Stem cell policy in the United States is an amalgam of federal and state policies. The scientific development of human pluripotent embryonic stem cells triggered a contentious national stem cell policy debate during the administration of President George W. Bush. The Bush “compromise” that allowed federal funding to study only a very limited number of ESC derived cell lines did not satisfy either the researchers or the patient advocates who saw great medical potential being stifled. Neither more restrictive legislation nor (...) expansion of federal funding proved politically possible and the federal impasse opened the door for a variety of state-based experiments. In 2004, California became the largest and most influential state venture into stem cell research by passing “Prop 71,” a voter initiative that created a new stem cell agency and funded it with $3 billion. Several states followed suit with similar programs to protect the right of investigators to do stem cell research and in some cases to invest state funding in such projects. Other states devised legislation to restrict stem cell research and in five states, criminal penalties were included. Thus, the US stem cell policy is a patchwork of multiple, often conflicting, state and federal policies. (shrink)

Most growth models for complex networks consider networks comprising a single connected block or island, which contains all the nodes in the network. However, it has been demonstrated that some large complex networks have more than one island, with an island size distribution obeying a power-law function Is~s-α. This paper introduces a growth model that considers the emergence of islands as the network grows. The proposed model addresses the following two features: the probability that a new island is generated decreases (...) as the network grows and new islands are created with a constant probability at any stage of the growth. In the first case, the model produces an island size distribution that decays as a power-law Is~s-α with a fixed exponent α=1 and in-degree distribution that decays as a power-law Qi~i-γ with γ=2. When the second case is considered, the model describes island size and in-degree distributions that decay as a power-law with 2<α<∞ and 2<γ<∞, respectively. (shrink)

Mucopolysaccharidosis type I (MPS I) is a rare lysosomal storage disorder treated with bone marrow transplantation or enzyme replacement therapy with laronidase, a high-cost orphan drug. Laronidase was approved by the US Food and Drug Administration and the European Medicines Agency in 2003 and by the Brazilian National Health Surveillance Agency in 2005. Many Brazilian MPS I patients have been receiving laronidase despite the absence of a governmental policy regulating access to the drug. Epidemiological and treatment data concerning MPS I (...) are scarce. This study aims to present a demographic profile of Brazilian patients with MPS I, describe the routes of access to laronidase in Brazil, and discuss associated ethical issues relating to public funding of orphan drugs. The present work tries to analyze the moral philosophy of William David Ross. First, Ross's ethics precedents are exposed, focusing on three authors against whom he acknowledges entering into discussion: Kant, the utilitarians and Moore. This is the aim of the second chapter. Next, Ross's proposal is explained through three axes: 1) the theory of moral knowledge, where his well-known intuitionist theory will appear; 2) the doctrine of correction, composed of deontological pluralism; 3) and the doctrine of good, in which (...) its axiology appears. The following three chapters, respectively, will be dedicated to all this. Finally, we provide the critical vision of some Ross followers and propose half a dozen conclusions. (shrink)

El artículo procura mostrar las razones por las cuales no puede considerarse que la ética aristotélica sea determinista. De este modo, critica los argumentos de tres intérpretes que defienden el determinismo aristotélico: Alfredo Gómez-Muller, Theodor Gomperz y D.J. Furley, con el fi n de mostrar que la ética del Estagirita no está fundamentada en la necesidad sino en la convención, que el carácter no está totalmente determinado por naturaleza y que una vez éste se ha formado Aristóteles sí concibe la (...) posibilidad de cambio, si bien para ello se necesita mucho más que la mera intención. Con este análisis se pretende mostrar, entonces, más allá de la polémica particular con los intérpretes, que la ética aristotélica trata de explicar el mundo humano en su complejidad y riqueza y, por tanto, no puede considerarse determinista. Desde la consideración de Tomás de Aquino del conocimiento por connaturalidad, "el conocimiento que aporta a la inteligencia más datos que los puramente racionales, especialmente todos los datos proporcionados por la afectividad", es posible hacer un acercamiento integral a la realidad y establecer una relación con otras áreas de sabiduría y sus objetos de estudio. Esto ayuda a confrontar algunos problemas filosóficos reales, como la pérdida de la visión holística de la realidad, el reduccionismo epistemológico y el relativismo gnoseológico. Recordar (...) el estudio iniciado en la primera parte del siglo XX por tomistas bien conocidos sobre la connaturalidad ayudaría a comprender mejor la realidad y el ser humano, y facilitaría el diálogo entre Filosofía, Ciencia y Teología sobre temas como Ecología, Estética o Mística. A travers la vingtaine de textes qui composent cet ouvrage, portant sur des savoirs et des pratiques de l'Afrique noire, l'auteur fonde son analyse sur l'hypothèse suivante : un invariant, plus significatif que tous les autres, occupe le coeur de la pensée africaine. Ce signifié ultime, c'est l'homme. Penser l'humain : la part africaine est une investigation philosophique sur des objets aussi variés que les mythes et les cosmogonies ; la conception et l'organisation de l'espace-temps ; la nature et la (...) fonction du savoir ; l'idéologie et le pouvoir ; le sacré et le profane ; l'idée de nombre et les spéculations sur ses usages. La recherche d'une unité aux discours portant sur ces différents objets trouve sa justification dans un avant-propos intitulé "La part africaine", formulation d'une problématique dont l'auteur s'emploie à dissiper les ambiguïtés et les équivoques pour mieux en souligner l'intérêt. Une manière de rappeler que si la réflexion sur l'homme et sa place dans l'univers peut être considérée comme un trait commun à tous les hommes, de toutes les cultures, cet universel s'incarne dans des profils que sont ses différentes manifestations dans le particulier. Dire de manière quasi obsessionnelle, au détriment d'autres approches du réel, que sans l'homme il n'y a pas de signification du monde, constitue ce qu'Abdoulaye Elimane Kane croit être le fond de la pensée africaine. Entre-temps, mes enfants qui n'ont connu que deux de leurs grands-parents, sur le tard, et presque rien de la vie au Fouta alors que nos références familiales et nos évocations quotidiennes en sont remplies ; qui m'ont vu entrer dans la vie active et m'engager politiquement sans en comprendre toujours les tenants et les aboutissants, revinrent plusieurs fois à la charge pour me suggérer d'écrire sur la famille, sur ma petite expérience d'enseignant et d'homme politique, sur les hommes et les femmes qui m'ont marqué et, surtout, sur la place que j'accorde à l'amitié, à la fraternité et à la solidarité, trois notions qu'ils m'ont entendu évoquer souvent et qui, à ce qu'il leur semblait, importent, aujourd'hui, plus aux yeux des jeunes qu'à ceux des adultes. In this book, French develops and defends a "non-objectivist" theory of the origin and function of moral concepts. In his own words, "a morality... is best seen as a collection of conventions designed to guide the choices of persons; those conventions have the not necessarily intended collective effect of being a system of defense against the tendency of any person to act in a way threatening to the future well-being of the members of the community". In chapter 2, he presents (...) an account of moral concepts as "mixed mode" ideas in Locke's sense, i.e., as combinations of simple ideas "that are not offered, to us in the combined form by 'the real existence of things', but that we assemble or frame to meet certain of our specific needs". The needs that provide the raison d'etre of morality are "the preservation and the betterment of the society to which persons are drawn by reciprocal fear, and held by natural affection and advantage rather than by pure self interest, and only in which can they hope to achieve a sense of worth ". There are resonances of such a view in other recently stated views about the nature of morality and moral concepts, e.g., those of Julius Kovesi, J. L. Mackie, and G. J. Warnock. French acknowledges a debt to these thinkers among others, especially to Kovesi, and also to Donald Davidson. (shrink)

Abstract: In this paper we argue that Robert Kane’s theory of free will cannot accommodate the possibility of a sinless individual who faces morally significant choices because a sinless agent cannot voluntarily accord value to an immoral desire, and we argue that Kane’s theory requires this. Since the Jesus of the historic Christian tradition is held to be sinless, we think Christians should reject Kane’s theory because it seems irreconcilable with historic Christian Christology. There are many different interpretations of what the family should be – its desired member composition, its primary purpose, and its cultural significance – and many different examples of what families actually look like across the globe. I examine the most paradigmatic conceptions of the family that are based upon the supposed primary purpose that the family serves for its members and for the state. I then suggest that we ought to reconceptualize how we understand and define the family in (...) an effort to move away from these paradigmatic conceptions. This approach requires that we examine the way(s) in which the family has been defined descriptively – that is, how families have been defined historically – in an effort to determine what a normative theory of the family might look like. The goal of this inquiry is to define a family in terms of what it ought to be – a goal that moves our understanding of the family to a new conceptual landscape. I then present my own account of familial relations that aims to capture a normative understanding of the unique primary purpose that the family serves for its members. (shrink)

Robert Kane provides a critical overview of debates about free will of the past half century, relating this recent inquiry to the broader history of the free will issue and to vital currents of twentieth century thought. Kane also defends a traditional libertarian or incompatibilist view of free will, employing arguments that are both new to philosophy and that respond to contemporary developments in physics and biology, neuro science, and the cognitive and behavioral sciences.

RESUMEN Cuando se mira la masacre de El Salado, es difícil no preguntarse por los factores que llevaron a esta comunidad de los Montes de María, en el contexto de la guerra rural que vivía Colombia a finales del siglo XX, a volverse un objetivo militar por parte de las A.U.C. (Autodefensas Unidas de Colombia), es decir, a recibir la marca o estigma de 'pueblo guerrillero'; en otras palabras, a convertirse en un pueblo masacrable. El presente artículo intenta abordar esta (...) cuestión y para ello analiza las consecuencias de la ocupación de las FARC desde su ingreso a la región en los noventa. Los modos como este poder fareano dispuso de lógicas guerreristas y dejó poco margen de maniobra y libertad para los pobladores de El Salado; los saladeros no tuvieron opción ni libertad, y la cohabitación se confundió con la colaboración, la pasividad con la pertenencia. En una segunda parte, revisa los efectos de la arremetida brutal de las FARC contra cierto grupo de pobladores (en especial, ganaderos y fuerza pública); de algún modo, la masacre del 2000, ejecutada por las AUC, fue una respuesta impulsada por un odio desmedido frente a una violencia también excesiva por parte de las FARC en los años anteriores a la masacre. En este apartado, se habla acerca del odio y la venganza que se constituyen en afectos que contribuyeron decisivamente -entre otros más- a la masacre del año 2000. Las elaboraciones sobre la economía del odio de Sara Ahmed (2015) y las de Laura Quintana sobre los afectos (2020 y 2021) serán fundamentales. ABSTRACT When looking at the El Salado massacre, we wonder about the factors that led this town of los Montes de María, in the context of the rural war in Colombia at the end of the 20th century, to become a military objective by the A.U.C (Autodefensas Unidas de Colombia), that is, to receive the brand or stigma of 'guerrilla people'; that is, to become a massacrable town. This article tries to address this issue, thus analyzing the consequences of the FARC occupation since its entry into the region in the nineties. Ways like this Farean power had warmer logic and left little room for maneuver and freedom for the residents of El Salado; The saladeros had no choice or freedom, and cohabitation was confused with collaboration, passivity with belonging. in a second part, it reviews the effects of the brutal attack by the FARC against a certain group of residents (especially, ranchers and the military); in a way, the 2000 massacre, carried out by the AUC, was an inordinately hateful response to excessive violence by the FARC in the years before the massacre. In this section, we talk about the hatred and revenge that constitute elements that contributed decisively -among others- to the 2000 massacre. The elaborations on the economy of hate by Sara Ahmed (2015) and the elaborations of Laura Quintana on affects (2020 and 2021) will be fundamental. (shrink)

When Ron Giere introduced perspectivism into philosophy of science, he provided a perspectivist analysis of both scientific instruments and scientific theorizing. Today, there is a burgeoning literature that extends Giere’s analysis of theorizing, with many philosophers examining the perspectivist approach to aspects of theorizing such as models, laws, explanations, and so on. However, relatively little attention has been paid to Giere’s analysis of instruments. In this article, I hope to fill this gap. I argue that the perspectivist analysis of instruments (...) should be rejected. First, I give a general account of the kind of instrumentation relevant to instrumental perspectivism, drawing on Cartwright’s notion of nomological machines, which forms the basis of my criticism of Giere’s argument for instrumental perspectivism. Next, I present the case against instrumental perspectivism. I argue that instrumental perspectivism is dependent on theoretical perspectivism in a way that robs it of philosophical significance, and that it introduces new puzzles while adding little to our understanding of instruments. According to constructive empiricists, accepting a scientific theory involves belief only that it is true of the observable world, where observability is defined in terms of what is detectable by the unaided senses. On this view, scientific instruments are machines that generate new observable data, but this data need not be interpreted as providing access to a realm of phenomena beyond what is revealed by the senses. A recent challenge to the constructive empiricist account of instruments appeals to the extended (...) mind thesis, according to which cognitive processes are sometimes constituted not just by brain activity, but can extend into the rest of the body and the surrounding environment. If this is right, scientific instruments may, in the right circumstances, literally become part of our perceptual processes. In this article, I examine this extended perception argument, and I find that it fails for the vast majority of scientific instruments. Even if the extended mind thesis is accepted, the constructive empiricist can draw a line between observables and unobservables that makes very few concessions to the realist. (shrink)

How can we register the participation of a range of elements, extending beyond the human subject, in the production of HIV events? In the context of proposals around biomedical prevention, there is a growing awareness of the need to find ways of responding to complexity, as everywhere new combinations of treatment, behavior, drugs, norms, meanings and devices are coming into encounter with one another, or are set to come into encounter with one another, with a range of unpredictable effects. In (...) this paper I consider the operation of various framing devices that attribute responsibility and causation with regard to HIV events. I propose that we need to sharpen our analytic focus on what these devices do, their performativity—that is, their full range of worldly implications and effects. My primary examples are the criminal law and the randomized control trial. I argue that these institutions operate as framing devices: They attribute responsibility for HIV events and externalize other elements and effects in the process. Drawing on recent work in science and technology studies as well as queer theory, I set out an analytic frame that marks out a new role for HIV social research. Attentiveness to the performative effects of these devices is crucial, I suggest, if we want better to address the global HIV epidemic. (shrink)
