Neoliberal ideology and exclusionary policies based on racialized identities characterize the current contexts in North America and Western Europe. Nursing knowledge cannot be abstracted from social, political and historical contexts; the task of examining the influence of race and racial ideologies on disciplinary knowledge and inquiry therefore remains an important task. Contemporary analyses of the role and responsibility of the discipline in addressing race‐based health and social inequities as a focus of nursing inquiry remain underdeveloped. In this article, we examine (...) nursing's engagement with ideas about race and racism and explore the ways in which nursing knowledge and inquiry have been influenced by race‐based ideological discourses. Drawing on Henry and Tator's framework of democratic racism, we consider how strategic discursive responses—the discourses of individualism, multiculturalism, colour‐blindness, political correctness and denial—have been deployed within nursing knowledge and inquiry to reinforce the belief in an essentially fair and just society while avoiding the need to acknowledge the persistence of racist discourses and ideologies. Greater theoretical, conceptual and methodological clarity regarding race, racialization and related concepts in nursing inquiry is needed to address health and social inequities. (shrink)

Recent Canadian and international events have sparked dialogue and action to address racism within the nursing discipline. While the urgency to seek and implement antiracist solutions demands the attention of nurses, we contend that a contemporary analysis of the mechanisms that continue to perpetuate racism within nursing's theoretical foundation is required first. This study reconsiders the perceived functions of racism within the current state of nursing concepts and theories. In particular, we expose the role that covert racism plays by inadvertently (...) sustaining racism through nursing's theoretical foundation, and how this process strengthens white supremacy. We argue that, in the absence of exposing these covert mechanisms, the development of solutions will be futile in dismantling racism. By making visible the covert mechanisms of racism within nursing's theoretical foundation, we attempt to establish an opportunity for the nursing discipline to dismantle its racist foundation and engage in sustained antiracist action. Lastly, this study demonstrates the need to equip the discipline with a moral commitment to antiracism in an effort to emancipate nursing from its racist legacies. (shrink)

Este artigo procura refletir acerca do ponto a partir do qual Habermas afirma a inatualidade da crítica social da primeira geração frankfurtiana, em específico Adorno, a saber, a ideia de que a crítica radical da racionalidade articulada com a análise social conduziria inevitavelmente a uma aporia analítica, a qual só poderia ser superada pela mudança de paradigma no interior da teoria crítica. Focalizando como Adorno busca manter a situação aporética da crítica social, busco redimensionar a aporia tirando-a do registro de (...) obstáculo inultrapassável em direção à condição de possibilidade do exercício crítico. This article seeks to reflect on the point from which Habermas argues on the obsolescence of social criticism of the first generation from the Frankfurt School, especially Adorno, from the idea that the radical critique of rationality articulated with social analysis would inevitably lead to an analytic aporia, which could only be overcome by the paradigm shift within the critical theory. Focusing as Adorno tries to keep the aporetic situation of social critique, we sought to re-dimension the idea of the obstacle of aporia by removing it from the unsurpassable obstacle towards the condition of possibility of the critical exercise. O objetivo deste artigo é analisar os elementos centrais da crítica realizada por Axel Honneth ao pensamento de Michel Foucault, em Crítica do Poder, articulando-a com sua análise da obra do chamado “círculo interno” da Escola de Frankfurt, principalmente Adorno e Horkheimer. Dessa maneira, entende-se que Honneth opera uma aproximação do pensamento foucaultiano à tradição crítica frankfurtiana, com ênfase em deficiências comuns que apontam para uma filiação entre os autores e, ao mesmo tempo, para sua insuficiência na análise da sociedade (...) contemporânea. Tal leitura, contudo, em que pese sua inovação em pôr lado a lado Foucault e Habermas enquanto desenvolvimentos rivais da Teoria Crítica, é limitada tanto cronologicamente, por não levar em consideração a reorientação realizada por Foucault, a partir de 1978, quanto por identificar problematicamente as noções de poder e dominação. Essa limitação não inviabiliza, entretanto, manter o gesto de convergência entre o pensamento foucaultiano e a Escola de Frankfurt, pensando-o através de uma via positiva, que não se restrinja às limitações das suas ferramentas críticas, mas que, ao contrário, ao focalizar a radicalidade de tal crítica, torne possível destacar a sua atualidade. ABSTRACT The purpose of this article is to show when and how the dialogical-discursive approach began to serve as a basis for thinking about the language acquisition process in Brazil and abroad - especially in France. This theoretical line seeks to analyze - the speech of children starting from the discursive movements found in the relationship between the child and his or her interlocutor (other), taking into account the situational contexts, the dialogism, the constitution of the subject in the speech, (...) etc. Thus a) we refer to the authors responsible for this approach, in a retrospective; b) we explain the theoretical aspects mobilized during the data analysis of children's speech; and c) we utilize the methodological aspects involved in this theoretical perspective. Our aim, therefore, is to discuss not only this other way of looking at children's language, but also the theoretical and methodological challenges that this approach brings to this specific field of investigation. In Mexico, the management of public resources has been questioned by the State, and mainly the results that the public administration at its three levels (federal, state and municipal), by the lack of transparency in the application and verification of public resources. The experience that gives us the operation of different emerging programs that focused on reducing social and economic inequality in the country, we can locate them as the first attempts in the search for a solution that is complex. (...) Moving from the role of the benefactor and welfare state to the promoter of the regions and in the recognition of the focalization of priority attention areas, the path that has been taken is not only the beginning. Recognizing the public nature of public finances as a promoter of social development, we must understand it as the one assumed by the State through social, political and economic co-responsibility to solve poverty and marginalization of its own public policy orientation and vision of solution has been made since the eighties. From the above, we can point out some preliminary conclusions including the study of the indigenous language-speaking population with a high level of social exclusion in the methodology for the definition of multidimensional poverty in Mexico, will allow the allocation of public resources in the fight against poverty to be effective since it will make it possible to identify to the target population that is subject to social exclusion and marginalization. This invites us to a final reflection: What to do to address the just social demands of the indigenous population that is immersed in poverty, marginalization and exclusion? What to do so that they do not leave their communities, and if they have already done so, how to attend to the needs of family groups that are due to the expense of a remittance that may never arrive? Mexico, with the commissioning of the "National Crusade Against Hunger Program" in 2013, aimed at serving the population that presents both extreme poverty and food deprivation. The article aims to analyze whether the criterion of the selection of the municipalities of the State of Veracruz incorporated in the National Crusade Against Hunger Program (PNCH) show complementarity with the efforts in the fight against poverty in the social expenditure strategy applied in the Priority Attention Zones Program (ZAP) and the Priority Areas (...) Development Program (PDZP) and, particularly, the indigenous municipalities that have a greater degree of social exclusion. The adjustment of a binary logistic regression model is presented, in order to assess the incidence of contextual factors to interpret the scope of the strategy adopted by the federal government in the fight against poverty and hunger. As a result, it is evident that there is no continuity in the fight against poverty, since the municipalities included in the strategy Priority Areas of Attention and Program of Development of Priority Zones are not considered in the selection of municipalities incorporated in the National Program of Crusade Against Hunger, a situation that identifies the relationship between programs is not complementary. La identidad cultural ha sido abordada desde diferentes disciplinas científicas, se va construyendo desde disímiles ángulos, de aquí que los referentes teóricos para su estudio procedan de diversas áreas del saber. Aunque no es un tema exclusivamente latinoamericano, es justamente América Latina uno de los lugares en que el análisis de esta problemática ha sido más polémico. El artículo presenta los resultados de un diagnóstico del estado de la identidad cultural de los estudiantes de la Preparatoria No.1, de la Universidad (...) Autónoma de Nuevo León, y propone un modelo pedagógico para el desarrollo de este fenómeno. Cultural identity has been studied from different scientific disciplines and considered from various perspectives. The theoretical references of its study come from diverse areas of knowledge. Being not exclusively a Latin American theme, Latin America is exactly one of the places that provide a controversial analysis. This article deals with the results of a study on cultural identity in students registered in the Preparatory n. 1, at the Autonomous University of Nuevo Leon, and presents an educational model for its development. This paper analyses whether current explainable AI (XAI) techniques can help to address taxpayer concerns about the use of AI in taxation. As tax authorities around the world increase their use of AI-based techniques, taxpayers are increasingly at a loss about whether and how the ensuing decisions follow the procedures required by law and respect their substantive rights. The use of XAI has been proposed as a response to this issue, but it is still an open question whether current XAI (...) techniques are enough to meet existing legal requirements. The paper approaches this question in the context of a case study: a prototype tax fraud detector trained on an anonymized dataset of real-world cases handled by the Buenos Aires (Argentina) tax authority. The decisions produced by this detector are explained through the use of various classification methods, and the outputs of these explanation models are evaluated on their explanatory power and on their compliance with the legal obligation that tax authorities provide the rationale behind their decision-making. We conclude the paper by suggesting technical and legal approaches for designing explanation mechanisms that meet the needs of legal explanation in the tax domain. (shrink)

The work was created to be performed as urban interactive cyberintervention, in order to interact with passers-by, a bias of social inclusion, transforming the urban landscape and its noises, at a (...) dimension of open space for discussion. O artigo verificou se após um programa de alfabetização, pessoas adulto-idosas com doenças crônicas apresentaram capacidade cognitiva à autonomia e autoconfiança aos cuidados de saúde. De método qualitativo na transversalidade com a pesquisa-ação, realizado no interior da Bahia com um grupo de mulheres, idade entre 53 a 73 anos, de um núcleo interdisciplinar de cuidados à saúde, todas com déficit de autocuidado potencializado pelo analfabetismo. Os resultados demonstraram que no ciclo vital tardio, mães/avós encontraram na alfabetização o empoderamento da cidadania (...) a da autogestão dos cuidados de si próprios. A prática educacional então, se tornou uma estratégia-chave à potencialização do letramento ao cuidado humano das pessoas relacionado à promoção de sua saúde. This document describes the implementation of a conical tank control system using an adaptive neurofuzzy system. For implementation, an indirect approach is used where the controller is optimized using the model obtained during the plant identification carried out using data obtained during the system operation. Furthermore, implementation includes training of neuro fuzzy-systems and application to control a conical tank. Regarding plant identification, preliminary training takes place using data obtained for different input values. The controller configuration is established considering the analogy (...) with a discrete-time linear system. The simulation shows that the control system manages to approach the desired response given by the considered reference model. (shrink)

Winds of change, from the political perspective in Mexico, invite us to reformulate the methodological vision for the direction of public policy in the field of social development, directing their actions towards the construction of a methodological proposal that allows us to direct ourselves towards achieving higher levels of Well-being Social in our country, as a desirable objective of public policy and which is expected to be inclusive, participatory and democratic. -/- In this sense, it is important to recognize that (...) the current debate, in the academic and political sphere, questions what is being well? What is the life that is worth living? And that, additionally, the recognition of the satisfaction of life goals, at an individual and collective level, which invites us to reflect, if the current economic and social policy and strategy has produced results in what we envision as social welfare? Is a new approach necessary to solve the problem? What strategy should it be to consider the new methodological approach that seeks social welfare? And what components should be considered in the measurement of social welfare? This document is an invitation to review the concept of social welfare, as a proposal whose purpose is to correct the deficiencies or historical deficiencies suffered by the population, in the elemental enjoyment of social rights, a situation that causes social backwardness, marginalization, and that it is aimed at the impossibility of participating in the social decisions of the community and in collective decisions, such as: speaking, proposing, being heard and demanding compliance with fundamental human rights such as: health, food, housing, employment and security, among others. These deficiencies in the enjoyment of social and human rights are seen in the presence of social exclusion, and that together these social deficiencies explain the degree of multidimensional poverty suffered by the population in rural and urban areas. It is here that he invites us to reflect: what is the problem that social welfare seeks to solve? Multidimensional poverty, social exclusion, social backwardness or social inequality? And consequently, how to define the components to identify social welfare? -/- The document is made up of three sections: i) Social welfare: A retrospective look; ii) Social Welfare, an integrative view: The contribution of Sen, Naussbam, Rawls, Actis Di Pasquale and Keyes; and iii) Social Welfare: The recognition of limits in economic development -/- The first section presents a review of the proposals, which in the area of economic development have been presented since 1968 in the Human Condition Project, until the 2015 proposal of Sustainable Development Goals. -/- In the second section, the contributions of (Rawls, 1995), (Sen, 1982), (Nussbaum, 2011), (Keyes, 1998) , (Actis Di Pasquale, 2015) and (Actis Di Pasquale, 2017) are presented in order to present an integrative approach to the concept of social welfare. In Mexico, the Productive Organization Program for Indigenous Women (POPMI) seeks the empowerment of productive capacities in indigenous women. Our study analyzes POPMI outreach, focusing our attention on women beneficiaries who present a high degree of social exclusion and multidimensional poverty in the State of Veracruz. In the study area, the 542 indigenous women benefited in POPMI, presented a condition of multidimensional poverty and a degree of social exclusion: very high, high and medium, they represent only 22.19% of the total (...) beneficiaries of this program In 2010, since at the state level a total of 2,243 indigenous women were cared for. The results show that the localities where the condition of multidimensional poverty and very high, medium and high levels of social exclusion have been excluded in the coverage of POPMI. (shrink)

The present proposal is an approach to the vision, cosmogony and philosophy of the Totonacapan people, and particularly with the inhabitants of the Totonacapan region in Veracruz Mexico, a town whose wisdom is manifested to this day, in the conservation of customs and traditions , as well as the hierarchy of collective desire that seeks health, well-being and peace in the region, are guides in the evolution of their cultural processes, where a closeness, respectful and deep with Mother Nature stands (...) out. This wisdom by the Council of Elders, transmitted to the new generations, by the Supreme Council of Totonacapan who seek share the basis to understand and conceive the current world, from the ancestral vision and cosmogony to identify their space, thought, spirituality and in the building your social context. In the Totonacapan region, the first pre-hispanic population concentrations were located around 1259 to 1311. Already by the year 1450, there is a record of incursions and the conquest of Totonaca territory, by the Mexica, establishing a relationship of domain and subordination. As a result of the presence of "Mexica" in the Totonaco territory, there was an imposition of customs and language, since in some areas they begin to speak in Nahuatl, resulting in the presence of a bilingualism (Nahuatl-Totonac) , situation that persists, until the encounter with the Spaniards in the year of 1519. At present, the Totonacapan region includes the area that extends from the Cazones River to the north, to the towns of Gutiérrez Zamora and Tecolutla, in the State of Veracruz in Mexico. 2 The importance of the document is that it constitutes an invitation to deepen and understand the vision of the inhabitants of Totonacapan, in the construction of their social context and their connection with nature, as part of an ancient culture, which creates and recreates their vision, in the search for the feeling of belonging and as an inheritance of the children of thunder (Tajin), as well as the need to preserve the benefits that nature itself offers them, seeking a peaceful and harmonious coexistence, in the social and environmental environment. However, the preservation of its history, tradition and philosophy of life, contrast with public policy strategies, particularly in the social sphere, and which are aimed at achieving economic development in the fight against multidimensional poverty and marginalization, all Once they have not incorporated into them, the feeling and living of the relationship between individual and nature, as the guiding axis, of the philosophy of the Totonacapan people. What is sustainability for the people of Totonacapan? What is social justice in the search for sustainability? And what is your concept of justice in sustainability and human development? From the vision and philosophy of the people of Totonacapan, as part of the history and tradition of the children of thunder "Tajin" and in whose worldview, he is responsible for regulating the rain, climate and life of the people of the region. How does the people of Totonacapan live and live in the face of the maelstrom of actions that, from public policy, that seek human development? How do you adjust, your way of life and how do you adapt to the requirements, which from the perspective of justice, are required to contribute to the objectives of the 2030 development agenda? Saint Hilary of Poitiers in his Commentary on Matthew explains the famous scene of the centurion and his servant. According to Hilary, the centurion represents the “prince of the nations,” but he does not explain who this “prince” is because he wants to speak about the servant. However, he gives two references in the Bible for those who want to know who this prince is. The hypothesis defended in this article maintains that the prince is an angel who looks after (...) the Gentile nations. In this paper we shall examine a few texts by authors who predate Hilary in order to investigate a possible exegetical tradition or interpretative current that could include several gnostic groups cited by Irenaeus of Lyons (II c.), to Origen (III c.) and saint Hilary of Poitiers (IV c.). However, one of the interpretations that Origen presents in his Commentary on saint John is the same interpretation that Hilary gives, but it is more developed. Certainly, Hilary and Origen comment two (...) different Gospels, but both comment homologous scenes; Hilary comments Mt. 8:5-13 and Origen, Io. 4:46-54. In addition, we believe some testimonies in Hilary’s commentary can reveal the influence of Origen’s commentary on Hilary/s. One of these testimonies could be the explanation of the strange reading transmitted by Hilary who calls tribunus to the centurio of the Gospel. (shrink)

L’influence du corpus paulinien sur l’œuvre et la pensée d’Hilaire de Poitiers est évidente autant dans l’approche exégétique de l’évêque vis-à-vis des textes bibliques que dans les sujets qu’il traite. Parmi ceux-ci, la justification par la foi fait l’objet d’un développement remarquable dans ses œuvres principales, en particulier dans le Commentarium in Matthaeum, dans laquelle l’évêque de Poitiers souligne la capacité exclusive de la foi pour justifier l’être humain et l’impuissance des œuvres pour l’atteindre. Cette radicalité apparente de son approche (...) dans sa première œuvre connue a donné lieu à une compréhension partiale du traitement que fait Hilaire de la justification par la foi. Dans cet article nous analyserons la véritable nature du rôle que jouent la foi et le mérite pour le salut dans l’ensemble des écrits de l’évêque de Poitiers tout en mettant sa doctrine en contexte avec celle de l’Apôtre. L'A. de cette étude analyse des textes inédits d'Hilaire de Poitiers où ce dernier parle de la réciprocité des relations trinitaires et de la mutuelle «interdépendance» du Père et du Fils. Il montre que l'insistance sur les relations originaires et sur les processions divines ne signifient pas nécessairement l'infériorité du Fils, et que si celui-ci n'existe qu'en totale référence au Père, de même ce dernier se réfère au Fils et ne peut exister sans lui.

El artículo trata sobre la idea de san Agustín, presente en algunas obras escritas entre los años 394 y 395, de la autónoma posibilidad de la voluntad humana de comenzar el camino de la salvación con la fe y la plegaria, basando la admisión de esta parcial autonomía de la voluntad en las preocupaciones suscitadas en él por el problema de la predestinación. Señala que las probables fuentes literarias son el comentario del Ambrosiáster a la carta a los Romanos y (...) el comentario de Hilario de Poitiers a los salmos. Asimismo se presenta como más verosímil la hipótesis sugerida por la cita de c. ep. Pel. 4.7 y sostenida por alguno, según los cuales los comentarios paulinos atribuidos hoy al Ambrosiáster circulaban bajo el nombre de un cierto Hilario, al que Agustín identificó erróneamente con el obispo galo de Poitiers. La identificación se hizo posible también a causa de la coincidencia de sus doctrinas sobre la gracia y sobre la predestinación. (shrink)
