Communism lost the Cold War, not to pure free market capitalism, but to a range of diverse economic systems based onvarying degrees and forms of social regulation of the market. Such social regulation was possible because both polities and economies were primarily national. Since the end of the Cold War, there has been rapid globalization of the economy, but not of effective social regulation. Incipient global political institutions are too weak to regulate global corporate power, while national governments no longer (...) have sufficient reach to regulate large multinationals. Corporate self-regulation has begun, but only haltingly and mostly ineffectively.While global prosperity has risen dramatically in recent decades, not everyone has progressed since the end of the Cold War. Since 1990 some 55 countries have had declining per capita incomes, while inequality has risen within and between countries. It is too soon to say whether global capitalism will be saved from itself by regulation, just as American national capitalism may have been saved by the New Deal reforms it opposed. As Pope John Paul II has warned, the world must not succumb to a "radical capitalist ideology" which "blindly entrusts" social problems to market forces. (shrink)

Ethics committees now require that individuals give informed consent to much health services research, in the same way as for clinical research. This is misguided. Existing ethical guidelines do not help us decide how to seek consent in these cases, and have allowed managerial experimentation to remain largely unchecked. Inappropriate requirements for individual consent can institutionalise health inequalities and reduce access to services for vulnerable groups. This undermines the fundamental purpose of the National Health Service , and ignores our rights (...) and duties as its members, explored here. Scholars debate whether the Buddha’s teachings preserved in the Pāli Canon can be considered philosophy, and whether the Buddha himself can be considered a philosopher. The existence of a philosophically tractable Buddhist soteriology is not in doubt; however, there is debate over the point at which this structure emerges in the tradition. In this essay we put forth several prominent objections to reading the Buddha as a philosopher, then offer responses to these objections based in part on the work of (...) Pierre Hadot. Cassell THE PROBLEM OF knowing another person and the world in which that person lives, particularly someone with major mental illness, is addressed in this interesting and rich essay. The number of different metaphors and concepts Potter employs to describe the task of crossing into and then understanding the thoughts, (...) emotions, symptoms, constraints, context, and perspectives of another testifies to the difficulties involved.Yet, as I read the essay, it was not clear what the clinician world traveler, moral tourist, empathizer (and other categories) is supposed to do on the journey to another person. Why do we reach out to the sick person? What is it that we want to know or do that makes this trip necessary? Potter is primarily concerned with mental illness—the examples she cites are patients with schizophrenia—while my experience has in the main been with persons with physical illness, but for the moment, the differences are less important than the central lesson. The illness that the patient presents—the experience of the symptoms, the impairments, disability, and disruptions of the emotional and social existence that happen because of the disease result from an amalgam of the disease process with the specific nature of the sick person. There is no disease in pure form; there is no disease in abstract for clinicians. There is only this sick person. She correctly quotes me, because of all this, as pointing out the importance of integrating knowledge of this particular patient with the abstract knowledge of disease to understand the illness as it is expressed in this person. All to form a basis for the treatment of the patient and especially to help relieve suffering because suffering is always personal, particular, and individual. (It is important in thinking about this topic to remember that most serious diseases, psychiatric and otherwise, are chronic and take place over significant lived time. The acute schizophrenic symptoms or the acute infectious diseases, as dramatic as they are, distract attention from the importance of the place of the sick person.)In physical disease, our long (and continuing) history of separating human beings from nature and the body, and the importance medicine places on objectivity and the objective, have made the inevitable personalization of the disease and symptoms virtually invisible. After ages of explaining psychiatric diseases as the alienation of the person, and a long psychoanalytic period of finding their origins in the person, in the last 30 years these diseases have become increasingly objectified. The place of the person has been diminished as psychiatry has entered the DSM, neurotransmitter, and effective psychotropic drug era. This paper proposes a cognitive linguistic explanation of the unusual narrative construal of time as moving backwards. It shows that backwards time in narrative involves setting up an alternative space in which a second narrative is constructed simultaneously, resulting in a viewpoint hierarchy which postulates four viewpoints on each discourse statement. The paper draws together research on conceptual metaphor, mental spaces theory and viewpoint multiplicity, bringing it to bear on discourse fragments. The majority of these are taken from Martin Amis’s (...) Time’s Arrow (Amis, Martin. 2003 [1991]. Time’s Arrow. London: Vintage.) (a logically consistent and linguistically revealing text), but the discussion is contextualised with further examples. It is argued that the causal construal implied by narrative is not limited by our phenomenological experience, as other studies (e.g., Evans, Vyvyan. 2013. Language and time: A cognitive linguistics approach. Cambridge: Cambridge University Press.) might suggest, but is instead prompted by conceptual re-interpretation of deictic markers in the discourse. The analysis focuses on causal construal, negation (especially causal catachresis), and alternativity. It shows how linguistic features at the sentential level generate top-down reorganization of both episodic structure and discourse meaning, and how this relies on multiplicity of viewpoint and a conceptual “zooming out” prompting the perception of irony. Ken Binmore has written an exciting book and I am in complete agreement with his objectives and conclusions. But his approach is flawed because of his reliance on tools of analysis to understand the way the mind and brain have developed that are not up to explaining our evolving understanding of the human environment.

This essay explores Elster's analysis of Marx's theory of historical evolution. The meaning of the terras ?productive forces? and the ?relations of production? are examined both as specified by Marx and interpreted by Elster. The essay then goes on to demonstrate how the modern literature on transaction costs can provide a more precise and useful framework within which to explore the ongoing tension between productive forces and relations of production.

Economic theory is built on assumptions about human behavior – assumptions which are embodied in rational choice theory. Underlying those assumptions are implicit notions about how the mind works. Until recently economists have not self‐consciously examined those implicit notions, but recent work in economics and particularly game theory has forced economists to explore the sources of the beliefs that underlie economic choices and therefore to build a bridge between cognitive science and economics. The project in this essay will be to chart a naturalist theory of content for perceptual states, where the content is constituted by that state of the world picked out by a proposition telling us what it is that is believed, desired, etc. We will focus on the perceptual states of desire and vision, and only on contents involving physical objects. ;We will begin by doing an overview of some recent attempts to define function. We will consider a treatment by (...) Peter Godfrey-Smith, who looks at the "recent history" of an organism to determine the functions of its parts. We will end the section with a definition of function upon which we will base what follows. ;Then we investigate the nature of need, in order to get an eventual handle on desire. Desire states function to dispose behavior that fulfills unmet needs. We will pick out the state change which meets the need and extinguishes the desire as the proper object of the desire state D in question. ;Then we turn to the problems of determining content in visual states. We will look for how the visual system provides information which allows an organism to locate and re-locate an object in space over time. We will use David Marr's theory of vision as a basis for understanding the function of the visual system. We will pay particular attention to how the visual sytem's modules transform two-dimensional information into information about the relative depths and locations of objects in the world. ;Finally, material from Gareth Evans will help us investigate the role of the behavioral system in determining the content of perceptual states. What makes Marr's information information "about" depth and placement depends crucially upon how it is used in patterns of behavior to enhance fitness. This gives us a method of cashing out what it is to locate and re-locate an object without relying on an unexplained ability to represent. (shrink)

Background: Use of patients’ medical data for secondary purposes such as health research, audit, and service planning is well established in the UK. However, the governance environment, as well as public understanding about this work, have lagged behind. We aimed to systematically review the literature on UK and Irish public views of patient data used in research, critically analysing such views though an established biomedical ethics framework, to draw out potential strategies for future good practice guidance and inform ethical and (...) privacy debates. Methods: We searched three databases using terms such as patient, public, opinion, and electronic health records. Empirical studies were eligible for inclusion if they surveyed healthcare users, patients or the public in UK and Ireland and examined attitudes, opinions or beliefs about the use of patient data for medical research. Results were synthesised into broad themes using a framework analysis. Results: Out of 13,492 papers and reports screened, 20 papers or reports were eligible. While there was a widespread willingness to share patient data for research for the common good, this very rarely led to unqualified support. The public expressed two generalised concerns about the potential risks to their privacy. The first of these concerns related to a party’s competence in keeping data secure, while the second was associated with the motivation a party might have to use the data. Conclusions: The public evaluates trustworthiness of research organisations by assessing their competence in data-handling and motivation for accessing the data. Public attitudes around data-sharing exemplified several principles which are also widely accepted in biomedical ethics. This provides a framework for understanding public attitudes, which should be considered in the development in any guidance for regulators and data custodians. We propose four salient questions which decision makers should address when evaluating proposals for the secondary use of data. (shrink)

Thomas Hobbes has recently been cast as one of the forefathers of political realism. This article evaluates his place in the realist tradition by focusing on three key themes: the priority of legitimacy over justice, the relation between ethics and politics, and the place of imagination in politics. The thread uniting these themes is the importance Hobbes placed on achieving a moral consensus around peaceful coexistence, a point which distances him from realists who view the two as competing goals of (...) politics. The article maintains that only a qualified version of the autonomy of the political position can be attributed to Hobbes, while arguing more generally that attending to the relation between ethics and politics is central to assessing his liberal credentials from a realist perspective. Against the prevalent reading of Hobbes as a hypothetical contract theorist, the article proceeds to show that the place of consent in his theory is better understood as part of his wider goal of transforming the imagination of his audience: a goal which is animated by concerns that realists share. Some claim that moral factors affect the epistemic status of our beliefs. Call this _the moral encroachment thesis_. It’s been argued that the moral encroachment thesis can explain at least part of the wrongness of racial profiling. The thesis predicts that the high moral stakes in cases of racial profiling make it more difficult for these racist beliefs to be justified or to constitute knowledge. This paper considers a class of racial generalizations that seem to do just the opposite of (...) this. The high moral stakes of the beliefs we infer from these generalizations make it _easier_ rather than _harder_ for these beliefs to be justified or to constitute knowledge. I argue that the existence of this class of cases—cases of “positive profiling”—give us reason to expand our account of moral encroachment in a way that brings it closer to the ideal of pragmatic encroachment that motivates it in the first place. This article analyzes the relationship between the ideas of cruelty and injustice in Judith Shklar’s political theory. Shklar’s The Faces of Injustice is sometimes read as an instantiation of the liberalism of fear, which regards cruelty and the fear that it inspires as the summum malum. I challenge this interpretation and instead argue that her account of injustice should be read independently of her commitment to the liberalism of fear. In doing so, I show how her exploration of the faces (...) of injustice—especially the importance she accords to passive injustice and the sense of injustice—raises important challenges for the liberal case for putting cruelty first. Although democratic attitudes and institutions constitute the best available remedy for the sense of injustice, on Shklar’s account, those who focus too much on the requirements of democratic citizenship risk treating injustice as a greater evil than cruelty, which could, in turn, facilitate cruelty and undermine liberal democracy. I conclude by suggesting that the republican-inspired theory of citizenship from The Faces of Injustice, which Shklar outlines in response to the problem of passive injustice, reflects a distinct strand of her political theory that goes beyond the more familiar defense of law-bound constitutional government associated with the liberalism of fear. In this respect, I argue that the _Leviathan_ account is better understood as filling in gaps and resolving equivocations in Hobbes’s theory, rather than marking a decisive break in his thinking. The discourses of agricultural extension reveal how actors represent their scientific activities and goals. The “transfer of technology” discourse developed with the professional U.S. extension service, reproducing its expert/lay power relations. Agroecology is emerging as a systems approach to preventing agricultural pollution. Its theoreticians argue that agroecology cannot be transferred like technology but must be extended through networks of participatory social learning. In California, hundreds of actors and dozens of institutions have cocreated agroecological partnerships using this alternative extension model. In his posthumously published lectures, Politics in Commercial Society, István Hont argues that Jean-Jacques Rousseau and Adam Smith should be understood as theorists of commercial society. This article challenges Hont’s interpretation of both thinkers and shows that some of his key claims depend on conflating the terms ‘commercial society’ and ‘commercial sociability’. I argue that, for Smith, commercial society should not be defined in terms of the moral psychology of commercial sociability, before questioning Hont’s Epicurean interpretation of Smith’s theory of (...) sociability. I then turn to Rousseau and outline some of the difficulties involved with classifying him as a theorist of commercial society, the most important of which is that he often appeared to be more deeply opposed to commercial progress than Hont suggests. I conclude by highlighting some of the most salient differences between Rousseau’s and Smith’s views of the politics of eighteenth-century Europe. (shrink)

SummaryR. G. Collingwood presented his major work of political philosophy, The New Leviathan, as an updated version of Thomas Hobbes's Leviathan. However, his reasons for taking Hobbes's great work as his inspiration have puzzled and eluded many Collingwood scholars, while those interested in the reception of Hobbes's ideas have largely neglected the New Leviathan. In this essay I reveal what Collingwood saw in Hobbes's political philosophy and show how his reading of Hobbes both diverges from other prominent interpretations of the (...) time and invites us to reassess Hobbes's complex association with the origins of liberalism. In doing so, I focus on Collingwood's science of mind, his ideas on society and authority, and his dialectical theory of politics, in each case showing how he engaged with Hobbes in order to elucidate his own vision of civilisation. That vision is based on the development of social consciousness, which involves people coming to understand the body politic as a joint enterprise whereby they confer authority upon those who rule.
