The Hanford Advisory Board (HAB) is a broadly representative, deliberative body that provides formal policy advice on Department of Energy (DOE) proposals and decisions at the Hanford nuclear cleanup site near Richland, Washington. Despite considerable skepticism about the effectiveness of citizen advisory boards, we contend that the HAB offers promising institutional innovations. Drawing on our analysis of the HAB’s formal advice as well as our interviews with board members and agency officials, we explore the HAB’s unique design, outline a normative (...) framework for evaluating participatory institutions, and assess the HAB’s effectiveness in rendering the DOE accountable to the local public. Though his philosophical reputation has varied greatly, it is now clear that Mill ranks among the most influential modern political thinkers. Despite his enduring influence, the breadth and complexity of Mill's political thought is often underappreciated. While his writings remain a touchstone for debates over liberty and liberalism, many other important dimensions of his political philosophy have until recently been ignored. This essay offers a reinterpretation of Isaiah Berlin's value pluralism. It argues that pluralism is above all an ethical stance by means of which Berlin asserts the importance of empathy, imagination, and freedom in any good human life. Emphasizing these elements of Berlin's thought draws out his deeply cosmopolitan outlook, which his critics have often ignored. On this reading, Berlin is no defender of cultural particularism-rather, he prefers individuals who understand their choices and aspirations against a broad background of incommensurable (...) yet valuable alternatives.
