The study aims to review the literature that analyses the history andcurrent situation of Higher Education, henceforth known as HE, in Turkeyand to review HE agenda of the Government of Turkey in order to identify theextent to which it has responded to the sustainable development agenda. Thispaper recommends ways to improve and develop HE in Turkey so as to makeit a significant sector which prepares its stakeholders to achieve sustainabledevelopment goals. Multiple sources of information: documents onthe agenda of Turkey with (...) regard to the objectives of HE; the findings ofprevious studies undertaken on different aspects of Turkish HE system; anddocuments prepared by organizations such as YÖK, MEB and the World Bank.The analysis of relevant literature suggests that Turkey aims to upgrade theHE system in line with its goals of becoming a more powerful player in theworld. The initiatives to enhance enrolment of students at HE institutions;strengthen HE Education Curriculum, internationalise the Turkish HE arein line with the directions that support the attainment of SDGs. The findingsprovide an account of the HE system in Turkey, both strengths and weaknesses.It enhances understanding on the current situation of HE in Turkey vis a vis theSustainable Development Goals. The study does not only describe the TurkishHE system, but it provides a case which can be used by HE researchers to studyHE in different contexts. (shrink)

The Qur’an, a divine book, is a source whose authority is indisputable in terms of being a source of knowledge for Muslims and setting the framework of “speaking” about God and also allowing for the determination of what is moral. The Qur’an’s authority derives from both God Himself and the intra-textual consistency. Reasonal and philosophical justification of such values as freedom, creation, reason, wisdom, endeavor, reliability, and particularly unity of God have been dwelled upon in the present article. At the (...) same time, the visible effects of the aforementioned concepts, which are of great significance in themselves, in the external world, have been examined with their notional immanence and with the exemplarity of the Prophet. It is emphasized that absolute determinism, moral nihilism, and other materialistic views that accept the eternal existence of matter with the Creator lead to a worldview that suspends the freedom of choice and, in particular, the freedom of choosing a religion for humans. As Mu‘tazilah rightly argued in this regard, the essential condition of attaching value to an occurrence is that it must take place in an environment of freedom. The present article signalizes the way to achieve the theory, which we have named as Kalam’s Theory of Freedom, by drawing attention to the existence of some values that can also be reached through sole reason and rationalism intrinsic to the kalam discipline. Ultimately, it illuminates the path where the multicultural world can be a home for all of us without coercion and discrimination. Actions expected to attain their purposes and rationalism considering the possible outcomes of actions, especially pluralist and libertarian education processes, do not allow for ‘a single-valued world’ and nihilism. Qur’an’s warning about chaos is explicit for societies losing their religious, rational, and moral values. (shrink)

İran’ın kuzeybatısında İslam coğrafya âlimlerinin Cibâl olarak tavsif ettikleri bölgede Sâsânîler döneminde kurulan Kazvin, İslâm orduları tarafından bölgede ele geçirilen ilk İran şehirlerinden biri olmuştur. Kuruluşundan itibaren Deylem cihetine yönelik saldırılarda askerî karargâh amaçlı kullanılan kent, İslâm fetihleriyle de bu hüviyetini korumuştur. Halkın İslâm’ı benimsemesinin zamanı ve niteliği hususunda ihtilaflar olmakla birlikte Kazvin'de kısa süre içinde İslâmlaşma tamamlanmıştı. Garnizon kent olmasından kaynaklı iskân ettirilen Arap askerler, diğer beldelerden sınıra cihada gelen Müslümanlar, âlimler ve şehre ayrı imtiyazlarda bulunan halifeler sebebiyle şehir (...) kısa süre içinde fizikî ve kültürel olarak İslâm şehrine dönüşmüştür. Çalışmamızda örnekleriyle somutlaştıracağımız bu unsurlardan ilk olarak Kazvin fatihi Berâ b. Âzib tarafından şehre yerleştirilen Arap askerlerinden aralarında âlim ve ravilerin de bulunduğu kimselerin askerî faaliyetler dışında şehrin İslâm kültür ve medeniyetine katkılarından bahsedeceğiz. Keza İslâm büyükleri ve halifeler tarafından sınırda cihat etmenin faziletine dair sözleri ile teşvik edilen gönüllü askerleri ve gerek evlerinde gerekse camilerde ilim faaliyetlerini sürdüren âlimleri de bu minvalde zikredeceğiz. Son olarak bu askerler için kale, sûr ve şehrin sınıra yakın bölgelerinde inşa edilen mahalleler ile fiziki ortamı sağlayan, şehirde sürekli cihat ortamı olması hasebiyle halkı vergilerden muaf tutan ve vakıflarla malî destekte bulunan halifeleri ve sair idarî amillleri de kentin İslamlaşmasındaki diğer unsurlar arasında ele alacağız.
