The last 25 years have seen advances in our understanding of the neuroscience and neuropsychiatry of fear. From the basic brain mechanisms of fear to new evidence-based treatments for the pathologies of fear, the field has experienced progress towards an understanding of the underpinnings of fear in the brain and its influence on behaviors. Yet, to date, there has been less than ideal incorporation of these new findings, insights and models into the public policy and economic domains. Even when notions (...) of risk, uncertainty, and emotional decision-making are discussed, these discussions may not access insights from the latest contemporary neuroscience of fear, or clinical techniques in changing pathological fear responses. This paper will explore how a more complete incorporation of these advances may contribute to our understanding of fear and its management. Applying these advances in specific amenable policy areas may lead to new, more effective approaches to public and economic policies. (shrink)

This article reviews the reasons scholars hold that driverless cars and many other AI equipped machines must be able to make ethical decisions, and the difficulties this approach faces. It then shows that cars have no moral agency, and that the term ‘autonomous’, commonly applied to these machines, is misleading, and leads to invalid conclusions about the ways these machines can be kept ethical. The article’s most important claim is that a significant part of the challenge posed by AI-equipped machines (...) can be addressed by the kind of ethical choices made by human beings for millennia. Ergo, there is little need to teach machines ethics even if this could be done in the first place. Finally, the article points out that it is a grievous error to draw on extreme outlier scenarios—such as the Trolley narratives—as a basis for conceptualizing the ethical issues at hand. (shrink)

In recent decades, neoclassical economists have made heroic efforts to accommodate within the confines of the concept of rational utility maximization the fact that individual behavior is significantly affected by moral considerations. This article argues the merits of using an alternative approach: recognizing that individuals pursue at least two irreducible sources of value or “utility”, pleasure and morality. The possibility that some additional utilities may have to be recognized is explored. This raises the concern that conceptual anarchy will break out, (...) which in turn will force a search for a common denominator, and thus a return to one overarching utility. Arguments are presented to show that this concern is unfounded. The main focus of the article is a criticism of the monoutility conception and a brief for separating the sense of discharging one's moral obligations from all other satisfactions. Presenting an alternate history of the State of Israel as a space station orbiting Earth, the excitement of possibilities crackles across the texts and images. Like Chris Marker's La Jeteé , the accompanying static images distort the viewer's temporality: are these archaeological items, images from a past, or a future? Why isn't this our future? In Between (...) States can also be seen as complementing Larissa Sansour's provocative science fiction works, Space Exodus (2009) which "documents" the Palestinian space program, and her Nation Estate (2012), in which Palestine is relocated into a skyscraper. Amitai's vision opens onto an intergalactic diaspora, wherein the refugees of World War II are given the stars as Western Europe continues to fight over terrestial colonies. —PFB Auditorium, Hoechst AG headquarters, Industriepark-Höchst, 2011. In 1941 an investigation by the US Justice Department exposed a marriage cartel between John D. Rockefeller’s Standard Oil (now ExxonMobil) and I.G. Farben. The two corporations had formed a joint operation in 1927 called Standard IG Farben. It was revealed that the two had shared patents in order to control prices and markets in their respective regions. Standard was accused of hiding patents from the US Navy and supplying fuel to German submarines, which lead to charges of criminal conspiracy. The Pentagon intervened, requesting that President Roosevelt stop the investigation in order to protect war production and oil supply. Roosevelt agreed, and the Senate committee investigating the matter, headed by Senator Harry Truman, was halted. Standard Oil paid a fine of $5000 and promised to stop supplying fuel to the enemies. Furious at the decision to terminate the investigation of acts he considered treason, Truman initiated a new inquiry into Standard Oil’s war-time practices after succeeding Roosevelt as president in 1945. With the chief executives of I.G Farben simultaneously on trial at Nuremburg, Truman brokered a deal with the Allies that reduced or withdrew criminal charges leveled against both corporations in exchange for Standard Oil and I.G. The third critical player in this bold experiment was the nascent North Atlantic Space Agency. Formed by Allied forces using the seized assets and engineering expertise of Hitler’s hitherto classified space program (conquer Earth, then the stars), the North Atlantic Space Agency was a pre-NATO foray into interstellar nation building, with orbital occupation as the first point of order. By 1947, NASA was nearly ready to deploy the first manned space station. Standard Oil and I.G. Diplomatic efforts to establish a Jewish homeland in Palestine were failing to gain traction, while post-colonial England held its ground on immigration restrictions and bands of Jews and Arabs battled over territory on the ground. More immediate was the issue of temporarily housing Holocaust survivors and refugees across scorched Europe. Leaders of the continental nations demonstrated, at best, reluctance to accommodate the Jews, who in turn were, at the least, resistant to returning to the same bloody cocktail from which they had fled. Truman used the impasse to advance a plan for NASA’s space station to be put to use as a temporary Jewish outpost, an orbital displaced persons camp, to be operated by the US Army. Viewing the orbital displaced persons (ODP) camp as a solution to their immigration problem both at home and abroad, England came on board as a willing partner. Spaceship Exodus was positioned for takeoff on German farmland 20 kilometers southwest of Frankfurt. On December 30, 1947, one month after the UN General Assembly voted down the separation plan for Palestine, Exodus rocketed into the atmosphere hauling the first module of barracks designed to house 1,500 refugees. Additional installations were positioned to form swollen clusters of interlocking units – sleeping quarters, schools, clinics, canteens. The UN was brought in to monitor the camp following two chaotic years of US Army control in which food shortages, pandemic diseases, and rampant black market trade had brought the camp to near total collapse. No less bureaucratic or ineffectual, the UN relief agency at least had prior experience facilitating contexts of a similar magnitude and could potentially predict outcomes. What had been unexpected was the degree to which the camp would evolve into its own self-regulated, hive-like ecosystem where previously accepted rules of conduct were not applicable. The ODP camp was an exceptional space, a riverboat casino, an offshore research lab of social experimentation and entrepreneurial innovation. No longer Earth-bound, touching soil knotted by prescripts of Talmudic law, the camp residents were able to rationalize loopholes and detonate barriers standing in the way of absolute production. The Jewish archipelago was renamed Israel after the ancient homeland. If the temple couldn’t be rebuilt in the motherland, a post-national rhizome would sprout up in its stead. A communitarian approach is applied to DNA testing and databases. It concerns itself both with individual rights and the common good. It finds that DNA testing, although it is highly intrusive, often advances both individual rights and the common good . However given its high level of intrusiveness and the insufficient level of oversight provided by existing checks and balances, the author argues for a national civil review board to provide still more accountability.

The growing number of ‘smart’ instruments, those equipped with AI, has raised concerns because these instruments make autonomous decisions; that is, they act beyond the guidelines provided them by programmers. Hence, the question the makers and users of smart instrument face is how to ensure that these instruments will not engage in unethical conduct. The article suggests that to proceed we need a new kind of AI program—oversight programs—that will monitor, audit, and hold operational AI programs accountable.

From a sociological and anthropological viewpoint, the ability of complete strangers to carry out transactions that involve significant risk to one or both parties should be complicated by a lack of trust. Yet the rise of e-commerce and “sharing economy” platforms suggests that concerns that seemed prevalent only a few decades ago have been largely assuaged. What mechanisms have been used to facilitate trust between strangers online? Can we measure the extent to which users trust each other when interacting online? (...) It provides a liberal communitarian response to the rise of populism occurring in many democracies. The book highlights the role of communities next to that of the state and the market. It spells out the policy implications of liberal communitarianism for privacy, freedom of the press, and much else. In a persuasive argument that speaks to politics today from Europe (...) to the United States to Australia, the author offers a compelling vision of hope. Above all, the book offers a framework for dealing with moral challenges people face as they seek happiness but also to live up to their responsibilities to others and the common good. At a time when even our most basic values are up for question in policy debates riddled with populist manipulation, Amitai Etzioni’s bold book creates a new frame which introduces morals and values back into applied policy questions. These questions span the challenges of jobless growth to the unanswered questions posed by the role of artificial intelligence in a wide range of daily life tasks and decisions. While not all readers will agree with the communitarian solutions that he proposes, many will welcome an approach that is, at its core, inclusive and accepting of the increasingly global nature of all societies at the same time. It is a must read for all readers concerned about the future of Western liberal democracy. : Recently, various suggestions have been made to respond to the increasingly great shortage of organs by paying for them. Because of the undesirable side effects of such approaches (commodification, injustice, and costs), a communitarian approach should be tried first. A communitarian approach to the problem of organ shortage entails changing the moral culture so that members of society will recognize that donating one's organs, once they are no longer of use to the donor, is the moral (right) thing to (...) do. This approach requires much greater and deeper efforts than sharing information and making public service announcements. It entails a moral dialogue, in which the public is engaged, leading to a change in what people expect from one another. Among the devices that could help to change the moral culture are a public statement, endorsed by community members and leaders, that expresses the community sense that donation "is what a good person does" and a community-specific web page that lists those who have made the commitment. A change in law so that a person's wishes in the matter are recognized as final and binding is also desired. This position paper deals only with cadaver organs and not living donors. (shrink)

This article adds to the discussion of the legitimation of stakeholding, by studying the implications of investing financial assets, years of labor, community resources, or other such scarce goods in a corporation. It attempts to respond to those who argue that it is not possible for all stakeholders to be effectively represented in corporate governance and that if they were, this would undermine the well-being of the corporation.

There is a rnoral dimension in all business decisions. When planning a corporate' takeover, which substance to use for a product, whether to hire temps or full-time workers, or where to invest, all reflect values and tlence moral considerations. It is not enough to change people, we must change the structure. Within the corporate structure it is important to have special divisions dedicated to the implementation of ethics such as internal audit committees. The same might be said about business schools; (...) to enhance ethicality, we need both that all faculty become more committed to moral education and special departments dedicated to it. Also the neo-classsical, deontological paradigm needs to be combined with deontological, social paradigms. The challenge that one cannot teach ethics because it's unclear whose values we are going to teach, can be dealt with by teaching values we all share, and knowledge and respect for those that divide us. The recent case between Apple and the FBI, in which Apple refused to comply with a court order to aid the FBI in overriding the security features of an iPhone used by one of the San Bernardino terrorists, brought the tension between national security and individual rights to the forefront. This article looks at the case and these two core values from a liberal communitarian ethics perspective, and provides an analysis of how these values are reflected in U.S. law. As Artificial Intelligence technology seems poised for a major take-off and changing societal dynamics are creating a high demand for caregivers for elders, children and those infirmed-robotic caregivers, may well be used much more often. This article examines the ethical concerns raised by the use of AI caregivers and concludes that many of these concerns are avoided when AI caregivers operate as partners rather than substitutes. Furthermore, most of the remaining concerns are minor and are faced by human caregivers as (...) well. Nonetheless, because AI caregivers’ systems are learning systems, an AI caregiver could stray from its initial guidelines. Therefore, subjecting AI caregivers to an AI-based oversight system is proposed to ensure that their actions remain both legal and ethical. (shrink)
