In March 2016, an interdisciplinary group met for two days and two evenings to explore the implications for policy making of second-order science. The event was sponsored by SITRA, the Finnish Parliament's Innovation Fund. Their interest arose from their concern that the well-established ways, including evidence-based approaches, of policy and decision making used in government were increasingly falling short of the complexity, uncertainty, and urgency of needed decision making. There was no assumption that second-order science or second-order cybernetics would reveal (...) any practical possibilities at this early stage of enquiry. On the other hand, some members of the group are practioners in both policy and in facilitating change in sectors of society. Thus, the intellectual concepts were strongly grounded in experience. This is an account of the deliberations of that group and some reflections on what came out of the various shared contributions and ensuing dialogues. The overall conclusion of the event is that there definitely are possibilities that are worthy of further research and exploration. (shrink)

Many of the features that distinguish the vertebrates from other chordates are derived from the neural crest, and it has long been argued that the emergence of this multipotent embryonic population was a key innovation underpinning vertebrate evolution. More recently, however, a number of studies have suggested that the evolution of the neural crest was less sudden than previously believed. This has exposed the fact that neural crest, as evidenced by its repertoire of derivative cell types, has evolved through vertebrate (...) evolution. In this light, attempts to derive a typological definition of neural crest, in terms of molecular signatures or networks, are unfounded. We propose a less restrictive, embryological definition of this cell type that facilitates, rather than precludes, investigating the evolution of neural crest. While the evolutionary origin of neural crest has attracted much attention, its subsequent evolution has received almost no attention and yet it is more readily open to experimental investigation and has greater relevance to understanding vertebrate evolution. Finally, we provide a brief outline of how the evolutionary emergence of neural crest potentiality may have proceeded, and how it may be investigated. Formalised knowledge systems, including universities and research institutes, are important for contemporary societies. They are, however, also arguably failing humanity when their impact is measured against the level of progress being made in stimulating the societal changes needed to address challenges like climate change. In this research we used a novel futures-oriented and participatory approach that asked what future envisioned knowledge systems might need to look like and how we might get there. Findings suggest that envisioned future systems will need (...) to be much more collaborative, open, diverse, egalitarian, and able to work with values and systemic issues. They will also need to go beyond producing knowledge about our world to generating wisdom about how to act within it. To get to envisioned systems we will need to rapidly scale methodological innovations, connect innovators, and creatively accelerate learning about working with intractable challenges. We will also need to create new funding schemes, a global knowledge commons, and challenge deeply held assumptions. To genuinely be a creative force in supporting longevity of human and non-human life on our planet, the shift in knowledge systems will probably need to be at the scale of the enlightenment and speed of the scientific and technological revolution accompanying the second World War. This will require bold and strategic action from governments, scientists, civic society and sustained transformational intent. (shrink)

In their historical overview of cognitive science, Bechtel, Abraham- son and Graham (1999) describe the field as expanding in focus be- ginning in the mid-1980s. The field had spent the previous 25 years on internalist, high-level GOFAI (“good old fashioned artificial intelli- gence” [Haugeland 1985]), and was finally moving “outwards into the environment and downards into the brain” (Bechtel et al, 1999, p.75). One important force behind the downward movement was Patricia Churchland’s Neurophilosophy (1986). This book began a movement (...) bearing its name, one that truly came of age in 1999 when Kath- leen Akins won a million-dollar fellowship to begin the McDonnell Project in Philosophy and the Neurosciences. The McDonnell Project put neurophilosophy at the forefront of philosophy of mind and cogni- tive science, yielding proliferating articles, conferences, special journal issues and books. In two major new books, neurophilosophers Patricia Churchland (2002) and John Bickle (2003) clearly feel this newfound prominence: Churchland mocks those who do not apply findings in neuroscience to philosophical problems as “no-brainers”; Bickle mocks anyone with traditional philosophical concerns, including “naturalistic philosophers of mind” and other neurophilosophers. The practice of Ontography deployed by OOO, clarified and expanded in this essay, produces a highly productive framework for analyzing Salvador Dalí’s ontological project between 1928 and 1935. Through the careful analysis of paintings and original texts from this period, we establish the antecedents for Dalí’s theorization of Surrealist objects in Cubism and Italian Metaphysical art, which we collectively refer to as ‘Ontographic art,’ drawing parallels with the tenets of Graham Harman’s and Ian Bogost’s object-oriented philosophical programmes. We respond (...) to the question raised by Roger Rothman concerning Object-Oriented Idealism in Dalí’s work by showing pivotal changes to Dalí’s ontological outlook, from Idealism to Realism, across the aforementioned period, positing the Ontographic intentionality of Dalí’s ontological project in Surrealist art. Excerpt in lieu of an Abstract: The work of José Ortega y Gasset (1883-1955) is vast, varied, and now largely forgotten. The thinker who was identified by E. R. Curtius as one of "the dozen peers of the European intellect," who was invited to help launch the Aspen Institute in 1949, and who was once nominated for a Nobel prize, has been mainly overlooked by contemporary philosophers and theorists, who have nonetheless followed lines surprisingly close to those sketched out by (...) Ortega. Ortega's fall from fortune is not difficult to explain. Since his major works read more like essays on heterogeneous subjects than works of philosophy, he has been shunned by mainstream philosophers, especially those of the analytical persuasion. When treated historically, Ortega's thought has often been regarded as offering nothing more than an alternative (Spanish) version of Dilthey's historicism or Heidegger's existentialism. John Graham's work offers new reasons to attend to Ortega as a philosopher. First, Graham meticulously distinguishes the similarities and differences between various moments in Ortega's thought ("radicalism," "perspectivism," "vital reason," and "historical reason") and a series of tendencies dominant elsewhere in the early twentieth century, including phenomenology, existentialism, and historicism. Second, and potentially more important, Graham identifies the decisive influence of William James's pragmatism on Ortega. The claim that Ortega was fundamentally a pragmatist (albeit one who went significantly beyond James) is nuanced by a series of distinctions drawn between pragmatism and positivism, empiricism, and biologism. If there is unity in Ortega's vast and diverse work, it lies in what Graham identifies in his final chapter as Ortega's "general theory of life." This is a philosophy that embraces both the historicism of "historical reason" and the existentialism of la raz diverse. There are details in this study that will surprise the specialist and the nonspecialist alike. How many today recognize the importance of the philological historicism that Ortega learned from Julio Cejador, or remember that Ortega planned a final project oriented around the philosophy of language, parts of which are indicated in the chapter headings of the posthumously published Man and People ("What People Say"; "Language: Toward a New Linguistics"; "'Public Opinion,' 'Social Observances,' 'Public Power'")? At the same time, Graham devotes many pages to some of Ortega's least convincing ideas, such as the notion of the biographical ages of man (which attributes a special, but unexplained, significance to the twenty-sixth and fifty-first years of life). Methodologically, Graham fails to justify his historical approach to Ortega's thought by advancing the claim that it is called for by Ortega's own biographical method. Indeed, one wonders whether the generally positivist orientation of this book is what Ortega had in mind when stressing the relationship between biography and thought. Graham views his task in studying Ortega as both historical and analytical. But the author of this work is a historian whose philosophical instincts often lie submerged. His principal energies in the first half of this book are devoted to establishing the relationship between James and Ortega as one of influence and dependence rather than mere coincidence. Only much later does he attempt to show how Ortega might have gone beyond James in exploring the consequences of pragmatism. Since Graham's principal concern is with the various rubrics under which philosophy in the first half of this century was practiced, rather than with the philosophical issues themselves, numerous questions are left unanswered by this work: what is the relationship between Ortega's pragmatism and social and political theory (a dimension of Ortega's thought stressed by thinkers like Luciano Pellicani)? What is the relationship between pragmatism, the "general philosophy of life," and the theory of action? Throughout this study Graham gives evidence of vast reading in the primary and secondary sources in both history and philosophy. The ample bibliography and footnotes will provide future scholars with a valuable reference tool. But it will be up to others to... (shrink)

Few issues cause academics to disagree more than gender and race, especially when topics are addressed in terms of biological differences. To conduct research in these areas or comment favorably on research can subject one to scorn. When these topics are addressed, they generally take the form of philosophical debates. Anthony Walsh focuses upon such debates and supporting research. He divides parties into biologists and social constructionists, arguing that biologists remain focused on laboratory work, while constructionists are acutely aware (...) of the impact of biologists in contested territories. "Science Wars" introduces the ideas motivating the parties and examines social constructionism and its issues with science. This essay argues for a two-part thesis concerning the deflationist theories of truth and reference. First, I identify two points of contrast between the deflationist theories and their traditional inflationary opponents: (1) they each employ different orders of explanation for the variety of semantic phenomena, and (2) the inflationist is typically taken to be beholden to a reductive explanation of reference, whereas the deflationist is doubtful of this project. Secondly, I argue that these two points of contrast need not come (...) together to exhaust the space of possible views. There is room for a plausible middle ground: a moderate version of inflationism. My moderate inflationism will reject the deflationist's order of explanation, so it counts as genuinely inflationary. However, it also rejects the reductionist ambitions of the earlier inflationists, so it isn’t an apt target for deflationary scepticism. (shrink)

My objective here is (a) to sketch an account of the primary social features of post-1970s financialised capitalism, (b) to identify select dynamics or mechanisms that have resulted in these features, (c) to outline a programme of research to enhance our explanatory understanding of the ‘fractured society’ via the sociological concepts of structure, culture and agency, and (d) to broach, characterize and assess likely prospects and triggers for the (...) accomplishment of a credible, defensible post-capitalist societal formation. Most phobias are focussed on a small number of fear-inducing stimuli (e.g., snakes, spiders). A review of the evidence supporting biological and cognitive explanations of this uneven distribution of phobias suggests that the readiness with which such stimuli become associated with aversive outcomes arises from biases in the processing of information about threatening stimuli rather than from phylogenetically based associative predispositions or “biological preparedness.” This cognitive bias, consisting of a heightened expectation of aversive outcomes following fear-relevant stimuli, generates and maintains (...) robust learned associations between them. Some of the features of such stimuli which determine this expectancy bias are estimates of how dangerous they are, the semiotic similarity between them and their aversive outcomes, and the degree of prior fear they elicit. Ontogenetic and cultural factors influence these features of fear-relevant stimuli and are hence important in determining expectancy bias. The available evidence does not exclude the possibility that both expectancy biases and specific evolved predispositions coexist, but the former can explain a number of important findings that the latter cannot. Dr Edwards' stimulating and provocative book advances the thesis that the appropriate axiomatic basis for inductive inference is not that of probability, with its addition axiom, but rather likelihood - the concept introduced by Fisher as a measure of relative support amongst different hypotheses. Starting from the simplest considerations and assuming no more than a modest acquaintance with probability theory, the author sets out to reconstruct nothing less than a consistent theory of statistical inference in science.

In this paper, I examine a variety of agents that appear in Kantian ethics in order to determine which would be necessary to make a robot a genuine moral agent. However, building such an agent would require that we structure into a robot’s behavioral repertoire the possibility for immoral behavior, for only then can the moral law, according to Kant, manifest itself as an ought, a prerequisite for being able to hold an agent morally accountable for its actions. Since building (...) a moral robot requires the possibility of immoral behavior, I go on to argue that we cannot morally want robots to be genuine moral agents, but only beings that simulate moral behavior. Finally, I raise but do not answer the question that if morality requires us to want robots that are not genuine moral agents, why should we want something different in the case of human beings. Examines the influence of the physical and biological sciences on society, ethics, and philosophy during the twentieth century.

Altered state theories of hypnosis posit that a qualitatively distinct state of mental processing, which emerges in those with high hypnotic susceptibility following a hypnotic induction, enables the generation of anomalous experiences in response to specific hypnotic suggestions. If so then such a state should be observable as a discrete pattern of changes to functional connectivity (shared information) between brain regions following a hypnotic induction in high but not low hypnotically susceptible participants. Twenty-eight channel EEG was recorded from 12 high (...) susceptible (highs) and 11 low susceptible (lows) participants with their eyes closed prior to and following a standard hypnotic induction. The EEG was used to provide a measure of functional connectivity using both coherence (COH) and the imaginary component of coherence (iCOH), which is insensitive to the effects of volume conduction. COH and iCOH were calculated between all electrode pairs for the frequency bands: delta (0.1–3.9Hz), theta (4–7.9Hz) alpha (8–12.9Hz), beta1 (13–19.9Hz), beta2 (20–29.9Hz) and gamma (30–45Hz). The results showed that there was an increase in theta iCOH from the pre-hypnosis to hypnosis condition in highs but not lows with a large proportion of significant links being focused on a central-parietal hub. There was also a decrease in beta1 iCOH from the pre-hypnosis to hypnosis condition with a focus on a fronto-central and an occipital hub that was greater in high compared to low susceptibles. There were no significant differences for COH or for spectral band amplitude in any frequency band. The results are interpreted as indicating that the hypnotic induction elicited a qualitative change in the organization of specific control systems within the brain for high as compared to low susceptible participants. This change in the functional organization of neural networks is a plausible indicator of the much theorized “hypnotic-state”. (shrink)

Even though disquotationalism is not correct as it is usually formulated, a deep insight lies behind it. Specifically, it can be argued that, modulo implicit commitment to reflection principles, all there is to the notion of truth is given by a simple, natural collection of truth-biconditionals.
