Health‐related data uses and data sharing have been in the spotlight for a while. Since the beginning of the big data era, massive data mining and its inherent possibilities have only increased the debate about what the limits are. Data governance is a relevant aspect addressed in ethics guidelines. In this context, the European project BRIDGE Health (BRidging Information and Data Generation for Evidence‐based Health policy and research) strove to achieve a comprehensive, integrated and sustainable EU health‐information system. One of (...) the aims of the project was to evaluate the requirements to construct a data‐linkage infrastructure for the secure management of health information. In a blueprint provided for this infrastructure, the topics ethics and the intimately related governance occupied a whole section, where the recent ethics guidelines by the Council for International Organizations of Medical Sciences (CIOMS) and the World Medical Association (WMA) were referenced. We explore what has changed in the latest versions of the ethics documents adopted by CIOMS and WMA regarding the management of health data and human tissues, the appropriateness of their application in new forms of research and infrastructures as the proposed in the BRIDGE Health project, and whether society should be so concerned about this topic, in the digital era of social exchange. Eleven years after Kosovo’s unilateral declaration of independence, Spain’s position vis-à-vis Kosovo has not only not varied, but it has become stronger, turning Madrid into the leader of the Kosovo non recognizers club within the EU. This paper analyses Kosovo-Spain relations in the last eleven years. More specifically, the paper examines the reasons behind the non-recognition of Kosovo and the approach of the Spanish governments toward Kosovo’s statehood. This is followed by a thorough analysis on how Kosovo’s path for self-determination (...) played a major role in Catalonia’s quest for independence in 2017. The empirical research demonstrates that Spain’s main reason not to recognise Kosovo is based on the country’s internal dynamics; namely, Catalonia and the Basque country. Likewise, the paper argues that the Spanish governments throughout the last eleven years have created an analogy between Kosovo and Catalonia; not in their political statements, but in their political decisions, by worsening the almost inexistent diplomatic relations with Kosovo, when the Catalan path for independence was at its highest peak. By the same token, the paper reveals that this position was enhanced and driven by Catalan separatism, that continuously used Kosovo’s unilateral declaration of independence as a model to further their own path for self-determination. The data provided and analysed in this paper as well as the statements made are based on desk research and seven semi-structured interviews conducted in Prishtina, Brussels, Madrid and Barcelona in 2018. INCONTINENCE, HONOURING SUNK COSTS AND RATIONALITY According to a basic principle of rationality, the decision to engage in a course of action should be determined solely by the analysis of its consequences. Thus, considerations associated with previous use of resources should have no bearing on an agent’s decision-making process. Frequently, however, agents persist carrying on an activity they themselves judge to be nonoptimal under the circumstances because they have already allocated resources to that activity. When this is the case, agents (...) are said to be honouring sunk costs. Honouring sunk costs is thus typically viewed as irrational economic behaviour. Two striking findings of the psychological literature on the sunk cost effect are that it is, in general, not lessened by having taken previously courses in economics, and that agents who did take such courses and that do honour sunk costs seem to be frequently aware of a cognitive dissonance in their behaviour. Davidson’s account of the possibility conditions of incontinent action renders continent action materially unfeasible. The very idea of incontinent action becomes thus a hollow one. I’ll present an alternative description of these possibility conditions that renders continent action materially feasible, and both, continent and incontinent action, cognitively plausible. In a nutshell, my proposal rests upon the drawing of an essential cognitive contrast between explicit processes of deliberative reasoning and lower level heuristic procedures. I conclude the paper arguing that my redescription of incontinent action accounts for the above mentioned cognitive dissonance effect better than the alternatives and that viewing at least an important subset of behaviours of honouring sunk costs as incontinent actions will enable us to consider them as peculiar manifestations of a more general and meaningful pattern in human behaviour. Esta posición que en apariencia se muestra contradictoria, adquirirá sentido pleno al distinguir entre democracia liberal y no liberal. Y en segundo lugar, rastrear las principales aportaciones que su pensamiento político puede ofrecer hoy en día a la teoría política en general y la teoría de la democracia en particular.

The purpose of this article is to present a business ethics case from the viewpoint of discursive ethics. Dialogue and subsequent agreement constitute two key ideas of European identity and are two basic concepts of discursive ethics thinking. Our choice for this type of approach was determined by several reasons, of which there are three that should be pointed out, as they can be considered an heritage of the European way of thinking:1) the need for a rational dialogue, in which (...) all those affected -- or, failing that, the people acting in their name -- are represented, as a way to find solutions to conflicts;2) the importance of respecting a set of conditions ensuring equal opportunities and total symmetry among the participants; and3) obliged respect for the universalization principle, which establishes that a decision is morally correct when it can or could be accepted by all those whom it affects, present or future.In order to present this case, the following steps are taken. Firstly, a brief summary of the case will be provided, defining the different ways of approaching the problem and the resulting map of interests. Secondly, the different interests and values, which came into play, are analysed. Finally, we go over the different approaches that were made to reach a solution before considering dialogue, which turned out to be the most decisive. (shrink)

This article aims to propose some connections between the conceptions of poetry of the Mexican poet Octavio Paz and the German philosopher Martin Heidegger. Both see in poetry the element of recognition of the original condition of the human being, not as an interpretation, but as a perception and affectation of the existential reality of human beings. So that the event of the "poetic saying" is configured as a call to the possibility of glimpsing the being of each entity, inhabiting (...) oneself and, thus, learning to be with others, establishing the poetic field as the clearing of perception and of existential affectation. Poetic speech goes beyond the limits of language, creating and establishing meanings and representations to the affectations that poetry provides. Thus, through poetry man recognizes himself in his worldliness, in search of his own being and in his relationship with other beings. (shrink)

Para ello, se realizó una comprensión desde las perspectivas: cultura, norma, familia, escuela y pedagogía, transversalizado por la Ley 1801 de 2016, Código de Convivencia y Seguridad Ciudadana.El objetivo es analizar desde núcleos como la familia, la escuela y la norma, el proceso del comportamiento social y su incidencia en la convivencia ciudadana, desde la responsabilidad individual y colectiva, se utilizó la metodología de estudio (...) cualitativo documental.Obteniendo resultados poco alentadores por el aumento de los comportamientos contrarios a la convivencia de la sociedad colombiana. La didáctica se ejecuta con estudiantes policiales de la Escuela de Suboficiales y Nivel Ejecutivo Gonzalo Jiménez de Quesada, los cuales multiplicaran a los estudiantes rurales del municipio de Sibaté.El propósito del proyecto fue diseñar una estrategia didáctico pedagógica que permita fortalecer las Habilidades Comunicativas implementando la lectoescritura, en los estudiantes policiales y a la vez a los estudiantes de las Instituciones Educativas Rurales de Sibaté Cundinamarca. Metodológicamente, el proyecto se realizó mediante el enfoque cualitativo de carácter etnográfico. In this paper we identify and characterize an analysis of two problematic aspects affecting the representational level of cognitive architectures (CAs), namely: the limited size and the homogeneous typology of the encoded and processed knowledge. We argue that such aspects may constitute not only a technological problem that, in our opinion, should be addressed in order to build arti cial agents able to exhibit intelligent behaviours in general scenarios, but also an epistemological one, since they limit the plausibility of the (...) comparison of the CAs' knowledge representation and processing mechanisms with those executed by humans in their everyday activities. In the fi nal part of the paper further directions of research will be explored, trying to address current limitations and future challenges. (shrink)

In actuarial parlance, the price of an insurance policy is considered fair if customers bearing the same risk are charged the same price. The estimate of this fair amount hinges on the expected value obtained by weighting the different claims by their probability. We argue that, historically, this concept of actuarial fairness originates in an Aristotelian principle of justice in exchange (equality in risk). We will examine how this principle was formalized in the 16th century and shaped in life insurance (...) during the following two hundred years, in two different interpretations. The Domatian account of actuarial fairness relied on subjective uncertainty: An agreement on risk was fair if both parties were equally ignorant about the chances of an uncertain event. The objectivist version grounded any agreement on an objective risk estimate drawn from a mortality table. We will show how the objectivist approach collapsed in the market for life annuities during the 18th century, leaving open the question of why we still speak of actuarial fairness as if it were an objective expected value. In this article we present an advanced version of Dual-PECCS, a cognitively-inspired knowledge representation and reasoning system aimed at extending the capabilities of artificial systems in conceptual categorization tasks. It combines different sorts of common-sense categorization (prototypical and exemplars-based categorization) with standard monotonic categorization procedures. These different types of inferential procedures are reconciled according to the tenets coming from the dual process theory of reasoning. On the other hand, from a representational perspective, the system relies on the hypothesis of conceptual (...) structures represented as heterogeneous proxytypes. Dual-PECCS has been experimentally assessed in a task of conceptual categorization where a target concept illustrated by a simple common-sense linguistic description had to be identified by resorting to a mix of categorization strategies, and its output has been compared to human responses. The obtained results suggest that our approach can be beneficial to improve the representational and reasoning conceptual capabilities of standard cognitive artificial systems, and –in addition– that it may be plausibly applied to different general computational models of cognition. The current version of the system, in fact, extends our previous work, in that Dual-PECCS is now integrated and tested into two cognitive architectures, ACT-R and CLARION, implementing different assumptions on the underlying invariant structures governing human cognition. The literatures on bounded and ecological rationality are built on adaptationism—and its associated modular, cognitivist and computational paradigm—that does not address or explain the evolutionary origins of rationality. We argue that the adaptive mechanisms of evolution are not sufficient for explaining human rationality, and we posit that human rationality presents exaptive origins, where exaptations are traits evolved for other functions or no function at all, and later co-opted for new uses. We propose an embodied reconceptualization of rationality—embodied rationality—based on the (...) reuse of the perception-action system, where many neural processes involved in the control of the sensory-motor system, salient in ancestral environments have been later co-opted to create—by tinkering—high-level reasoning processes, employed in civilized niches. We propose a nonmonotonic Description Logic of typicality able to account for the phenomenon of the combination of prototypical concepts. The proposed logic relies on the logic of typicality ALC + TR, whose semantics is based on the notion of rational closure, as well as on the distributed semantics of probabilistic Description Logics, and is equipped with a cognitive heuristic used by humans for concept composition. We first extend the logic of typicality ALC + TR by typicality inclusions of the (...) form p :: T(C) v D, whose intuitive meaning is that “we believe with degree p about the fact that typical Cs are Ds”. As in the distributed semantics, we define different scenarios containing only some typicality inclusions, each one having a suitable probability. We then exploit such scenarios in order to ascribe typical properties to a concept C obtained as the combination of two prototypical concepts. We also show that reasoning in the proposed Description Logic is EXPTIME-complete as for the underlying standard Description Logic ALC. (shrink)

O mundo como vontade e representação, como também ao Apêndice deste mesmo livro, intitulado de Crítica à filosofia kantiana, (para nesse caso expor a concessão feita por Schopenhauer para compreender o direito como positivo tendo em vista o direito de coação) e por fim, também em Sobre a liberdade da vontade, para expor os conceitos de liberdade física e moral, essenciais para compreender à crítica de Schopenhauer à doutrina do direito kantiana. The ‘bat and ball’ is one of the problems most frequently employed as a testbed for research on the dual-system hypothesis of reasoning. Frederick (J Econ Perspect 19:25–42, 2005) is the first to envisage the possibility that different numerical arrangements of the ‘bat and ball’ problem could lead to different dynamics of activation of the dual-system, and so to different performances of subjects in task accomplishment. This possibility has triggered a strand of research oriented to accomplish ‘sensitivity analyses’ of the (...) ‘bat and ball’ problem. The scope of this paper is to test experimentally the specific hypothesis that numerals are responsible for the selective activation of the two systems of reasoning in this task. In particular, we argue that their role goes beyond and cannot be reduced to that of numbers conceived as magnitudes. To test our hypothesis, we devise an experimental setting in which the role of numbers (as magnitudes) is rendered irrelevant. We find experimental results consistent with our hypothesis. We further provide a link between the literature on mathematical problem-solving and that on mathematical cognition research, in particular that branch labeled embodied mathematical cognition. Depois, o texto passa a ter um tom mais filosófico, donde exponho e reflito a partir da perspectiva habermasiana em Sobre o futuro da natureza humana: a caminho de uma eugenia liberal? – Nesse sentido, (...) minhas reflexões são especialmente sobre a relação entre a estética e a eugenia e também sobre a responsabilidade moral dos indivíduos geneticamente modificados, precisamente pensados na esfera e hipótese da eugenia positiva. In this paper we propose a computational framework aimed at extending the problem solving capabilities of cognitive artificial agents through the introduction of a novel, goal-directed, dynamic knowledge generation mechanism obtained via a non monotonic reasoning procedure. In particular, the proposed framework relies on the assumption that certain classes of problems cannot be solved by simply learning or injecting new external knowledge in the declarative memory of a cognitive artificial agent but, on the other hand, require a mechanism for the (...) automatic and creative re-framing, or re-formulation, of the available knowledge. We show how such mechanism can be obtained trough a framework of dynamic knowledge generation that is able to tackle the problem of commonsense concept combination. In addition, we show how such a framework can be employed in the field of cognitive architectures in order to overcome situations like the impasse in SOAR by extending the possible options of its subgoaling procedures. We propose a nonmonotonic Description Logic of typicality able to account for the phenomenon of combining prototypical concepts, an open problem in the fields of AI and cognitive modelling. Our logic extends the logic of typicality ALC + TR, based on the notion of rational closure, by inclusions p :: T(C) v D (“we have probability p that typical Cs are Ds”), coming from the distributed semantics of probabilistic Description Logics. Additionally, it embeds a set of cognitive heuristics for concept (...) combination. We show that the complexity of reasoning in our logic is EXPTIME-complete as in ALC. (shrink)

During the last decades, many cognitive architectures (CAs) have been realized adopting different assumptions about the organization and the representation of their knowledge level. Some of them (e.g. SOAR [35]) adopt a classical symbolic approach, some (e.g. LEABRA[ 48]) are based on a purely connectionist model, while others (e.g. CLARION [59]) adopt a hybrid approach combining connectionist and symbolic representational levels. Additionally, some attempts (e.g. biSOAR) trying to extend the representational capacities of CAs by integrating diagrammatical representations and reasoning are (...) also available [34]. In this paper we propose a reflection on the role that Conceptual Spaces, a framework developed by Peter G¨ardenfors [24] more than fifteen years ago, can play in the current development of the Knowledge Level in Cognitive Systems and Architectures. In particular, we claim that Conceptual Spaces offer a lingua franca that allows to unify and generalize many aspects of the symbolic, sub-symbolic and diagrammatic approaches (by overcoming some of their typical problems) and to integrate them on a common ground. In doing so we extend and detail some of the arguments explored by G¨ardenfors [23] for defending the need of a conceptual, intermediate, representation level between the symbolic and the sub-symbolic one. In particular we focus on the advantages offered by Conceptual Spaces (w.r.t. symbolic and sub-symbolic approaches) in dealing with the problem of compositionality of representations based on typicality traits. Additionally, we argue that Conceptual Spaces could offer a unifying framework for interpreting many kinds of diagrammatic and analogical representations. As a consequence, their adoption could also favor the integration of diagrammatical representation and reasoning in CAs. (shrink)

This paper aims to introduce, in the context of Latin America, the theoretical epistemic discussion regarding the theme of the ‘common’ as a political principle which substantiates instituting and autonomous processes of government, control and community regulation. The work seeks to relate a democratic scenario of the ‘common’ with the discourses of pluralist and decolonial normativity, in a way that would guarantee not only horizontal communal self-management, but also a legitimate ordering of forms of life, founded on common interest, social (...) relations and interconnected structures. For this purpose the instrument of critical-socio-legal analysis is applied at the intersections with the ‘participative-communitary’ type of legal pluralism. Our proposal is to combine the contemporary meaning of the ‘common’, its relation to the Latin American principles of ‘buen vivir’ (living well) and ‘interculturalidade’ (interculturality), as well as the instituting practice of the ‘common’, that engenders a normativity built ‘from below’, which is in opposition to the traditional positivist and state legal system imposed through colonization in Latin America. Such achievements that, although formalized, are not being successful against institutional ruptures, have ‘cloistered’ the practices of the ‘common’ and made the existence of legal pluralism invisible. According to the Green Paper presented by the European Commission in July 2001, corporate social responsibility (CSR) is a concept whereby companies integrate social and environmental concerns in their business operations and in their interaction with their stakeholders on a voluntary basis (Commission of the European Communities, 2001b, p. 6). On this basis, in 2002, the Italian Government, and especially the Italian Ministry of Welfare, launched an initiative called CSR-SC (social commitment) in order to foster the proactive social role of (...) Italian enterprises, with great attention on SME involvement. The technical partner of the Italian Ministry of Welfare for this initiative is Bocconi University. The goal of this contribution is to present the main results of CSR–SC research project developed by Bocconi University. The paper provides a detailed picture of the general scheme designed to carry out the research project and a review of the different methodologies used to support the solutions proposed. (shrink)

O leitor tem em mãos a tradução de um texto escrito por Thomas H. Huxley, publicado anonimamente no Jornal Times de 26 de novembro de 1859 – apenas dois dias após o lançamento oficial do livro Origem das espécies, a que ocupou 3 colunas e ½ de letrinhas miúdas daquela edição, e que, posteriormente fora lido por Schopenhauer, tal como ele mesmo menciona para o discípulo Adam von Doß, em uma carta de 01 de março de 1860, também o ano (...) de morte do filósofo. É após a leitura deste texto que Schopenhauer (equivocadamente, a meu ver) acusa categoricamente para Doß, que a teoria de Darwin é um mero “empirismo raso”, uma “variação da teoria de Lamarck” (GBr, 2008, p. 1587). Embora tenha sido publicado anonimamente – um costume comum na época, especialmente quando autores queriam promover positivamente com resenhas a sua própria obra perante ao público –, sabemos que a autoria é de Huxley, pois ele próprio confessara isso para seu grande amigo Charles Darwin. Primeiro Darwin lhe questionou, apenas dois dias depois da publicação do Times (28 de dezembro de 1859): “Quem poderá ser? Sem dúvida, eu diria que só existe um homem na Inglaterra que poderia ter redigido esse Ensaio, e que era você esse homem. Mas presumo que eu esteja errado e que exista algum gênio oculto de grande quilate. Pois de que modo você poderia influenciar o Jupiter Olympus [como comumente era chamado o Jornal Times] e fazê-lo conceder 3 ½ colunas à ciência pura?” (DARWIN, Correspondência de 28/12/1859, 2009, p. 279). Fora preservada uma segunda carta de Darwin para Huxley, datada de 01/01/1960 em que ele diz: “Várias pessoas me perguntaram quem escreveu aquele ‘artigo mais notável’ no Times [...] Escrevo apenas para dizer que guardarei o seu segredo” (Darwin Correspondence Project, carta 2633). A biógrafa Janet Browne (2011, p. 142) explica minuciosamente toda a história da produção do texto do Times dizendo que Hooker (outro famoso cientista amigo de Darwin) fizera um acordo com Samuel Lucas “resenhista regular do Times [...] combinando que Huxley escreveria a resenha”. Explicado todos esses detalhes históricos, acrescento apenas que todas as notas de rodapé, com exceção da que está anexada ao título (*), são da minha autoria. (shrink)
