation for the reported effects of parasitic stress on culture.

Kuala Lumpur is a diverse city representing many different religions and nationalities. Recent government policy has actively promoted unity and cohesion throughout the city; and the country of Malaysia, with the implementation of a programme called 1Malaysia. Many theorists claim that the reactive emotions, even in their private form, are communicative entities. But as widely endorsed as this claim is, it has not been redeemed: the literature lacks a clear and compelling account of the sense in which reactive attitudes qua private mental states are essentially communicative. In this paper, I fill this gap. I propose that it is apt to characterize privately held reactive attitudes as communicative in nature because they, like many paradigmatic forms of communication, (...) have representational content and the function of evoking uptake of this content in a recipient. I critically discuss respects in which conceptions of community have featured in African moral-political philosophy over the past 40 years or so. Some of the discussion is in the vein of intellectual history, recounting key theoretical moves for those unfamiliar with the field. However, my discussion is also opinionated, noting prima facie weaknesses with certain positions and presenting others as more promising, particularly relative to prominent Western competitors. There are a variety of forms that African communitarianism has taken and could (...) take in respect of moral status, good character, and just policy, and my aims include arguing that some are more plausible than others and should give more individualist thinkers in Euro-American traditions pause. A satisfactory theory of linguistic communication must explain how it is that, through the interpersonal exchange of auditory, visual, and tactile stimuli, the communicative preconditions for the acquisition of testimonial knowledge regularly come to be satisfied. Without an account of knowledge-yielding communication this success condition for linguistic theorizing is left opaque, and we are left with an incomplete understanding of testimony, and communication more generally, as a source of knowledge. This paper argues that knowledge-yielding communication should be modelled on knowledge (...) itself. It is argued that knowledge-yielding communication occurs iff interlocutors coordinate on truth values in a non-lucky and non-deviant way. This account is able to do significant explanatory work: it sheds light on the nature of referential communication, and it allows us to capture, in an informative way, the sense in which interlocutors must entertain similar propositions in order to communicate successfully. Academic bioethics does not appear to be interested in communication and its ethical concerns unless communication is to do with issues such as capacity, consent, truth telling and confidentiality. In contrast practitioners are interested in actually communicating with their patients and they are often particularly perplexed when it comes to people with profound disabilities where communication appears disrupted. Although some new and not so new communication strategies, and especially intensive interaction, are available, little has been written on either the ethical (...) concerns these may present or the deeper concepts that underpin them. This article explores the practical applications of some of these communication strategies. By engaging these strategies with theology, and specifically Pope John Paul’s Theology of the Body, this article identifies and addresses some significant ethical issues that may arise, notably the risk of dualism and of objectifying the human person. Moreover it provides communication strategies with a rationale that goes beyond practicalities to one based on respect for human dignity, justice and solidarity. (shrink)

Philosophers often characterize discourse in general as aiming at some sort of convergence (in beliefs, plans, dispositions, feelings, etc.), and many views about aesthetic discourse in particular affirm this thought. I argue that a convergence norm does not govern aesthetic discourse. The conversational dynamics of aesthetic discourse suggest that typical aesthetic claims have directive force. I distinguish between dynamic and illocutionary force and develop related theories of each for aesthetic discourse. I argue that the illocutionary force of aesthetic utterances is (...) typically invitational because its dynamic force is influenced by a ‘communal’ norm. I draw on dynamic pragmatics to develop a formal account of this dynamic force that explains why invitation has pride of place in aesthetic conversation. It turns out that the end of aesthetic discourse is not convergence but a distinctive form of community, a kind of harmony of individuality, that is compatible with aesthetic disagreement. If this is right, then convergence theories of aesthetic and normative discourse, and of conversation in general, need to be revised. (shrink)

Since moving to Canada in 1969, Jane Jacobs, who recently passed away, has inspired and continues to inspire debate within Canada, as well as elsewhere, on the potential for and promise of the urban experience. Jacobs was not only a critic of unrestricted growth and the destruction of neighborhoods but, frequently, of the efforts of urban planners. The exchanges between Jacobs, author of The Death and Life of Great American Cities (1961), and the American planner and cultural critic Lewis Mumford, (...) author of The Culture of Cities (1938) and The City in History (1961), raised some important issues that are still debated. In spite of their differences, however, the two also shared many values, even if each had reservations about the likely efficacy of the other's policy prescriptions. This paper compares and contrasts the views of the two authors who shared a concern about the hazards of unfettered growth but who often differed not only on what the response to growth should be, but also on the proper approach to understanding how cities either work or do not work. The adverse effects of the Covid-19 pandemic have exposed the lack of multi-scalar community resilient strategies that catalyze the development of alternative coping mechanisms for future challenges. To address the immediate needs of vulnerable and marginalized groups, especially in times of crisis, as evidenced by the pandemic, micro-networks within communities have mitigated and reduced harm through self-devised ingenuity based on local ways of life. Socio-spatial micro-networks have the potential to empower communities to self-organize, engage, collaborate, co-design, co-build, and (...) connect with other communities to improve their resilience. This paper focuses on the impact of micro-networks of care, participatory action research, community health, solidarity and mutual aid in Nairobi (Kenya), comparing their resilience strategies, pre- and post Covid-19 pandemic era. Through analytical, empirical, and comparative studies, this paper envisions viable ways of augmenting and enhancing self-devised, self-sufficient, and resilient culture in marginalized communities in Africa and worldwide. -/- . The Australian government's response to the Millennium Drought (1997–2010) has been met with praise and contestation. While proponents saw the response as timely and crucial, critics claimed it was characterized by government overreach and mismanagement. Five months of field research in farm communities in the Murray Darling Basin (MDB) identified two dominant discourses: administrative rationalism and a local community-based discourse I have termed community-centrism. Administrative rationalism reflects the value of scientific inquiry in service to the state and is the (...) dominant research-based problem-solving model used by water and natural resource agencies (Dryzek in The politics of the earth: environmental discourses, Oxford University Press, 2013; Colloff and Pittock in Aust J Water Resour, 23(2):88–98, 2019). Community-centrism was identified through discussions with farmers and represents a bottom-up approach to environmental planning and management that seeks to incorporate local knowledge, planning, and direct participation. This investigation reveals how discourses define problems and policy choices. While market-based government interventions were likely necessary to address the crisis in the MDB, community-centred responses could have enhanced the government’s capacity to respond to problems. This paper argues that the long-term sustainability of water management in the Basin will require a reorientation on the part of farmers, academics, and governments to develop a community-centred approach to water policies impacting agriculture. It is a task which must be taught and learned by doctors and nurses.

Global security cannot be achieved until people view the world as a global community. Until such time, differences will continue to be perceived as threatening. These perceived “threats” are the primary threat to global security. This volume proposes methods for minimizing the “us versus them” mentality so that we can build a sense of global community.

Since sending explicit messages can be costly, people often utilize “what is not said,” i.e., informative silence, to economize communication. This paper studies the efficient communication rule, which is fully informative while minimizing the use of explicit messages, in cooperative environments. It is shown that when the notion of context is defined as the finest mutually self-evident event that contains the current state, the efficient use of informative silence exhibits the defining property of indexicals in natural languages. While the efficient (...) use of silence could be complex, it is also found that the efficient use of silence can be as “simple” as the use of indexicals in natural languages if and only if the information structure satisfies some centrality and dominance properties. Despite the striking similarities between Pyrrhonian skepticism and Madhyamaka Buddhism, few lessons have been drawn from the parallels between the two traditions. Here, it is argued that Madhyamaka Buddhism verifies the livability of Pyrrhonian skepticism. After establishing that Pyrrhonism and Madhyamaka can be understood as undertaking the same project, it is shown that Madhyamaka philosophy is able to refute objections to the viability of Pyrrhonism. Finally, it is demonstrated that Madhyamaka is still a lived practice in Tibetan Buddhism, and it (...) is argued that this constitutes empirical support for the livability of Pyrrhonian skepticism.
