What does it feel like to be a bat? Is conscious experience of echolocation closer to that of vision or audition? Or do bats process echolocation nonconsciously, such that they do not feel anything about echolocation? This famous question of bats' experience, posed by a philosopher Thomas Nagel in 1974, clarifies the difficult nature of the mind–body problem. Why a particular sense, such as vision, has to feel like vision, but not like audition, is totally puzzling. This is especially so (...) given that any conscious experience is supported by neuronal activity. Activity of a single neuron appears fairly uniform across modalities and even similar to those for non-conscious processing. Without any explanation on why a particular sense has to feel the way it does, researchers cannot approach the question of the bats' experience. Is there any theory that gives us a hope for such explanation? Currently, probably none, except for one. Integrated information theory has potential to offer a plausible explanation. IIT essentially claims that any system that is composed of causally interacting mechanisms can have conscious experience. And precisely how the system feels is determined by the way the mechanisms influence each other in a holistic way. In this article, I will give a brief explanation of the essence of IIT. Further, I will briefly provide a potential scientific pathway to approach bats' conscious experience and its philosophical implications. If IIT, or its improved or related versions, is validated enough, the theory will gain credibility. When it matures enough, predictions from the theory, including nature of bats' experience, will have to be accepted. I argue that a seemingly impossible question about bats' consciousness will drive empirical and theoretical consciousness research to make big breakthroughs, in a similar way as an impossible question about the age of the universe has driven modern cosmology. Recent work on the application of neural networks to language modeling has shown that models based on certain neural architectures can capture syntactic information from utterances and sentences even when not given an explicitly syntactic objective. We examine whether a fully data-driven model of language development that uses a recurrent neural network encoder for utterances can track how child language utterances change over the course of language development in a way that is comparable to what is achieved using established language (...) assessment metrics that use language-specific information carefully designed by experts. Given only transcripts of child language utterances from the CHILDES Database and no pre-specified information about language, our model captures not just the structural characteristics of child language utterances, but how these structures reflect language development over time. We establish an evaluation methodology with which we can examine how well our model tracks language development compared to three known approaches: Mean Length of Utterance, the Developmental Sentence Score, and the Index of Productive Syntax. We discuss the applicability of our model to data-driven assessment of child language development, including how a fully data-driven approach supports the possibility of increased research in multilingual and cross-lingual issues. Consciousness and emotion feature prominently in our personal lives, yet remain enigmatic. Recent advances prompt further distinctions that should provide more experimental traction: we argue that emotion consists of an emotion state (functional aspects, including emo- tional response) as well as feelings (the conscious experience of the emotion), and that consciousness consists of level (e.g. coma, vegetative state and wake- fulness) and content (what it is we are conscious of). Not only is consciousness important to aspects of emotion but structures (...) that are important for emotion, such as brainstem nuclei and midline cortices, overlap with structures that regulate the level of consciousness. The intersection of consciousness and emotion is ripe for experimental investigation, and we outline possible examples for future studies. (shrink)

The paper presents a new argument for epistemic permissivism. The version of permissivism that we defend is a moderate version that applies only to explicit doxastic attitudes. Drawing on Yalcin’s framework for modeling such attitudes, we argue that two fully rational subjects who share all their evidence, prior beliefs, and epistemic standards may still differ in the explicit doxastic attitudes that they adopt. This can happen because two such subjects may be sensitive to different questions. Thus, differing intellectual interests can (...) yield failures of uniqueness. Illusions that produce perceptual suppression despite constant retinal input are used to manipulate visual consciousness. Here we report on a powerful variant of existing techniques, Continuous Flash Suppression. Distinct images flashed successively around 10 Hz into one eye reliably suppress an image presented to the other eye. Compared to binocular rivalry, the duration of perceptual suppression increased more than 10-fold. Using this tool we show that the strength of the negative afterimage of an adaptor was reduced by half when it (...) was perceptually suppressed by input from the other eye. The more likely the adaptor was completely suppressed, the larger the reduction of the afterimage intensity. Paradoxically, trial-to-trial visibility of the adaptor did not correlate with the degree of suppression. Our results imply that formation of afterimages involves neuronal structures that access input from both eyes, but that do not correspond directly to the neuronal correlates of perceptual awareness. Reinforcement Learning (RL) handles policy search problems: searching a mapping from state space to action space. However RL is based on gradient methods and as such, cannot deal with problems with multimodal landscape. In contrast, though Genetic Algorithm (GA) is promising to deal with them, it seems to be unsuitable for policy search problems from the viewpoint of the cost of evaluation. Minimal Generation Gap (MGG), used as a generation-alternation model in GA, generates many offspring from two or more parents (...) selected from a population. Therefore, evaluating policies of generated offspring requires much trial and error (i.e. interaction between an agent and an environment). In this paper, we incorporate importance sampling into the framework of MGG in order to reduce the cost of evaluation on policy search. The proposed techniques are applied to Markov Decision Process (MDP) with multimodal landscape. The experimental results show that these techniques can reduce the number of interaction between an agent and an environment, and also mean that MGG and importance sampling are good for each other. In healthcare, a tension sometimes arises between the injunction to do as much good as possible with scarce resources and the injunction to rescue identifiable individuals in immediate peril, regardless of cost (the “Rule of Rescue”). This tension can generate serious ethical and political difficulties for public policy makers faced with making explicit decisions about the public funding of controversial health technologies, such as costly new cancer drugs. In this paper we explore the appropriate role of the Rule of Rescue (...) in public resource allocation decisions by health technology funding advisory bodies such as the National Institute for Health and Clinical Excellence. We consider practical approaches to operationalising the Rule of Rescue from Australia and the UK before examining the relevance of individual moral imperatives to public policy making. We conclude that that whilst public policy makers in a humane society should facilitate exceptional departures from a cost effectiveness norm in clinical decisions about identified individuals, it is not so obvious that they should, as a matter of national public policy, exempt any one group of unidentified individuals within society from the rules of opportunity cost at the expense of all others. Amid continuing social unrest from the Great East Japan Earthquake and subsequent Fukushima nuclear accident of 2011, the Japanese government announced plans for a major biobanking project in the disaster-stricken areas, to be administered by the ‘Tohoku Medical Megabank Organization’ (ToMMo). This project differs from previous biobanking projects in that it 1) was initiated mainly to boost post-disaster recovery and reconstruction; and 2) targets the area’s survivors as its primary subjects. Human interaction has two principle functions: building and maintaining relationships with others and exchanging information. The function of building and maintaining relationships with others relates to interpersonal coordination; this behavior pattern is expected to predict the outcome of social relationships, such as between therapists and patients. It is unclear, however, whether the exchange of information is associated with interpersonal coordination. In the present study, we tested a hypothesis of whether body movement synchrony occurs in a natural conversation and whether this (...) synchrony has a positive correlation with the degree of information exchange. Fifty participants were engaged in a conversation task; each had different roles in the conversation. We measured their body movements during this conversation using an optical motion capture system. Similar to methods that can be found in previous research, we calculated body movements and quantified their synchrony applying the methods previously reported that automatically quantified their body movements. Moreover, we determined the participants’ degree of information exchange concerning the conversation using a questionnaire. We observed that the body movement synchrony of pairs who talked with each other was significantly higher than that of pairs who did not talk with each other, and that this synchrony was positively associated with the degree of information exchange. These results suggest that body movement synchrony predicted information exchange. (shrink)

Under what conditions are material objects, such as particles, parts of a whole object? This is the composition question and is a longstanding open question in philosophy. Existing attempts to specify a non-trivial restriction on composition tend to be vague and face serious counterexamples. Consequently, two extreme answers have become mainstream: composition (the forming of a whole by its parts) happens under no or all conditions. In this paper, we provide a self-contained introduction to the integrated information theory of consciousness (...) (IIT). We show that IIT specifies a non-trivial restriction on composition: composition happens when integrated information is maximized. We compare the IIT-restriction to existing proposals and argue that the IIT-restriction has significant advantages, especially in response to the problems of vagueness and counterexamples. Scarce healthcare resources can be allocated in many ways. The National Institute for Health and Clinical Excellence in the UK focuses on the size of the benefit relative to costs, yet we know that there is support among clinicians and the general public for reducing inequalities in health. This paper shows how the UK general public trade-off these sometimes competing objectives, and the data we gather allow us to show the weight given to different population groups, for example, 1 extra (...) year of life in full health to someone who would otherwise die at the age of 60 years is worth more than twice as much as an additional year of life to someone who would otherwise die at the age of 70 years. Such data can help inform the rationing decisions faced by all healthcare systems around the world. (shrink)

This study discusses the pattern of development of child-related policies, particularly in recent years. The Liberal Democratic Party (LDP) lacks interest in public engagement in child-related issues, whereas Komeito, the recent coalition partner of the LDP, has been the driving force of recent developments. The study investigates the historical development of three child-related policies: namely, child allowance, childcare services, and the facilitation of work–life balance of employees, and discusses the role of Komeito in the recent coalition government. An analytical model (...) is provided to explain why Komeito was active in the development of child allowance, but not other policies. On the whole, the participation of Komeito in the coalition government seems to give impetus to the development of child-related polices, but the scope of that party's behavior is constrained, due to its position as a minor partner in the coalition government. The $$\varepsilon $$ -elimination method of Hilbert’s $$\varepsilon $$ -calculus yields the up-to-date most direct algorithm for computing the Herbrand disjunction of an extensional formula. A central advantage is that the upper bound on the Herbrand complexity obtained is independent of the propositional structure of the proof. Prior (modern) work on Hilbert’s $$\varepsilon $$ -calculus focused mainly on the pure calculus, without equality. We clarify that this independence also holds for first-order logic with equality. Further, we provide upper bounds analyses (...) of the extended first $$\varepsilon $$ -theorem, even if the formalisation incorporates so-called $$\varepsilon $$ -equality axioms. (shrink)

Brain‐derived neurotrophic factor (BDNF) is the most‐abundant neurotrophin in the brain. In mammals, it is synthesized as a precursor called proBDNF, which is proteolytically cleaved to generate mature BDNF. The BDNF gene is located on chromosome 11p13, and a functional single nucleotide polymorphism (SNP) of this gene has been shown to produce a valine (Val)‐to‐methionine (Met) substitution in the proBDNF protein at codon 66 (Val66Met). Several papers suggest that this SNP is related to decreased hippocampal volume and hippocampus‐mediated memory performance (...) in humans. Recently, Chen et al.1 generated a variant BDNF mouse (BDNFMet/Met) that reproduces the phenotypic hallmarks in humans with a variant Met allele. This article aims to clarify the meaning of henology for Lacan and Žižek. Žižek apparently rejects Neoplatonic way of thinking, but by considering Lacanian Henology through its origin, Etienne Gilson, Lacanian henology and Žižek’s Hegelian reading of the One become converged. Both of them think the movement of the One from one principle and its two aspects. The principle is that the One gives something that it does not have, and it corresponds to Lacanian definition of love. Regarding its two (...) aspects, the first one is the logical necessity that generates necessarily the One, and the second is the logical contingency that generates contingently the surplus element. By this, we can clarify the theoretical development of each period of Lacan. In early Lacan, henology was a logic that ties his “the Symbolic” and Freudian Death drive. In middle Lacan, his main concern was the mathematical logic as the logic of the Id, and henology became the generative logic of the subject of enunciation or the subject of the jouissance. But at the same time, this movement produces as a co-product a inassimilable remainder, “object a” with the subject of signifiant. In late Lacan, by virtue of the “necessary” movement of the One and its “contingent” co-product, the universe of the discourse became indeterminate, undecidable, “not-all,” which means for Lacan “the contingent.” This characteristic became the logic of Lacanian “sexuation.”.
