Doing Philosophy in the Contemporary World.Burcu Gurkan & Taine Duncan - 2015 - Philosophy in the Contemporary World 22 (2):28-34.
As a recent addition to the editorial board for the journal of Philosophy in the Contemporary World, I wanted to revisit a practice from past editions of the journal—interviewing philosophers who engage philosophical practice that reflects the mission of PCW. In this interview, a model for what I hope will continue to be a regular feature, I have a dialogue with the philosopher Burcu Gurkan. Professor Gurkan currently lives and works in Turkey while I live in work (...)

Challenges for the sequential two-system model of moral judgement.Burcu Gürçay & Jonathan Baron - 2017 - Thinking and Reasoning 23 (1):49-80.
Considerable evidence supports the sequential two-system model of moral judgement, as proposed by Greene and others. We tested whether judgement speed and/or personal/impersonal moral dilemmas can predict the kind of moral judgements subjects make for each dilemma, and whether personal dilemmas create difficulty in moral judgements. Our results showed that neither personal/impersonal conditions nor spontaneous/thoughtful-reflection conditions were reliable predictors of utilitarian or deontological moral judgements. Yet, we found support for an alternative view, in which, when the two types of responses (...)

Algorithmic accountability in U.S. cities: Transparency, impact, and political economy.Burcu Baykurt - 2022 - Big Data and Society 9 (2).
This article examines how algorithmic accountability is translated into action at the municipal level in the United States. Based on a review of task forces, ordinances, and policy toolkits from New York City and Seattle, I demonstrate the ways municipalities and local publics operationalize abstract notions of accountability. Municipal interventions often prioritize revealing computational tools (transparency) and their effects on people (impact assessments). While these two forms of accountability are crucial, they may neglect to examine institutions—and how they change—as they (...)

Examining the ethico-legal aspects of the right to refuse treatment in Turkey.Gurkan Sert & Tolga Guven - 2013 - Journal of Medical Ethics 39 (10):632-635.
This paper examines the ethico-legal problems regarding the right to refuse treatment in Turkey's healthcare system. We discuss these problems in the light of a recent case that was directly reported to us. We first summarise the experience of a chronically dependent patient (as recounted by her daughter) and her family during their efforts to refuse treatment and receive palliative care only. This is followed by a summary of the legal framework governing the limits of the right to refuse treatment (...)

Palanka Forts and Construction Activity in the Late Ottoman Balkans.Burcu Özgüven - 2009 - In A. Peacock (ed.), The Frontiers of the Ottoman World. pp. 171.
This chapter examines military building activity in the region in the light of Ottoman sources preserved in the Prime Ministry Ottoman Archive in Istanbul and memoirs written by the senior bureaucrats of the Empire. It aims to assess whether the military building programme of the sixteenth and seventeenth centuries continued in later periods in the same spirit as in the earlier time of conquests and expansion, or if the empire only supported repairs of existing strongholds. The issue was noted by (...)

INTRODUCTION[|]The practice of medicine has evolved from old approach, in which all decisions for the patient are taken by physician, to a new approach, which includes patients to the medical decision-making process and endorses informed consent of the patients. In addition to healthcare professionals and patients, parents or legal representatives are stakeholders in the informed consent process of children. The knowledge and attitudes of physicians and medical school students about the informed consent period in children are important for the effectiveness (...)

Mandatory reporting of infectious diseases (MRID) is an essential practice to prevent disease outbreaks. Disease notification is a mandatory procedure for most infectious diseases, even during non-pandemic periods in healthcare. The main rationale behind MRID is the protection of public health. The information and data provided by infectious disease reports are used for many purposes, such as preventing the spread and potential negative impact of infectious diseases, assessing the national and global situation regarding reported diseases, conducting scientific research and planning (...)

From Changing Universe to Evolving Characters: The Interplay of Social Media-Themed Films.Hasan Gürkan & Fatma Dicle Kayran - forthcoming - Evolutionary Studies in Imaginative Culture:33-46.
This study examines technological horror films focusing mainly on social media-themed films that feed people’s anxieties. The study examines social media-themed films’ place, importance, and effect on people’s lives and explains social media-themed films using the concept of technological determinism. The study considers social media, characters, and the universe, arguing that horror films are moving away from the natural universe and increasingly taking place in a virtual universe. The evolutionary angle of this paper explores how horror cinema has evolved to (...)

The Hittites who were origin of Indo-European and came to Anatolia occupied the region of Halys in central Anatolian around 1650 BC building Hattusa as a capital city. Expanding their territories into an empire they founded one of the most powerful states in their times and world. Including different ethnic groups Hittites called themselves by the expression of “1000 Gods of Hatti”. Incorporating several local gods existed in the lands they conquered they have had a lot of gods or divines. (...)

Advance Directives in turkey's Cultural Context: Examining the Potential Benefits for the Implementation of Patient Rights.Gurkan Sert Tolga Guven - 2010 - Bioethics 24 (3):127-133.
Advance directives are not a part of the healthcare service in Turkey. This may be related with the fact that paternalism is common among the healthcare professionals in the country, and patients are not yet integrated in the decision‐making process adequately. However, starting from the enactment of the Regulation of Patient Rights in 1998, this situation started to change. While the paternalist tradition still appears to be strong in Turkey, the Ministry of Health has been taking concrete measures in the recent (...)

Correlations of trait and state emotions with utilitarian moral judgements.Jonathan Baron, Burcu Gürçay & Mary Frances Luce - 2018 - Cognition and Emotion 32 (1):116-129.
In four experiments, we asked subjects for judgements about scenarios that pit utilitarian outcomes against deontological moral rules, for example, saving more lives vs. a rule against active killing. We measured trait emotions of anger, disgust, sympathy and empathy, asked about the same emotions after each scenario. We found that utilitarian responding to the scenarios, and higher scores on a utilitarianism scale, were correlated negatively with disgust, positively with anger, positively with specific sympathy and state sympathy, and less so with (...)

Ethical challenges in accessing and providing healthcare for Syrian refugees in Türkiye.Maide Barış, Gürkan Sert & Orhan Önder - forthcoming - Bioethics.
Türkiye hosts approximately 3.6 million Syrian refugees, which accounts for roughly 4.5% of Türkiye's population. This places undeniable pressure on public institutions, particularly on healthcare services. The objective of this study is to document the healthcare structure for Syrian refugees and various challenges faced by Syrians when seeking healthcare and to highlight the ethical concerns emerging from those challenges. To achieve this, we conducted a comprehensive review of several qualitative studies and reports conducted by various organizations and institutions, specifically focusing (...)

  50. Use of a Rasch model to predict response times to utilitarian moral dilemmas.Jonathan Baron, Burcu Gürçay, Adam B. Moore & Katrin Starcke - 2012 - Synthese 189 (S1):107-117.
A two-systems model of moral judgment proposed by Joshua Greene holds that deontological moral judgments (those based on simple rules concerning action) are often primary and intuitive, and these intuitive judgments must be overridden by reflection in order to yield utilitarian (consequence-based) responses. For example, one dilemma asks whether it is right to push a man onto a track in order to stop a trolley that is heading for five others. Those who favor pushing, the utilitarian response, usually take longer (...)
