In this paper, we argue that the future of development in Africa lies in the shift from democracy in the conventional sense to technocracy, where the role of the expert is recognized and appreciated. We set out by presenting conceptualizations ofdemocracy and technocracy. Thereafter, we highlight the challenge posed by the demands of the information society to traditional concepts of democracy.

This paper seeks to provide guidelines on how to respond to the ethical challenges entailed in corporate communication. It argues for the need for an ethical grounding for the practitioner of corporate communication, before critically examining the two broad ethical theories - deontology and teleology - and their place in ethical judgment. The authors underscore the importance of deontological ethics in the practice of corporate communication.

Philosophy in Africa has come a long way. From the 18th and 19th centuries when it was totally ignored or denied altogether, to when it was given a lower status by ethnophilosophers. Today we talk proudly of an African philosophy. What is often forgotten is its history and the players behind its historical moments. This paper tells the story of how racial ideology had defined the course of philosophy in Africa. We are particularly concerned with telling the story of Henry (...) Once upon a time, some thought that indicative conditionals could be effectively analyzed as material conditionals. Later on, an alternative theoretical construct has prevailed and received wide acceptance, namely, the conditional probability of the consequent given the antecedent. Partly following critical remarks recently ap- peared in the literature, we suggest that evidential support—rather than conditional probability alone—is key to understand indicative conditionals. There have been motivated concerns that a theory of evidential conditionals (unlike their more tra- ditional counterparts) cannot generate (...) a sufficiently interesting logical system. Here, we will describe results dispelling these worries. Happily, and perhaps surprisingly, appropriate technical variations of Ernst Adams’s classical approach allow for the construction of a logic of evidential conditionals with distinctive fea- tures, which is also well-behaved and reasonably strong. It has been pointed out that Sensorimotor Enactivism, a theory that claims that perception is enacted and brought about by movement, says very little about the neural mechanisms that enable perception. For the proponents of the predictive approach to Sensorimotor Enactivism, this is a challenge that can be met by introducing predictive processing into the picture. However, the compatibility between these theories is not straightforward. Firstly, because they seem to differ in their stand towards representations: while Sensorimotor Enactivism is said (...) to belong to the non-representational wing of cognitive science, predictive processing has a representational profile. And secondly, because they exhibit different explanatory strategies: while Sensorimotor Enactivism prioritizes the interactions of the embodied agent, predictive processing has internalist commitments. The aim of this paper is to address these concerns and show that a predictive approach to Sensorimotor Enactivism is viable. More specifically, I focus on the Free-Energy approach, a theory that falls within the ballpark of predictive processing. In this paper I argue for the following claims. I argue that both Sensorimotor Enactivism and the Free-Energy approach may be understood for some systems in representational terms. The non-representational reading of Sensorimotor Enactivism is not mandatory and neither is the representational reading of the Free-Energy approach. Sensorimotor Enactivism is, in this respect, compatible with both representational and non-representational interpretations of the FEA. So, the position towards representations of these frameworks should not stand in the way of a predictive approach to Sensorimotor Enactivism. I also show that the Free-Energy approach allows for an account that prioritizes the interaction of the embodied agent with the environment. This is the explanatory strategy followed by Sensorimotor Enactivism. To justify this strategy and following other proponents of Sensorimotor Enactivism, I argue that by referring to the interactions of the embodied agent a better account of the phenomena in question is provided. On this basis, I claim that Sensorimotor Enactivism and the Free-Energy approach are compatible in what concerns their explanatory strategy as well. To be Black means to have ancestors whose humanity has been de-nied by slavery, colonialism, neo-colonialism, and segregation, as well as by many theories elaborated in order to justify and intensify these modes of domination. To be Black also means having to face the enduring legacies of these systems and theories, which predomi-nantly manifest through overexposure to violence and death. Today, premature death and habituation to loss remain constitutive fea-tures of Black experience. Dignity, often de????ined as the inherent value of (...) every single human being, has been a core concept in ethics since Kant, at least. But in both philosophy and modern politics, the claim of respect for the dignity of people has coexisted with deep antiblack-ness. However, apart from the Western understanding of dignity stands another tradition. The concept of dignity is pervasive in Black radicalism, Caribbean philosophy, and African thought since the 18th century. This article draws inspiration from the legacy of these thinkers to elaborate an ethics centred on the speci????icities of racial-ized life. (shrink)

This paper is a continuation of the previous work: V. Prits and V. Kuznetsov “The main fea- tures of the cosmological picture of the world.” After examining some of the discussions around newborn cosmology, the article considers cosmological problems from the point of view of the philosophy of modern cosmology. It is emphasized that today a single and coordi- nated view of cosmology and its philosophy has not been formed. The main objectives of the study are were, firstly, to identify (...) some philosophical, methodological and anthropological problems in the study of the Universe and, secondly, to focus on the interac- tion of philosophy and cosmology. It has been revealed that the cosmological principles on which almost all cosmological theories and models are based have a long and dramatic ideological history and philosophical founda- tion, and the concept of “Multiverse” is saturated with ontological and epistemological puzzles. The principles of Bruno-Copernicus and the anthropic cosmological principles are proposed to be considered in the light of the discovery of exoplanets. (shrink)

The current literature that attempts to bridge between geometric morphometrics (GMM) and finite element analyses (FEA) of CT-derived data from bones of living animals and fossils appears to lack a sound biotheoretical foundation. To supply the missing rigor, the present article demonstrates a new rhetoric of quantitative inference across the GMM–FEA bridge—a rhetoric bridging form to function when both have been quantified so stringently. The suggested approach is founded on diverse standard textbook examples of the relation between forms and the (...) way strains in them are produced by stresses imposed upon them. One potentially cogent approach to the explanatory purposes driving studies of this class arises from a close scrutiny of the way in which computations in both domains, shape and strain, can be couched as minimizations of a scalar quantity. For GMM, this is ordinary Procrustes shape distance; in FEA, it is the potential energy that is stored in the deformed configuration of the solid form. A hybrid statistical method is introduced requiring that all forms be subjected to the same detailed loading designs (the same “probes”) in a manner careful to accommodate the variations of those same forms before they were stressed. The proper role of GMM is argued to be the construction of regressions for strain energy density on the largest-scale relative warps in order that biological explanations may proceed in terms of the residuals from those regressions: the local residual features of strain energy density. The method, evidently a hierarchical one, might be intuitively apprehended as a geometrical approach to a formal allometric analysis of strain. The essay closes with an exhortation. (shrink)

MacMullan Introduction Lucius Outlaw and Shannon SuUivan are prominent contemporary philosophers of race who follow in the footsteps of W.E.B. Du Bois as they search for a theoretical understanding of race and a political solution to the problem of racism. They agree that the solution to racism is not found in the elimination of (...) the idea of race from our discourses as suggested by Naomi Zack and Anthony Appiah, but in a critical conservation of race that is nonhierarchical and committed to addressing the suffering of non-white racial groups.1 This moral and critical conservation of race makes Sullivan and Outlaw standard bearers for Du Bois's idea of the racial gift, which John Shuford writes is rooted in the conviction that, "'race' and race-consciousness are not the causes of racism and racial injustice, [and] that 'race' may be employed toward collective and mutual liberation."2 However, despite their inteUectual kinship regarding their broad approach to race, Outlaw and SuUivan come to a significant and iUuminating disagreement over the issue of whiteness. In Du Boisian terms, they disagree about whether white people, qua white, have a racial gift worth conserving. Outlaw recognizes the illegitimacy of the hierarchical racial taxonomies established during the Enlightenment era but accepts race as a real and meaningful feature of our social landscape. Revealing a strong affinity for Du Bois' approach to race, Outlaw imagines his work as, an inquiry into raciality and ethnicity via a treacherous "third path" between racism and invidious ethnocentrism, on the one side, and anti-racism and antiinvidious ethnocentrism, on the other. According to the intuitionist picture of moral normativity, prima facie duties are features of the overall nature of an act, which together make them overall right or wrong. W.D. Ross says that prima facie duties are «not a duty», but something which has a special relation to duty. These fea-tures are «apprehended» by way of an intellectual act , which implies that they are the object of a theoretical cognitive act. This image creates serious problems for both the theory of (...) moral normativity and the theory of motivation. The problem is how to explain the practical nature of duties and their connection with the will: the intuitionist picture sketches a rather passive role for the will, both in determining the obligatoriness of an action and the possible motivation for it. This rather intellectualistic picture fails to explain the authority and motivational power of moral reasons. Furthermore, the outcome of this position is to lead back to a form of naturalism and to a problematic externalist explanation of moral motivation. In the end it is suggested that a more thoroughly Kantian theory of normativity shows a more promising picture for this problem. (shrink)

Significant research has been devoted to detecting people in images and videos. In this paper we describe a human de- tection method that augments widely used edge-based fea- tures with texture and color information, providing us with a much richer descriptor set. This augmentation results in an extremely high-dimensional feature space (more than 170,000 dimensions). In such high-dimensional spaces, classical machine learning algorithms such as SVMs are nearly intractable with respect to training. Furthermore, the number of training samples is much (...) smaller than the dimensionality of the feature space, by at least an order of magnitude. Finally, the extraction of features from a densely sampled grid structure leads to a high degree of multicollinearity. To circumvent these data characteristics, we employ Partial Least Squares (PLS) analysis, an effi- cient dimensionality reduction technique, one which pre- serves significant discriminative information, to project the data onto a much lower dimensional subspace (20 dimen- sions, reduced from the original 170,000). Our human de- tection system, employing PLS analysis over the enriched descriptor set, is shown to outperform state-of-the-art tech- niques on three varied datasets including the popular INRIA pedestrian dataset, the low-resolution gray-scale Daim- lerChrysler pedestrian dataset, and the ETHZ pedestrian dataset consisting of full-length videos of crowded scenes. This research aims to evaluate the calculation accuracy and efficiency of the artificial neural network-based important sampling method on reliability of structures such as drum brakes. The finite element analysis result is used to establish the ANN sample in ANN-based reliability analysis methods. Because the process of FEA is time-consuming, the ANN sample size has a very important influence on the calculation efficiency. Two types of ANNs used in this study are the radial basis function neural network and back propagation (...) neural network. RBF-IS and BP-IS methods are used to conduct reliability analysis on training samples of three different sizes, and the results are compared with several reliability analysis methods based on ANNs. The results show that the probability of failure of the RBF-IS method is closer to that of the Monte-Carlo simulation method than those of other methods. In addition, the RBF-IS method has better calculation efficiency than the other methods considered in this study. This research demonstrates that the RBF-IS method is well suited to structure reliability problems. (shrink)

This work attempts to address some basic feasibility concerns in the global taxation policy proposal. In recent years, moral-political philosophizing has extensively advan-ced the idea of transnational justice through volumes of scholarly literature. In moving the discussions beyond an ideational level and projecting it onto a practical realm, mo-ral-political thinkers have proposed a global taxation policy, the proceeds of the imple-mentation of which are meant to cater for the global poor. This proposal is morally laudable, given that it would substantially (...) benefit the global needy. Nonetheless, the proposal raises some basic feasibility concerns, such as the moral and legal justifiability of the proposal; the nature of the object to be globally taxed and how it is to be globally taxed; the nature of the globalist institution to implement the proposal; the legitimacy challenge of the globalist institution, and the challenge of practical implementation of the proposal by the institution. If the proposal is to succeed, the critical issues ought to be constructively addressed. Given that institutionalism necessarily emerges in the fea-sibility concerns, an institutionalist approach is advanced in this work to constructively address them. (shrink)

Secondo alcuni autori queste teorie non sono suffi- cienti per dare strumenti adeguati, perché il cambiamento climatico rappre- senta un problema etico nuovo, che richiede una strumentazione etica ine- dita. Il saggio approfondisce alcune delle caratteristiche nuove (...) dell'etica del cambiamento climatico, soprattutto in relazione all'impatto che le scelte presenti avranno sulla qualità della vita delle generazioni future.It is an introduction to the topic of the present issue of "La società degli in- dividui", dealing with the ethical and political relevance of climate change. After a brief account of the greenhouse effect, various approaches to clima- te change as a matter of distributive justice are considered. According to many authors, these approaches are inadequate, because climate change is a new issue, requiring new tools. The paper focusses on some of the new fea- tures of climate ethics, mainly in connection with the effects that our pre- sent choices may have on the quality of life of future generations. (shrink)
