Background: Nurses, social workers, and medical residents are ethically mandated to engage in policy advocacy to promote the health and well-being of patients and increase access to care. Yet, no instrument exists to measure their level of engagement in policy advocacy. Research objective: To describe the development and validation of the Policy Advocacy Engagement Scale, designed to measure frontline healthcare professionals’ engagement in policy advocacy with respect to a broad range of issues, including patients’ ethical rights, quality of care, culturally (...) competent care, preventive care, affordability/accessibility of care, mental healthcare, and community-based care. Research design: Cross-sectional data were gathered to estimate the content and construct validity, internal consistency, and test–retest reliability of the Policy Advocacy Engagement Scale. Participants and context: In all, 97 nurses, 94 social workers, and 104 medical residents were recruited from eight acute-care hospitals in Los Angeles County. Ethical considerations: Informed consent was obtained via Qualtrics and covered purposes, risks and benefits; voluntary participation; confidentiality; and compensation. Institutional Review Board approval was obtained from the University of Southern California and all hospitals. Findings: Results supported the validity of the concept and the instrument. In confirmatory factor analysis, seven items loaded onto one component with indices indicating adequate model fit. A Pearson correlation coefficient of.36 supported the scale’s test–retest stability. Cronbach’s α of.93 indicated strong internal consistency. Discussion: The Policy Advocacy Engagement Scale demonstrated satisfactory psychometric properties in this initial test. Findings should be considered within the context of the study’s limitations, which include a low response rate and limited geographic scope. Conclusion: The Policy Advocacy Engagement Scale appears to be the first validated scale to measure frontline healthcare professionals’ engagement in policy advocacy. With it, researchers can analyze variations in professionals’ levels of policy advocacy engagement, understand what factors are associated with it, and remedy barriers that might exist to their provision of it. The author reviews the literature related to the absolute efficacy of psychotherapy, the relative efficacy of various treatments, the specificity of ingredients contained in established therapies, effects due to common factors, such as the working alliance, adherence and allegiance to the therapeutic protocol, (...) and effects that are produced by different therapists. In each case, the evidence convincingly corroborates the contextual model and disconfirms the prevailing medical model. (shrink)

This article sheds new light on late-19th-century debates about the organization of knowledge through its emphasis on German orientalism and comparative linguistics. Centering on Friedrich Carl Andreas’ (1846–1930) controversial reconstruction of the Avestan language and its sacred literary corpus, I highlight a shift from the history of texts to an engagement with ‘living’ language in the decades around 1900. Andreas is shown to have inherited aspects of two schools, which collectively defined the landscape of 19th-century philological research – one traditional (...) and the other comparative. The long-standing struggle between these schools demonstrates that ‘the humanities’ were no monolithic foil to the rise of natural sciences during the second half of the 19thcentury. Instead, I argue that alternative conceptual frameworks were cultivated within German philology – concepts that were taken up in broader disciplinary debates, though they were not narrowly the products of them. In Against Moral Responsibility, Bruce Waller launches a spirited attack on a system that is profoundly entrenched in our society and its institutions, deeply rooted in our emotions, and vigorously defended by philosophers from ancient times to the present. Waller argues that, despite the creative defenses of it by contemporary thinkers, moral responsibility cannot survive in our naturalistic-scientific system. The scientific understanding of human behavior and the causes that shape human character, he contends, leaves no room for moral responsibility. (...) Waller argues that moral responsibility in all its forms--including criminal justice, distributive justice, and all claims of just deserts--is fundamentally unfair and harmful and that its abolition will be liberating and beneficial. What we really want--natural human free will, moral judgments, meaningful human relationships, creative abilities--would survive and flourish without moral responsibility. In the course of his argument, Waller examines the origins of the basic belief in moral responsibility, proposes a naturalistic understanding of free will, offers a detailed argument against moral responsibility and critiques arguments in favor of it, gives a general account of what a world without moral responsibility would look like, and examines the social and psychological aspects of abolishing moral responsibility. Waller not only mounts a vigorous, and philosophically rigorous, attack on the moral responsibility system, but also celebrates the benefits that would result from its total abolition. (shrink)

The Turing Test (TT), as originally specified, centres on theability to perform a social role. The TT can be seen as a test of anability to enter into normal human social dynamics. In this light itseems unlikely that such an entity can be wholly designed in an off-line mode; rather a considerable period of training insitu would be required. The argument that since we can pass the TT,and our cognitive processes might be implemented as a Turing Machine(TM), that consequently a (...) TM that could pass the TT could be built, isattacked on the grounds that not all TMs are constructible in a plannedway. This observation points towards the importance of developmentalprocesses that use random elements (e.g., evolution), but in these casesit becomes problematic to call the result artificial. Since the introduction of mathematical population genetics, its machinery has shaped our fundamental understanding of natural selection. Selection is taken to occur when differential fitnesses produce differential rates of reproductive success, where fitnesses are understood as parameters in a population genetics model. To understand selection is to understand what these parameter values measure and how differences in them lead to frequency changes. I argue that this traditional view is mistaken. The descriptions of natural selection rendered by population genetics models are (...) in general neither predictive nor explanatory and introduce avoidable conceptual confusions. Phosphatidylinositol 3 kinase (PI 3-kinase) is an important enzyme that is involved in the regulation of a variety of biological processes such as apoptosis, cell division, and ion channel activity and can play a role in the pathological development of a number of diseases, including AIDS and cancer. The authors’ data indicate that external qi of Yan Xin Life Science Technology (YXLST) can modulate enzyme activity in two directions. Within a time window of 3 days of the initial emission of (...) external qi of YXLST, PI 3-kinase activity was restored in an outdated enzyme sample that had lost activity, and PI 3-kinase activity was suppressed in a freshly purified sample relative to an untreated control sample so that its activity was nearly undetectable. The data presented are consistent with the hypothesis that external qi of YXLST can alter molecular events. The uniqueness of this and other observations mandates further study. (shrink)

Wartime policies conceived in London manifested themselves unexpectedly in Cork--The Defence of the Realm Act was used to repress political speech; deficit spending generated massive inflation; mandatory arbitration encouraged workers to join trade unions; food rationing panicked a country scarred by the Potato Famine; and military conscription generated virtual rebellion. As a result, the Cork public increasingly turned against the war. Autobiographical writing in philosophy class encourages beginning students to use their own philosophical questions, emotions, and difficult experiences to unlock the meaning of a philosophical text, and encourages advanced students to engage in original philosophical writing. Philosophical justification for the approach can be found in the concepts of metaphorical thinking, historicity, multicultural voices, textual hermeneutics, the metaphysics of experience, the logic of discovery, and intersubjectivity. Examples of student assignments and student writing illustrate the approach. Learning resources for teachers and suggested (...) solutions to practical problems offer a helpful starting point. The essays in this volume explore in detail many of the ways power structures our daily personal, political and intellectual lives, and evaluate the workings of power using a variety of theoretical paradigms, from Hobbesian liberalism to Foucauldian feminist postmodernism. Taken as a whole, the book aims towards an end to unjust and destructive uses of power and the flowering of an encouraging, educated empowerment for all human beings in a pluralistic world. Section I offers a progressive chain of arguments (...) that moves from the acceptance of domination, through the rejection of domination and, finally, to a new vision of power based on equality and mutual respect. Section II explores the questions, how is the philosophical self, that is, our very understanding of who we are, implicated in the web of power and domination? Section III responds to political realism as it explores morally ideal solutions to the global problems of poverty, war and hunger. Phylogenetic information is often necessary to distinguish between evolutionary scenarios. Recently, some prominent proponents of evolutionary psychology have acknowledged this, and have claimed that such evidence has in fact been brought to bear on adaptive hypotheses involving complex human psychological traits. Were this possible, it would be a valuable source of evidence regarding hypothesized adaptive traits in humans. However, the structure of the Hominidae family makes this difficult or impossible. For many traits of interest, the closest extant relatives to the (...) human species are too phenotypically different from humans for such methods to provide meaningful data. While phylogenetic information can be useful for testing adaptive hypotheses in humans, these generally involve traits that are not widely shared in the species or fairly widely shared in the Hominidae family, and hence likely of a lower order of complexity than the sorts of traits evolutionary psychology has so far been interested in. As part of this trend, some aspects of the healthcare process are shifted from medical centers back into the home and communities. Telehealth applications intended for health promotion, social services, and other activitiesprovide services outside clinical settings in homes, schools, libraries, and other governmental and community sites. I hope to persuade Charles Fried to think again about his developing views on distributive justice. Since I live at a certain remove from Cambridge, the best I can offer is a hypothetical dialogue with an imaginary person whose views seem, to me at least, of a Friedian inspiration. My central question deals with the way Fried establishes his rights to things he candidly concedes he does not deserve. To present my problems, I shall begin with a simpler case than (...) those – involving kidneys and talents – that Fried makes central to his discussion. Rather than starting with these rather special goods, I find it clarifying to focus first on more garden variety commodities – which, to emphasize their character, I shall call apples. (shrink)

In this book, Bruce Waller attacks two prevalent philosophical beliefs. First, he argues that moral responsibility must be rejected; there is no room for such a notion within our naturalist framework. Second, he denies the common assumption that moral responsibility is inseparably linked with individual freedom. Rejection of moral responsibility does not entail the demise of individual freedom; instead, individual freedom is enhanced by the rejection of moral responsibility. According to this theory of "no-fault naturalism," no one deserves either (...) blame or reward.In the course of arguing against moral responsibility, Waller critiques major compatibilist arguments-by Dennett, Frankfurt, Strawson, Bennett, Wolf, Hampshire, Glover, Rachels, Sher, and others. In addition, the implications of denying moral responsibility-for individual freedom, for moral judgments and moral behavior, and for social justice-are examined; the supposed dire consequences of the denial of moral responsibility are challenged; and the benefits of denying moral responsibility are described. Perry Hendricks’ impairment argument for the immorality of abortion is based on two premises: first, impairing a fetus with fetal alcohol syndrome is immoral, and second, if impairing an organism to some degree is immoral, then ceteris paribus, impairing it to a higher degree is also immoral. He calls this the impairment principle. Since abortion impairs a fetus to a higher degree than FAS, it follows from these two premises that abortion is immoral. Critics have focussed on the ceteris paribus (...) clause of TIP, which requires that the relevant details surrounding each impairment be sufficiently similar. In this article, we show that the ceteris paribus clause is superfluous, and by replacing it with a more restrictive condition, the impairment argument is considerably strengthened. Here at last is an American counterpart to Bertrand Russell's History of Western Philosophy. The eminent historian Bruce Kuklick tells the fascinating story of the growth of philosophical thinking in the USA, in the context of the intellectual and social changes of the times. Kuklick sketches the genesis of these intellectual practices in New England Calvinism and the writing of Jonathan Edwards. He discusses theology in the eighteenth and nineteenth centuries and the origins of collegiate philosophy in the early (...) part of the nineteenth century. We see the development of secular preconceptions and the emergence, after Darwin's writings of the mid-late nineteenth century, of forms of thought hostile to religion. Philosophy is situated in a variety of cultural contexts - the ministry, the growing system of higher learning, the conflict between philosophers and theologians and between amateur and professional thinkers, the suspicion of European ideas, and worries about the relevance of philosophy to public and political life. Kuklick's narrative portrays such great thinkers as Charles Peirce, William James, John Dewey, C. I. Lewis, Wilfrid Sellars, W. V. Quine, and Richard Rorty, and assesses their contributions to philosophy. He brings us right up to date with the first historical treatment of the period after pragmatism, and the fragmentation of philosophy in the second half of the twentieth century. Kuklick steers a controversial course between the divergent views that historians and philosophers take of the significance of philosophy in recent years. Anyone interested in American intellectual history, or in how philosophy got where it is today, will enjoy this book. (shrink)

The current study is designed to propose and test a model about the ethical reputation of a target manager who must decide whether to engage in earnings management. We employ an experimental approach to examine the potential negative reputation effects within the internal labor market of a firm that occur as a consequence of earnings management. We examine participants’ responses to a hypothetical (target) manager when both the target’s behavior and the corporate incentives were manipulated. Participants assessed how ethical they (...) believed a target manager to be, based on the target’s decision regarding earnings management and the nature of the corporate incentives. Participants also assessed the target’s managerial ability. Participants’ judgments regarding the target’s morality were significantly affected by the target’s behavior, but were not affected by the incentive structure. Ability judgments were significantly and positively related with morality assessments. Further analysis indicates that morality assessments mediate the relationships between the target’s behavior and the participants’ willingness to extend work-related opportunities to the target. Implications of these results for management control systems design and for future research are discussed. (shrink)

Many of our inherited civic institutions are dead or dying. We need an ambitious reform program to revive democratic life. This essay advances a four-pronged “citizenship agenda”: a campaign finance initiative granting each voter fifty “patriot dollars” to fund candidates and political parties of his or her choice; a proposal for a new national holiday, Deliberation Day, held before each national election, enabling citizens to deliberate on the merits of rival candidates; a system of federally financed electronic news-vouchers to permit (...) professional journalism to survive the destruction of its traditional business model; and a new form of citizenship inheritance, which provides $80,000 to all Americans as they start off life as adults. Working with collaborators, I have developed each of these initiatives at book length. This essay suggests how the “citizenship agenda” yields a whole that is larger than the sum of its parts.
