Highly sophisticated capabilities of artificial intelligence (AI) have skyrocketed its popularity across many industry sectors globally. The public sector is one of these. Many cities around the world are trying to position themselves as leaders of urban innovation through the development and deployment of AI systems. Likewise, increasing numbers of local government agencies are attempting to utilise AI technologies in their operations to deliver policy and generate efficiencies in highly uncertain and complex urban environments. While the popularity of AI is (...) on the rise in urban policy circles, there is limited understanding and lack of empirical studies on the city manager perceptions concerning urban AI systems. Bridging this gap is the rationale of this study. The methodological approach adopted in this study is twofold. First, the study collects data through semi-structured interviews with city managers from Australia and the US. Then, the study analyses the data using the summative content analysis technique with two data analysis software. The analysis identifies the following themes and generates insights into local government services: AI adoption areas, cautionary areas, challenges, effects, impacts, knowledge basis, plans, preparedness, roadblocks, technologies, deployment timeframes, and usefulness. The study findings inform city managers in their efforts to deploy AI in their local government operations, and offer directions for prospective research. (shrink)

İbâdet, bütün akıl sahibi varlıkların Allah'ın varlığını idrak edebilme ve O'na karşı şükretme duygusu olarak tanımlanır. İbadet eylemini incelemek, ibadet edenin doğasını tahlil etmeyi gerektirir. Bu tahlil bizi ibadet eylemine eşlik eden bilgi/kavrayış, niyet/yönelimsellik ve sürecin sonunda ortaya çıkan özgürlükle buluşturur. Bilgi/kavrayış, Kur'an'ın ibâdet olarak işaret ettiği ilişki formuna en derin mânâyı verir. İbadet, Tanrı'nın mutlak yaratıcı iradesini keşfetme ve ona insanî seviyede eşlik etme arzusudur. Allah’ın varlığını ve birliğini bilmeye yapılan çağrı, ibadetin bilgi ve niyet unsuruna en üst seviyede (...) yapılan daveti içerir. Bu davete icabet sırasında devreye giren semboller ve her bir eyleme ibadet sırasında yüklenen anlam, insan yaşamında yeni olgulara hayat verir. Niyet yahut yönelimsellik ise, insanların parçası oldukları doğal nedensel bağları aşma arzusunu içinde barındırır. İnsanın verili olan bu düzeni ve illiyyet bağını aşarak kendine yeni bir ufuk arama çabası ibadetin niyetle ilgili kısmında içerilir. İbadet bir tanınma talebidir. Sonlu varlığın sonluluğunu ve sınırlılığını aşma arzusunu tatmin etmeyi amaçlayan bir ‘ilişki’ eylemidir. Sonlu ile Sonsuz arasındaki bu ilişkinin bilgi zemininde inşa edilmesi, Allah ile insan arasındaki sınırın bulanıklaşmasını değil tam tersine daha belirgin hale gelmesini sağlar. İbadetteki bilme, bilen öznenin her zaman bu sınırların farkında olması demektir. Niyet, sonlu varlığın Sonsuz olanla iletişime geçerek sonluluğun getirdiği değer yitimini dindirme arzusudur. Özgürlük ise sonlu varlığın Sonsuz Olan’la iletişimi yoluyla, kendisini çepeçevre kuşatan bütün kısıtlama ve dayatmalardan azade olma isteğidir. Allah’tan başkasına tapanların bir düşüş, parçalanma ve kayboluş trajedisi yaşamalarının sebebi her zaman bir kısıtın ve dayatmanın nesnesine dönüşmüş olmasındandır. Onun için Allah ısrarla ibadetin sadece kendine yapılmasını talep ederek bu trajediyi bloke etmek istemektedir. İbadetin kabulü için nasıl ibadetten önce yerine getirilmesi gereken şartlar, ibadet sırasında takip edilmesi gereken rükünler varsa, aynı şekilde ibadetten sonra yerine getirilmesi gereken şartlar vardır. Bunlar yapılan ibadetin gerçekten ibadet niteliğine sahip olup olmadığını denetleyen ibadet sonrası kriterlerdir; bu ibadetin fenomenolojisidir: İbadet bireyi kendi iç dünyasında bir itmi’nana kavuşturmalı, kamusal alanda ise ahlakî bir özne olarak inşa etmelidir. There is no fairness in the world. Inequality can be observed in all spheres of human activities and in all parts of the world. This leads to the world-wide gross injustice. The main dilemma of survival is: either social fairness to people or the end of human history. The patience of people in hardship is exhausted. Social and interstate contradictions are being sharpened, and they add fuel to the flames of international tension. The world is on its way to endless (...) terror. Even “Golden Billion” is not quiet any longer. Fierce confrontation between the rich and the poor, the outlaws and the citizens takes nowadays place in Europe and the United States. As we can see the struggle will stop at nothing. It will spread with its unprecedented bitterness and moral bifurcation in people, the alarming symptoms of which are already being manifested. The mankind is moving towards the “all-in war’ state, the state of being at war on everything and everyone. Equality – it is Chimera. But what should we do, how should we act in order not to make equality a Pandora’s box, fueling global tension and giving a birth to revolutions and wars? What is there to be done with man’s strive for being at least not worse than the others? The solution of this problem is to open equal chances to all members of human society, to give them real and objective opportunities which form the basis of social justice. Sooner or later the mankind will come to cooperation via solving global environmental problems, and leveling all nations’ welfare on the basis of world wealth co-ownership. (shrink)

Deizm başından beri kendini ana akım dinî kabullere karşı heterodoks dinî bir kimlik olarak konumlandırmış, felsefe ve teolojinin temel düşünce üretim alanları olan Tanrı tasavvurları, Allah-âlem ilişkisi, din-bilim ilişkisi, kötülük meselesinden kaynaklı ahlakî tartışmalarda geleneksel kabullere aykırı görüşler ileri sürmüştür. Bu yönüyle deizm, dinin kendi içinden bir eleştirisidir. İngiltere’de deizmin babası olarak isimlendirilen E. Herbert of Cherbury’nin deizmin beş ilkesi bu eleştirinin en başat örneğidir. Ona göre; 1. Yüce bir Tanrı vardır, 2. Bu yüce Varlığa ibadet edilmelidir, 3. Erdem ibadetin (...) yarattığı bir değer olduğu için din ve ahlak arasında doğrudan bir ilişki vardır, 4. İnsanlar zayıf yaratıldıkları için tövbe ihtiyacındadırlar; bu da Tanrı’yla iletişime açıklık demektir, 5. Ölümden sonraki hayatta ceza ve mükâfat vardır. Deizmin iddiaları zaman içinde değişikliğe uğramıştır. Bu değişimi, farklı deizm iddialarını tasnif eden ve eleştiren Samuel Clarke’ta görmek mümkündür. Bununla birlikte, deistler şu konularda ortak fikre sahiptirler: imanın kurtarıcılığına karşı bilginin kurtarıcılığı esastır; kurumsal dinî yapılar reddedilmelidir; akıl ve insan doğası yüceltilmelidir; ahlak akılla temellendirilebilir; (vahyin imkânını kabul eden deistlere göre) vahyin doğrusu ile aklın doğrusu uyum içinde olmalıdır. Türkiye’de deistler dini reddetmekten daha çok onun akılla uyumunu talep etmekte, hurafelerden arındırılmasını ve radikal söylemlerden temizlenmesini istemektedirler. Kurumsal dinî otorilerin yerine, insanın aklına ve doğasına yaslanan doğruları önermektedirler. Bu doktrin temeline ek olarak Türkiye’de deizm ilginç veriler ve sonuçlar üretmektedir. Türkiye’de muhafazakâr bir yönetim iş başındayken deizmin artış kaydetmesi çok çarpıcıdır. Kamusal alanda dinin daha fazla görünür olmasına rağmen, deizmin ve sekülerleşmenin artması, din-siyaset ilişkisinin çok sıkı kurulduğu ülkelerde dine yabancılaşma gibi bir sonucun ortaya çıktığı tezini bir kez daha doğrulamış görünmektedir. Bu çalışma deizmin farklı iddialarını dikkate alarak ve Türkiye’de lise öğrencileri arasında yapılan araştırmalara dayanarak şu sonuçları okuyucuyla paylaşmaktadır: Mezhep farklılığının tetiklediği şiddet, radikal söylemler, buyurgan din dili, mitolojik anlatımlar genç zihinleri geleneksel olarak tevarüs ettikleri birikimi yeniden değerlendirmeye itmektedir. Kendilerini dinin dışında konumlandırmak istemeyen bu zihinler, yeni bir dini kimliği tercih etmektedirler. Bu kimlik bugün artık heterodoks bir kimlik olarak kendini göstermektedir. Bu aynı zamanda sekülerleşmiş bir ortodoksinin ortaya çıktığının da açık göstergesidir. (shrink)

The term ra ḥ ma/mercy is one of the key terms of the Holy Qur’ ā n and it has many connotations. Two names of God, ra ḥ mān and ra ḥ ῑm and their manifestations are contained in these connotations. So the two names explicitly tackled in our paper. While ra ḥ mān is the proper name indicating the absolute being and the source of all existence, ra ḥ ῑm is much narrower. The exegetical tradition emphasizes that God is (...) ra ḥ mān, i.e. provides existence and sustenance to all creatures in this world while ra ḥ ῑm gives guidance and salvation to those who just deserve it here. Ra ḥ mān and ra ḥ ῑm are used in the Qur’ān asyndetonically, i.e. without the copula wāw ( ﻭ ): in the form of ar-ra ḥ mān ar-ra ḥ ῑm not ar-ra ḥ mān va ’r- ra ḥ ῑm, indicating that these two names signify One (God) and that they appear in His actions simultaneously and instantaneously, not consecutively. Yıldız Atasoy’s recent survey of state transformation in Turkey reiterates some of the most typical shortcomings of Marxian approaches to the Ottoman/Turkish modernisation. This involves an ahistorical conception of capitalism reduced to commercial expansion and a structuralist method that transhistoricises the historical differentiation of the economic from the political. Combined together in Atasoy’s book, capitalism no longer exists in the shape of specific social relations and particular juridical/political forms, but rather it precedes and determines them. Consequently, social struggles over production (...) and reproduction are separated from and no longer implicated within struggles over the redefinition of citizenship, secularism and democracy. An implicit economic determinism eventually prevails, reproducing functionalist modes of argumentation. Based on a theoretical and historical critique of Atasoy’s argument, this review seeks to provide new insights into Ottoman/Turkish modernity from a Political Marxist perspective. (shrink)

The interrelationships among recent theories on the regulation of gene activity and differentiation in higher organisms are reviewed. Interpretations within these theories of the various components of chromosomes are re-evaluated and a unified conceptual framework of hierarchical genetic control mechanisms in eukaryotes is presented.

The biologist's involvement in value issues concerning the methodology of biological sciences, in establishing the biological basis of ethics and in creating a value system based on biological knowledge is examined. It is proposed that the roots of this involvement are in the conflict of the knowledge-ethic with the established system of values and in the need for metaphysical explanation.

Quillen [17] introduced model categories as an abstract framework for homotopy theory which would apply to a wide range of mathematical settings. By all accounts this program has been a success and—as, e.g., the work of Voevodsky on the homotopy theory of schemes [15] or the work of Joyal [11, 12] and Lurie [13] on quasicategories seem to indicate—it will likely continue to facilitate mathematical advances. In this paper we present a novel connection between model categories and mathematical logic, inspired (...) by the groupoid model of (intensional) Martin–Löf type theory [14] due to Hofmann and Streicher [9]. In particular, we show that a form of Martin–Löf type theory can be soundly modelled in any model category. This result indicates moreover that any model category has an associated “internal language” which is itself a form of Martin-Löf type theory. This suggests applications both to type theory and to homotopy theory. Because Martin–Löf type theory is, in one form or another, the theoretical basis for many of the computer proof assistants currently in use, such as Coq and Agda (cf. [3] and [5]), this promise of applications is of a practical, as well as theoretical, nature. This paper provides a precise indication of this connection between homotopy theory and logic; a more detailed discussion of these and further results will be given in [20]. (shrink)
