The study presents a conceptual analysis of the main approaches to the study of the human brain and consciousness from the standpoint of modern domestic and foreign neuroscience. Relevant interpretations of such problematic issues and concepts as “the boundary of the human body”, “embodied knowledge”, “general artificial intelligence”, “self”, etc. From the standpoint of a body-oriented approach, the problem of co-evolution of the body, consciousness, technology and social environment is considered. The idea of the body as an artifact is updated (...) in the context of technological change in human nature, which entails the elimination of the living human body. On the example of the Homeric epic, it is shown that attempts to overcome vulnerability demonstrate one of the fundamental human needs. The realization of the need to expand and push the boundaries of the body in the anthropotechnological environment is presented in the form of a cyborg. It is suggested that, in terms of content, the idea of the “embodied mind”, as well as the project of creating a Hybrid reality and pan-communication, stem from the immanent human need for bodily involvement in the surrounding world. The features of the creation of Artificial Intelligence and Artificial General Intelligence at the present stage are revealed. The expediency of studying the results of neuroscientific comprehension of the organization of mental processes, first of all, in the field of visualization of brain processes and the mapping method, is noted. The main modern projects for the study of the brain, as well as the most effective methods for obtaining data on brain structures, are considered. The actual results of the research are described in such areas of neuroscience as: the study of mirror neurons and their systems; “reading the brain”, the study of neural correlates of consciousness. The results of studies of representatives of domestic neuroscience are presented. The human “I” is considered as a unique structure of the Ego-system of the brain (“self”). In conclusion, a conclusion is made about the significant influence of modern neuroscience on understanding the features of the functioning of the human brain, consciousness and cognitive processes; the effectiveness of applying the body-oriented approach to comprehending the integrity of “body-consciousness-technologies-social environment” is revealed. Background South Africa is likely to be the first country in the world to host an adolescent HIV vaccine trial. Adolescents may be enrolled in late 2007. In the development and review of adolescent HIV vaccine trial protocols there are many complexities to consider, and much work to be done if these important trials are to become a reality. Discussion This article sets out essential requirements for the lawful conduct of adolescent research in South Africa including compliance with consent requirements, (...) child protection laws, and processes for the ethical and regulatory approval of research. Summary This article outlines likely complexities for researchers and research ethics committees, including determining that trial interventions meet current risk standards for child research. Explicit recommendations are made for role-players in other jurisdictions who may also be planning such trials. This article concludes with concrete steps for implementing these important trials in South Africa and other jurisdictions, including planning for consent processes; delineating privacy rights; compiling information necessary for ethics committees to assess risks to child participants; training trial site staff to recognize when disclosures trig mandatory reporting response; networking among relevant ethics commitees; and lobbying the National Regulatory Authority for guidance. This interdisciplinary, social scientific analysis of the regulatory discourse on nanotechnology in the three German-speaking countries of Germany, Austria and Switzerland and in the EU between 2000 and 2013 has shown three distinct phases, characterised by shifts in the configuration of actors and in the thematic scope from nanotechnology to nano-materials. Compared to modes of governance based on traditional statutory law, modes of governance based on less binding forms of soft law and self-regulation (like codes of conduct, guidelines and certification (...) systems) and new modes of governance (like assessment studies, risk management frameworks as well as participatory and cooperative forms of communication and negotiation) have gained importance. Despite some similarities, two different cultures in governing nanotechnology can be distinguished: a product-oriented culture in statutory regulations (when speaking about products, the article is also referring to substances) and a risk-based culture in applying soft law based on new modes of governance. In addition, the different regulatory cultures have led to four strategic approaches: modes of governance mainly based on hard law and soft law at the EU level, modes of governance mainly based on cooperative and self-regulatory approaches in Germany, cooperative governance approaches in Austria and modes of governance mainly based on self-regulatory and soft law approaches in Switzerland. Technology assessment is generally classified as problem-oriented and thus transdisciplinary research. This is due to the fact that the aim of TA is to work out solutions for problems outside science in order to offer advice to its addressees, namely those working in politics and science and members of society in general. In this paper, we propose that the problem-oriented approach also be used as the basis for the decision regarding when a TA should be conducted in a particular situation, (...) and which TA should be used. As a first step to this end, a broad range—almost like a kind of coarse radar—and large number of topics or problem sketches are created, which then serve as a basis for a discursive process of negotiation, during which topics are to be carried over into a detailed problem analysis. These detailed problem analyses, which are important for transdisciplinary research, represent in themselves small research projects. They provide, in addition, some initial indications for a methodologically promising project design. The methodological approach described here is currently being tested in a procedure in which TA topics are being monitored for the German Federal Ministry of Education and Research. (shrink)

This article uses foodscapes as a lens to explore the potential of ecovillages’ food practices towards enhancing sustainable food systems. Ecovillages are collective projects where members attempt to integrate sustainability principles into daily community life. In these communities, food acts, not only as an element of social life, but also as a venue through which to interact with mainstream food systems and society. Yet, how food practices at ecovillages contribute to sustainable food systems remains vague. This article proposes foodscapes, as (...) a lens, for exploring the sustainability potential of place-based food practices in ecovillages, while also directing attention to how these practices intersect with networks at broader social and spatial scales. It asks, how can we better understand and draw from sustainable food practices, when considering these as both, place-based and relational? And what is the potential and the role of ecovillage communities to contribute to broader sustainable food system change? Drawing on ethnographic and food mapping methods, the article explores selected food practices at three ecovillage communities in the United States. Using social practice theory for “zooming in” on place-based practices and “zooming out” to examine relational networks, we investigate how these communities create internally sustainable food systems, while externally bridging themselves with broader urban and rural communities. Through viewing ecovillage food practices as place-based and relational, we develop a broader and spatially-focused understanding of food system sustainability. (shrink)

The manufacture of humanoid robots with embedded artificial intelligence and for sexual purposes has generated some debates within bioethics, in which diverse competing views have been presented. Themes such as sexuality and its deviations, the objectification of women, the relational problems of contemporary life, loneliness, and even the reproductive future of the species constitute the arguments which have emerged in relation to this subject. Based on these themes, this article presents the current state of the use of female sex robots, (...) the bioethical problems that arise, and how bioethics could serve as a medium for both thinking about and resolving some of these challenges. As Next Generation Sequencing technologies are increasingly implemented in biomedical research and care, the number of study participants and patients who ask for release of their genomic raw data is set to increase. This raises the question whether research participants and patients have a legal and moral right to receive their genomic raw data and, if so, how this right should be implemented into practice. In a first step we clarify some central concepts such as “raw data”; in a second (...) step we sketch the international legal framework. The third step provides an extensive ethical analysis which comprehends two parts: an evaluation of whether there is a prima facie moral right to receive one’s raw data, and a contextualization and discussion of the right in light of potentially conflicting interests and rights of the data subject herself and third parties; in a last fourth step we emphasize the main practical consequences of the ethical analyses and propose recommendations for the release of raw data. In several legislations like the new European General Data Protection Regulation, patients do in principle have the right to receive their raw data. However, the procedural implementation of this right and whether it involves genetic counselling is at the discretion of the Member States. Even more questions remain with respect to the research context. The ethical analysis suggests that patients and research subjects have a moral right to receive their genomic raw data and addresses aspects which are also of relevance for the legal discussion such as the costs of release of raw data and its impact on academic freedom. Taking into account the specific nature and implications of genomic raw data and the contexts of research and health care, several concerns and potentially conflicting interests of the data subjects themselves and involved researchers, physicians, biomedical institutions and relatives arise. Instead of using them to argue in favor of restrictions of the data subjects’ legal and moral right to genomic raw data, the concerns should be addressed through provision of information and other measures. In 2010, the German Federal Ministry of Education and Research started a series of citizens’ dialogues on future technologies. In the context of the German history of public participation in technology-oriented policy making, these dialogues are unique for at least two reasons: The Federal Ministry retains the responsibility for the entire process and is heavily involved in its planning, organization and communication, and the number of participants and process elements is significantly higher than in most other participative events. The paper (...) presents insights into the political background of the citizens’ dialogues, its general concept as well as first observations from the dialogue rounds on energy and high-tech medicine. Although e-learning has become an important feature to promote learning experience, still little is known about the readiness of adult learners for e-learning in continuing vocational education. By exploring perceived challenges and benefits, it was our aim to identify dimensions that define e-learning readiness. Therefore, we conducted a study design with qualitative and quantitative components. It consisted of both, semi-structured interviews, as well as an online survey regarding biography, personality, learning behavior, and general attitudes toward e-learning. The continuing vocational education (...) course that we were investigating comes from the field of project management. The learner group was heterogeneous regarding their biographical and occupational background. Our results suggest several dimensions of e-learning readiness which are namely: motivation, learning strategies/regulation, attitudes toward learning, and personality-associated aspects as well as digital literacy. These findings are in line with previous research to only some extent, but reveal the necessity to redefine single dimensions of e-learning readiness to develop an inventory that is generalizable for different adult learner groups. Based on these assumptions a new measure for e-learning readiness needs to be proposed in future research as a next step. (shrink)

Nanotechnologies are enabling technologies which rely on the manipulation of matter on the scale of billionths of a metre. It has been argued that scientific uncertainties surrounding nanotechnologies and the inability of regulatory agencies to keep up with industry developments mean that voluntary regulation will play a part in the development of nanotechnologies. The development of technological applications based on nanoscale science is now increasingly seen as a potential test case for new models of regulation based on future-oriented responsibility, lifecycle (...) risk management, and upstream public engagement. This article outlines findings from a project undertaken in 2008–2009 for the UK Government’s Department of Environment, Food and Rural Affairs (DEFRA) by BRASS at Cardiff University, involving an in-depth survey both of current corporate social responsibility (CSR) reporting in the UK nanotechnologies industry, and of attitudes to particular stakeholder issues within the industry. The article analyses the results to give an account of the nature of corporate social performance (CSP) within the industry, together with the particular model of CSR operating therein (‘do no harm’ versus ‘positive social force’). It is argued that the nature of emerging technologies requires businesses to adopt particular visions of CSR in order to address stakeholder issues, and that the nanotechnologies industry presents specific obstacles and opportunities in this regard. Despite the widespread belief in a positive influence of research on education, the empirical evidence is lacking. Several authors have questioned the appropriateness of the operationalisation of both aspects of the relation between teaching and research. This article takes a closer look at the research questions in empirical studies on the nexus between teaching and research and examines the used variables and their measurement techniques. The study reveals that the used variables and their operationalisation are diverse as well as limited. (...) There is for example a diversity in the investigated population, the level of analysis, the nature of the institutions investigated or the questionnaires used. The operationalisation of both teaching and research is limited. Student learning or the way research is integrated into teaching are virtually absent and the measurement of research is mostly confined to the quantity of the research output. This calls for a more systematic research agenda in which student learning is investigated along with more fine grained measures of teaching and in which the relation of these two indicators and the research proficiency of faculty are looked at. Imagine two friends. Anna inherits nothing and works for every penny she has, while Mary inherits millions. How should a world that respects individual autonomy and private property rights treat Anna’s earnings and Mary’s inheritance? Should it tax them the same, or tax one more heavily than the other? If the latter, which one? The conventional wisdom holds that although some “right” libertarian theories justify taxing income, none justify taxing inheritances. Such taxes are “expropriations” and “an especially cruel injury” that (...) “run[] roughshod over [a] deceased’s interest in the ends his property will serve.” This essay explores the standard libertarian objections to taxing gifts and bequests and argues that libertarians overstate their case when distinguishing the taxation of gratuitous transfers from other types of taxation. At minimum, the benefit theory of taxation embraced by many minimal statists and classical liberals mandates that the receipt of gifts and bequests should be taxed to the recipient. Moreover, the goals of curbing inherited political power and preventing wealthy families from insulating their members from market competition provide two additional explanations for why taxing inheritances to recipients is compatible with classical liberal values.
