In this paper I trace the development of Native American constitutionalism in the early twentieth century. Specifically, I focus on the first constitutional government of the White Earth Nation, located in northwestern Minnesota, which in the period from 1913 to 1927 was part of a larger confederative arrangement, called the General Council of the Chippewa. The purpose of this paper is to show the importance of this inter-reservation government for the preservation of White Earth Anishinaabe cultural continuity from which revitalization (...) efforts of the late twentieth and early twenty-first century grew. Using archival resources, I pay attention to Anishinaabe governing practices and their ethical dimension that can be understood in the light of Anishinaabe philosophy which was an integral part of everyday life. My findings suggest that the course of institutional development set by the creation of the General Council in 1913 influenced the path of White Earth governance for the rest of the century. There is a growing trend in European countries for childbearing to occur later in women’s lives. The recent increase in the use of ART, together with the long-term trend towards later childbearing, raises questions as to the acceptable age of childbearing in contemporary society. ART legislation varies considerably across Europe and age limits for access to fertility treatment are rarely defined. The legislation takes into account the preferences of potential parents; children’s preferences, however, are not ascertained. The article discusses a (...) research method used in a survey of older children and young adults. The objective of the survey was to answer the following questions: What age would children prefer their parents to be if they could choose? What are their reasons? Respondents were asked the following question: “How old would you like your mother and father to be when you are 20 (version for respondents younger than 16) or 25 (version for those older than 16) if you could wave a magic wand?” Furthermore, their reasons for wishing a change were identified through an open question, “Why would you like to change the age of your parents?”. Laws set requirements that force organizations to assess the security and privacy of their IT systems and impose them to implement minimal precautionary security measures. Several IT solutions (e.g., Privacy Enhancing Technologies, Access Control Infrastructure, etc.) have been proposed to address security and privacy issues. However, understanding why, and when such solutions have to be adopted is often unanswered because the answer comes only from a broader perspective, accounting for legal and organizational issues. Security engineers and legal experts should analyze (...) the business goals of a company and its organizational structure and derive from there the points where security and privacy problems may arise and which solutions best fit such (legal) problems. The paper investigates the methodological support for capturing security and privacy requirements of a concrete health care provider. (shrink)

Frustrations attending East/west feminist dialogs in the early days of post-socialism were particularly visible in the Czech Republic. English-language publications explained why Czechs were not going to accept feminism easily, despite the growth of new gender studies centers. This article explores the works of three scholars who participated in these discussions: sociologist Marie Čermáková, philosopher and sociologist Hana Havelková, and sociologist Jiřina Šiklová. It argues that in the early to mid-1990s, Czech gender scholars' explanations of why feminism was inappropriate (...) in the Czech context reproduced state narratives of family and gender relations from the interwar and socialist era. Feminist writings from Western Europe and the US often make explicit the contrast between state agendas and women's lives. Czech narratives of past experiences with the state, however, served as a framework for navigating the early post-socialist era. (shrink)
