BackgroundInvolvement of adolescent girls in biomedical HIV research is essential to better understand efficacy and safety of new prevention interventions in this key population at high risk of HIV infection. However, there are many ethical issues to consider prior to engaging them in pivotal biomedical research. In Uganda, 16–17-year-old adolescents can access sexual and reproductive health services including for HIV or other sexually transmitted infections, contraception, and antenatal care without parental consent. In contrast, participation in HIV prevention research involving investigational (...) new drugs requires adolescents to have parental or guardian consent. Thus, privacy and confidentiality concerns may deter adolescent participation. We describe community perspectives on ethical considerations for involving adolescent girls in the MTN 034 study in Uganda.MethodsFrom August 2017 to March 2018, we held five stakeholder engagement meetings in preparation for the MTN 034 study in Kampala, Uganda (NCT03593655): two with 140 community representatives, two with 125 adolescents, and one with 50 adolescents and parents. Discussions were moderated by the study team. Proceedings were documented by notetakers. Summary notes described community perspectives of adolescent participation in HIV research including convergent, divergent or minority views, challenges, and proposed solutions.ResultsMost community members perceived parental or guardian consent as a principal barrier to study participation due to concerns about adolescent disclosure of pre-marital sex, which is a cultural taboo. Of 125 adolescent participants, 119 (95%) feared inadvertent disclosure of sexual activity to their parents. Community stakeholders identified the following critical considerations for ethical involvement of adolescents in HIV biomedical research: (1) involving key stakeholders in recruitment, (2) ensuring confidentiality of sensitive information about adolescent sexual activity, (3) informing adolescents about information to be disclosed to parents or guardians, (4) offering youth friendly services by appropriately trained staff, and (5) partnering with community youth organizations to maximize recruitment and retention.ConclusionsStakeholder engagement with diverse community representatives prior to conducting adolescent HIV prevention research is critical to collectively shaping the research agenda, successfully recruiting and retaining adolescents in HIV clinical trials and identifying practical strategies to ensure high ethical standards during trial implementation. Together with the emergence of strong executive presidencies and the frequency of coups d'Etat, the single party is one of the striking features of the political development in Africa South of the Sahara since 1960.More than half the countries of the continent are presently under one-party rule. This article attempts to analyse the origins, recent developments, and perspectives in the field of African single-party states. Sameelements favourable to the emergence of this phenomenon were the colonial heritage, the precolonial tradition, and (...) the aura of legitimacy of the national liberation movements. Several techniques were usedby African leaders to impose rule by one party; distinction is made between political, legal and institutional, and authoritarian means. African leaders have relied on several justifications to rationalise the introduction of such regimes : economie development, national unity and nation-building, the absence of class-differentiation, the unanimitarian tradition, and the need to give constitutional recognition to a de facto situation. A critical analysis shows that these arguments do not, in general, withstand closer examination. The conclusion is that the single-party «ideology» serves mainly to protect the hegemony of a small and privileged political class of rulers against challenge of its position. As far as perspectives are concerned, three possibilities seem to be developing simultaneously : the Party-State, the no-party state, and the multi-party state. It is argued in a conclusion that the single-party state need not be undemocratic ; some conditions for a democratic one-party system are set forth. (shrink)

The ministerial needs of Afrikaans-speaking university students in South Africa. This article is the result of an empirical study conducted in the student congregations of the Dutch Reformed Church, the Netherdutch Reformed Church of Africa and the Reformed Church in South Africa. The study has been done to answer the question: What are the miniserial needs of Afrikaans-speaking university students in South Africa? The research problem that necessitates this study is a lack of knowledge and understanding of the ministerial needs (...) of Afrikaans-speaking university student members of the Reformed student congregations in South Africa. Recent research on student ministry to support student ministers and congregations in the South African context is scant. The research question is formulated to determine the ministerial needs of university students and the implications those needs have for ministry to university students. The goal of the research is to identify the ministerial needs of university students in South Africa and to empower the student congregations to minister to these students more effectively. From the research, three primary ministry needs have been identified: (1) the need for faith formation; (2) the need for mentoring; and (3) the need for a faith community.Contribution: The contribution of this article is original empirical research on the ministerial needs of Afrikaans-speaking university students in South Africa. Religion in education in South Africa and the Netherlands: A comparative study. The aim of this article is the reconstruction and comparison of the historical evolution of the place and role of religion in education in South Africa and in the Netherlands. The article commences with an overview of the historical evolution of the place and role of religion in education, up to the present, and a discussion of the dissatisfaction and objections which could be and which have been levelled (...) against the current situation. The Netherlands has followed a more accommodating policy and practice regarding religious beliefs and diversity than the international norm. While South Africa can learn much from the Dutch approach to the problem of religion in education, this approach has also been challenged in recent times. In both systems, controversy about the accommodation of religion in education has given rise to tension between the notions of freedom, tolerance and accommodation, on the one hand, and the acknowledgement of human rights and the need for social cohesion on the other. Other considerations to be taken into account in this regard are the downsides of providing a partisan, confessional type of education that could hinder learners in maintaining themselves in the outside world. The trend in modern society is towards individualised belief systems, not collective ones. And the warning to be heeded is that the line between education and indoctrination is thin. The current Dutch model, despite the problems that it currently encounters, could provide direction in respect of all these issues. Contribution: The article concludes with an educational-philosophical perspective regarding the question as to how educationists and educators could guide learners to a state where they can independently decide about their personal religious orientation, given the fact that they are now living in a time when relativism prevails, also in terms of religion and faith.
