We report results from two original surveys of 500 firms conducted in 2000 and 2007 in eight regions in Russia that explore the business environment for manufacturing and service sector firms. We find that the formal and informal rules of the game for everyday firms in Russia have changed dramatically in the Putin years. Most importantly, while the informal and formal rules of the game in 2000 were quite similar for firms that were investing and those that were not, in (...) 2007 regional governments had come to favor the former through a variety of informal and formal means. This shift in the rules of the game in favor of firms that invest suggests that a core group of firms in the regions under study have managed to cooperate with the regional government to temper the weak institutional environment in Russia, but also that the playing field for businesses in Russia is not level. The action observation networks (AON) (or the mirror neuron system) are the neural underpinnings of visuomotor integration and play an important role in motor control. Besides, one of the main functions of the human mirror neuron system is recognition of observed actions and the prediction of its outcome through the comparison with the internal mental motor representation. Previous studies focused on the human mirror neurons (MNs) activation during object-oriented movements observation, therefore intransitive movements observation effects on MNs activity remains relatively (...) little-studied. Moreover, the dependence of MNs activation on the biomechanical characteristics of observed movement and their biological plausibility remained highly underexplored. In this study we proposed that naturalness of observed intransitive movement can modulate the MNs activity. Event-related desynchronization (ERD) of sensorimotor electroencephalography (EEG) rhythms, N400 event-related potentials (ERPs) component and corticospinal excitability were investigated in twenty healthy volunteers during observation of simple non-transitive finger flexion that might be either biomechanically natural or unnatural when finger wriggled out toward the dorsal side of palm. We showed that both natural and unnatural movements caused mu/beta-desynchronization, which gradually increased during the flexion phase and returned to baseline while observation of extension. Desynchronization of the mu-rhythm was significantly higher during observation of the natural movements. At the same time, beta-rhythm was not found to be sensitive to the action naturalness. Also, observation of unnatural movements caused an increased amplitude of the N400 component registered in the centro-parietal regions. We suggest that the sensitivity of N400 to intransitive action observation with no explicit semantic context might imply the broader role of N400 sources within AON. Surprisingly, no changes in corticospinal excitability were found. This lack of excitability modulation by action observation could be related with dependence of the M1 activity on the observed movement phase. (shrink)

The article analyzes the possibilities and limitations of artificial intelligence. The article considers the subjectivity of artificial intelligence, determines its necessity for solving intellectual problems depending on the possibility of representing the real world as a deterministic system. Methodological limitations of artificial intelligence, which is based on the use of big data technologies, are stated. These limitations cause the impossibility of forming a holistic representation of the objects of cognition and the world as a whole. As a tool for deterministic (...) description of the universe it is proposed to use empirical-metaphysical general theory of systems, which is an extension of existing general theories of systems due to ontological justification of the phenomenon of isomorphism and definition of a limited set of laws, rules, patterns and primitives of forms and relations of objects in the universe. The distinction of natural (human) and artificial intelligence is considered, including the realization of multisystem integration of intelligence in physical, biological, social and spiritual systems. A philosophically grounded approach to ensuring the evolutionary properties of artificial intelligence is formulated, based on the inclusion of non-equilibrium mechanisms through which stability is realized. Generic statements (e.g., “Birds lay eggs”) express generalizations about categories. In this paper, we hypothesized that there is a paradoxical asymmetry at the core of generic meaning, such that these sentences have extremely strong implications but require little evidence to be judged true. Four experiments confirmed the hypothesized asymmetry: Participants interpreted novel generics such as “Lorches have purple feathers” as referring to nearly all lorches, but they judged the same novel generics to be true given a wide range of prevalence (...) levels (e.g., even when only 10% or 30% of lorches had purple feathers). A second hypothesis, also confirmed by the results, was that novel generic sentences about dangerous or distinctive properties would be more acceptable than generic sentences that were similar but did not have these connotations. In addition to clarifying important aspects of generics’ meaning, these findings are applicable to a range of real-world processes such as stereotyping and political discourse. (shrink)

According to traditional Judeo-Christian-Islamic theism, God is an omniscient, omnipotent, and morally perfect agent. This volume shows that philosophy of religion needs to take seriously alternative concepts of the divine, and demonstrates the considerable philosophical interest that they hold.

In his book, Aurelien Djian investigates the history of the concept of horizon in the evolution of Husserl’s thought. Addressing the most fundamental concerns of phenomenology, Djian redefines the horizon considering themes such as coherence of experience, the reality of the world, and motivation. He suggests an approach to exploring the horizon grounded in a detailed analysis of Thing and Space lectures. A significant conclusion of Djians’s book is that the origin of the horizon should not be attributed to Ideas (...) I, but to these lectures. This discovery is not only of historical significance, but also opens up a new perspective on relations between the world, the incompleteness of external experience, and the fluidity of attention. Djian denies Saulius Geniusas’ interpretation of “halo” and “background” as psychological opposites of the horizon, which functions in the domain of ontology. These phenomena are given as elements of experience temporarily left by attention, connected with actual ones. The consciousness of unfulfilled potentialities of experience ensures the coherence of experience, making the transition from actual to potential seamless. This paper covers Djian’s conclusions and part of his work that goes beyond the content of the book. We also try to contextualize Djian’s research and show the history of studies of the horizon in the philosophy of Edmund Husserl. (shrink)

The author of the article turns to the modern discourse about man and his place in the humanities system. A retrospective analysis of the modern discourse about man allows us to distinguish three stages in its development: anti-humanism, anti-anthropology and post-anthropology. Despite the fact that the main topics around which he is focused are concentrated on criticism of "anthropocentrism" and "eurocentrism", the author concludes that the anti-anthropological narrative retains all the features of cultural and epistemological "narcissism". The anti-anthropological narrative continues (...) to function as a system of "recognizing oneself", as a system of "differentiating oneself and the other" and as a system of "justifying oneself through the other". The following study presents some considerations on different subjects regarding the field of art, from the art of using sounds in theatre and the importance of the Greek tragedy to the subtle differences between opera and theatre. The sound experiment is to be approached knowing that the audience is, in some way, deaf. The renewal of the sounds, even of those coming forth from the remote ages, is part of the author’s lust for a theater that celebrates real contact and (...) real feeling, with a unique expression of force, of intense colors and sharp energies. The main goal is to discover the actor’s or the opera singer’s work with the sounds, with the vibration of the words in his body, thus investigating the “meanings” of the pure sound. (shrink)

Nowadays philosophers and scientists discuss such metaphysical principles as so called antropic principle (S. Hawking, B. Carter); the deep expediency and harmony of physical laws (I. Rosental, Y. Linnick); the principle of synergy and self – organization of nature (I. Prigojin, H. Haken). All these principles may be united in the new metaphysical idea of informational matrix of Universe. The article analyzes the main trends of the development of cross-border e-commerce, presents the position of the main characters: both supporters of «free trade» and protectionism on issues such as government regulation, as well as further development of cross-border e-commerce.

We propose that human reasoning relies on an inherence heuristic, an implicit cognitive process that leads people to explain observed patterns (e.g., girls wear pink) in terms of the inherent features of their constituents (e.g., pink is an inherently feminine color). We then demonstrate how this proposed heuristic can provide a unified account for a broad set of findings spanning areas of research that might at first appear unrelated (e.g., system justification, nominal realism, is–ought errors in moral reasoning). By revealing (...) the deep commonalities among the diverse phenomena that fall under its scope, our account is able to generate new insights into these phenomena, as well as new empirical predictions. A second main goal of this paper, aside from introducing the inherence heuristic, is to articulate the proposal that the heuristic serves as a foundation for the development of psychological essentialism. More specifically, we propose that essentialism—which is the common belief that natural and social categories are underlain by hidden, causally powerful “essences”—emerges over the first few years of life as an elaboration of the earlier, and more open-ended, intuitions supplied by the inherence heuristic. In the final part of the paper, we distinguish our proposal from competing accounts (e.g., Strevens' K-laws) and clarify the relationship between the inherence heuristic and related cognitive tendencies (e.g., the correspondence bias). In sum, this paper illuminates a basic cognitive process that emerges early in life and is likely to have profound effects on many aspects of human psychology. (shrink)

The standard liberal egalitarian approach to religious exemptions from generally applicable laws implies that such exemptions may be necessary in the name of equal respect for each citizen’s conscience. In each particular case this approach requires balancing the claims of devout believers against the countervailing claims of other citizens. I contend, firstly, that under the conditions of deep moral and ideological disagreement the balancing procedure proves to be extremely inconclusive. It does not provide an unequivocal solution even in the imaginary (...) case based on the biblical story of Abraham’s sacrifice, not to speak of real-life cases that are far less suggestive. Secondly, I argue that it is possible to consider demands for religious exemptions respectfully, without even challenging the way they are justified, but still reject them for principled reasons—namely, because these demands cannot be met without arbitrarily bending popular sovereignty to the dictate of religious doctrines. This article discusses the poem written by Joseph Brodsky shortly after the proclamation of Ukrainian independence in the early 1990s. It compares this poem with other pieces by the same author that deal with the paradigm of “independence vs. imperial unity.” These poems present a difference, which is striking at first glance: Brodsky welcomes Lithuanian independence, while simultaneously denying the same rights to Ukrainians and Aztecs. As for Afghanis … his disdain is even more palpable. The proposed explanation is the (...) concept of “Cultural Empire,” which the poet considers to be the ultimate good. This article briefly mentions the general problem of de-imperializing classical Russian literature in the context of post-colonial studies. (shrink)

The article is devoted to the study of the nature of consciousness within the framework of the information concept. The paper proposes a definition of consciousness as an informational environment in which an extended model of reality is realized. The process of realization of this extended model is defined as thinking. The result of thinking is information objects that form a system in the form of information environment. Information objects are reflections of the real world properties, not directly, but by (...) means of translation through a special object – a carrier of consciousness. In the case of human consciousness, such a carrier is a human being (represented in the form of his nervous system). As a result, consciousness can be qualified as a simulacrum of reality, i.e., a model of a model: an information model of the carrier of consciousness, which in turn is a means of physical modeling of the real "big" world. Possible mechanisms mediating thinking are considered. For this purpose, two new concepts are introduced: neural circuit and neurophysical pattern. An approach to the study of self-consciousness based on the localization of the consciousness carrier in the multidimensional space of states of initial real objects, as well as their reflections in the form of information objects is proposed. This localization is ensured by the presence of feedbacks. Summarizing the results of the study, the article states the following connection between consciousness, self-consciousness and subjectness: under certain conditions (when consciousness is localized in the state space of the carrier of consciousness), consciousness acquires the property of self-consciousness, a special case of which (when the initiator of changes determining localization is the carrier of consciousness) is self-consciousness endowed with subjectness. This paper examines the ability of countries in Central and Eastern Europe to ensure appropriate protection of research participants in the field of increasingly globalizing biomedical research. By applying an analytical framework for identifying gaps in policies and programs for human subjects protection to four countries of CEE—Belarus, Latvia, Lithuania, and Poland, substantial gaps in the scope and content of relevant policies and major impediments to program performance have been revealed. In these countries, public policies on the protection of research (...) participants lack consistency and reliable mechanisms for their implementation. Impediments to program performance most often relate to inadequacies in the national research ethics systems with regard to organizational structure, budgetary support, supervision, and training. The level of research ethics capacity varies from country to country and depends on socio-economic and political factors of post-communist transition. The breadth and depth of the problems identified suggest that the current level of protection for research participants in CEE might be inadequate to the challenges posed by the globalization of biomedical research. In CEE countries, there is a need for strengthening research ethics capacity through modification of relevant policies and improvement of program management. The differences among the countries call for further research on identifying the best approaches for filling the gaps in the policies and programs aimed at ensuring effective protection of research participants. Viebahn (2018) has recently argued that several tests for ambiguity, such as the conjunction-reduction test, are not reliable as tests for polysemy, but only as tests for homonymy. I look at the more fine-grained distinction between regular and irregular polysemy and I argue for a more nuanced conclusion: the tests under discussion provide systematic evidence for homonymy and irregular polysemy but need to be used with more care to test for regular polysemy. I put this conclusion at work in the (...) context of the debate over the alleged referential-attributive ambiguity of the definite article. In reply to various criticisms, defenders of the ambiguity view argue that this is a case of polysemy. But opponents object that the dual use of the definite article fails tests for ambiguity. The debate seems to have come to stalemate, unless the relevance of the tests is determined for cases of alleged polysemy. I conclude that the balance of considerations incline towards rejecting the ambiguity thesis. (shrink)

Late ancient and early medieval narratives often depict dreaming as a vertical and hierarchical process of influence that has its starting point in a higher entity and ends with the human being. This model of explanation seems to take a more horizontal approach with the advent of a new natural philosophy and medical works from Arabic milieu that put the psychosomatic processes of the human being into perspective. The general purpose of this paper is to assess to which extent Albert (...) the Great’s consideration of dreams can be taken as an example of this turning point. Specifically, it tries to show how his dream theory is articulated in De homine. The main hypothesis is that the Dominican friar advocated a materialistic account of dreams, in which the process of dream formation is explain as a flux of bodiness caused by a change in the thermal behavior of the body. In the article an idea is conducted that practice of education goes away the roots to the deep layers of human civilization. The author of the article concentrated the attention on the analysis of work of Socrates and Aristotle. It is shown that Socrates first began consciously to use the bottom- up reasoning and give general determinations, work on concepts. On the initial stage of educating Socrates induced students the system of questions to find truth, that in modern pedagogical anthropology (...) is one of main tasks in education. By means of the skilfully put questions Socrates tricked into a student to confession of those positions that are true. The author of the article pays attention to that Socrates used the new for that time methods of educating constantly, for example, conversation, unlike sophists that preferred to the lecture. The feature of conversations of Socrates consisted in that the simplest vital cases came into question at first, but after themes became complicated. Comparisons, metaphors, turns, satire, were thus used, that facilitated perception of sense of conversation to the students. In the article the analysis of anthropological and pedagogical ideas is given in labours of Aristotle. It is shown that Aristotle studying a man, his " nature" and " essence", did not stop thereon, and set by the question of improvement of human family by means of education. Aristotle considered that education must be under control the state, and nobody can doubt in that a legislator must belong with exceptional attention to education of young people, as in the states, where small attention is spared the questions of education, the political system suffers from it. Biases affect much of our epistemic lives. Do they affect how we understand things? For Linda Zagzebski, we only understand something when we manifest intellectual virtues or skills. Relying on how widespread biases are, J. Adam Carter and Duncan Pritchard raise a skeptical objection to understanding so conceived. It runs as follows: most of us seem to understand many things. We genuinely understand only when we manifest intellectual virtues or skills, and are cognitively responsible for so doing. Yet much of (...) what we seem to understand consists in conceptions whose formation could have easily been due to biases instead, and the work of biases is opaque to reflection. If conceptions constituting how we understand things could have easily been due to biases, then we are not cognitively responsible for them because we cannot reflectively appraise what we understand. So, we are mistaken in thinking we genuinely understand most of the time. I will defend the grounding of understanding in intellectual virtues and skills from Carter and Pritchard’s objection. We are cognitively responsible for understanding when we manifest our expertise. We can do so, I will argue, without being required to reflectively appraise what we understand. (shrink)

We obtain an equivalent implicit characterization of Lp Banach spaces that is amenable to a logical treatment. Using that, we obtain an axiomatization for such spaces into a higher order logical system, the kind of which is used in proof mining, a research program that aims to obtain the hidden computational content of mathematical proofs using tools from mathematical logic. As an aside, we obtain a concrete way of formalizing Lp spaces in positive-bounded logic. The axiomatization is followed by a (...) corresponding metatheorem in the style of proof mining. This Element focuses on some core conceptual and ontological issues related to pantheistic conceptions of God by engaging with recent work in analytic philosophy of religion on this topic. The conceptual and ontological commitments of pantheism are contrasted with those of other conceptions of God. The concept of God assumed by pantheism is clarified and the question about what type of unity the universe must exhibit in order to be identical with God receives the most attention. It is argued that (...) the sort of unity the universe must display is the sort of unity characteristic of conscious cognitive systems. Social conventions are those arbitrary rules and norms governing the countless behaviors all of us engage in every day without necessarily thinking about them, from shaking hands when greeting someone to driving on the right side of the road. In this book, Andrei Marmor offers a pathbreaking and comprehensive philosophical analysis of conventions and the roles they play in social life and practical reason, and in doing so challenges the dominant view of social conventions first laid out by David (...) Lewis. Marmor begins by giving a general account of the nature of conventions, explaining the differences between coordinative and constitutive conventions and between deep and surface conventions. He then applies this analysis to explain how conventions work in language, morality, and law. Marmor clearly demonstrates that many important semantic and pragmatic aspects of language assumed by many theorists to be conventional are in fact not, and that the role of conventions in the moral domain is surprisingly complex, playing mostly an auxiliary and supportive role. Importantly, he casts new light on the conventional foundations of law, arguing that the distinction between deep and surface conventions can be used to answer the prevalent objections to legal conventionalism. In some recent work on omissions, it has been argued that the causal theory of action cannot account for how agency is exercised in intentionally omitting to act in the same way it explains how agency is exercised in intentional action. Thus, causalism appears to provide us with an incomplete picture of intentional agency. I argue that causalists should distinguish causalism as a general theory of intentional agency from causalism as a theory of intentional action. Specifically, I argue that, while (...) intentional actions may best be understood as the causal products or outcomes of causings, we should identify exercises of intentional agency with causal processes. With a causalist account of intentional agency sketched, I respond to the challenge to causalism from omissions. I argue that when an agent intentionally omits there is a causal process that has a zero-sum outcome. But the causal process is sufficient to make it true that the agent exercises intentional agency in intentionally omitting. (shrink)

Notre article analyse deux passages curieux du traité Sur les difficultés relatives à l’âme III. De la vision (Enn. IV.5,3 et 8), dans lesquels Plotin paraît concevoir la possibilité d’un autre univers, situé en dehors du nôtre. Or, cet autre univers doit rester inconnu pour nous à jamais, quand bien même il y aurait un « oeil placé sur le dos du Ciel » qui voudrait le voir. En outre, nous ne saurons même pas décider si cet univers existe ou (...) non. En effet, explique Plotin, plusieurs univers ne peuvent absolument pas communiquer entre eux, précisément parce qu’ils forment des univers différents. S’ils communiquaient, ils seraient autant de parties du même univers et non pas des univers séparés, parce que la communication (la sympathie dans les termes de Plotin) circule seulement à l’intérieur du même univers. Nous rapprochons cet intéressant argument de certaines idées astrophysiques modernes et de la philosophie « des mondes possible » de David Lewis, sans pour autant pratiquer une lecture « modernisante » de Plotin. The paper intends to study the possibility of evading the relativist dilemma: when you compare cultural forms belonging to different traditions, you either impose the result from outside, or you give up comparisons altogether as dependent on the arbiter’s parochial choices. In this paper one argues that, apart from this kind of comparison, which is called extrinsic, there is another type, called intrinsic, which is not dependent on arbiter’s choices. The essence of the intrinsic comparison is the role played by (...) the “second option” of the representatives of different traditions: it is decisive what these representatives prefer in the second place, when their first options have to be abandoned. Two old stories provide the historical paradigm of the intrinsic comparison: how Volga Khazarians are said to have converted to Judaism in the 8th century, and how the Athenian general Themistocles was voted the best general by the confederate Greek representatives. An example of contemporary intrinsic comparison between three contemporary trends – relativism, fundamentalism, rationalism – is also presented. Contrary to what Ernest Gellner believes, these trends are not incommensurable; rationalism takes precedence while being the second option of the other two trends, as soon as they want to enter a public debate. In his landmark book on philosophical theology, Saving God: Religion After Idolatry, Mark Johnston develops a panentheistic metaphysic of the divine that he contends is compatible with ontological naturalism. On his view, God is the universe, but the ‘is’ is the ‘is’ of constitution, not identity. The universe and God are coinciding objects that share properties but have different essential modal properties and, hence, different persistence conditions. In this paper, I address the problem of accounting for what it is about (...) the organization or structure of the universe that makes it sufficient to constitute the Divine Mind. Specifically, I consider what kind of unity the universe exhibits in virtue of which it constitutes the Divine Mind. I consider how Johnston’s hylomorphic account of the unity of composite objects might be applied to provide a solution and offer an alternative that emends the Johnstonian proposal I present by exploiting a variant of a neo-Aristotelian ontology of causal powers that takes properties to be powerful qualities. On the framework I defend, we can understand the universe as a constellation of powers that displays the sort of unity sufficient to truthfully described it as a Divine Mind. The approach I recommend will, however, ultimately lend itself to a pantheistic metaphysic of the divine rather than Johnston’s preferred panentheism. (shrink)

In her recent paper, “A Defense of Substance Causation,” Ann Whittle makes a case for substance causation. In this paper, assuming that causation is a generative or productive relation, I argue that Whittle’s argument is not successful. While substances are causally relevant in causal processes owing to outcomes being counterfactually dependent upon their role in such occurrences, the real productive work in causal processes is accomplished by the causal powers of substances.

Mainstream political liberals hold that state coercion is legitimate only if it is justified on the grounds of reasons that all may reasonably be expected to accept. Critics argue that this public justification principle is self-defeating, because it depends on moral justifications that not all may reasonably be expected to accept. To rebut the self-defeat objection, I elaborate on the following disjunction: one either agrees or disagrees that it is wrong to impose one’s morality on others by the coercive power (...) of the state. Those who disagree reject PJP, they understand politics as war. Those who agree accept PJP, they understand politics as competition. Political competitors abide by PJP to avoid politics as war, by enforcing PJP on political combatants they engage in a war that is unavoidable. In both cases their exercise of political power has a justification that is reasonably acceptable to all. (shrink)

Previous research, for example in English, French, German, and Spanish, has investigated the interplay between grammatical gender information and stereotype gender information (e.g., that secretaries are usually female, in many cultures), in the interpretation of both singular noun phrases (the secretary) and plural nouns phrases, particularly so-called generic masculines—nouns that have masculine grammatical gender but that should be able to refer to both groups of men and mixed groups of men and women. Since the studies have been conducted in cultures (...) with broadly similar stereotypes, the effects generally reflect differences in the grammatical systems of the languages. Russian has a more complex grammatical gender system than the languages previously studied, and, unlike those languages frequently presents examples in which grammatical gender is marked on the predicate (in an inflection on the verb). In this study we collected stereotype norms for 160 role names in Russian, providing a useful resource for further work in this language. We also conducted a reading time study examining the interaction of grammatical and stereotype gender information in the interpretation of both Russian singular noun phrases, and plurals that were (potentially) generic masculines. Our results show that, although both types of gender information are used, when available, the effects of grammatical marking on the predicate are not as strong as those of such marking on subject noun phrases. We consider structures A consisting of an abelian group with a subgroup AP distinguished by a 1-ary relation symbol P, and complete theories T of such structures. Such a theory T is -categorical if T has models A of cardinality λ with AP=κ, and given any two such models A,B with AP=BP, there is an isomorphism from A to B which is the identity on AP. We classify all complete theories of such structures A in terms of the cardinal pairs (...) in which they are categorical.
