In addition to its well‐known role as a coenzyme in oxidation–reduction reactions, the distinct role of NAD as a precursor for molecules involved in cell regulation has been clearly established. The involvement of NAD in these regulatory processes is based on its ability to function as a donor of ADP‐ribose; NAD synthesis is therefore required to avoid depletion of the intracellular pool. The rising interest in the biosynthetic routes leading to NAD formation and the highly conserved nature of the enzymes (...) involved prompted us to reconstruct the NAD biosynthetic routes operating in distinct eukaryotic organisms. The evidence obtained from biochemical and computational analysis provides a good example of how complex metabolic pathways may evolve. In particular, it is proposed that the development of several NAD biosynthetic routes during evolution has led to partial functional redundancy, allowing a given pathway to freely acquire novel functions unrelated to NAD biosynthesis. Architecture and urbanism seem to be »weak« disciplines, constantly struggling for a better understanding of their nature and disciplinary borders. The huge amount of metaphors appearing in the discourse of both not only reference to their creative nature but also indicate their weakness and the missing piece strengthening their own understanding: a definition of space for architecture and of city for urbanism. But using metaphors in this field implies a problem - though metaphors achieve to bring opposites together, there remains (...) the question how literal they can actually become in order to relate to these subjects properly. In this paper we focus on the difficulty in judging what is called covert hate speech. We emphasize the need for a multidimensional framework when analysing covert hate speech in situ, and the need to consider the multifaceted dimension of such speech act to assess its performativity. To explain such need, we apply the test of the Rabat Plan of Action and adopt a pragmatic perspective to analyse a specific covert hate speech act, considering such speech act as both an (...) expressive and potentially performative act. We focus on the prosecution of hate speech against a woman holding a poster during an anti-safe pass demonstration. Her poster inferred a link between conspiracy theory, the government strategy addressing the Covid pandemic and many other collectives, primarily the Jewish community. Our analysis of the sign adopts a radically context-dependent methodology combining a pragmatic approach and the Rabat Plan of Action test. We then contrast our analysis with the legal and media perspective on the issue. We conclude by suggesting the benefit of integrating pragmatic analysis with application of normative set of rules such as the Rabat Plan of Action test, even though the fluidity of meaning always poses a challenge to any authority tasked with judging such communicative events. Mais quel que soit le jugement moral, explicite ou implicite, porté sur ces phénomènes, la plupart des philosophes ne se contentent pas de les constater. In this paper I defend a pure proceduralist conception of legitimacy that applies to epistemic democracy. This conception, which I call pure epistemic proceduralism, does not depend on procedure-independent standards for good outcomes and relies on a proceduralist epistemology. It identifies a democratic decision as legitimate if it is the outcome of a process that satisfies certain conditions of political and epistemic fairness. My argument starts with a rejection of instrumentalism–the view that political equality is only instrumentally valuable. I reject (...) instrumentalism on two grounds: (i) because it fails to respect reasonable value pluralism and to recognize the constitutive role of democratic procedures for legitimacy in pluralist societies, and (ii) because it neglects the constructive function of democratic decision-making. I then consider two alternatives to pure epistemic proceduralism: David Estlund's version of epistemic proceduralism and a Deweyan account of epistemic democracy. I argue that only pure epistemic proceduralism can make good on both shortcomings of instrumentalism, whereas each of the other two approaches only makes good on one and neglects the other. (shrink)

A conception of legitimacy is at the core of normative theories of democracy. Many different conceptions of legitimacy have been put forward, either explicitly or implicitly. In this article, I shall first provide a taxonomy of conceptions of legitimacy that can be identified in contemporary democratic theory. The taxonomy covers both aggregative and deliberative democracy. I then argue for a conception of democratic legitimacy that takes the epistemic dimension of public deliberation seriously. In contrast to standard interpretations of epistemic democracy, (...) however, the conception I put forward avoids procedure-independent standards of correctness. Instead, it relies on a procedural social epistemology and defines legitimacy entirely in terms of the fairness of procedures. I call this conception of democratic legitimacy `Pure Epistemic Proceduralism'. I shall argue that it should be preferred over `Rational Epistemic Proceduralism', the conception of legitimacy that underlies the standard interpretation of epistemic democracy. This paper reports on a manual monitoring of online representations of LGBT persons in the Republic of Cyprus for the period April 2015–February 2016. The article contextualizes the prevalence of “hate speech” in online Greek Cypriot comments against LGBT individuals, and, more generally, against non-heterosexuals. Adopting a Foucauldian position vis-à-vis the social and discursive construction of sexuality, we outline, first, the socio-historical context with a focus on LGBT rights in the Republic of Cyprus and the nationalistic project construing sexualities. We (...) then examine the different levels of discursive discrimination practices, providing a snapshot of the types of “hate speech” referring to this topic typically found in such an environment. The focus is on identification of the frames used to construct LGBT identities, and their perception.We use in our title the word subject as defined by post-modernists and by Butler in particular : subject refers to “a socially produced ‘agent’ and ‘deliberator’ whose agency and thought is made possible by a language that precedes that ‘I’. In this sense the ‘I’ is produced through power ”. This paper focuses on the socially produced definition of the LGBT community in the context under study. We thus address the way in which sexuality is constructed within a compulsory and hegemonic heterosexuality and heteronormativity. We analyze our data i.e. comments focused on the LGBT community, with corpus linguistic tools as well as through a qualitative examination of the identified frames. Our analysis confirms an interface between nationalism and compulsory hegemonic heteronormativity in the Republic as well as the influence of the Orthodox Church and its beliefs. (shrink)

Freivalds defined an acceptable programming system independent criterion for learning programs for functions in which the final programs were required to be both correct and "nearly" minimal size, i.e., within a computable function of being purely minimal size. Kinber showed that this parsimony requirement on final programs limits learning power. However, in scientific inference, parsimony is considered highly desirable. A lim-computablefunction is (by definition) one calculable by a total procedure allowed to change its mind finitely many times about its output. (...) Investigated is the possibility of assuaging somewhat the limitation on learning power resulting from requiring parsimonious final programs by use of criteria which require the final, correct programs to be "not-so-nearly" minimal size, e.g., to be within a lim-computable function of actual minimal size. It is shown that some parsimony in the final program is thereby retained, yet learning power strictly increases. Considered, then, are lim-computable functions as above but for which notations for constructive ordinals are used to bound the number of mind changes allowed regarding the output. This is a variant of an idea introduced by Freivalds and Smith. For this ordinal notation complexity bounded version of lim-computability, the power of the resultant learning criteria form finely graded, infinitely ramifying, infinite hierarchies intermediate between the computable and the lim-computable cases. Some of these hierarchies, for the natural notations determining them, are shown to be optimally tight. (shrink)

Since the beginning ofthe 1980s, successive Belgian governments have pursued a social security policy that is a combination of cutting social expenditure on the one hand and improving the plight of lower income categories among benefit recipients on the other. This has been realised by means of a strategy of 'targeting within universalism ', i.e. improving the benefits for the poor and restricting them for the better off, but without abolishing the entitlements oft he latter category completely. The Belgian experience (...) puts inperspective the 'middle class matters' argument, which predicts that, if cuts are made in social expenditure,the middle classes will use their political resources to defend the provisions they benefit from and to diminish the benefits reserved for the poor. This article builds on collaborative research (observations, interviews, and writing and reflection workshops) conducted on Early Childhood Educators (ECEs). The text studies the inclusive education efforts of ECEs within early childhood centers. In this setting, the educational and care work carried out raises the question of encounters with others. Inclusive education places children, families, and ECE in liminal or in-between spaces. ECEs have to reconcile the similarities and differences between young children and their parents within early childhood centers. As a (...) result, certain points of rupture and convergence emerge between ECEs and families. The active involvement of ECEs appears to be a key component of this professional posture so conducive to inclusive education. (shrink)

In this article, I consider the notion of facework in the context of unfinished turns in French conversation. Unfinished turns in French conversation normally occur in the environment of talk that can be characterized as delicate or problematic. They provide a mechanism for dealing with such talk in a way that both manages misalignment and divergence between the participants and minimizes possible threats to the participants' face. They provide a subtle avoidance or minimization mechanism in that they enable the participants (...) to hint at what remains unarticulated, whilst registering enough of the type of actions that they seek to accomplish. I conclude that, although unfinished turns can be seen as one way in which participants engage in facework, their analysis suggests that only an interactional-sequential account reveals the work that they accomplish, and insists upon a conceptualization of face/facework as interactional. Si Numénius, en platonicien de son temps, a utilisé le Timée et la République à la fois pour élaborer et étayer sa pensée métaphysique et cosmologique, il est devenu coutume de penser qu’il a également eu recours au Parménide dans sa description du premier principe, qu’il peut paraître tentant d’identifier chez lui à l’Un. L’examen attentif de son œuvre ne fournit cependant que peu d’indices en ce sens et convainc même qu’elle ne permet pas une telle interprétation. Malgré ces conclusions, (...) l’hypothèse persiste pour des raisons qui tiennent principalement à l’histoire de la philosophie et aux recherches qu’elle suscite. Elle est en effet souvent reprise pour trois raisons, présentées comme corollaires : le statut propre à Numénius de platonicien pythagorisant, prédécesseur de Plotin ; les affinités réelles entre sa pensée et celle du Commentaire anonyme au Parménide ; les parallèles également entrevus entre ses formules et celles de la source supposée commune au Zostrien et au Contre Arius de Marius Victorinus, source présentée comme fort proche du Commentaire anonyme. Sont donc invoquées trois raisons nées moins de l’étude de l’œuvre de Numénius elle-même que de la recherche des sources d’autres textes en mal d’auteur et d’origines bien définies, recherche se fondant en partie sur les liens entre cette œuvre et ses prétendus « pairs » en pythagorisme. Cette troisième partie de l’étude présente la dernière péripétie des recherches sur la relation éventuelle de Numénius au Parménide. La première a montré que l’œuvre parvenue de Numénius ne présente aucune trace de l’utilisation de ce dialogue de Platon dans son élaboration de la doctrine des deux premiers principes ; la deuxième a tenté de prouver que Numénius n’est vraisemblablement pas l’auteur du Commentaire anonyme au Parménide. Est ici abordé ce que Michel Tardieu a nommé l’« exposé commun » au Zostrien et au Contre Arius de Marius Victorinus. Les parallèles apparents de cet exposé avec le Commentaire anonyme au Parménide et avec certaines formulations de Numénius ont suggéré qu’il avait Numénius pour source, ce qui a parfois servi à étayer l’hypothèse que Numénius était malgré tout l’auteur du Commentaire anonyme. Là encore, l’examen détaillé et la confrontation des textes révèlent la fragilité de cette double conclusion. Un retour sur la source de l’« exposé » en réalité partiellement « commun » au Zostrien copte et à Marius Victorinus montre néanmoins que Numénius a sans doute servi à son élaboration et qu’il a par suite pu servir aussi de source aux gnostiques, tout comme il a servi aux néoplatoniciens, et ce parfois même, indirectement ou a contrario, dans l’interprétation du Parménide. At the core of political liberalism is the claim that political institutions must be publicly justified or justifiable to be legitimate. What explains the significance of public justification? The main argument that defenders of political liberalism present is an argument from disagreement: the irreducible pluralism that is characteristic of democratic societies requires a mode of justification that lies in between a narrowly political solution based on actual acceptance and a traditional moral solution based on justification from the third-person perspective. But (...) why should we take disagreements seriously? This – epistemic question – has not received the attention it deserves so far. I argue that the significance of public justification can be explained through the possibility of reasonable disagreement. In a reasonable disagreement, the parties hold mutually incompatible beliefs, but each is justified to hold the belief they do. I shall use the notion of a reasonable disagreement to explain the possibility of an irreducible pluralism of moral and religious doctrines and, on that basis, why the justification of political institutions has to be public. Classical ethology encourages a causal approach to animal behaviour, using Tinbergen's four questions concerning evolution, function, mechanism and development of behaviour. It sets aside the study of mental processes, which could otherwise help to unify our picture of the relationships between animal and environment. Here the steps in research focused on the psychological meaning of a peculiar behaviour in the mouse — carrying its tail — and what this implies regarding the mouse's cognitive world are given. Initial empirical observations suggested (...) epistemic choices concerning space and object notions in the mouse; this led us to go beyond the first stage in exploring the significance of this behaviour. Later experiments showed the limitations of an explanation based on a cause-effect relationship. An interpretative model integrating a phenomenological conceptual framework is proposed. (shrink)

According to an often repeated definition, economics is the science of individual choices and their consequences. The emphasis on choice is often used – implicitly or explicitly – to mark a contrast between markets and the state: While the price mechanism in well-functioning markets preserves freedom of choice and still efficiently coordinates individual actions, the state has to rely to some degree on coercion to coordinate individual actions. Since coercion should not be used arbitrarily, coordination by the state needs to (...) be legitimized by the consent of its citizens. The emphasis in economic theory on freedom of choice in the market sphere suggests that legitimization in the market sphere is “automatic” and that markets can thus avoid the typical legitimization problem of the state. In this paper, I shall question the alleged dichotomy between legitimization in the market and in the state. I shall argue that it is the result of a conflation of choice and consent in economics and show how an independent concept of consent makes the need for legitimization of market transactions visible. Political decisions have the potential to greatly impact our lives. Think of decisions in relation to abortion or climate change, for example. This makes political legitimacy an important normative concern. But what makes political decisions legitimate? Are they legitimate in virtue of having support from the citizens? Democratic conceptions of political legitimacy answer in the affirmative. Such conceptions righly highlight that legitimate political decision-making must be sensitive to disagreements among the citizens. But what if democratic decisions fail to track what (...) there is most reason to do? What if a democratically elected government fails to take measures necessary to protect its population from threats related to climate change? Peter argues that the legitimacy of political decisions doesn't just depend on respect for the citizens' will; and defends a novel hybrid conception of political legitimacy, called the Epistemic Accountability conception. According to this conception, political legitimacy also depends on how political decision-making responds to evidence for what there is most reason to do. Grounds for Political Legitmacy starts with an overview of the main ways in which philosophers have thought about political legitimacy, and identifies the epistemic accountability conception as an overlooked alternative. It then develops the epistemic accountability conception of political legitimacy and discusses its implications for legitimate political decision-making. Considering the norms that should govern political debate, it examines the role of experts in politics, and probes the responsibilities of democratically elected political leaders and as well as of citizens. Dans son dialogue Sur le Bien (19 F = fr. 11 dP), Numénius écrit que le dieu qui est « deuxième et troisième est un ». Par là, il désigne un dieu considéré selon deux aspects qui correspondent à la double orientation de son attention. Dans le second, il est tourné vers le monde et joue le rôle de démiurge. Selon la plupart des chercheurs, ce démiurge serait à identifier à l’âme du monde que les fragments parvenus du dialogue ne (...) mentionnent pas. L’article montre que cette interprétation ne rend peut-être pas compte du propos de Numénius. Il indique les raisons théoriques et polémiques expliquant qu’en réalité, même si le démiurge a la fonction de l’âme du monde, Numénius ne l’identifie pas avec celle-ci. Il veut définir les principes qu’il identifie à l’être, conçu comme incorporel. Le mouvement intrinsèque à l’âme et l’immanence qui la caractérise, d’après la tradition platonicienne que suit Numénius et la tradition stoïcienne à laquelle il s’oppose, interdisent de donner à cette âme le statut de pur intelligible – le lui accorder serait précisément céder à l’immanentisme et au corporalisme stoïciens. Enfin, il n’est pas davantage utile de reconnaître dans le second aspect du deuxième dieu, un moment nommé « troisième dieu » dans le dialogue, le troisième dieu que Numénius aurait identifié au monde d’après le témoignage de Proclus (29 T = fr. 21 dP). Ce troisième dieu-là peut réellement correspondre au monde dont Platon fait un dieu, à condition que ce monde soit considéré comme le produit du seul intellect, ordre (κόσμος) qui comporte certes une âme, et même un intellect en elle, mais qui n’est réduit ni à l’une ni à l’autre. There is consistent and strong empirical evidence for social inequalities in health, as a vast and fast growing literature shows. In recent years, these findings have helped to move health equity high on international research and policy agendas. This paper examines how the empirical identification of social inequalities in health relates to a normative judgment about health inequities and puts forward an approach which embeds the pursuit of health equity within the general pursuit of social justice. It defends an indirect (...) approach to health equity, which views social inequalities in health as unjust in so far as they are the result of an unjust basic structure of society in Rawls’ sense. This book offers a systematic treatment of the requirements of democratic legitimacy. It argues that democratic procedures are essential for political legitimacy because of the need to respect value pluralism and because of the learning process that democratic decision-making enables. It proposes a framework for distinguishing among the different ways in which the requirements of democratic legitimacy have been interpreted. Peter then uses this framework to identify and defend what appears as the most plausible conception of democratic legitimacy. Strabon rapporte que le gymnase d'Alexandrie était l'un des plus beaux édifices de la capitale, et cite ses portiques, son tribunal et ses bosquets. L'article étudie cette description à la lumière des sources papyrologiques et littéraires, et observe la transformation progressive du gymnase en centre administratif et juridique de la province romaine d'Egypte. D'autres gymnases, et en particulier celui de Cyrène, témoignent de la même transformation du point de vue archéologique, et permettent d'avancer une hypothèse sur la situation topographique du (...) gymnase d'Alexandrie. This article gives a survey of results of research concerning effects of public policy in the Netherlands. This survey is preceded by a summary of some important American projects.The Dutch research reported concerns effects of educational and housing policy on income distribution, effects of sururbanization policy, participation policy, and still other policies.In both countries the dominant conclusion is that the goals of public policy are at least partially realized by the means chosen. However, the conclusion that the welf are state (...) is totally f ailing would go to f ar.Research concerning effects of public policy is still rare. Moreover, it is clear that some goals are realized at least in part by the chosen means.When public policy appears not to be effective, this can be explained from several factors : the contents of policy and the underlying theory, the policy process, the society, the research, and a view which is toonarrow because it takes only short term effects of one particular policy program into account.
