This introductory text explores the theory of social choice. Written as a primer suitable for advanced undergraduates and graduates, this text will act as an important starting point for students grappling with the complexities of social choice theory. Rigorous yet accessible, this primer avoids the use of technical language and provides an up-to-date discussion of this rapidly developing field. This is the first in a series of texts published in association with the LSE.

Wulf Gaertner provides a comprehensive account of an important and complex issue within social choice theory: how to establish a social welfare function while restricting the spectrum of individual preferences in a sensible way. Gaertner's starting point is K. J. Arrow's famous 'Impossibility Theorem', which showed that no welfare function could exist if an unrestricted domain of preferences is to be satisfied together with some other appealing conditions. A number of leading economists have tried to provide avenues out of this (...) 'impossibility' by restricting the variety of preferences: here, Gaertner provides a clear and detailed account, using standardized mathematical notation, of well over forty theorems associated with domain conditions. It is commonly accepted – not only in the philosophical literature but also in daily life – that ignorance is a failure of some sort. As a result, a desideratum of any ontological account of ignorance is that it must be able to explain why there is something wrong with being ignorant of a true proposition. This article shows two things. First, two influential accounts of ignorance – the Knowledge Account and the True Belief Account – do not satisfy this (...) requirement. They fail to provide a satisfying normative account of the badness of ignorance. Second, this article suggests an alternative explanation of what makes ignorance a bad cognitive state. In a nutshell, ignorance is bad because it is the manifestation of a vice, namely, of what Cassam calls “epistemic insouciance”. (shrink)

This paper studies a ranking rule of the following type axiomatically: each voter places k candidates into n categories with ranks from n to 1 attached to these categories, the candidate(s) with the highest aggregate score is (are) the winner(s). We show that it is characterized by a monotonicity condition and a multi-stage cancellation property.

Kuhn claimed that several algorithms can be defended to select the best theory based on epistemic values such as simplicity, accuracy, and fruitfulness. In a recent paper, Okasha :83–115, 2011) argued that no theory choice algorithm exists which satisfies a set of intuitively compelling conditions that Arrow had proposed for a consistent aggregation of individual preference orderings. In this paper, we put forward a solution to avoid this impossibility result. Based on previous work by Gaertner and Xu, we suggest to (...) view the theory choice problem in a cardinal context and to use a general scoring function defined over a set of qualitative verdicts for every epistemic value. This aggregation method yields a complete and transitive ranking and the rule satisfies all Arrovian conditions appropriately reformulated within a cardinal setting. We also propose methods that capture the aggregation across different scientists. (shrink)

This work, an initiative of the University of French Polynesia, Tahiti, showcases research collaboration between small island universities in the Pacific. It addresses a number of 'big issues' for Oceania which are also big issues for the world, concerning the biosphere and human society, sustainable development and well-being. The authors seek to create an ecosystem of knowledge through a dialogue, in English and French, between the natural sciences, the social sciences and the humanities. The work also brings into perspective academic (...) and traditional knowledge, with a view to enhancing cultural and agricultural practices and the development of public policy. Climate change, environmental degradation and food security are key questions for survival. How can the preservation of cultural heritage, the transmission of native languages and the integration of traditional knowledge into formal education contribute to a harmonious future? How is the phenomenon of violence relevant to an understanding of history, interpersonal relations and social inclusiveness, including for women in the political sphere? The Tongan-Fijian writer Epeli Hau'ofa described Oceania imaginatively as a 'Sea of Islands'. This volume sees Pacific islands as being interconnected in ways beyond imagining, in which nowhere is remote, where the peripheral has become a decentred centre. (shrink)

There are public projects which many people welcome because they are expected to be beneficial for society at large. On the other hand, however, these projects may generate larger negative externalities for certain parts of society. One example is the erection of a nuclear power-plant, a measure that is widely considered to render a country’s energy provision less dependent on supply from outside. On the other hand, it possibly causes a feeling of insecurity among people who live in the vicinity (...) of such a power station, and can furthermore have negative economic consequences in so far as the price of land and of houses may decline in this area. How should decisions on public projects with larger negative externalities be taken? Assuming that the benefits for all those who are directly or indirectly affected by such a project are roughly the same, a cost-sharing or burden-sharing method is proposed that focuses on a weighted difference between the economic performance of a particular region and the average performance of all regions concerned. Investigating the theoretical and empirical relationships between transparency and trust in the context of surveillance, this volume argues that neither transparency nor trust provides a simple and self-evident path for mitigating the negative political and social consequences of state surveillance practices. Dominant in both the scholarly literature and public debate is the conviction that transparency can promote better-informed decisions, greater oversight, and restore trust damaged by the secrecy of surveillance. The contributions to this volume challenge this conventional wisdom by considering (...) how relations of trust and policies of transparency are modulated by underlying power asymmetries, socio-historical legacies, economic structures, and institutional constraints. They study trust and transparency as embedded in specific socio-political contexts to show how, under certain conditions, transparency can become a tool of social control that erodes trust, while mistrust-rather than trust-can sometimes offer the most promising approach to safeguarding rights and freedom in an age of surveillance. The first book addressing the inter-relationship of trust, transparency, and surveillance practices, this volume will be of interest to scholars and students of surveillance studies as well as appeal to an interdisciplinary audience given the contributions come from political science, sociology, philosophy, law, and civil society. In an article from 1973, Rittel and Webber distinguished between “tame” or “benign” problems on the one hand and “wicked” problems on the other. The authors argued that wicked problems occur in nearly all public policy issues. Since different groups adhere to different value-sets, solutions can only be expressed as better or worse. By no means can they be viewed as definitive or objective. In this paper we shall consider, from this very angle, the theory of social choice which is (...) about the aggregation of individual preferences with the aim to derive a consistent social preference. We shall show that collective choice offers wicked problems of various types which differ in their degree of severity. We shall hereby concentrate on welfare functions and voting schemes of different kinds and shall discuss these in the light of various criteria such as Arrow’s independence condition, Condorcet consistency, monotonicity, manipulability, and other properties. Objective—To identify and describe the current state of clinical ethics support services in the UK.Design—A series of questionnaire surveys of key individuals in National Health Service (NHS) trusts, health authorities, health boards, local research ethics committees and health professional organisations. Interviews with chairmen/women of clinical ethics committees identified in the surveys.Setting—The UK National Health Service.Results—Responses to the questionnaires were received from all but one NHS trust and all but one health authority/board. A variety of models of clinical ethics support were (...) identified including twenty formal clinical ethics committees (CECs). A further twenty NHS trusts expressed an intention to establish a CEC within the next twelve months. Most CECs in the UK have been in existence less than five years and are still defining their role. The chairmen identified education of committee members and contact with other ethics committees as important requirements for committee development. Problems were identified around lack of support for the committee and with raising the profile of the committee within the institution. There has been little evaluation of clinical ethics support services either in the UK or in other countries with longer established services. What evaluation has occurred has focused on process rather than outcome measures.Conclusions—Clinical ethics support services are developing in the UK. A number of issues have been identified that need to be addressed if such support services are to develop effectively. (shrink)

Kline's evolutionary analysis of teaching provides welcome reframing for cross-species comparisons. However, theory based on competition cannot explain the transmission of human cultural elements that were collectively created. Humans evolved in a cultural niche andteaching-learningcoevolved to transmit culture. To study human cultural variation in teaching, we need a more articulated theory of this distinctively human engagement.

We dispute Henrich et al.'s analysis of cultural differences at the level of a narrow behavioral-expression for assessing a universalist argument. When Researchers Overlook uNderlying Genotypes (WRONG), they fail to detect universal processes that generate observed differences in expression. We reify this position with our own cross-cultural research on self-enhancement and self-esteem.

In this paper, I take a critical look at Sartorio’s book Causation and Free Will (2016). Sartorio offers a rich defence of an actual-sequence view of freedom, which pays close attention to issues in the philosophy of causation and how they relate to freedom. I argue that although this focus on causation is illuminating, Sartorio’s project nevertheless runs into some serious difficulties. Perhaps most worrying amongst them is whether the agent-based reason-sensitivity account, offered by Sartorio, is consistent with Frankfurt-style cases (...) – the very cases which are provided as the sole reason to endorse an actual-sequence view of freedom. I suggest that given that powers and causation are so intimately bound together, the debate is skewed somewhat by thinking of these as rivals. (shrink)

Personen, die ihre Organe verkaufen, und Personen, die ihre Organe lebend spenden, sind medizinisch den gleichen Gefahren ausgesetzt. Der Verkaufserlös bietet für den Abgebenden eine Einkommenssteigerung, die vielfältig genutzt werden kann. Die auf Schwarzmärkten beobachteten negativen Effekte sollen durch eine strikte Überwachung und Regulierung verhindert werden. Der Markt für Organe kann von zwei getrennten Ankaufsorganisationen geprägt werden. Eine Organisation zahlt die Weiterverkaufserlöse der Organe direkt an (...) die Geber aus, eine andere Organisation investiert sie stattdessen in wohltätige Zwecke und gibt so den Gebern die Möglichkeit, ihr Organ aus rein altruistischen Motiven zu spenden. Die Finanzierung des Systems soll durch das öffentliche Gesundheitssystem bzw. die privaten Krankenversicherungen erfolgen. (shrink)

Growing evidence suggests that natural environments – whether in outdoor or indoor settings – foster psychological health and physiological relaxation, indicated by increased wellbeing, reduced stress levels, and increased parasympathetic activity. Greater insight into differential psychological aspects modulating psychophysiological responses to nature-based relaxation videos could help understand modes of action and develop personalized relaxation interventions. We investigated heart rate variability as an indicator of autonomic regulation, specifically parasympathetic activity, in response to a 10-min video intervention in two consecutive studies as (...) well as heart rate. We hypothesized that a nature-based relaxation video elicits HRV increase and HR decrease, with response magnitude being affected by aspects of early life adversity and trait mindfulness. In Study 1, N = 60 participants watched a relaxation video intervention depicting different natural scenery. We analyzed changes in HR and respiratory sinus arrhythmia as a standard HRV measure, both based on 3-min segments from the experimental session, in multiple growth curve models. We found a decrease in HR and increase of RSA during the video intervention. Higher paternal care and lower trait mindfulness observing skills were associated with higher RSA values before but not during video exposure. In Study 2, N = 90 participants were assigned to three video conditions: natural scenery from Study 1, meditation video, or short clip from “The Lord of the Rings.” Again, HR decreased, and RSA increased during video segments, yet without expected group differences across different video types. We found higher parental care and lower parental overprotection to predict higher RSA at different times during the experiment. Interestingly, lower paternal overprotection predicted overall higher RSA. These results suggest a generic relaxation effect of video interventions on autonomic regulation that we discuss in light of different theories mapping restorative effects of natural environments. Further, psychological characteristics like aspects of early life adversity and trait mindfulness could contribute to individual differences in autonomic regulation. This study contributes to a better understanding of autonomic and psychological responses to relaxation videos. (shrink)

Threat avoidance involves both detection of a threatening stimulus and reaction to it. We demonstrate with empirically validated stimuli that threat detection is more pronounced among males, whereas threat reactivity is more pronounced among females. Why women are less efficient detectors of threat challenges Benenson et al.'s conceptual analysis.

Joachim Gaertner discusses the tasks of the churches in the making of Europe. He outlines that the implementation and operation of common policies within the European Community will force the churches to Iook for common border-crossing Standpoints on socio-ethical and political issues. The task of forging common positions will certainly be difficult and at times even impossible. Nevertheless the churches must try to tackle this problem. Rhod. 2,1005 does not adequately describe the mining activities of the Chalybes and is incompatible with the fact that elsewhere Apollonius only employs compounds with γειο-, γεω-, γη- and γαιη-. Moreover, the use of a Doric form lacks a convincing parallel in the “Argonautika”. Contrary to what has been claimed in the past, Apollonius does not use Doric forms to render his language more artificial, but only employs seemingly Doric forms that have a precedent in the Homeric (...) epics.
