ZusammenfassungIm vorliegenden Beitrag wird vor dem Hintergrund diskursiv verhandelter Topoi über Geflüchtete untersucht, inwiefern Sportlehrkräfte geflüchtete Schüler*innen als ‚Andere‘ wahrnehmen. Angesichts der binären Geschlechterordnung, die sowohl im Sport als auch im Diskurs um Geflüchtete reproduziert wird, liegt der Schwerpunkt hierbei auf der geschlechterbezogenen Konstruktion von ‚Anderssein‘. Dafür werden der Forschungsstand und konstruktivistische und postkoloniale Theoriebezüge skizziert sowie 31 Interviews mit Sportlehrkräften unter einem diskursanalytischen Fokus ausgewertet. Die Befunde legen nahe, dass der Umgang mit geflüchteten Schüler*innen mit dem Normalitätsverständnis der Interviewten (...) und der Institution Schule bricht. Darüber hinaus lassen sich fluchtbezogene Konstruktionsmuster erkennen, die durch die Körperzentrierung des Sportunterrichts besonders aktualisiert und von den Befragten geschlechtstypisierend und kulturell ausgedeutet werden. It is argued that two different types of concept are often intermingled in discussions of Aktionsart. The most common type of classification is one of situation types, relating to the potential actualisation of a situation, although some of the definitions have to do with the actual realization of the situation. This distinction, adequately captured by the notions (a)telicity and (un)boundedness (Declerck 1989), is explored and it is shown how NPs, PPs and tense influence a sentence''s classification as (un)bounded.

Accountability and responsibility are key concepts in the academic and societal debate on Autonomous Weapon Systems, but these notions are often used as high-level overarching constructs and are not operationalised to be useful in practice. “Meaningful Human Control” is often mentioned as a requirement for the deployment of Autonomous Weapon Systems, but a common definition of what this notion means in practice, and a clear understanding of its relation with responsibility and accountability is also lacking. In this paper, we present (...) a definition of these concepts and describe the relations between accountability, responsibility, control and oversight in order to show how these notions are distinct but also connected. We focus on accountability as a particular form of responsibility—the obligation to explain one’s action to a forum—and we present three ways in which the introduction of Autonomous Weapon Systems may create “accountability gaps”. We propose a Framework for Comprehensive Human Oversight based on an engineering, socio-technical and governance perspective on control. Our main claim is that combining the control mechanisms at technical, socio-technical and governance levels will lead to comprehensive human oversight over Autonomous Weapon Systems which may ensure solid controllability and accountability for the behaviour of Autonomous Weapon Systems. Finally, we give an overview of the military control instruments that are currently used in the Netherlands and show the applicability of the comprehensive human oversight Framework to Autonomous Weapon Systems. Our analysis reveals two main gaps in the current control mechanisms as applied to Autonomous Weapon Systems. We have identified three first options as future work for the design of a control mechanism, one in the technological layer, one in the socio-technical layer and one the governance layer, in order to achieve comprehensive human oversight and ensure accountability over Autonomous Weapon Systems. This book successfully achieves to serve two different purposes. On the one hand, it is a readable physics-based introduction into the philosophy of science, written in an informal and accessible style. The author, himself a professor of physics at the University of Notre Dame and active in the philosophy of science for almost twenty years, carefully develops his metatheoretical arguments on a solid basis provided by an extensive survey along the lines of the historical development of physics. On the other (...) hand, this book supplies one long argument for Cushing´s own attitude in the philosophy of science. While former studies of the author, from which this book draws in part, focused each on one special episode in the history of science, this book gathers case material from many different parts of physics and epochs. The main goal of this book is ”to impress upon the reader the essential and ineliminable role that philosophical considerations have played in the actual practice of science” (p. xv). (shrink)

How does the Social Lab methodology support participatory research? This paper provides an evidence-based analysis of experiences of 19 implemented Social Labs applying experiential learning cycles on the question of how to induce Responsible Research and Innovation in the Horizon2020 research funding scheme of the European Commission and beyond. It looks at the potentials of Social Labs to allow participation in research and innovation addressing societal challenges and contrasts empirical results with the theoretical conceptualisation of a scientific Social Lab methodology. It discusses drivers and barriers of engagement, and provides evidence for the impacts of experimental engagement on participation in the context of the labs, substantiated by concrete examples from some of these labs. There is a long philosophical tradition of addressing questions in philosophy of science and epistemology by means of the tools of Bayesian probability theory (see Earman (1992) and Howson and Urbach (1993)). In the late '70s, an axiomatic approach to conditional independence was developed within a Bayesian framework. This approach in conjunction with developments in graph theory are the two pillars of the theory of Bayesian Networks, which is a theory of probabilistic reasoning in artificial intelligence. Community acceptance still remains a challenge for wind energy projects. The most popular explanation for local opposition, the Not in My Backyard effect, has received fierce criticism in the past decade. Critics argue that opposition is not merely a matter of selfishness or ignorance, but that moral, ecological and aesthetic values play an important role. In order to better take such values into account, a more bottom-up, participatory decision process is usually proposed. Research on this topic focusses on either stakeholder (...) motivations/attitudes, or their behavior during project implementation. This paper proposes a third research focus, namely the ‘objects’ which elicit certain behavioral responses and attitudes—the wind turbine and parks. More concretely, this paper explores Value Sensitive Design as way to arrive at wind turbines and parks that better embed or reflect key values. After a critical discussion of the notion of acceptance versus acceptability and support, the paper discusses existing literature on ecology and aesthetics in relation to wind turbine/park design, which could serve as ‘building blocks’ of a more integral VSD approach of the topic. It also discusses the challenge of demarcating wind park projects as VSD projects. A further challenge is that VSD has been applied mainly at the level of technical artifacts, whereas wind parks can best be conceptualized as socio-technical system. This new application would therefore expand the current practice of VSD, and may as a consequence also lead to interesting new insights for the VSD community. The paper concludes that such an outcome-oriented approach of wind turbines and park is worth exploring further, as a supplement to rather than a replacement of the process-oriented approach that is promoted by the current literature on community acceptance of wind parks. A specific mapping mechanism is defined as the basic unit of “Biological Memory”. This mechanism must account for the characteristic frequency patterns in the organic world, where future probability is a function of past experience. The conditions for the function of biological memory are analysed. It is found that asymmetry, and irreversibility as a consequence of complexity, are the basic principles of memory function. The essential asymmetries in genetic memory are pointed out, and the problem of bilateral symmetry in a (...) basically asymmetrical organization is briefly outlined.Complexity is defined in terms of symmetry. The thermodynamic arrow of time and the biological arrow of time are discussed in relation to elementarity and complexity with their specific types of repeatabilities: non-accumulative in the first case and accumulative as a result of “copy-reproduction” by memory in the second case. The application of terminology from Information Theory and Thermodynamics to Memory Mechanics is critically considered.The immediate and inevitable consequences of memory function are shown to be irreversible expansion and irreversible, unpredictable diversification, leading to growing complexity and size on all but the sub-molecular levels of biological structure. Conditionals pervade every aspect of our thinking, from the mundane and everyday such as ‘if you eat too much cheese, you will have nightmares’ to the most fundamental concerns as in ‘if global warming isn’t halted, sea levels will rise dramatically’. Many decades of research have focussed on the semantics of conditionals and how people reason from conditionals in everyday life. Here it has been rather overlooked how we come to such conditionals in the first place. In many cases, they (...) are learned through testimony: someone warns us about the ill-effects of cheese. Any full account of the conditional must consequently incorporate such learning. Here, we provide a new formal account of belief change in response to a testimonial conditional. (shrink)

Bayesian epistemology addresses epistemological problems with the help of the mathematical theory of probability. It turns out that the probability calculus is especially suited to represent degrees of belief (credences) and to deal with questions of belief change, confirmation, evidence, justification, and coherence. Compared to the informal discussions in traditional epistemology, Bayesian epis- temology allows for a more precise and fine-grained analysis which takes the gradual aspects of these central epistemological notions into account. Using poststructural criticism, we explore how the book of Job deconstructs the deed/consequence nexus that stands at the core of the Hebrew Bible’s theological framework – i.e. the doctrine of reward and punishment. Building on both Derridean deconstruction and Foucauldian resistance, we show that the book of Job refuses to comply with the opposite binary of reward and punishment. First, we demonstrate how the friends in their speeches enforce the binary and, thereby, exercise power over Job. Secondly, we consider Job’s (...) resistance and deconstruction of this binary through both his lived experience and desire to argue with God. Finally, we argue how Job’s desire to argue with God challenges God to defend themself in court. In God’s answer, however, one is introduced to a different God than as portrayed by Job’s friends. Moreover, God’s boastful reply, which lacks any justification for Job’s suffering, makes God appear fragile and weak. As such, this article argues that the book of Job may not merely deconstruct dominant ideology, but also God itself. (shrink)

The Problem of Old Evidence has troubled Bayesians ever since Clark Glymour first presented it in 1980. Several solutions have been proposed, but all of them have drawbacks and none of them is considered to be the definite solution. In this article, I propose a new solution which combines several old ideas with a new one. It circumvents the crucial omniscience problem in an elegant way and leads to a considerable confirmation of the hypothesis in question.

This article provides a critical view on the development and deployment phase of the e-ID in Belgium since 1999. It is based on extensive desk research and fifteen in depth-interviews with experts and stakeholders from government, administration, academia and industry who have been key in the development of the e-ID. The article identifies different elements that influenced, both in a positive and negative way, the societal, technical and political aspects of the Belgian e-ID. It shows that no severe problems occurred (...) during the initial deployment phase, which came to an end in 2009 providing over eight million Belgian citizens with an e-ID. The pre-existence of a National Register and the preliminary experiences with the exchange of digital information between administrative entities in the field of Social Security enabled and facilitated the development and the distribution of the e-ID. However, the research also reveals that usage of the e-ID by citizens and uptake of e-ID based services by administration and business remains limited due to multiple factors. The complex system of state structures in Belgium and as a consequence the dispersion of competences across different governmental entities makes that no unified approach to e-government and e-ID based services has been developed. From the industries’ point of view the privacy framework and the strictly regulated use of the National Registration Number provides no clear view on the allowed use of data accessible through the e-ID hampering take up in this area. A conjunction of two hypotheses may provide a better explanation than either one of them individually, even if each already provides a good explanation on its own. An appropriate measure of explanatory power should reflect this, but none of the measures discussed in the literature do so because they only consider how much an explanatory hypothesis reduces our surprise at the evidence – which is problematic. This chapter introduces and defends a class of coherentist measures of explanatory power, and shows (...) that one particular such measure that combines different intuitions underlying the epistemological notion of coherence overcomes the aforementioned problems of surprise reduction measures. This paper focuses on the question of how to resolve disagreement and uses the Lehrer-Wagner model as a formal tool for investigating consensual decision-making. The main result consists in a general definition of when agents treat each other as epistemic peers (Kelly 2005; Elga 2007), and a theorem vindicating the “equal weight view” to resolve disagreement among epistemic peers. We apply our findings to an analysis of the impact of social network structures on group deliberation processes, and we demonstrate their (...) stability with the help of numerical simulations. Thomas Pogge answers the question if the capability approach can be justified with a firm ‘no’. Amongst others, he ridicules capability theorists for demanding compensation for each and every possible natural difference between people, including hair types. Not only does Pogge, so this paper argues, misconstrue the difference between the capability approach and Rawlsian resourcism. Even worse: he is actually implicitly relying on the idea of capabilities in his defence of the latter. According to him the resourcist holds that the (...) institutional order should not be biased towards the average person or the needs of some. Yet, as his own case of blind people and traffic lights can illustrate, whether or not this is the case is impossible to assess without resorting to some concept like people’s capabilities. Secondly, it is argued that the real issue at stake is not at all the best metric of justice—primary goods or capabilities—but rather the scope of theories of justice. On the surface the difference of opinion seems to be how to deal with so-called “personal heterogeneities”, yet the discussed case of interpersonal differences in metabolism and communal land-use choices hints at something else; Whereas Pogge insists that questions of justice only concern the institutional structure of society, many capability theorists support the inclusion of culture and social practices as possible sources of injustice. Unfortunately Pogge does not properly acknowledge this, as right from the start of his paper he frames the debate between both approaches in terms of institutions only. (shrink)

Suppose that we acquire various items of information from various sources and that our degree of confidence in the content of the information set is sufficiently high to believe the information. Now a new item of information is being presented by a new information source. Are we justified to add this new item of information to what we already believe? Consider the following parable: “I go to a lecture about wildlife in Greenland which was supposed to be delivered by an (...) expert in the field. When I arrive I notice that the expert has excused himself and that the biology department has sent a newcomer to fill in for him. I have no beliefs about wildlife in Greenland, but I do have some beliefs about Greenland’s climate and about the kinds of climate conditions that various types of wildlife favor. Suppose that our newcomer proclaims that large colonies of elk roam in a particular valley on the southern tip of Greenland. Then I would certainly be willing to accept this item of information. But suppose that he proclaims that large colonies of armadillos roam in the same valley. Then I would not be willing to accept this item of information. Why do I accept the former but not the latter item of information? Let us suppose that neither item of information is logically inconsistent with what I already believe. Clearly, the former item of information is not inconsistent. But also the latter item is not: after all, there may be small pockets of Greenland with special climatological conditions and some Texan sailors may have set loose a pair of armadillos as a practical joke. But whereas the former item of information is quite plausible given my previous beliefs, the latter item of information is not. And this is what makes for the difference. Now suppose that our newcomer proclaims that large colonies of wild boars roam this valley in Greenland. I am not that sure anymore. Given everything I believe, I find wild boars in Greenland more plausible than armadillos in Greenland, but certainly less plausible than elk in Greenland. Had our expert presented the lecture and provided precisely the 2 same information, then I would have been willing to adopt the belief that there are wild boars in Greenland, but, with our newcomer delivering the lecture, I am not willing to do so. It is not that I would believe anything out of the expert’s mouth: also he could not have convinced me that there are armadillos in Greenland. But when it comes to wild boars, the difference between the expert’s and the newcomer’s credentials simply makes for the difference.” What we learn from this story is that the question of belief expansion has something to do with the reliability of the information source as well as with the plausibility of the new information, given what I already believe. The more reliable the information source is, the less plausible the new information needs to be given what I already believe, for me to be justified to add the belief to our belief set. Der Aufsatz verfolgt die Frage, welchem Wissenschaftstypus die Psychologie zuzuordnen ist, ob sie als eine Verlaufsgesetze aufstellende oder aber besser als eine hermeneutisch vorgehende Disziplin verstanden und betrieben werden soll. Dazu wird eine Systematik der Wissenschaften vorgeschlagen und die Psychologie darin eingeordnet. Davon ausgehend wird dafür argumentiert, dass die Psychologie als eine Realwissenschaft mit einem naturwissenschaftlichen und einem kulturwissenschaftlichen Zweig verstanden werden sollte, da sie sowohl technische als auch soziopolitische Praxen stützt.
