The European Union (EU) is known as the strongest advocate of the liberal global order. It is invested in the idea of rule-based international order, which forms part of its core identity. This adherence to the principles of the liberal global order is visible in its support for multilateral institutions and norms; open market and liberal trade regimes; approaches to security; emphasis on human rights; and democratic norms and values. With the growing uncertainty in the global order, the EU's commitment (...) to the above stated norms has become much more crucial than before. The objective of the study is to understand the shifting dynamics of the liberal world order as it was established at the end of the Second World War and how the EU is responding to these changes. A serious problem confronting discourses on recognition is that of showing equal respect for citizens’ diverse cultural identities whilst at the same time attending to feminist concerns. This article focuses on the complex issues emerging from the recent legislation prohibiting the Muslim veil in French state schools. I respond to these problems by defending two conditions of a postcolonial and feminist approach to the politics of recognition. This approach should be, first, transformative, in the sense of widening its conception of (...) core values through an engagement with cultural difference. Second, it should be critical in its orientation to practices affecting women adversely within any social group. An integration of these concerns is proposed in terms of ‘affective citizenship’. This approach supports the different components of women’s autonomous functioning, through a universalistic commitment to the creative expression of their hybrid identities. (shrink)

This article examines debates about political forgiveness in liberal, pluralist societies. Although the concept of forgiveness is not usually taken up by liberals, I outline a plausible conception by exploring two recent approaches. The first, ‘unattached articulation’, concept requires no real emotional change on the forgiver’s part, but rather a form of civic restraint. In contrast, the second version highlights a strong form of empathy for perpetrators. In spite of their advantages, each concept proves too extreme. The problems are revealed (...) by focusing on the case of the Harkis, who fought for the French during the Algerian war. Often still marginalised in French society, their case helps to highlight the conceivability of a ‘middle-ground’ or moderate concept of political forgiveness. Its core rests on the forgiver’s care for the social world. While this concept brings considerable challenges also, and is not inevitable in any particular case, it entails a more plausible combination of emotional and rational shifts in the forgiver’s world-view. Although the article does not recommend forgiveness by any person or group, it observes, recalling Arendt’s idea of amor mundi or ‘love of the world’, that political forgiveness may sustain a viable connection between diverse citizens’ public and non-public lives. James Tully's account of a ?post?imperial constitutionalism?, in his book Strange Multiplicity, wrongly rejects the ideal of impartiality in modern political theory. Pace Tully, this paper argues for a conception of impartiality called ?justice as provisionality?. This is demonstrated by explaining the concept of a ?contrastive hard case?. These cases, exemplified both by indigenous peoples? struggles for recognition and ?traditional? justifications for violence against women, centrally involve conflicts over the cultural interpretation of value. The paper argues that the just adjudication (...) of these cases depends on understanding two different senses of the term ?provisionality?. These demonstrate that the post?imperial state can give impartial reasons for the rights of parties to ?contrastive? claims in a way that integrates the concerns of both feminists and cultural pluralists. The two senses of provisionality are: first, that consequent upon historical injustice, the post?imperial state should recognize the legitimacy of citizens? partial reasons for their actions and practices; and hence, should recognise that the domain of public, impartial reason is always provisional and incomplete. Second, our capacities for reason are dependent on public and nonpublic provision, protection and care. This is because diverse inequalities and injustices could prevent vulnerable people, in some cases women, from acting according to reasons at all. (shrink)

While the right to freedom of expression is of great importance in liberal societies, liberal governments should be wary of speech that disparages minority groups. This issue is particularly problematic when minority women publicly criticise gender oppression within their communities. By focusing on the controversy over the play Behzti in 2004, this article explores the difficulties involved in protecting individual women’s rights to criticise injustice, when doing so risks perpetuating negative stereotypes in society at large. If liberal polities wish to (...) preserve an ethos in society that enables minority women to speak out about their experience of oppression, then there is sometimes a case for restricting the right to free speech in these cases. By comparing Behzti with two other works, the article proposes a three-part test to indicate when liberals should seriously consider informal restrictions on free speech when this problem arises. Amid now extensive debates about cosmopolitanism in political theory, this article explores the implications of Axel Honneth’s recognition theory for issues in international justice, not least the dire situation of poverty in the world. In contrast with a purely resource-distributive approach, the essay turns particularly to Honneth’s recent revival of the Lukácsian concept of reification as a process of self-distancing from the elementary humanity of others. Specifically, Honneth re-formulates reification as a failure of an elementary or ‘antecedent’ form of recognition. (...) From the perspective of his theory, reification connotes the forgetfulness of others’ fundamental humanity. While Honneth takes such forgetfulness to become most readily apparent in dramatic violations such as the Holocaust, the article interprets his theory to explain, and eventually to challenge, the passive acceptance by many of dire material injustices. The article develops the implications of this challenge by interpreting from Honneth’s framework a duty to question international policies which tend to reify and objectify the least well off in the world, whilst remaining cognizant of the limits of de-reification to the more extensive, meaningful alleviation of poverty globally. The application of synthetic aperture radar (SAR) for ship and iceberg monitoring is important to carry out marine activities safely. The task of differentiating the two target classes, i.e. ship and iceberg, presents a challenge for operational scenarios. The dataset comprising SAR images of ship and iceberg poses a major challenge, as we are provided with a small number of labeled samples in the training set compared to a large number of unlabeled test samples. This paper proposes a semisupervised learning (...) approach known as pseudolabeling to deal with the insufficient amount of training data. By adopting this approach, we make use of both labeled data (supervised learning) and unlabeled data (unsupervised learning) to build a robust convolutional neural network model that results in a superior binary classification performance of the proposed method. The pandemic of COVID-19 has arrested the life of 7.8 million people living on this earth. However, some people are more vulnerable to the risk of this deadly virus. The frailty of senior citizens put them at the top of this list. The past 6 months have not only presented a threat to their physical health but to mental health also. Although lockdown was necessary to check the spread of the coronavirus it culminated in an exponential rise in the problems (...) of loneliness, anxiety, fear, helplessness, and depression. The present paper reviews the role of social networking sites, apps, and other digital platforms in saving and enriching the lives of the elderly, especially those who spent the lockdown alone and were devoid of a regular support system due to unavailability of transport and administrative restrictions on the movement of people. It also analyzes the efficiency of the virtual world in reducing their anxiety of being alone by connecting them with others and also make them feel empowered. The review is based on the online data collected about the insurgence in the percentage of elderly people using such platforms, recent studies analyzing the effects of the COVID 19 pandemic on senior citizens. Besides this personal telephonic discussions were conducted with some elderly people who spent their lockdown alone in their homes. The study was primarily focused on three objectives. Firstly it attempts to understand the ways in which senior citizens made use of social networking sites and various digital platforms for managing life better. Secondly, it analyses the process of adopting technology, and finally, it examined the width and depth of the impact technology created in their life and also the permanence of this change. The analysis clearly suggests an increase in the digital life of elderly people. The process moved in distinct stages from utter confusion to relative ease in using technology, thereby significantly reducing the loneliness, and bringing relatively stable change in the way they lead their life. Within now prolific debates surrounding the compatibility of feminism and multiculturalism in liberal societies, the need arises for a normative conception of women’s self-determination that does not violate the self-understandings or values of women of different backgrounds and forms of life. With reference to the recent British debate about forced marriage, this article proposes an innovative approach to this problem in terms of the idea of ‘plural autonomy’. While the capacity for autonomy is plural, in the sense of varying across (...) cultures, autonomy in any world-view involves a capacity to ‘endorse’ one’s decisions in certain crucial spheres of life. Non-endorsement, coercion or force occurs if one risks being alienated from the (cultural) goods and relationships that structure one’s capacity to act in the world. This approach counsels more caution than prominent liberal approaches with respect to negotiating the contested boundary between freedom and force in a diverse society. (shrink)

There has been much academic work outlining the complex links between women and the nation. Women provide legitimacy to the political projects of the nation in particular social and historical contexts. This article focuses on the gendered symbolization of the nation through the rhetoric of the ‘motherland’ and the manipulation of this rhetoric in the context of national struggle in Bangladesh. I show the ways in which the visual representation of this ‘motherland’ as fertile countryside, and its idealization primarily through (...) rural landscapes has enabled a crystallization of essentialist gender roles for women. This article is particularly interested in how these images had to be reconciled with the subjectivities of women raped during the Bangladesh Liberation War (Muktijuddho) and the role of the aestheticizing sensibilities of Bangladesh's middle class in that process. Luce Irigaray classically challenges what she takes to be the masculine foundations of knowledge in Western liberal culture. The present article contends not only that this epistemological challenge implicates a radical feminist politics, but that it is also more helpful in formulating a multicultural feminist theory than is often acknowledged by her readers. This is because her account responds to the false neutrality of liberal feminist approaches to multiculturalism. It does so by supporting, at the socio-political level, transformative genealogical practices (...) that are aimed at fostering women's agency in culturally sensitive ways. However, Irigaray's recent work on multiculturalism does not sustain the necessary continuity between her core epistemological critique and her political claims. In particular, the continuity between her criticism of the West's sexual indifference and the cultural multiplicity of female identity becomes problematic in her recent work. The author finally contends that Irigaray's writings pose difficulties for a multicultural feminism, because they fail to specify the different forms of policy necessary to promote diverse women's equality in the postcolonial contexts on which she recently focuses. BackgroundResponsive neurostimulation has been utilized as a treatment for intractable epilepsy. The RNS System delivers stimulation in response to detected abnormal activity, via leads covering the seizure foci, in response to detections of predefined epileptiform activity with the goal of decreasing seizure frequency and severity. While thalamic leads are often implanted in combination with cortical strip leads, implantation and stimulation with bilateral thalamic leads alone is less common, and the ability to detect electrographic seizures using RNS System thalamic leads is (...) uncertain.ObjectiveThe present study retrospectively evaluated fourteen patients with RNS System depth leads implanted in the thalamus, with or without concomitant implantation of cortical strip leads, to determine the ability to detect electrographic seizures in the thalamus. Detailed patient presentations and lead trajectories were reviewed alongside electroencephalographic analyses.ResultsAnterior nucleus thalamic leads, whether bilateral or unilateral and combined with a cortical strip lead, successfully detected and terminated epileptiform activity, as demonstrated by Cases 2 and 3. Similarly, bilateral centromedian thalamic leads or a combination of one centromedian thalamic alongside a cortical strip lead also demonstrated the ability to detect electrographic seizures as seen in Cases 6 and 9. Bilateral pulvinar leads likewise produced reliable seizure detection in Patient 14. Detections of electrographic seizures in thalamic nuclei did not appear to be affected by whether the patient was pediatric or adult at the time of RNS System implantation. Sole thalamic leads paralleled the combination of thalamic and cortical strip leads in terms of preventing the propagation of electrographic seizures.ConclusionThalamic nuclei present a promising target for detection and stimulation via the RNS System for seizures with multifocal or generalized onsets. These areas provide a modifiable, reversible therapeutic option for patients who are not candidates for surgical resection or ablation. (shrink)

The paper presents an approach to encrypt the color images using bit-level permutation and alternate logistic map. The proposed method initially segregates the color image into red, green, and blue channels, transposes the segregated channels from the pixel-plane to bit-plane, and scrambles the bit-plane matrix using Arnold cat map (ACM). Finally, the red, blue, and green channels of the scrambled image are confused and diffused by applying alternate logistic map that uses a four-dimensional Lorenz system to generate a pseudorandom number (...) sequence for the three channels. The parameters of ACM are generated with the help of Logistic-Sine map and Logistic-Tent map. The intensity values of scrambled pixels are altered by Tent-Sine map. One-dimensional and two-dimensional logistic maps are used for alternate logistic map implementation. The performance and security parameters histogram, correlation distribution, correlation coefficient, entropy, number of pixel change rate, and unified averaged changed intensity are computed to show the potential of the proposed encryption technique.
