We consider a proportional-prize contest to forecast future events, and show that, in equilibrium, this mechanism possesses perfect forecasting ability for any group size when the contestants share common knowledge about the probabilities by which future events realize. Data gathered in a laboratory experiment confirm the performance invariance to group size. By contrast, when realization probabilities are not common knowledge, there are some differences across group sizes. The mechanism operates marginally better with three or four compared to two players. Any counterfactual with a true antecedent and a true consequent is invariably predicted to be true by the standard Stalnaker–Lewis semantics. But many such true–true counterfactuals appear false to ordinary speakers, which is considered by many authors as evidence that the standard semantics should be revised. However, Walters and Williams prove that allowing true–true counterfactuals to be false would unacceptably invalidate some very plausible logical principles. The objective of this paper is to provide a pragmatic account of seemingly false true–true (...) counterfactuals, which explains why such counterfactuals seem false to ordinary speakers while being true semantically. In particular, a pluralistic pragmatic account is pursued: I argue that some true–trues seem false because they conversationally implicate some falsehood, and some others seem false because the focus (intonation stress) involved in them invokes some pragmatic re‐interpretation that affects speakers' truth‐value judgments. A critical literature on mulitnational corporate social responsibility has developed in recent years. Many authors addressed the issue in the Third World countries. This paper reviews the literature, focusing on the relationship between the multinational corporations (MNCs) and Third World governments in fulfilling the social responsibility, based on the underlying ethical imperative.There is a growing consensus that both corporations and governments should accept moral responsibility for social welfare and individual interests in their economic transactions. A collaborative relationship is proposed where (...) the MNCs share information based on global experiences and offer input into host government developmental policies, and aid their implementation. The government, in turn, provides a reasonable regulatory environment. This calls for ongoing interactions among officials at all levels of the two institutions, with the local corporate subsidiary playing a pivotal role. The desired conduct of the parties is reinforced by international organizations and other constituents, representing common human concerns across cultures. These relationships are examined and an agenda for policy and action by the MNCs and the Third World governments is developed. (shrink)

With 500+ papers and 20+ books spanning many scientific disciplines, Mark Burgin has left an indelible mark and legacy for future explorers of human thought and information technology professionals. In this paper, I discuss his contribution to the evolution of machine intelligence using his general theory of information (GTI) based on my discussions with him and various papers I co-authored during the past eight years. His construction of a new class of digital automata to overcome the barrier posed by the (...) Church–Turing Thesis, and his contribution to super-symbolic computing with knowledge structures, cognizing oracles, and structural machines are leading to practical applications changing the future landscape of information systems. GTI provides a model for the operational knowledge of biological systems to build, operate, and manage life processes using 30+ trillion cells capable of replication and metabolism. The schema and associated operations derived from GTI are also used to model a digital genome specifying the operational knowledge of algorithms executing the software life processes with specific purposes using replication and metabolism. The result is a digital software system with a super-symbolic computing structure exhibiting autopoietic and cognitive behaviors that biological systems also exhibit. This paper is a contribution to a discussion in philosophy of technology by focusing on the epistemological status of the example. Of the various developments in the emerging, inchoate field of philosophy of technology, the “empirical turn” stands out as having left the most enduring mark on the trajectory contemporary research takes. From a historical point of view, the empirical turn can best be understood as a corrective to the overly “transcendentalizing” tendencies of “classical” philosophers of technology, such as Heidegger. Empirically oriented philosophy of technology emphasizes actual technologies through case-study research into the formation of technical objects and systems (constructivist studies) and how they, for example, transform our perceptions and conceptions (the phenomenological tradition) or pass on and propagate relations of power (critical theory). This paper explores the point of convergence of classical and contemporary approaches by means of the notion of the “example” or “paradigm.” It starts with a discussion of the quintessential modern philosopher of technology, Martin Heidegger, and his thinking about technology in terms of the ontological difference. Heidegger’s framing of technology in terms of this difference places the weight of intelligibility entirely on the side of being, to such an extent that his examples become heuristic rather than constitutive. The second part of the paper discusses the methodological and epistemological import of the “example” and the form of intelligibility it affords. Drawing on the work of Wittgenstein (standard metre), Foucault (panopticism), and Agamben (paradigm), we argue that the example offers an alternative way of understanding the study of technologies from that of empirical case studies. Ruiping Fan responds to Ho Chuen Kwan by arguing that Kwan’s criticisms are grounded in liberal individualist presumptions and misrepresent traditional Confucian teachings. Confucian morality and its value of harmony do not imply self-determination; rather, authentically Confucian views support family determination: for important individual issues, both the individual and the family possess moral authority and hold a veto right in decisions. This is a middle-way position, as it rejects not only individual determination but also parental domination. Fan admits that his (...) notion of Confucian family determination is not found directly in the classical texts, but believes broader understanding of the importance of the family in Confucian teachings supports his notion, as do the ritual practices recorded in classical texts. Fan argues also that Kwan draws a false contrast between familial decision making and the subject’s own determination of what is good and right: in Confucian tradition, family determination is itself precisely how we find and follow the proper way. Moreover, a distinctively Confucian value of liberty is embedded within traditional notions of harmony; this Confucian conception of harmonious liberty contrasts with liberal tradition’s self-initiating conception of liberty, while also avoiding the opposite extreme of family authoritarianism imposed by compulsory laws. Production and comprehension have long been viewed as inseparable components of language. The study of vision, by contrast, has centered almost exclusively on comprehension. Here we investigate drawing—the most basic form of visual production. How do we convey concepts in visual form, and how does refining this skill, in turn, affect recognition? We developed an online platform for collecting large amounts of drawing and recognition data, and applied a deep convolutional neural network model of visual cortex trained only on natural (...) images to explore the hypothesis that drawing recruits the same abstract feature representations that support natural visual object recognition. Consistent with this hypothesis, higher layers of this model captured the abstract features of both drawings and natural images most important for recognition, and people learning to produce more recognizable drawings of objects exhibited enhanced recognition of those objects. These findings could explain why drawing is so effective for communicating visual concepts, they suggest novel approaches for evaluating and refining conceptual knowledge, and they highlight the potential of deep networks for understanding human learning. Although there have been some logical research on the notion of unknown truths and some philosophical discussion on the two notions, there seems to be no logical research on unknowable truths. In this paper, we propose a logic of unknowable truths, investigate the logical properties of unknown truths and unknowable truths, which includes the similarities of the (...) two notions and the relationship between the two notions, and axiomatize this logic. The graph tong同and its associated concepts, such as da-tong (Great tong大同) and xuan-tong (mystic or dark tong玄同), have played important roles in the development of Chinese philosophy. Yet tong has received scant attention from either western or eastern scholarships. This paper is a first attempt to remedy such regret. Unlike usual understandings of tong as sameness or unity, this paper presents a nuanced account from early China, that is, ‘difference to one,’ a definition from the Mozi墨子. This definition can be (...) supported from etymological, textual, and lexical evidence. ‘Difference to one’ should not be solely attributed to a Mohist understanding; it in fact represents a common understanding of tong across philosophical streams in early China. This nuanced account provides new insights into the concept of tong in early philosophical texts, and furthermore breaks solid grounds for further studies of tong and its associated concepts. The general theory of information tells us that information to knowledge is as energy is to matter. Energy has the potential to create or modify material structures and information (...) has the potential to create or modify knowledge structures. In this paper, we analyze computations as a vital technological phenomenon of contemporary society which allows us to process and use information. This analysis allows building classifications of computations based on their characteristics and explication of new types of computations. As a result, we extend the existing typologies of computations by delineating novel forms of information representations. While the traditional approach deals only with two dimensions of computation—symbolic and sub-symbolic, here we describe additional dimensions, namely, super-symbolic computation, hybrid computation, fused computation, blended computation, and symbiotic computation. Contrastivism is the view that knowledge is a ternary relation between an agent, a content proposition, and a contrast, and it explains that a binary knowledge ascription sentence appears to be context-sensitive because different contexts can implicitly fill the contrast with different values. This view is purportedly supported by certain linguistic evidence. An objective of this paper is to argue that contrastivism is not empirically adequate, as there are examples that favor its contextualist cousin. Thereafter, I shall develop a contextualist (...) account for the relevant linguistic data. The account consists of a contextualist semantics and some rules of pragmatics. The two parts combined show that contrastivism is neither sufficient nor necessary as a satisfactory theory of knowledge ascriptions. (shrink)

Healthcare systems in Singapore, Hong Kong, and mainland China are strikingly distinct from those in the West. Economically speaking, each of the aforementioned Eastern systems relies in great measure on private expenditures supplemented by savings accounts. Western nations, on the other hand, typically exhibit government funding and wariness about healthcare savings accounts. This essay argues that these and other differences between Pacific Rim healthcare systems and Western systems should be assessed in light of background Confucian commitments operating in the former. In the Confucian context, bioethics and healthcare policy have a unique content, texture, and set of implications that often affront Western assumptions about the appropriate individual autonomy of patients and the appropriate character of social safety nets for healthcare.
