As ethics committees and programs become integrated into the “usual business” of healthcare organizations, they are likely to face the predicament of responding to greater demands for service and higher expectations, without an influx of additional resources. This situation demands that ethics committees and programs allocate their scarce resources (including their time, skills and funds) strategically, rather than lurching from one ad hoc request to another; finding ways to maximize the effectiveness, efficiency, impact and quality of ethics services is essential (...) in today’s competitive environment. How can Hospital Ethics Committees (HECs) begin the process of strategic priority-setting to ensure they are delivering services where and how they are most needed? This paper describes the creation of the Clinical Ethics Needs Assessment Survey (CENAS) as a tool to understand interprofessional staff perceptions of the organization’s ethical climate, challenging ethical issues and educational priorities. The CENAS was designed to support informed resource allocation and advocacy by HECs. By sharing our process of developing and validating this ethics needs assessment survey we hope to enable strategic priority-setting in other resource-strapped ethics programs, and to empower HECs to shift their focus to more proactive, quality-focused initiatives. This paper details the implementation of the Clinical Ethics Needs Assessment Survey (CENAS) through a pilot study in five units within Hamilton Health Sciences. We describe how these pilot sites were selected, how we implemented the survey, the significant results and our interpretation of the findings. The primary goal of this paper is to share our experiences using this tool, specifically the challenges we encountered conducting a staff ethics needs assessment across different units in a large teaching hospital, and the (...) facilitators to our success. We conclude with a discussion of the limitations of this study, our plans for using the results to develop a proactive ethics education strategy, and suggestions for other organizations wishing to adapt the CENAS to assess their staff ethics needs. Our secondary goal is to advance the “quality agenda” for ethics programs by demonstrating how a tool like the CENAS can be used to design more effective educational interventions, and to support strategic planning and proactive priority-setting for ethics programs. The prohibition against using others ‘merely as means’ is one of Kant’s most famous ideas, but it has proven difficult to spell out with precision what it requires of us in practice. In ‘How to Use Someone “Merely as a Means”’ (2020), I proposed a new interpretation of the necessary and sufficient conditions for using someone ‘merely as a means’. I argued that my agent-focused actual consent inter- pretation has strong textual support and significant advantages over other readings of the (...) prohibition. In the present essay, I respond to comments by Claudia Blöser, Irina Schumski, and Oliver Sensen. I first address the role of maxims in relation to the Formula of Humanity, and I spell out in more detail the relation between the agent’s belief and the actual facts pertaining to the consent of the person who is used as means to the agent’s end. I then discuss the importance of the requirement that agents make their use of others conditional on the others’ consent as a matter of moral principle. I next show that the proposed reading of the prohibition, despite its focus on the agent’s maxims and practical reasoning, yields important conclusions about the moral status of external actions, and I address several cases that are pur- ported to spell trouble for my reading of Kant’s prohibition. I end by outlining two challenges for possible (rational) consent readings of the prohibition against using others merely as means. (shrink)

This paper compares tracking and phenomenal intentionality theories of intentionality with respect to the issue of naturalism. Tracking theories explicitly aim to naturalize intentionality, while phenomenal intentionality theories generally do not. It might seem that considerations of naturalism count in favor of tracking theories. We survey key considerations relevant to this claim, including some motivations for and objections to the two kinds of theories. We conclude by suggesting that naturalistic considerations may in fact support phenomenal intentionality theories over tracking theories.

David Papineau’s _The Metaphysics of Sensory Experience_ is deep, insightful, refreshingly brisk, and very readable. In it, Papineau argues that sensory experiences are intrinsic and non-relational states of subjects; that they do not essentially involve relations to worldly facts, properties, or other items (though they do happen to correlate with worldly items); and that they do not have truth conditions simply in virtue of their conscious (i.e., phenomenal) features. I am in enthusiastic agreement with the picture as described so far. (...) But Papineau also argues that sensory experiences are in no interesting sense essentially representational and that what is responsible for their truth conditions is their correlations with the environment. Here, I disagree. Indeed, I think Papineau does not follow his arguments to their proper conclusions. For if sensory experiences are intrinsic, non-relational, and only contingently correlated with worldly conditions (as Papineau and I agree they are), then the phenomenal features of sensory states are representational in an important sense: they constitute what we think, perceptually experience, or otherwise entertain, making up how things seem to us from a first-person perspective. Because of this, the truth conditions of perceptual experiences cannot be entirely independent of their phenomenal features. They cannot merely be a matter of environmental correlations. If we follow Papineau’s arguments to their proper conclusions, we end up with a view much closer to a version of representationalism that Papineau dismisses, a view he calls “pure phenomenal intentionalism”. Glavni momenti ove polemike bili su izlozeni stolecima pre u Filoponovoj kritici Aristotelove teze da je svet vecan i da nije moguca aktuelna beskonacnost. Filopon prihvata tezu da je aktuelna beskonacnost nemoguca, ali on misli da, upravo zbog toga, svet ne moze biti vecan. Naime, prema Filoponu, nesto ne moze da nastane ako njegovo po?stojanje zahteva prethodno postojanje beskonacnog broja drugih stvari, (...) od kojih jedna dolazi posle druge. Filopon i njegovi sledbenici u srednjevekovnoj islamskoj teologiji, zvani kalam teolozi, ponudili su argumente protiv koncepcije temporalno beskonacnog univerzuma, koji bi bio shvacen kao sukcesivni kauzalni lanac. S druge strane, srednjovekovni islamski mislioci, zvani falasifah /filozofi/ ili aristotelijanci ponudili su argumente u prilog Aristotelove koncepcije vecnosti univerzuma. Odlucujuci problem u raspravi izmedju kalam i falsafa srednjovekovnih muslimanskih mislilaca bio je problem beskonacnosti. U ovom clanku bice prikazani neki od krucijalnih momenata tih argumenata. Propositionalism is the view that all intentional states are propositional states, which are states with a propositional content, while objectualism is the view that at least some intentional states are objectual states, which are states with objectual contents, such as objects, properties, and kinds. This paper argues that there are two distinct ways of understanding propositionalism and objectualism: (1) as views about the deep nature of the contents of intentional states, and (2) as views about the superficial character of the (...) contents of intentional states. I argue that we should understand the views in the second way. I also argue that the propositionalism debate is fairly independent from debates over the deep nature of intentionality, and that this has implications for arguments for propositionalism and objectualism from claims about the nature of intentional content. I close with a short discussion of how related points apply to the debate over singular content. (shrink)

The most pressing worry for panpsychism is arguably the combination problem, the problem of intelligibly explaining how the experiences of microphysical entities combine to form the experiences of macrophysical entities such as ourselves. This chapter argues that the combination problem is similar in kind to other problems of mental combination that are problems for everyone: the problem of phenomenal unity, the problem of mental structure, and the problem of new quality spaces. The ubiquity of combination problems suggests the ignorance hypothesis, (...) the hypothesis that we are ignorant of certain key facts about mental combination, which allows the panpsychist to avoid certain objections based on the combination problem. Over the past few decades, the dominant approach to explaining intentionality has been a naturalistic approach, one appealing only to non-mental ingredients condoned by the natural sciences. Karen Neander’s A Mark of the Mental (2017) is the latest installment in the naturalist project, proposing a detailed and systematic theory of intentionality that combines aspects of several naturalistic approaches, invoking causal relations, teleological functions, and relations of second-order similarity. In this paper, we consider the case of perceptual representations of colors, which (...) is a challenging case for Neander’s theory. This case will brings out a general methodological concern with Neander’s and other naturalistic theories: these theories generally rest on the assumption that the mental intentionality we are acquainted with in everyday life—the phenomenon exhibited by desires for cups of coffee, perceptual experiences of dogs playing in yards, and thoughts about the weather—is the very same kind of phenomenon that cognitive science studies under labels such as “mental representation” and, in some cases, “information processing.” This assumption is dubious, as the case of Neander’s theory illustrates. Moods and emotions are sometimes thought to be counterexamples to intentionalism, the view that a mental state's phenomenal features are exhausted by its representational features. The problem is that moods and emotions are accompanied by phenomenal experiences that do not seem to be adequately accounted for by any of their plausibly represented contents. This paper develops and defends an intentionalist view of the phenomenal character of moods and emotions on which emotions and some moods represent intentional objects as having sui (...) generis affective properties, which happen to be uninstantiated, and at least some moods represent affective properties not bound to any objects. Debate about cognitive science explanations has been formulated in terms of identifying the proper level(s) of explanation. Views range from reductionist, favoring only neuroscience explanations, to mechanist, favoring the integration of multiple levels, to pluralist, favoring the preservation of even the most general, high-level explanations, such as those provided by embodied or dynamical approaches. In this paper, we challenge this framing. We suggest that these are not different levels of explanation at all but, rather, different styles of explanation that capture (...) different, cross-cutting patterns in cognitive phenomena. Which pattern is explanatory depends on both the cognitive phenomenon under investigation and the research interests occasioning the explanation. This reframing changes how we should answer the basic questions of which cognitive science approaches explain and how these explanations relate to one another. On this view, we should expect different approaches to offer independent explanations in terms of their different focal patterns and the value of those explanations to partly derive from the broad patterns they feature. In 2006 the Government issued a White Paper in which it proposed a ban on human-animal embryo research pending greater clarity on its potential. The Commons Select Committee on Science and Technology initiated an Inquiry and concluded that such research was necessary and should be permitted immediately. The Government agreed and this is reflected in revised legislation. The Government has issued guidelines on the gathering and use of scientific advice and evidence, designed to ensure that these are “credible, reliable and (...) objective.” This article tests the Committee’s approach in the light of its remit and these, and other, relevant guidelines and concludes that it failed to meet these standards. Rather, it effectively ceded to an interest group the regulation of its own activities. The article ends by suggesting alterations to the Committee’s remit and composition designed to ensure that the public interest is better protected in future. (shrink)

Levels of organization and their use in science have received increased philosophical attention of late, including challenges to the well-foundedness or widespread usefulness of levels concepts. One kind of response to these challenges has been to advocate a more precise and specific levels concept that is coherent and useful. Another kind of response has been to argue that the levels concept should be taken as a heuristic, to embrace its ambiguity and the possibility of exceptions as acceptable consequences of its (...) usefulness. In this chapter, I suggest that each of these strategies faces its own attendant downsides, and that pursuit of both strategies (by different thinkers) compounds the difficulties. That both kinds of approaches are advocated is, I think, illustrative of the problems plaguing the concept of levels of organization. I end by suggesting that the invocation of levels may mislead scientific and philosophical investigations more than it informs them, so our use of the levels concept should be updated accordingly. According to Lynne Rudder Baker’s Practical Realism, we know that we have beliefs, desires, and other propositional attitudes independent of any scientific investigation. Propositional attitudes are an indispensable part of our everyday conception of the world and not in need of scientific validation. This paper asks what is the nature of the attitudes such that we may know them so well from a commonsense perspective. I argue for a self-ascriptivist view, on which we have propositional attitudes in virtue of ascribing (...) them to ourselves. On this view, propositional attitudes are derived representational states, deriving their contents and their attitude types from our self-ascriptions. (shrink)

This paper argues that there are two distinct kinds of senses, immediate senses and reflective senses. Immediate senses are what we are immediately aware of when we are in an intentional mental state, while reflective senses are what we understand of an intentional mental state's (putative) referent upon reflection. I suggest an account of immediate and reflective senses that is based on the phenomenal intentionality theory, a theory of intentionality in terms of phenomenal consciousness. FEATURED IN EVENTAL AESTHETICS RETROSPECTIVE 1. LOOKING BACK AT 10 ISSUES OF EVENTAL AESTHETICS. In this article I ask: how to rescue “magical thinking” (a notion I inherit from Max Horkheimer and Theodor Adorno) in and from Hegel and imagine its possibilities for posthuman society, ethics, and aesthetics? To address this question, I read Hegel’s Phenomenology of Spirit through Horkheimer and Adorno, who argue that Enlightenment’s program is “the disenchantment of the world”: with the end of magical thinking and the (...) beginning of enlightened thinking came chasm and disparity between subject and object and, for Horkheimer and Adorno, the onset of barbarism. Hegel himself speaks directly to the danger of failed recognition between two consciousnesses, a failure followed by a duel to the death, in which the two figures leave each other indifferently, like things. After reading a distinctly “magical thinking” into the shape of Hegel’s dialectic, I show how contemporary posthumanism and ecopoetics make use of Hegel’s thought in order to reimagine subject-object relations in and as response to ecological crisis. I discuss how Donna Haraway, following in the traditions of Hegel and Adorno, magically thinks her way toward new models for relating more ethically (to borrow Haraway’s own terminology) to human and other-than-human others in the new century. Then, I look at how such models are being adapted in and by aesthetic practice — specifically, in the experimental ecopoetics of contemporary poet Brenda Hillman. In the end, I argue that contemporary posthumanisms and ecopoetics in fact need magical thinking in order to begin reimagining the social and the ecological and resuscitate a devastatingly enlightened world. Previous literature has documented the general issues psychologists often face while balancing their personal and professional lives. The struggle stems from attempting to satisfy the need to maintain a life outside of work while having the professional obligation to follow the American Psychological Association’s (APA’s) Ethical Principles of Psychologists and Code of Conduct (Ethics Code) to prevent their personal lives from interfering with their professional roles and relationships. The present article analyzes the subject of psychologists taking a public position on (...) controversial public issues. Although the APA Ethics Code does not restrict how psychologists conduct themselves during their personal time, taking a public stance on a controversial issue could potentially strain professional relationships and inadvertently reflect negatively on the profession. The present article examines ethical issues that (a) should be taken into account before psychologists take a public position on a controversial issue and (b) are in conflict with APA’s Ethics Code or current research. Do the meanings of the innumerable fetish-signs appearing in recent artworks depend on the senders' intentions? Is the meaning of postfeminist glamour the celebration of femininity that its practitioners tout to counter ersatz macho posturing? To fully examine and clarify these and other issues involving gender, postcolonial, and artistic otherness, this book argues for a more adequate view of performativity than presently available from speech-act theory and certain strains of linguistic pragmatics. This chapter argues that olfactory experiences represent either everyday objects or ad hoc olfactory objects as having primitive olfactory properties, which happen to be uninstantiated. On this picture, olfactory experiences reliably misrepresent: they falsely represent everyday objects or ad hoc objects as having properties they do not have, and they misrepresent in the same way on multiple occasions. One might worry that this view is incompatible with the plausible claim that olfactory experiences at least sometimes justify true beliefs about the (...) world. This chapter argues that there is no such incompatibility. Since olfactory experiences reliably misrepresent, they can lead to true and justified beliefs about putatively smelly objects. (shrink)

Precision medicine is an emerging approach to treatment and disease prevention that relies on linkages between very large datasets of health information that is shared amongst researchers and health professionals. While studies suggest broad support for sharing precision medicine data with researchers at publicly funded institutions, there is reluctance to share health information with private industry for research and development. As the private sector is likely to play an important role in generating public benefits from precision medicine initiatives, it is (...) important to understand what the concerns are and how they might be mitigated. This study reports outcomes of a deliberative method of citizen engagement in Singapore that asked whether sharing precision medicine data with private industry would be permissible, and if so, under what circumstances. Findings from this citizens’ jury suggest sharing with industry would be permissible under certain conditions that are set out in nine recommendations. Implications of the recommendations and their underlying assumptions for policy decision makers are discussed. This study aligns with prior international studies which found conditional acceptance for data sharing with private industry, a public benefit requirement, specific reluctance to share with insurance companies and an emphasis on accountability and transparency to demonstrate trustworthiness. However, our results differ from prior studies in that opt-in consent did not dominate the deliberations as jurors were able to set it aside as an assumed prerequisite for participation in a precision medicine programme. Whether or not quantum physics can account for molecular structure is a matter of considerable controversy. Three of the problems raised in this regard are the problems of molecular structure. We argue that these problems are just special cases of the measurement problem of quantum mechanics: insofar as the measurement problem is solved, the problems of molecular structure are resolved as well. In addition, we explore one consequence of our argument: that claims about the reduction or emergence of molecular structure (...) cannot be settled independently of the choice of a particular resolution to the measurement problem. Specifically, we consider how three standard putative solutions to the measurement problem inform our under- standing of a molecule in isolation, as well as of chemistry’s relation to quantum physics. The present article will introduce a proposition of semiotic methodology that can be used to diagnose cohabitation issues in cities between human inhabitants and non-human liminals. This methodology is built on a few sets of data that should be easy to obtain in any important city, and can therefore be utilised in a variety of situations. The different sets of data allow us to map the cohabitation semiosphere (following Hoffmeyer’s meaning of the term) of the situation along three axes: the (...) materiality of the situation, the symbolic significance of the relationship, and the emotional significance of the interaction. These three aspects allow us to see gaps, paradoxes and points of consistency, enabling complex and multi-level understanding of the situation. (shrink)

A number of philosophers have recently argued that we should interpret the debate over moral responsibility as a debate over the conditions under which it would be “fair” to blame a person for her attitudes or conduct. What is distinctive about these accounts is that they begin with the stance of the moral judge, rather than that of the agent who is judged, and make attributions of responsibility dependent upon whether it would be fair or appropriate for a moral judge (...) to react to the agent in various (negative) ways. This is problematic, I argue, because our intuitions about whether and when it would be fair to react negatively to another are sensitive to a host of considerations that appear to have little or nothing to do with an agent’s responsibility or culpability for her attitudes or behavior. If this is correct, then theories which make attributions of responsibility dependent upon the appropriateness of our reactions as moral judges will turn out to be fundamentally misguided. (shrink)

ABSTRACTIt has recently become fashionable among those who write on questions of moral responsibility to distinguish two different concepts, or senses, of moral responsibility via the labels ‘responsibility as attributability’ and ‘responsibility as accountability’. Gary Watson was perhaps the first to introduce this distinction in his influential 1996 article ‘Two Faces of Responsibility’ , but it has since been taken up by many other philosophers. The Montagovian hypothesis of direct model-theoretic interpretation of syntactic surface structures is supported by an account of the semantics of binding that makes no use of variables, syntactic indices, or assignment functions & shows that the interpretation of a large portion of so-called variable-binding phenomena can dispense with the level of logical form without incurring equivalent complexity elsewhere in the system. Variable-free semantics hypothesizes local interpretation of each surface constituent; binding is formalized as a type-shifting operation on expressions that denote (...) functions, & sentences containing a free pronoun are analyzed as a function from individuals to propositions having a meaning of type (e,t). Standard weak crossover effects & binding patterns in sentences with multiple pronouns are shown to submit to straightforward type-theoretic treatments that do not rely on indexation. The variable-free semantics smoothly implements full surface compositionality & requires less machinery than standard accounts to handle functional questions, their answers, sloppy inferences, & across-the-board binding. 73 References. Using data collected at two phases, this study examines why and how ethical leadership behavior influences employees’ evaluations of organization-focused justice, i.e., procedural justice and distributive justice. By proposing ethical leaders as moral agents of the organization, we build up the linkage between ethical leadership behavior and the above two types of organization-focused justice. We further suggest trust in organization as a key mediating mechanism in the linkage. Our findings indicate that ethical leadership behavior engenders employees’ trust in their employing (...) organization, which in turn promotes their justice perceptions toward the organization. The theoretical and practical implications of these findings are discussed, and some directions for future research are suggested. (shrink)
