This article makes two arguments: first, it argues that theories connecting ethnic group mobilization with democratic bargaining are based, often unwittingly, on primordialist assumptions that bias them toward overestimating the intractability of ethnic group demands. Second, it proposes a synthesis of constructivist approaches to ethnic identity and social choice theory to show how we who study ethnic mobilization might build theories that rely on the more realistic and more powerful assumption of instability in ethnic group boundaries and preferences. The diversity of knowledge surrounding behavioural insights (BI) means in the policy sciences, although visible, remains under-theorized with scant comparative and generalizable explorations of the procedural prerequisites for their effective design, both as stand-alone tools and as part of dedicated policy 'toolkits'. While comparative analyses of the content of BI tools has proliferated, the knowledge gap about the procedural needs of BI policy design is growing recognizably, as the range of BI responses grows in practice necessitating specific capabilities, processes and (...) institutional frameworks to be in place for their design. This Element draws on the literature on policy design and innovation adoption to explore the administrative, institutional and capacity endowments of governments for the successful and appropriate integration of BI in existing policy frameworks. The Ideal of perpetual peace can be called ‘Summum Bonum’ of Kant’s political philosophy. Kant’s essay entitled ‘perpetual peace’ was written in 1795, but its substantial values practically unimpaired. Anyone who is familiar with the mindset of Kant will definitely expect to find in him sound common sense, clear vision and a remarkable power of analytically exhibiting the conditions on which the facts necessarily depend. These characteristics are manifest in his essay on ‘Perpetual peace’. From the beginning of the history (...) of humanity, poets and prophets had cherished the sweet dream of a peaceful civilization. It is in the form of a practical project that this idea of perpetual peace is a noble one. Kant’s essay on perpetual peace has been divided into two sections. The first section contains ‘Six preliminary articles’ on perpetual peace between states, while the second section includes ‘Three definitive articles’ of a perpetual peace between states. Kant’s essay on perpetual peace at first sight seems as a pure political thought, but if we go through the content of it, we find its roots in ethics. If we say that the whole of Kant’s political thought has a sound ethical foundation, then it will not be wrong. If we make a deep analysis and a serious observation of all the preliminary and definitive articles of perpetual peace, we will find that there are fundamental ethical values and moral maxims rooted in the philosophy of perpetual peace. Ethics is the foundation of perpetual peace. Kant is not pessimist enough to believe that perpetual peace is an unrealisable dream or a consummation devoutly to be feared, nor is he optimist enough to fancy that it is an ideal which could be easily realised. For Kant, perpetual peace is an ideal not merely as a speculative Utopian idea, with which in fancy we may play, but as a moral principle, which ought to be, and therefore can be, realised. The present paper is an attempt to discover these hidden principles of morality in the description of perpetual peace. The author has tried to trace out and analyse the ethical foundation of perpetual peace with the help of preliminary and definitive articles of perpetual peace stated by Kant. (shrink)

Aruna Ramachandra Shanbaug breathed her last after 42 years of being in a persistent vegetative state. Euthanasia in any form is not permitted in India and it was only in the year 2011 that a petition was filed in the court that urged the cessation of her force feeding with a nasogastric tube and the request for her peaceful death. What followed was a string of arguments and counter arguments relating to Euthanasia. The sad demise of Aruna Shanbaug is not (...) the end of an individual, but may be the end of the road for clear cut guidelines and legislation on Euthanasia in India. (shrink)

Honor killings are graceless and ferocious murders by chauvinists with an antediluvian mind. These are categorized separately because these killings are committed for the prime reason of satisfying the ego of the people whom the victim trusts and always looks up to for support and protection. It is for this sole reason that honor killings demand strict and stern punishment, not only for the person who committed the murder but also for any person who contributed or was party to the (...) act. This communication highlights a very pertinent and recent case of an erroneous representation of the Indian borders in an article ‘India by the numbers’ by Richard Van Noorden in Nature where a considerable part of the Jammu and Kashmir State of India is missing in the map incorporated in the article. The article received a series of comments showing disappointment on the issue and a need for the correction to the depicted Indian borders. The editor instead of making corrections to (...) the map has issued a statement that ‘the map shows land areas currently administered by the Indian Government’, that in no way can be considered as an acceptable argument. We wish the focus of this well written article had remained on science rather than introducing unnecessary controversies. (shrink)

Evaluation of scientific research is essential to judge the impact of research and the author. In this regard, a newly devised Leiden Manifesto describes 10 principles for guiding research evaluation. The principles need to be analyzed critically and adapted as a preferred method of research evaluation.

Over the last two decades there has been a proliferation of partnerships between business and government, multilateral bodies, and/or social actors such as NGOs and local community organizations engaged in promoting development. While proponents hail these partnerships as an important new approach to engaging business, critics argue that they are not only generally ineffective but also serve to legitimate a neo-liberal, global economic order which inhibits development. In order to understand and evaluate the role of such partnerships, it is necessary (...) to appreciate their diversity with respect to not only the activities that they engage in, but also the degree to which they are subject to social control. This paper distinguishes four different types of business partnerships, based upon differing degrees of social control: conventional business; corporate social responsibility; corporate accountability; and social economy. Each type of partnership is described, their basic forms are noted, and the conditions and prospects for them contributing to development are examined. By way of conclusion, an analysis is offered of how the different types of business partnerships relate to different conceptions of development and function as policy paradigms to promote different globalization agendas. The process of obtaining informed consent to participate in a clinical study presents many challenges for research conducted in a population of patients with schizophrenia. Morally valid, informed consent must include information sharing, decisional capacity, and capacity for voluntarism. This paper examines the unique features of schizophrenia that may threaten each of these elements of informed consent, and it proposes additional safeguards in the process of gaining informed consent from individuals with schizophrenia in order to maximise the decision-making potential of (...) this patient population. Plagiarism is a serious threat plaguing the research in publication of science globally. There is an increasing need to address the issue of plagiarism especially among young researchers in the developing part of the world. Plagiarism needs to be earnestly discouraged to ensure a plagiarism free research environment. We provide further suggestions to combat student plagiarism at Master’s level and the regulations/guidelines regarding plagiarism in India.

The issue of ‘mandatory publications’ has generated serious flak about its usefulness among the various stakeholders. A lot of debate centers around the question of ‘lack of will’ or ‘lack of skill’ as a reason for the diminishing research interests among the medical faculty in India. In our view, it is the lack of will to publish good quality research which is to be blamed rather than the lack of skill to do good quality research.

Vijay is a forty-eight-year-old man with profound mental retardation and cerebral palsy. He uses a wheelchair, cannot speak or eat by mouth, and requires constant care. He lived in a group home for twenty-eight years. During the last year, Vijay has required two visits to the emergency room on average per month and has been hospitalized for two hundred days in total. These hospitalizations are the result of a number of painful and dangerous complications related to the gastrostomy tube that (...) provides his nutrition. The last time he was in the hospital, doctors had to give him a peripherally inserted central catheter, or PICC line, to provide nutrition because the gastrostomy tube was no longer effective .. The legal and moral validity of euthanasia has been questioned in different situations. In India, the status of euthanasia is no different. It was the Aruna Ramachandra Shanbaug case that got significant public attention and led the Supreme Court of India to initiate detailed deliberations on the long ignored issue of euthanasia. Realising the importance of this issue and considering the ongoing and pending litigation before the different courts in this regard, the Ministry of Health and Family Welfare, Government of (...) India issued a public notice on May 2016 that invited opinions from the citizens and the concerned stakeholders on the proposed draft bill entitled The Medical Treatment of Terminally Ill Patients Bill. Globally, only a few countries have legislation with discreet and unambiguous guidelines on euthanasia. The ongoing developments have raised a hope of India getting a discreet law on euthanasia in the future. (shrink)

Respecting patients’ rights is a fundamental aspect of providing quality healthcare. The present investigation attempts to explore the awareness among patients about their rights in a coastal township in India. A questionnaire-based cross-sectional study was carried out among 215 patients admitted to the wards of a tertiary care teaching hospital in Mangalore. Awareness among patients regarding their rights varied for various issues and ranged between 48.4 and 87.4 %. Awareness about patients’ rights was independent of gender, socio-economic and educational status. (...) Doctors were found to be the most common source of information for patient’s about their rights in the study. Doctors must conform to the relevant legislations and involve patients in all aspects of healthcare. Recent editing of the genome of the human embryo with the CRISPR/Cas9 editing tool generated a debate amongst top scientists of the world for the ethical considerations regarding its effect on the future generations. It needs to be seen as to what transformation human gene editing brings to humankind in the times to come.

In this technology-driven Digital Age, Management Education is primarily engaged in development of skills and techno-economic competence of students with dominant thrust on sharpening their rational faculties and quantitative ability. Deeper questions and nobler qualittative issues like Spirituality, Corporate Social Responsibility and Ethics are naturally assigned low priority in the rush for money, career, fame, power and position both at the individual and organizational levels. Restorative practices are gaining traction as alternative approaches to student conflict and harm in schools, potentially surpassing disciplinary methods in effectiveness. In the current article, we contribute to the evolving understanding of restorative practices in schools by examining qualitative responses from educators regarding restorative interventions for online-mediated conflict and harm, including cyberbullying and sexting. Participants include pre-service educators, as well as junior and senior teachers with varying levels of familiarity with restorative practices. Our findings highlight how educators who have implemented (...) these practices largely hold positive perspectives of their effectiveness for resolving cyber conflicts and restoring a positive classroom environment. Educators emphasize the value of meaningful changes in student behaviour and acknowledge the potential of face-to-face mediation in mitigating online harm and promoting digital citizenship, though some educators raise questions about the appropriateness of restorative responses to serious incidents of online-mediated harm. This research offers fresh insights into the challenges and potential of restorative practices in schools, particularly in addressing cyber-based conflicts. We emphasize implementation challenges related to the distinct contexts in which schools operate and the influence of broader societal and systemic factors on the success of restorative practice initiatives. This paper proposes relative and absolute measures of deprivation using social satisfaction functions. The relative measure gives us the amount by which social satisfaction can be increased in proportional terms by redistributing incomes equally. We also demonstrate the existence of a relationship between summary indices of deprivation and social satisfaction.

Most laboratory experiments studying Tullock contest games find that bids significantly exceed the risk-neutral equilibrium predictions. We test the generalisability of these results by comparing a typical experimental implementation of a contest against the familiar institution of a ticket-based raffle. We find that in the raffle initial bid levels are significantly lower and bids adjust more rapidly towards expected-earnings best responses. We demonstrate the robustness of our results by replicating them across two continents at two university labs with contrasting student (...) profiles. (shrink)

Embryos and microscopes share a long, remarkable history and biologists have always been intrigued to watch how embryos develop under the microscope. Here we discuss the advances in microscopy which have greatly influenced our current understanding of embryogenesis. We highlight the evolution of microscopes and the optical technologies that have been instrumental in studying various developmental processes. These imaging modalities provide mechanistic insights into the dynamic cellular and molecular events which drive lineage commitment and morphogenetic changes in the developing embryo. (...) We begin the journey with a brief history of microscopy to study embryos. First, we review the principles and optics of light, fluorescence, confocal, and electron microscopy which have been key techniques for imaging cellular and molecular events during embryonic development. Next, we discuss recent key imaging modalities such as light‐sheet microscopy, which are suitable for whole embryo imaging. Further, we highlight imaging techniques like multiphoton and super resolution microscopy for beyond light diffraction limit, high resolution imaging. Lastly, we review some of the scattering‐based imaging methods and techniques used for imaging human embryos. (shrink)

In recent years India has been moving further in the direction of adopting an Anglo-American model of corporate governance. This decision, the result more of international economic and political pressures than public debate, in effect represents a new development strategy for the world's most populous democracy. In light of this situation, it is important to ask two basic questions: 1) why has the Anglo-American model of corporate governance been adopted? and; 2) can it be justified? This paper addresses the first (...) of these questions by distinguish and examining three historical models of governance in India: 1) the managing agency model in the colonial period; 2) the business house model that emerged after independence, and; 3) the Anglo-American model which has recently been adopted (and is still emerging). The second question is approached through an examination of the "development impact" of the new model, as indicated by such measures as growth, employment and respect for shareholder rights. The causal exclusion argument supports the notion that causation should be thought of as a purely low-level affair. Here we argue instead in favour of high-level causation as a natural and meaningful notion that may even be more useful than causation at more fundamental physical levels. Our argument is framed in terms of a broadly interventionist conception of causation. Its essence is that causal relations at an appropriately high level can in a certain sense be less sensitive than those at (...) a fundamental, microscopic level. This means that in settings where causal relations at the physical level are not considered in the context of some suitable macro-level interpretation, statements concerning the low-level relations may be highly sensitive with respect to changes in background conditions. Using an example of accelerator experiments in particle physics, we consider what it means to characterize extremely sensitive low-level events as causal. (shrink)

In 1893, The World’s Parliament of Religions met in Chicago from the 15th of May until the 28th of October. 2013 marked the 120th anniversary of this gathering where the leading representatives of the religions of the world engaged in dialogue. To commemorate this event, Special Collections Research Center at Southern Illinois University Carbondale in conjunction with the Hegeler Carus Foundation hosted a symposium on the relationship between science, religion, and philosophy. One of the themes of the Parliament was “…the (...) actual harmony of science and religion; and the origin and nature of the alleged conflict between them.” Featured speakers addressed these issues igniting fascinating conversations. Coronavirus disease 2019 is a fast-developing viral pandemic spreading across the globe. Due to lack of availability of proven medicines against COVID-19, physicians have resorted to treatments through large trials of investigational drugs with poor evidence or those used for similar diseases. Large trials randomize 100–500+ patients at multiple hospitals in different countries to either receive these drugs or standard treatment. In order to expedite the process, some regulatory agencies had also given permission to use drugs approved for other diseases, (...) despite a lack of evidence of efficacy in COVID-19. In this review, we highlight the potential ethical issues that should be addressed during the use of investigational drugs with little prior evidence as a treatment options during a pandemic. We discuss the impact of design of randomized clinical trials using LOTUS trial as an example and that of off-label use of drugs like chloroquine/hydroxychloroquine on the safety of patients during COVID-19. We conclude that the adaptive randomized clinical trial designs offer a flexible and efficient approach, enabling patients to quickly switch to successful treatments, while minimizing the number of patients on standard of care. Randomized clinical trial design should consider blinding of investigators and only representative patients who can provide consent should be included. We also conclude the emergency approvals of drugs should be carefully issued and off-label use should be restricted in pandemics. Streamlined regulatory guidelines for emergency drug use in a pandemic can also help in providing benefit and minimizing harm to patients in the future. (shrink)

When encountering a set of alternatives displayed in the form of a list, the decision maker usually determines a particular alternative, after which she stops checking the remaining ones, and chooses an alternative from those observed so far. We present a framework in which both decision problems are explicitly modeled, and axiomatically characterize a ‘divide-and-choose’ rule which unifies successive choice and satisficing choice.

Journalology is the science of publication practices and the study of these activities. This communication details a centre for Journalology run by the Ottawa Hospital, Canada. The Centre has a valued role to play in the publication practices, ethics, and guides that researchers need in order to identify suitable journals for their research. Such centres are needed in every university so that the best publication practices are promoted and scientific integrity is maintained and enhanced.

Unconscious thought theory (UTT) states that all information is taken into account and the attributes are weighted optimally resulting in better decisions in complex decision problems during unconscious thought. Very few studies have investigated the actual amount of information processed in the unconscious thought condition. We hypothesized that only a small subset of information might be considered during unconscious thought (like conscious thought). To test this possibility and to explore the way attribute information is selected and combined, we performed computer (...) simulations on the datasets used by previous researchers. The simulations showed that considering a small subset (3-4) of attributes, yields results comparable to previous studies. There is no need to posit infinite capacity in the unconscious thought condition. The results also suggest that weight information is used for attribute selection that could potentially explain the difficulties in replicating the deliberation-without-attention effect. (shrink)

The majority of research on human rights focuses on the consequences of regime-type for human rights violations, and overwhelming evidence suggests that democracies are less likely to violate human rights of their citizens as compared to non-democracies. However, a regime-type perspective is unable to account for disparities in human rights violations within democratic and non-democratic regimes. This paper disaggregates regime-type and analyzes the relationship between citizens’ participation and human rights violations. I argue that a participative citizenry, as captured by high (...) voter turnout, is indicative of an active and vigilant populace who are more likely to hold governments accountable and ensure better human rights protections. The paper tests the relationship between human rights and voter turnout among 89 democratic countries from 1976 to 2008. The findings demonstrate that a participative citizenry enhances governmental respect for human rights. (shrink)
