A Selection of Papers Contributed to Sections IV, VI, and XI of the Fourth International Congress for Logic, Methodology, and Philosophy of Science, Bucharest, September 1971.

Human languages, such as French, Cantonese or American Sign Language, are socio- cultural entities. Knowledge of them (`competence') is acquired by exposure to the ap- propriate environment. Languages are maintained and transmitted by acts of speaking and writing; and this is also the means by which languages evolve. The utterances of one generation are processed by their children to form mental grammars, which in some sense summarize, or generalize over, the children's linguistic experiences. These grammars are (...) the basis for the production of a new avalanche of utterances to which the next generation in its turn is subjected. (This picture is simplified, of course, as generations overlap.) Languages inhabit two distinct and separate modes of existence, which have been called (by Chomsky, 1986) `E-Language' and `I-Language'. E-language is the external observable behaviour --- utterances and inscriptions and manifestations of their meanings. E-language is regarded by some as so chaotic and subject to the vicissitudes of everyday human life as to be a poor candidate for systematic study. (E-Language corresponds to what Chomsky, in earlier terminology, called `performance'.) Out of this blooming buzzing confusion the individual child distils an order internal to the mind; the child constructs a coherent systematic set of rules mapping meanings onto forms. This set of rules is the child's I-Language (where `I' is for `internal'). No two individuals' I-Languages have to be the same, although those of people living in the same community will overlap very significantly. But there will usually be at least some slight difference between the I-language features prevalent in one generation and those prevalent in the next. This is the stuff of language evolution, in the sense of the historical development of individual languages, such as Swedish, Navaho or Zulu. (shrink)

The current discussions of conceptual schemes and related topics are misguided; for they are based on a tacit assumption that the difference between two schemes consists in the different distributions in truth-values. I argue that what should concern us, in the discussions of conceptual schemes and related issues, is not truth-values of assertions, but rather the truth-value-status of the sentences used to make the assertions. This is because the genuine conceptual innovation between alternative theories or languages does not lie (...) in differences in determining truth-values of their sentences, but turns on whether these sentences have truth-values when considered within the context of a competing one. This new interpretation of the notion of conceptual schemes, which I refer to as presuppositional languages, is not only good in itself—for establishing the intelligibility and tenability of the notion—but quite beneficial in its effect on other related issues. Yehoshua Bar-Hillel (1915-1975) was one of the leading intellectuals of Israel and of the world. His work ranged over mathematics, applied logic, communication theory, analytic philosophy, philosophy of science, and linguistics. Creative, patient, attentive, and critical, Bar-Hillel was a superb philosopher. In addition, how humane he was may be learned from the memorial tributes to him which initiate this volume. Bar-Hillel was born in Vienna, and came to Israel, then Palestine, in 1933. He took his M. A. (1938) and Ph. (...) D. (1949) at the Hebrew University of Jerusalem, where his subsequent career continued, as Research Fellow (1949-53), Senior Lecturer in Philosophy (1953-58), Associate Professor of Philosophy (1958-61), and Professor of Logic and Philosophy of Sci ence (1961-75). He was often abroad as visiting professor (Berkeley, 1960- 61; Michigan, 1965; La Jolla, 1966-67; Konstanz, 1971; Berlin, 1972), or as a research scholar, notably at the M. lT. Research Laboratory for Elec tronics during the early 1950's. Bar-Hillel was the Secretary and guiding spirit of the Organizing Committee for the 3rd International Congress for Logic, Methodology and Philosophy of Science, held in Jerusalem in 1964. During 1966-68, he was President of the Division of Logic, Method ology and Philosophy of SCience of the International Union of History and Philosophy of Science, and in 1967 President of the International Union. From 1963 he was a Member of the Israel Academy of Sciences and Humanities. (shrink)

Around 96 percent of children with hearing loss are born to parents with intact hearing, who may initially know little about deafness or sign language. Therefore, such parents will need information and support in making decisions about the medical, linguistic, and educational management of their child. Some of these decisions are time-sensitive and irreversible and come at a moment of emotional turmoil and vulnerability (when some parents grieve the loss of a normally hearing child). Clinical research indicates that a (...) deaf child’s poor communication skills can be made worse by increased level of parental depression. Given this, the importance of reliable and up-to-date support for parents’ decisions is critical to the overall well-being of their child. In raising and educating a child, parents are often offered an exclusive choice between an oral environment (including assistive technology, speech reading, and voicing) and a signing environment. A heated controversy surrounds this choice, and has since at least the late 19th century, beginning with the International Congress on the Education of the Deaf in Milan, held in 1880. While families seek advice from many sources, including, increasingly, the internet, the primary care physician (PCP) is the professional medical figure the family interacts with repeatedly.The present article aims to help family advisors, particularly the PCP and other medical advisors in this regard. We argue that deaf children need to be exposed regularly and frequently to good language models in both visual and auditory modalities from the time hearing loss is detected and continued throughout their education to ensure proper cognitive, psychological, and educational development. Since there is, unfortunately, a dearth of empirical studies on many of the issues families must confront, professional opinions, backed by what studies do exist, are the only option. We here give our strongly held professional opinions and stress the need for improved research studies in these areas. (shrink)

The point of view expressed in the present research is directed towards the ideational “torsion” from rationalism to the “language-games” drawing up an analysis according to which one can notice the rationalist and post-rationalist aspects in the philosophy of communication, and the consequences of these perspectives, which could be of great interest as regards the philosophical concepts related to communication, to man or to the human community. As a matter of fact, “the torsion” is only apparent; it cannot hold (...) a dramatic change of the thinking range, from “rationalism” to “neo-positivism”, as regards the comment on Habermas’ theory of communication, as compared to Wittgenstein’s ideas about “the language-games” as central elements of human communication. Jürgen Habermas manifest a specific turn in his way of thinking, aiming at the contemporary modulation of the rationalist approach by means of inter-subjectivism orhumanism, and stressing the modulation of the logical approach, by means of “language-games” and “life-forms.”. It is not a paper on linguistic analysis (the analysis of word-usages). For I completely reject the claim of certain language analysts that the source of philosophical difficulties is to be found in the misuse of language. No doubt some people talk nonsense, but I claim (a) that there does not exist a logical or language-analytical method of detecting philosophical nonsense (which, by the way, does not stop short of the ranks of logicians, language analysts and (...) semanticists); (b) that the belief that such a method exists -- the belief more especially that philosophical nonsense can be unmasked as due to what Russell might have called 'type-mistakes' and what nowadays are sometimes called 'category-mistakes' -- is the aftermath of a philosophy of language which has since turned out to be baseless. AN INTENSIONAL INTERPRETATION OF TRUTH-VALUES* 1. Introduction In a profound and seminal paper of 1956 'Begrundung einer strengen Implikation', JSL), ...

The paper discusses three theses in relation to poetry: the Inadequacy Thesis: language is inadequate to capture, portray, do justice to, the quality and intensity of the inner life; the Empathy Thesis: descriptions of certain kinds of experiences can only be understood by a person who has had similar experiences; the Poetic Thesis, which has two parts: only through poetry can we hope to overcome the problem of the Inadequacy Thesis and the difficulty of poetry is at least partly (...) explained by the Empathy Thesis. The paper argues that there are important truths underlying each thesis but that it would be wrong to connect this kernel of truth with a Lockean view of language, and in particular with a view of language as 'private', in the sense implied by Locke and criticized by Wittgenstein. The romantic conception of poetry, to which the theses are related, neither relies on the Lockean view nor does it succumb to the Wittgensteinian view. (shrink)

The present paper entitled "Subaltern Language Games and Political Conditions: A Perspective on Applied Philosophy" attempts to streamline Wittgensteinian language games and political conditions. The expression `subaltern ` stands for the meaning as given in the concise oxford dictionary, that is, `of inferior rank`. Subaltern language game is the game of marginalized people. Language game is meaningful in the context of social and political relationship. My contention is that technical or symbolic language is an instrument (...) to serve the end of the affluent class. I think that any social and political change requires change in languagegame. By applied philosophy, I mean that philosophical theories are applicable in concrete human situation. In this sense, I have considered Wittgenstein as an applied philosopher because he holds that words are dead but assume life when it is used or applied in the concrete life situation. In order to make society free from exploitation and reduce inequality, we have to change the prevailing language game. The language game which I am proposing may be called as the "Subaltern Language Game". I have tried to understand Wittgenstein's language game in the light of Derrida's theory of deconstruction. The ordinary languagephilosophy as expounded in` Philosophical Investigation` deconstructs `technical language philosophy' of `Tractatus` because technical language gives an abstract system of symbols and lacks blood and flesh of lifeworld. My contention is that language game is inseparable from socio-political structure. As a matter of fact language game is the expression of forms of life. The language game of the affluent and the ruling class is different from the language game of the poor and downtrodden. The language game of one ethnic group is different from the language game of another ethnic group. The language game of the white people is different from the language game of the black. In Indian context, the language game of the upper caste is different from the language game of the lower caste. The possibility of inequality due to linguistic advantages of privileged class is a fact and not a fantasy. In order to develop linguistic capacity, it requires socio-political and socio-cultural mechanism. The social inequality due to linguistic handicap of individual can be lessened by a process of change in values. This process of change in value system is called culturalisation or sanskritisation. It can be helpful in changing the use of language and its meaning. Thus, in moving from theory to practice, philosophers work to change these words and rules for those philosophers who are trying to do applied philosophy. The language game of the applied philosopher should be fashioned in accordance with socio-political realities. It is not plausible to do applied philosophy with outdated mode of philosophising. Wittgenstein’s early philosophy of language is shaped by his attention to Parmenides’ paradox of false propositions and the problem of the unity of the proposition. Wittgenstein (dis)solves these two (pseudo)problems through his discussion of the “internal pictorial relation” between propositions and states of affairs, which is an artifact of language and the world being “constructed according to a common logical pattern” (TLP 4.014). After examining these issues, I argue that this treatment points to a further problem, namely, the (...) question of the agency responsible for this construction, and in the paper I briefly explore this byconsidering a parallel set of problems as they arise for Kant. For Kant, the question is what guarantees that nature conforms to our concepts and their logic, which he answers through his account of the normative authority we exercise in our cognitive activities. Wittgenstein, I argue, faces a parallel question, which he fails to face in his early work, and only begins to address in his later work on rule-following. (shrink)

A volume of studies in natural language semantics which brings together work by philosophers, logicians and linguists. The main topics treated are: quantification and reference in natural language; the relations between formal logic, programming languages and natural language; pragmatics and discourse meaning; surface syntax and logical meaning. The volume derives from a colloquium organised in 1973 by the Kings College Research Centre, Cambridge and the papers have been edited for publication by Professor Keenan. It is hoped (...) that the collection will make available some of the best work in this fast-moving field and will stimulate further progress by juxtaposing the different approaches and interests represented here. The linguistic theory of Chomsky has changed the long, traditional way of studying language. The nature of knowledge, which is closely tied to human knowledge in general, makes it a logical step for Chomsky to generalize his theory to the study of the relation between language and the world-in particular, the study of truth and reference. But his theory has been controversial and his proposal of "innate ideas" has been resisted by some empiricists who characterize him as rationalist. (...) In our view, these empiricists make a mistake. In the present paper we attend to his position regarding linguistics as a science of mind/brain, which we believe is an important aspect of his theory that has not been paid enough attention or understood by his opponents. In turn, this will help to clarify some of the confusions around his theory. Finally we will discuss some of the debatable issues based on the outlines we draw. (shrink)

The purpose of this paper is to point out the logical priority of the existential grounds of picturing reality by means of scientific representations, hypotheses as such. Also, to clarify the meaning of the inscribing and reading of the picture in terms of the existential conditions and facts of the human being who acts and reacts for survival, and who interprets its surroundings in connection with the train of consequences that connects up with this human action. The surrounding world thus (...) is recognized and interpreted in terms of playing and operating with signs, the significations of which make up the horizons of the world of the human being. This clarification is needed to throw light on how concepts mean in the application of words in language. And the clarity reached at this stage helps for us to clarify further the meaning of thinking and its relation to language-use in terms of playing and operating with signs in the conditions of the surrounding world, the action of the human body in its existential situation. Hence, the logical priority of the human condition in terms of the use and application of signs in the existential world of human being differs from the analytical representations of the world in science for scientific purposes. Which means that the representations of science are tools of the language, and that they are to be treated and interpreted as signs used to represent reality only in the scientific contexts, for the purposes of the language of science and scientific culture. Without such clarity, representations of science, scientific descriptions of reality are open to misinterpretation even by scientists and philosophers, let alone layman, to be so generalized to extend the bounds of its meaningful application in the scientific context of explaining or describing phenomena experimented, or observed under certain experimental conditions. The question of monogenesis vs. polygenesis of human languages was essentially neglected by contemporary linguistics until the appearance of the research on the genetics of human populations by L. L. Cavalli-Sforza and his collaborators, which brought to light very exciting parallels between the distribution of human populations and that of language families. The present paper highlights some aspects of the history of the problem and some points of the contemporary discussion. We first outline the “Biblical paradigm”, which persisted (...) until the 18th century even in scientific milieus. Then, we outline some aspects of the 19th century debate about monogenesis vs. polygenesis of languages and about the relationships between languages and human populations: in particular, we will discuss the views of Darwin on the one hand and of some linguists on the other (Schleicher, M. Müller, Whitney and Trombetti). It will be seen that their positions only partly coincide; at any rate, it will be shown that Darwin was partly inspired by the problems of the genealogy of languages and that the linguists, for their part, took account of Darwin’s views. Turning to today’s debate, we first present the positions of the linguists arguing for monogenesis, namely J. Greenberg and M. Ruhlen, as well as the criticisms raised against their methods by the majority of linguists. Other scholars, such as D. Bickerton or N. Chomsky, essentially argue, from different points of view, that the problem of monogenesis vs. polygenesis of languages is a “pseudo-problem”. We however think that, although the question cannot be reasonably solved by linguistic means, it cannot be discarded as meaningless: it is an anthropological rather than a linguistic problem. We present some reflections and suggestions, in the light of which the monogenetic hypothesis appears as more tenable than the polygenetic one. (shrink)

At the end of the seminar, I suggested that most researchers on language and its evolution (including Derek Bickerton I suspect, though I've only read snippets of his work), mistakenly ignore a host of other competences that are present in far more species.

Rabassa This paper is a personal attempt to relate the concept of language games as portrayed by the Austrian Philosopher Ludwig Wittgenstein with the literary magic of Gabriel García Márquez. The topic came up to me after reading an essay of the Colombian writer Carlos Patiño Roselli. His exposition on the language games in Wittgenstein triggered a series ofassociations in (...) me that made me see spoken language as the actor that plays the leading role in both authors. In order to address this topic I will first summarize Wittgenstein’s notion of language-games, on one hand, and then I will remind us of what we commonly understand under “magical realism” in GGM; then, I will propose a free interpretation of §103 in PhU relating it to Melquiades’ return from death to live in a story he tells in some papyrus. This book is an outstanding contribution to the philosophical study of language and mind, by one of the most influential thinkers of our time. In a series of penetrating essays, Chomsky cuts through the confusion and prejudice which has infected the study of language and mind, bringing new solutions to traditional philosophical puzzles and fresh perspectives on issues of general interest, ranging from the mind-body problem to the unification of science. Using a range of imaginative and deceptively simple (...) linguistic analyses, Chomsky defends the view that knowledge of language is internal to the human mind. He argues that a proper study of language must deal with this mental construct. According to Chomsky, therefore, human language is a 'biological object' and should be analyzed using the methodology of the sciences. One of the most important students of Franz Brentano was Anton Marty, who made it his task to develop a philosophy of language on the basis of Brentano’s analysis of mind. It is most unfortunate that Marty does not receive the attention he deserves, primarily due to his detailed and distracting polemics. In the analysis presented here his philosophy of language and other aspects of his thought, such as his ontology , are examined first and foremost in their (...) positive rather than critical character. The analysis is moreover supplemented by translations of four important works by Marty, including his entire work On the Origin of Language. These are in fact the first English translations of any substantial writings by him. The resulting picture that emerges from the analysis and translations is that Marty has much to say that proves to be of enduring interest for the philosophy of language on a range of topics, especially the meanings of statements, of emotive expressions, and of names as regards both their communicative and their ontological aspects. The volume will be of interest not only to philosophers and historians of philosophy, but also to historians of linguistics and psychology. (shrink)

Roman Ingarden offered a strong criticism of the verifiability principle in his talk delivered at the 8th International Congress in Prague in 1934. Ingarden argued that this principle either violates itself or smuggles a hidden sense. In this paper I show that Ingarden-like arguments about smuggled (but this pejorative qualification is skipped) meaning apply not only to the criteria of sense, but also to other semantic assertions within language-hierarchies in Tarski’s sense.
