Life-extension was the focus for the 10th annual Congress of the International Association of Biomedical Gerontology, held last September at Cambridge University. This scientific convention included a panel of several bioethicists, including Art Caplan, John Harris, and others. The presentations on the ethics of life-extension are reviewed here.

Curtis [Tables]During the 108th Congressional session, several bills pertaining to ethical incentives for organ donation likely will be introduced. In some cases, they will be similar to bills before the 107th Congress (see Table 1). Bills in both the House of Representatives and the Senate address the establishment and (...) maintenance of donor registries, financial reimbursements for medical and nonmedical expenses incurred by qualifying donors, the presentation of commemorative medals, and tax credits.A bill entitled "Gift of Life Congressional Medal Act" (introduced last year by Senate majority leader Bill Frist (R-TN) as Senate Bill 325), and its corresponding bill of the same title (passed in the House of Representatives last year as H.R. 708), would establish a congressional commemorative medal honoring "any organ donor, or the family or family member of any organ donor." The medal is to be designed and struck with "suitable emblems, devices, and inscriptions" by the Secretary of the Treasury. The eligible donor or donor's family member would be presented with the medal by the Secretary of Health and Human Services. This bill would establish qualifying donations as those of human kidneys, livers, hearts, lungs, pancreases, or any other organ, but excludes corneas and eyes.Another bill, introduced by Representative Michael Bilirakis (R-FL) entitled "Organ Donation Improvement Act" (H.R. 624), would award grants or contracts to states, transplant centers, and qualified organ procurement organizations for the purpose of providing travel, subsistence, and incidental nonmedical expenses to individuals who make living donations. In order to receive reimbursement, the donating individuals must reside in states other than the states in which the intended recipients reside and the annual income of those receiving the organs cannot exceed $35,000. The "Gift of Life Tax Credit Act" refunds $10,000 to the estates of eligible individuals "for the taxable year which includes the date of the individual's death." The "Help Organ Procurement Expand Act" offers a refund of $2,500 to qualified persons. Donations of kidneys, livers, pancreases, islet cells, lungs, and intestines are accepted, however several conditions restrict permissible donors. The "Gift of Life Tax Credit Act" requires that the legally competent individual's death not be due to a suicide and that the intention to donate was clearly declared. The "Help Organ Procurement Expand Act" prohibits donations from individuals who were killed with physician assistance, died as a result of a suicide, have been indicted or convicted of a felony or a misdemeanor offense, or are actively under criminal investigation for a possible felony offense. The "Help Organ Procurement Expand Act" also restricts procuring organs from unborn children or human fetuses and under circumstances in which the living donor would be subject to "unacceptable levels of medical risk of death or permanent debilitation." At both meetings, the same four papers by JSBCS members were presented, in English at the World Congress and in Japanese at the regular meeting of the Society.The topic summary for the IAHR panel read as follows:In general, the Christian God is said to be transcendental and personal, but the Buddhist dharma is said to be immanent and impersonal. God, Christ, and Holy Spirit in the New Testament, however, have an immanent transcendent side, and it is impersonal on the immanence side. There is also a transcendent immanence side of the Buddhist Tathagata, and it is personal on the transcendent side. On the one hand, the three major personalistic monotheisms that originated in the Middle East traditionally understood the teachings of other religions as incomplete. Myers and Claudine Verheggen spell out, and extensively build on, the triangulation argument advanced by Donald Davidson. This paper is an introduction to a symposium devoted to their development of that argument. The symposium began in 2018 as an authors-meet-critics session at the Canadian Philosophical Association Annual Congress, and consists in the responses of three critics, Kirk Ludwig, Alexander Miller, and Paul Hurley, followed by Verheggen's and Myers's replies. This study investigates the extent to which South African listed corporations voluntarily disclose information on black economic empowerment (BEE) in their annual and sustainability reports using a sample of 75 listed corporations from 2003 to 2009. BEE is a form of socio-economic affirmative action championed by the African National Congress (ANC)-led government to address historical imbalances in business participation and ownership in South Africa. We find that block ownership and institutional ownership are negatively associated with the extent of BEE (...) disclosures, whereas government ownership, board diversity (age, education, ethnicity, nationality and occupation), board size and non-executive directors are positively related to the extent of BEE disclosures. By contrast, dual board leadership structure and gender diversity are not significantly associated with BEE disclosures. Our results are robust when controlling for firm-level characteristics, fixed-effects and alternative disclosure proxies. Our results are largely consistent with the predictions of agency, legitimacy, resource dependence and stakeholder theories. (shrink)

During its first four congresses, held annually under Lenin, the Communist International went through two distinct phases: while the first two congresses focused on programmatic and organisational aspects of the break with Social-Democratic parties, the third congress, meeting after the putsch known as the ‘March Action’ of 1921 in Germany, adopted the slogan ‘To the masses!’, while the fourth codified this new line in the ‘Theses on the Unity of the Proletarian Front’. The arguments put forward by the (...) first two congresses were originally drafted by leaders of the Russian Communist Party, but the initiative for the adoption of the united-front policy came from the German Communist Party under the leadership of Paul Levi. This article explores the historical circumstances that turned the German Communists into the pioneers of the united-front tactic. In the documentary appendix we add English versions of two documents drafted by Levi: the ‘Letter to the Central Committee of the Communist Party of Germany’ on the Kapp Putsch, dated 16 March 1920, and thekpd’s ‘Open Letter’ of 8 January 1921, which gave rise to the united-front tactic. At the 1969 annual meeting of the American Association for the Ad vancement ofScience, held in Boston on December 27-29, a sequence of symposia on the philosophical foundations of science was organized jointly by Section L of the Association and the Boston Colloquium for the Philosophy of Science. Section L is devoted to the history, philos ophy, logic and sociology of science, with broad connotations extended both to 'science' and to 'philosophy'. With collaboration generously extended by other and more (...) specialized Sections of the AAAS, the Section L program took an unusually rich range of topics, and indeed the audiences were large, and the discussions lively. This book, regrettably delayed in publication, contains the major papers from those symposia of 1969. In addition, it contains the distin guished George Sarton Memorial Lecture of that meeting, 'Boltzmann, Monocycles and Mechanical Explanation' by Martin J. Klein. Some additions and omissions should be noted: In Part 1, dedicated to the 450th anniversary of the birth of Leonardo da Vinci, we have been una bie to include a contrihution by Elmer Belt who was prevented by storms from participating. Given the beginnings of the United States of America, its sympathy with the French revolution and its rationalist attitude towards the institutions of society, one would have expected that it would have been one of the first nations to adopt the new metric system that was introduced in France in 1800. But the history of the attempts to do so is decidedly mixed. American Congress authorized the use of the metric system in 1866. In 1959, American measurements were defined in (...) relation to the metric system. In 1968, the government ordered a study which was published three years later under the title “A Metric America: A Decision Whose Time Has Come”. The year 1975 then saw the Metric Conversion Act, leading to the establishment of the US Metric Board. Amended in 1988, it resulted in the Metric Program, an organization founded to support the various federal agencies, which are required since 1991 to file an annual report on their efforts to change to the metric system. In lieu of an abstract, here is a brief excerpt of the content:Kennedy Institute of Ethics Journal 13.1 (2003) 53-64 [Access article in PDF] Incentives for Providing Organs Patricia Milmoe McCarrick and Martina Darragh After a contentious debate at its 2002 annual meeting, the American Medical Association's House of Delegates voted to endorse the opinion of its Council on Ethical and Judicial Affairs that the impact of financial incentives on organ donation should be studied (Josefson 2002). The shortage of (...) organs for transplantation has been an ongoing problem for more than 20 years. In June1981, Representative Philip Crane (R-IL) introduced legislation in the U.S. House of Representatives proposing a $25,000 income tax deduction and a $25,000 estate tax exclusion for donating an organ (Tax Incentives 1981). Still the National Organ Transplant Act enacted in October 1984 prohibited the offering of any "valuable consideration" in return for organs (United States 1984).The developments of a legal market for tissues in the United States and a black market for organs around the world have raised the question of whether donation without compensation is the only ethically viable option. Some critics of the current system claim reliance on donation actually promotes a black market in organs (Kaserman and Barnett 2002, p. 38; Palmer 1999, p. 36). In addition, a new set of compensation issues has arisen as living kidney donor transplantations begin to rival those performed with cadaveric organs (United States 2001).As a result, current suggestions for incentives go far beyond the traditional death benefit payment to include such ideas as medals of honor for donors, reimbursement for funeral expenses, exchange programs for organ donation, and special medical insurance for living organ donors. Numerous bills introduced into the 107th Congress have proposed such incentives (Delmonico et al. 2002.) In October 2002, the U.S. Department of Health and Human Services awarded $5.2 million in grants to study both clinical and behavioral interventions for increasing organ donations that do not involve incentives. Haci Bektash Veli (d. 1271[?]), considered to be the founder of the Bektashism, is one of the leading representatives of Turkish-Islamic thought and belief traditions. He is a person whose influence continues today, as in the past, not only in Anatolia, but also in many countries such as Azerbaijan, Iraq, Egypt, Bulgaria, Greece, Albania and even Hungary, both as historical personality and with his mythical aspects, and his teachings. Haci Bektash Veli and his influence in the entire Turkish-Islamic world, especially (...) in Anatolia, have caught the attention of the researchers from the fields of History, Language, Literature, Sociology, etc. Since the first studies on Haci Bektash Veli and Bektashism have been revealed, many works have been written in this field in various societies. Moreover, these studies become an independent research area over time. In particular, orientalists, including many turkologists, historians, philologists and experts in Islamic studies, were involved in this field, wondering about Turkish-Islamic world. In other words, many researches about Haci Bektash Veli and Bektashism have been carried out both in our country and abroad; original works and translations, such as articles, encyclopaedia articles, monographs, journal special issues, tribute books, surveys and publications, annuals, bibliographic studies, etc. were published in this field. These studies also found their own expression in the scientific events, such as special national and international congresses, symposiums and conferences. Russian-Soviet researchers, who mostly include turkologists, historians, philologists, ethnologists and experts in Islamic historical researches and have a large expert staff, have focused on the great role and effects of Haci Bektash Veli in the preservation of Turkish-Islamic thought and culture. Correspondingly, the essence and philosophical foundations of Bektashism have also attracted their attention. As a result of this process, that began with curiosity and turned into academic interest, a significant literature in Russian on Haci Bektash Veli and Bektashism has emerged. The aim of this paper is to identify- within the available possibilities- Russian written sources on Haci Bektash Veli and Bektashism, to reveal the prominent studies among them and to present comments and evaluations of Russian researchers and other authors who have written their academic publications in Russian in this field, by using the method of description and evaluation. We should specify that in the paper we followed a chronological order taking into account the dates on which these studies were conducted. Finally, this paper aims to contribute to the literature in Turkish on Haci Bektash Veli and Bektashism. Thus, the author of the paper hopes that the paper will be useful in terms of the directory of sources and materials for the ongoing and future researches in our country. (shrink)

Contributed research papers presented at the annual sessions of the Indian philosophical Congress.

In the five-year period 2005-2009, Brazil dramatically reduced carbon emissions by about twenty-five percent and at the same time maintained a stable economic growth rate of 3.5% annually. This combination of economic growth and emissions reduction is unique in the world. It was driven by a dramatic reduction in deforestation in the Amazonian forest and the Cerrado Savannah. This shift empowered the sustainability social forces in Brazil to the point that in December 2009 Congress passed a very progressive law internalizing (...) carbon constraints and promoting the transition to a low-carbon economy. The Article first analyzes the Brazilian position in the global carbon cycle and public policies since 2005, including the progressive shift in 2009 and the contradictory dynamic in 2010-2012. It then analyzes the potential for a transition to a low-carbon economy in Brazil and the impact on global climate governance. (shrink)

In 2000, Mark Palmer, one of the National Endowment for Democracy’s founders and Vice Chairman of Freedom House—an organization funded entirely by the U.S. Congress—founded a new government-supported group, Friends of Falun Gong. By perusing FoFG’s annual tax filings, one discovers that FoFG has contributed funds to Sounds of Hope Radio, New Tang Dynasty TV, and the Epoch Times—all Falun Gong media outlets. FoFG has also contributed to Dragon Springs and to Shen Yun, as well as to Falun Gong’s (...) PR arm. In order to contextualize the U.S. government’s funding of Falun Gong, it will also be helpful to examine a handful of additional U.S. agency activities, such as the NED’s funding of Liu Xiaobo, the Hong Kong protests, and other China-related and Tibet-related groups. Misogyny is a particular kind of unjustified hatred or contempt for women in a man’s world. By “a man’s world,” I mean a society where men have more power and privileges than women. The United States is a man’s world, or “patriarchal society,” as it’s also called. A few pieces of evidence: In 2019, 127 women held seats in the United States Congress, comprising only 23.7 percent of the 535 members. We, the American people, have never elected a female president. (...) Although some women are legally entitled to equal treatment by their employer, statistics still show a wage gap between men and women. In 2018, a full-time employed woman earned about eighty cents for every dollar a full-time employed man earned in 2018, according to Census data. In academia, things don’t look much better. In the STEM disciplines and philosophy, women are outnumbered by men, and studies show attrition of women faculty as they move up the academic ranks. In all the STEM disciplines, women make up 42 percent of assistant professors, 34.2 percent of associate professors, and 23.4 percent of full professors. In philosophy, it is estimated that women hold 19 percent of the available tenure/tenure-track positions. Here too there is a pay gap. Across all disciplines in the U.S., male faculty make about $18,000 more annually than female faculty. The one-million dollar question is: why in the world would men hate women in a man’s world? On March 23, 2010, President Obama signed into law the nation's first comprehensive health care reform bill, the Patient Protection and Affordable Care Act. Within weeks, twenty states filed lawsuits challenging the constitutionality of its most politically charged feature—an individual purchase mandate. By 2014, the bill requires most individuals to have health insurance. With certain exceptions (pertaining to income level and religious objections), individuals without qualifying coverage will pay an annual tax penalty. If anything, the tax penalty is too (...) low compared with the cost of insurance, so it may not provide sufficient incentive for healthy individuals to purchase insurance. But it remains controversial because it compels people to purchase coverage they choose not to have, raising the question whether Congress can lawfully and ethically require individuals to contract with, and transfer money to, a private party. Originally, the idea of interviewing Iris Marion Young in Barcelona came about after she accepted an invitation to give a public lecture at the Law School of Pompeu Fabra University in May 2002. I had first met Iris back in 1999, at a conference in Bristol, England, and I was impressed deeply by her personality and ideas. We kept in touch since then and exchanged papers and ideas. She was very keen to come to Spain (it seems that her mother (...) had lived some years in Mallorca) and she finally travelled to Barcelona with her husband and daughter in spring 2002. The lecture, which she entitled "Women, War, and Peace," was meant to be the closing session of a course on Gender and the Law, and was also part of a series of seminars annually organized by the legal philosophy department (the Albert Calsamiglia Seminar). Her work was quite well-known among several Catalan philosophers and political scientists and professor Angel Castiñeira-who, at the time, was the director of Idees (Ideas), a Catalan journal published by the Centre d'Estudis de Temes Contemporanis (Center for the Study of Contemporary Issues)-suggested that she could give a second lecture, which they would publish together with an interview I could prepare. She accepted both proposals, and I started to think of a questionnaire for the interview while I was at Queen's University in Canada earlier that year. Idil Boran, a philosopher and good friend who did her doctorate at Queen's, offered to help me with this endeavour, since she also admired Iris as both a scholar and a person. Together we prepared the questions and sent them to her once she was back in Chicago, as there was not time to conduct the interview in person while she was in Barcelona. In fall 2002, she sent some answers to our questions, but the document was unfortunately incomplete. She was busy at the time, so we didn't want to pressure her to finish the interview. Eventually, the editors of Idees decided to publish the manifest about the war in Iraq subscribed by a large number of American Intellectuals together with fragments of Iris's (antiwar) lectures and an article that she wrote together with Daniel Archibugi, "Envisioning a Global Rule of Law." The interview was thus left unpublished. Both Idil and I thought it would be worthwhile to publish it somewhere else, but, for one reason or another, Iris didn't have the time to complete it and we kept postponing the project. At some point, she said that the questions she left unanswered were too complex or challenging to give a short or quick answer, and that she would need to reflect on them to provide detailed responses. Later, we learned she was ill and we didn't feel it was right to insist on those questions being answered. The issue came up again when she accepted to participate as a keynote speaker at the World Congress of Legal Philosophy held in Granada in June 2005. She then said she would come first to Barcelona (where she and Nancy Fraser had been invited to a workshop by the Catalan Women Institute) and suggested we could sit in a cafe and talk about the issues left out in those unanswered questions. Unfortunately, she had to cancel this trip because of her medical treatment, and I did not have the privilege of sharing time with her again. The International Hegel Association accepts as its members philosophers who have published on Hegel and his historical environment or on philosophical problems that have reference to Hegel’s philosophy. Every second year it announces a colloquium at which approximately fifty specialists can take part. Every sixth year an international congress takes place which is open to the general public. The last international congress on ‘Is Systematic Philosophy Possible?’ met in Stuttgart from May 28th to May 30th, 1975. The next colloquium on (...) ‘Schelling and Hegel in Jena, the ultimate formation of Hegel’s System’ will take place in Nizza in 1977. Though lobbying for federal money may seem like business as usual today–with billions of dollars spent annually by companies, labor unions, and other organizations in an effort to win a piece of what has become an enormous federal pie–this was not always the case in the United States. An all-but-forgotten event, the Harrisburg Convention of 1827, may have been one of the key historical turning points in this regard, an opening of a floodgate that would transform the role of the (...) U.S. federal government forever. It was in the modest Pennsylvania capital that a hundred of the North’s most influential manufacturers and public servants–backed by legislators like Henry Clay and Daniel Webster–assembled to draft a “memorial” to Congress, imploring that body to pass a protectionist bill to save their industries from what they viewed as eventual ruin. As Jonathan J. Pincus observed and Thornton and Ekelund echoed, “it is not small cohesive individual groups but larger diverse ones that are necessary in order to effectively lobby representatives and senators to obtain majority coalitions” in comprehensive legislation. The convention would bring together this “larger diverse” group—with just such a legislative goal. Meanwhile, mostly in the South, anti-protectionist opinion continued to surge. The Harrisburg Convention of 1827 would lead to the passage of that most hated piece of protectionist legislation—the “Tariff of Abominations” of 1828–and it would do so by framing the protectionist agenda into a nationalist “cause” borne of “patriotic duty.”. It has been said that AIDS acts as a prism, refracting a spectrum of controversial topics. For bioethicists, these topics include: equity in the allocation of resources for treatment and research; forgoing life-sustaining care and proxy decision (...) making; informed consent in the context of HIV testing and screening; the ethical duties of health care workers to provide care for persons with HIV disease; and competing obligations of health care professionals to patients and to third parties who may be put at risk.The Role of CommissionsIf AIDS is the quintessential case study for bioethicists, it is a potential quagmire for politicians. The association of HIV disease with drug use and sexual behavior makes it a topic that all but the most courageous (or the most homophobic) politicians shy away from. A frequent political response is to form a commission.Alexander Capron, who was executive director of the President's Commission for the Study of Ethical Problems in Medicine, has described some roles commissions play: a watchdog, overseeing the work of particular government agencies; a crucible, providing a means for "publicly hammering out conclusions on controversial issues when consensus, both in the public and in the relevant disciplines, is not yet apparent"; and "a lightning rod for public concern—or viewed less charitably, dumping ground for an issue that is too difficult for the ordinary political process to handle" (Capron 1983, p. 9).Nearly every state has created a gubernatorial-level task force or commission on AIDS. The National Commission on AIDS was established under the Health Omnibus Program Extension (HOPE) Act of 1988, which was signed by President Reagan on November 4, 1988. The official charter of the commission was approved August 2, 1989 and its original two-year term was extended for a third year. The mission statement crafted by the commission to reflect its Congressional mandate reads: [End Page 339]The National Commission on Acquired Immune Deficiency Syndrome is an independent body of 15 members created to advise the President and Congress. The Commission seeks to build a broad public understanding on the magnitude, scope and urgency of the HIV/AIDS epidemic; provide and inspire leadership at all levels of both the public and private sectors; empower individuals and communities; and advocate for effective, cooperative and non-discriminatory resources required for prevention, comprehensive care, and the research necessary to halt the epidemic.As the mission statement implies, the National Commission on AIDS has viewed itself from the outset not only as a crucible for policy analysis, but also as a forum for those affected by HIV disease. In site visits and hearings the commissioners have met with hundreds of people living with HIV disease, and with caregivers on the front lines. This odyssey has taken the commission on visits to homeless shelters in New York City; to "shooting galleries" where intravenous drug users congregate in Seattle; to Native American communities in four states; to private homes in rural Georgia; and to hospitals, HIV antibody testing centers, drug treatment clinics, and hemophilia treatment centers throughout the nation. It quickly became clear during the commission's travels that HIV disease cannot be understood outside the context of the racism, homophobia, poverty and unemployment that provide the medium that fosters its spread. Tabitha M. Powledge, a former Center associate, brings to the Report her experience as founding editor of The Scientist and as editor of AAAS Observer. Ms. Powledge is currently a contributing editor to Issues in Science and Technology.

This, the twenty-seventh volume in the annual series of publications by the American Society for Political and Legal Philosophy, features a number of distinguised contributors addressing the topic of criminal justice. Part I considers "The Moral and Metaphysical Sources of the Criminal Law," with contributions by Michael S. Moore, Lawrence Rosen, and Martin Shapiro. The four chapters in Part II all relate, more or less directly, to the issue of retribution, with papers by Hugo Adam Bedau, Michael Davis, Jeffrie (...) G. Murphy, and R. B. Brandt. In the following part, Dennis F. Thompson, Christopher D. Stone, and Susan Wolf deal with the special problem of criminal responsibility in government-one of great importance in modern society. The fourth and final part, echoing the topic of NOMOS XXIV, Ethics, Economics, and the Law , addresses the economic theory of crime. The section includes contributions by Alvin K. It was also agreed that some length limits should be set for submitted essays and that there should be a requirement that essays meet the general standard of a submission for publication in a journal.There was discussion of the desirability of separating the collection of membership dues from subscription to the Transactions. The chief reasons for thinking that this separation might be called for are 1) the increasing availability of the Transactions through university library electronic subscriptions and 2) the higher cost of foreign subscriptions (making membership in the Society far most costly for foreign members). In 2000, the United States Congress passed the Victims of Trafficking and Violence Protection Act requiring its State Department to issue annual Trafficking in Persons Reports (TIP Reports) describing “the nature and extent of severe forms of trafficking in persons” and assessing governmental efforts across the world to combat such trafficking against criteria established by US law. This article examines the opportunities and risks presented by the TIP Reports, tracing their evolution over the past decade and considering their impact (...) on the behavior of states. In looking to the future, the article focuses on how this influential unilateral compliance mechanism could improve its legitimacy, respond to negative impacts, and better contribute to the international legal regime around trafficking. Key Words creation science, evolution education s Abstract Creationism, the rejection of evolution in favor of supernatural design, comes in many varieties besides the common young-earth Genesis version. Creationist attacks on science education have been evolving in the last few years through the alliance of different varieties. Instead of calls to teach “creation science,” one now finds lobbying for “intelligent design” (ID). Guided by the Discovery Institute’s “Wedge strategy,” the ID movement aims to overturn evolution and what it sees as (...) a pernicious materialist worldview and to renew a theistic foundation to Western culture, in which human beings are recognized as being created in the image of God. Common ID arguments involving scientific naturalism, “irreducible complexity,” “complex specified information,” and “icons of evolution,” have been thoroughly examined and refuted. Nevertheless, from Kansas to Ohio to the U.S. Congress, ID continues lobbying to teach the controversy, and scientists need to be ready to defend good evolution education. (shrink)
