This article argues that studies of late-development should be altered in two respects: the unit of analysis should increasingly be the subnational economy, and an understanding of economic outcomes should be sector specific. Variation in the developmental outcomes of particular sectors can be best understood by analyzing the fit between local institutions and firms within a particular sector. The specific development needs of firms vary across sectors, and the institutional structures required to meet firm-level needs are local more often than (...) national. The importance of regional and sectoral variation is demonstrated by comparing Beijing and Shanghai in two sectors. (shrink)

continent. 1.2 (2011): 136-140. In early 2011, Cow Heavy Books published The Official Catalog of the Library of Potential Literature , a compendium of catalog 'blurbs' for non-existent desired or ideal texts. Along with Erinrose Mager, I edited the project, in a process that was more like curation as it mainly entailed asking a range of contemporary writers, theorists, and text-makers to send us an entry. What resulted was a creative/critical hybrid anthology, a small book in which each page opens (...) to a new iteration of textual desire. These texts explore the material possibilities of the book. Somewhat parallel to the call of N. Katherine Hayles who, in her book Writing Machines , urges literary theorists to take up the practice of Medium Specific Analysis (to account for the way the medium in which it is presented conditions or at least bears on a literary text). I see in the imagined works of The Official Catalog a call for the innovative writers of today to become Medium-Responsive. This would mean thinking through the specific (materially constrained) possibilities offered by the media in which texts are presented, and in thinking of the literary text as a kind of art in the greater context of other arts and the book as a medium situated within the context of many other media. In doing so, the contemporary writer refutes the chorus of critics who lament the death of the book by consistently reinvigorating literary innovation. The following are selections from The Official Catalog of the Library of Potential Literature that show possible paths for (thinking about) new writing that engages with its medium. —Ben Segal, Editor THE CUBE Even the most radical non-linear texts have tended to exploit or subvert only the sequential possibilities of print—from the continuous loop of Joyce's Finnegans Wake to the shuffled cards of Marc Saporta's Composition No. 1 —but The Cube takes such multiplicities to an entirely new level. Set in a grid, the book's words can be read conventionally, across the page, as well as down each column—with either route making complete grammatical sense. But they can also be read as stacked strata and mined like lexical core samples through the layered pages of the book. Each path tells the same story from a different perspective (the narrative, naturally, hinges on the potential outcomes of a throw of cubed dice). By opening up the z-axis to reading in this way, The Cube recognizes the book as a three-dimensional sculptural space. Taking its lead from Armand Schwerner's (If Personal) and Raymond Queneau's Cent mille milliards de poèmes , The Cube reads like a experiment by Christian Bök precision printed by Emily McVarish. HE GOES In He Goes , we read notes, letters and e-mails from a scholar father to his novelist daughter. We read of the father's musings on Beckett, on Pinter, on Anne Frank; his description of a woman hanging laundry from a line. We read about his journey toward dying, followed by a brief, third person account of his death, and his obituary. Then a long series of blank pages that demand to be read in real time, non-sentence by non-sentence, blank page by blank page. Finally—and it is here that this peculiar little book begins to soar—the dead father writes to his as-of-yet-still-living daughter. He does not write from death. He does not write from life. The words unprint, unstamp, unkindle. Still, they require no translation. The father "writes" (for lack of a better word) about the serendipitous, the commonplace; he recommends another book. He jokes. He asks his daughter how her stomach is. He says forget about presence in absence, darling; screw words as memorial and the guys in garbage cans and loss as redemption and I can't go on I must go on. He goes, "Love, Fodder." He goes, "incidentally." He goes, "I thought you might like to know." THE PAPER ARCHIVIST A stunning package and a triumph of imagination, The Paper Archivist at times looks to be less a book than an abstract expressionist painting. Softly bound, its contents unfold to a single sheet of uneven thickness and texture—a canvas splattered with colored lines, stickers, broken sentences, and nonsense pictographs. But by following the directions to fold, dip, smell, rub, scratch, and tear the sheet according to the contingencies of the weather and using only the objects at hand, the reader slowly brings the forces hidden in the noise into a glorious sculptural convergence, processing a different story and shape each time. This is the rare book that continues to stir, whirl, and pop on every new reading. Sean Higgins blogs at BOMBlog where he is responsible for the column Volumes and Territories, as well as Ghost Island , a fledgling collaborative intellectual collective. THE SLOW BOOK The Slow Book , written by an anonymous author at the dawn of literacy, on a minor planet (otherwise notable only as the source of that exceptionally hardy, not very tasty grain called “shef” sowed on hostile planets as an early step to colonization), and encoded into a series of punctures on a strip of copper coiled inside a clever device, something between a player piano and an old-fashioned film projector, is being released into print, as was the author’s intention, at a rate of one word per century (local time). Each word is, across the Forty Galaxies, agreed to be uncannily apt for the century in which it appears—even “of,” in a century during which the highest value was attached to fidelity, whether to ideals, worlds, or romantic love; even “the,” which governed two centuries, one extraordinarily materialistic, during which advances in propulsion and navigation accelerated the exchange of exceptional objects between the remotest planets of the Forty, and one in which the central concern, both of philosophers and the common man, was whether, in an age of rapidly proliferating hypothetical worlds, anyone or anything concretely existed at all. Even those words published long before interstellar contact can be seen in retrospect to have transgalactic pertinence. As a result, attempts to abstract the machine from its publishers, Hobson & Hui, in order to “predict the future” for insight or gain by “fast- forwarding” the copper strip have been many and ingenious. While, in centuries of skepticism (“maybe”), or of unrest (“go”) the book has been nearly forgotten, in others it seems to haunt every thought, every deed, despite the fact that the subject of The Slow Book is still unclear. So far only a few sentences exist in print; everyone knows them, can quote them, offer the standard exegeses and assorted heresies; yet certainties are the stuff of adolescence; mature readers are forced to acknowledge that these sentences are probably only a preamble to the main argument. They contain no proper nouns, nor can we identify any definite theme. There is even disagreement about their tone, whether coolly ironic, as some insist, or ardent. The appearance of an unusual grammatical case, sometimes called the future pluperfect continuous, used to describe events that at some future point will have always been true (but are not yet)—hitherto known to appear only in the synthetic dogmas of the Thanatographical Society, and in certain highly circumscribed religious contexts—has suggested to some scholars that the Slow Book was originally intended for ritual use, but the proximity of the usage to a term designating a small hand plow that, as Pott and Mielcke have convincingly shown, would have borne a distinctly obscene double meaning in its culture of origin in the author’s time, argues otherwise. It is likewise unclear whether the situation that seems to be—with teasing incompleteness—sketched out in these few lines is intended as an illustration of general principles, a case study, a dramatic scene, or an extended metaphor. In short, we have no idea what The Slow Book is about. In our own time, we believe that it is almost certainly a work of fiction, but that may be because we live in the century of “if”. In each age, perhaps, we see the book we most need to read. Some have dared to suggest that the metal strip is blank until, with millennial fanfare, it advances into its new position, that no ur-text exists, that the book itself is brought into being—written—by our need. But that is exactly the sort of thing we would believe, in 7645. THE BOOK OF SOUNDS The Book of Sounds is just that: a book of sounds made when letters are construed in new ways to bring forth out of the alphabet new forms of speech. A book meant to be read out loud, The Book of Sounds is not unlike Laurie Anderson's O Superman or Brian Eno's Music for Airports in its attempt to make music out of the most primary and simplest of methods. It breaks language down to its barest bones and makes out of the page a drum that has never before been beaten upon. Peter Markus is the author of a novel, Bob, or Man on Boat (Dzanc Books) as well as two books of short fiction, Good, Brother and The Singing Fish , both of which were published by Calamari Press. A new collection of stories, We Make Mud , is now available from Dzanc Books. PARADISE OF THE BLIND by Celan Solen Although the reclusive Celan Solen published his first and only book in 1963—paying out-of-pocket for a limited edition of the slim collection No One May Have the Same Knowledge Again —he remained in American obscurity for almost three decades. In 1992 a micro-press in Istanbul brought out No One in Turkish. A German translation followed in 1995. Soon it became clear in literary circles Solen was a world-class (if highly unclassifiable) artist—lyrical, dense, enigmatic—who could undo the conventional short story in 397 words by inventing impossible worlds housed in impossible whirls (in “Small Sadnesses,” a single chartreuse tree frog in Borneo unknowingly holds time together by its very presence in the universe, while each letter of its tale refers, not to itself, but to the one preceding it in the alphabet). By his disappearance last year, Solen was considered master by a generation of writers and critics (except, alas, for those gentlemen in the Swedish Academy). Imagine, then, that generation’s delight at the discovery, locked away in the author’s safe-deposit box, of his second and final composition. Had Lynch’s Lost Highway been book instead of film, and had it been penned by Beckett at his least certain, revised by Barthelme at his most formally deranged, and typeset by Derrida at his most semiotically catastrophic, the result might have been something like Paradise of the Blind : interlacing narratives of a man composed of borrowed organs (whose most cheerless and difficult to locate, god, could only have been invented by an empty heart), a nonexistent medieval painting blamed for the ruin of future hope, and the spread of a philosophy that holds earth a mistake constantly recurring in the dream of a fish lying on the floor of the Atlantic (if the fish wakes, our world winks off)—all contained in a text packed with typed-over passages, torn postcards, poems that can be deciphered only when held up to a mirror, pages ornamented with trompe-l'œil paperclips and coffee stains and buzzing houseflies, some busy with illegible runes that dissolve when exposed to light, three that smell like roses or lemons (depending on whether a man or woman is reading), two that stain with the bloody fingerprints of the those who handle them, one that ignites when brushed with breath, thirteen sewn from baby skin, one that moans when touched, and one that screams—yet all without mass, unimaginable, and invisible. Philosophical exploration of individualism and externalism in the cognitive sciences most recently has been focused on general evaluations of these two views (Adams & Aizawa 2008, Rupert 2008, Wilson 2004, Clark 2008). Here we return to broaden an earlier phase of the debate between individualists and externalists about cognition, one that considered in detail particular theories, such as those in developmental psychology (Patterson 1991) and the computational theory of vision (Burge 1986, Segal 1989). Music cognition is an area in (...) the cognitive sciences that has received little attention from philosophers, though it has relatively recently been thrown into the externalist spotlight (Cochrane 2008, Kruger 2014, Kersten forthcoming). Given that individualism can be thought of as a kind of paradigm for research on cognition, we provide a brief overview of the field of music cognition and individualistic tendencies within the field (sections 2 and 3) before turning to consider externalist alternatives to individualistic paradigms (section 4-5) and then arguing for a qualified form of externalism about music cognition (section 6). The World Bank is committed to “work[ing] with countries to improve the health, nutrition and population outcomes of the world's poor, and to protect[ing] the population from the impoverishing effects of illness, malnutrition and high fertility”.1 Ethical issues arise in the interpretation of these objectives and in helping countries formulate strategies and policies. It is these ethical issues—which are often not acknowledged by commentators—that are the subject of this paper. It asks why there should be a focus on the poor, (...) and explores the link between improving the health of the poor, and reducing health inequalities between the poor and better-off. This book reconceives virtue epistemology in light of the conviction that we are essentially social creatures. Virtue is normally thought of as something that allows individuals to accomplish things on their own. Although contemporary ethics is increasingly making room for an inherently social dimension in moral agency, intellectual virtues continue to be seen in terms of the computing potential of a brain taken by itself. Thinking in these terms, however, seriously misconstrues the way in which our individual flourishing hinges on (...) our collective flourishing. Green’s account of virtue epistemology is based on the extended credit view, which conceives of knowledge as an achievement and broadens that focus to include team achievements in addition to individual ones. He argues that this view does a better job than alternatives of answering the many conceptual and empirical challenges for virtue epistemology that have been based on cases of testimony. The view also allows for a nuanced interaction with situationist psychology, dual processing models in cognitive science, and the extended mind literature in philosophy of mind. This framework provides a useful conceptual bridge between individual and group epistemology, and it has novel applications to the epistemology of disagreement, prejudice, and authority. (shrink)

Most accounts of “logical empiricism in America” take logical empiricism to be a monolithic, or at least a one-dimensional, philosophical group. This picture of logical empiricism has come under well-reasoned attack during the past two decades, but some of the relevant conclusions for the reception-history of the movement were not drawn, or were not drawn as thoroughly as they could have been. Thus, if we want to understand the reception of logical empiricism, we should not talk about the reception of (...) logical empiricism as such; rather, we should provide a more stratified and differently balanced account. This article aims to draw the contours of one more stratified account by pointing out differences in the reception-history of logical empiricism with respect to pragmatism in particular. Namely, I will examine and defend an account according to which the more pragmatist-naturalist wing of logical empiricism was welcomed by the majority of American pragmatists while the more technical wing came immediately under pragmatist attack from various sides. Growing concern has been expressed that we have entered a “post-truth” era in which each of us willfully believes whatever we choose, aided and abetted by alternative and social media that spin alternative realities for boutique consumption. A prime example of the belief in alternative realities is said to be acceptance of “conspiracy theories”—a term that is often used as a pejorative to indict claims of conspiracy that are so obviously absurd that only the unhinged could believe them. The epistemological (...) standard often involved in this indictment, however—the standard of “obvious” falsity—invites subjectivity in its application, because what is obviously false to one person can be common sense to another. This is not just a truism; considerable research suggests that people’s political beliefs, in general, and their acceptance or rejection of conspiracy theories in particular, tends in large part to be determined by partisan, ideological, and other priors. In a recent monograph, Sandy Goldberg argues that epistemology should be renovated so as to accommodate the way in which human beings are dependent on others for what they know. He argues that the way to accomplish this is to consider the cognition of others to be part of the belief-forming process for the purposes of epistemic assessment when radical dependence on others is in evidence. In this paper, I argue that, contrary to what one may expect, a credit theory (...) of knowledge is well positioned to make the sort of anti-individualistic move that Goldberg advocates. Furthermore, unlike Goldberg's extended process reliabilism, an extended credit theory has a theoretically motivated way of restricting the domain of epistemic evaluation to the cognitive. Finally, I argue that, although adopting the extended cognition hypothesis would help Goldberg's position, an extended credit theory would still have the advantage. (shrink)

This paper considers the prospect of moral transhumanism from the perspective of theological virtue ethics. I argue that the pursuit of goodness inherent to moral transhumanism means that there is a compelling prima facie case for moral enhancement. However, I also show that the proposed enhancements would not by themselves allow us to achieve a life of virtue, as they appear unable to create or enhance prudence, the situational judgement essential for acting in accordance with virtue. I therefore argue that (...) moral enhancement technologies should take a limited or supporting role in moral development, which I call ‘moral supplementation’. (shrink)

Human beings are promiscuously social creatures, and contemporary epistemologists are increasingly becoming aware that this shapes the ways in which humans process information. This awareness has tended to restrict itself, however, to testimony amongst isolated dyads. As scientific practice ably illustrates, information-processing can be spread over a vast social network. In this essay, a credit theory of knowledge is adapted to account for the normative features of strongly distributed cognition. A typical credit theory analyzes knowledge as an instance of obtaining (...) success because of or through the ability of the individual knower. The extended credit theory developed here broadens this framework so as to accommodate team-like epistemic achievements. The extended credit theory is then contrasted with some similar proposals given from within a process reliabilist framework. Once one isolates pairs of cases of distributed cognition in which there is a difference between sheer reliability and reliability grounded in ability, one can see that the extended credit theory maps the normative terrain better than the alternatives. In the Typic chapter of the Critique of Practical Reason, Kant aims to enable moral judgment by means of the law of nature, which serves as the ‘type’, or formal analogue, of moral law. The present monograph is the first comprehensive study of this key text. Jennifer Lackey presents a puzzle to which she argues there is no current solution. Lackey's claim is that testimonial knowledge can have something conspicuously wrong with it and still be knowledge. Testimonial knowledge can be ‘deficient’. Given that knowledge is a normative category, that it describes what it is for a belief to go right, there is a puzzle that comes with accounting for how a testimonial belief could be knowledge and yet go wrong in the ways Lackey has in (...) mind. In this paper, I argue that the deficiency is one of teamwork, and that Lackey's puzzle offers one a window into the respect in which testimony is a kind of team achievement. (shrink)

The author offers a comprehensive interpretation of Aquinas's claim that the human intellect is immaterial and assessment of his arguments on behalf of this claim, also positioning Aquinas's thought alongside recent work in hylomorphic metaphysics and philosophy of mind.

This paper offers an analysis of work on human development in evolutionary anthropology from a Thomist perspective. I show that both fields view care for others as fundamental to human nature and interpret cooperative breeding as expression of the virtue of charity. I begin with an analysis of different approaches to the relationship between evolutionary anthropology and moral theory. I argue that ethical naturalism is the approach best suited to interdisciplinary dialogue, since it holds that natural facts are useful for (...) moral theory but do not encompass it. This forms the basis for a Thomist analysis of some key features of human evolution including bipedalism, higher encephalisation and extended childhood. In each case I explain how these parts of our nature contributed to the evolution of modern humans, and how each is reliant upon communal care. Finally, I offer three observations on these facts from a Thomist perspective. Firstly, that a good human life necessarily involves caring for others and being cared for ourselves. Secondly, that this is exemplified in the virtue of charity, which is the ground of all virtue. Finally, that the need for such care shows that human flourishing cannot be attained without divine aid. (shrink)

C.H. Waddington is today remembered chiefly as a Drosophila developmental geneticist who developed the concepts of “canalization” and “the epigenetic landscape.” In his lifetime, however, he was widely perceived primarily as a critic of Neo-Darwinian evolutionary theory. His criticisms of Neo-Darwinian evolutionary theory were focused on what he saw as unrealistic, “atomistic” models of both gene selection and trait evolution. In particular, he felt that the Neo-Darwinians badly neglected the phenomenon of extensive gene interactions and that the “randomness” of mutational (...) effects, posited in the theory, was a false postulate. This last criticism dealt with the phenomenon known today as “developmental constraints.” Although population genetics itself has evolved considerably from its form at mid-20th century, much of Waddington’s critique, it is argued here, retains cogency. Yet, he did not attempt to develop a full-fledged alternative theory himself. Perhaps most surprisingly, in retrospect, is that he did not try to marry his work on gene interactions in development with his evolutionary interests, to create a theory of “genetic networks” and their evolution. Whether evolutionary genetics today will incorporate “network thinking” as a central element or whether there will be a general retreat to the more atomistic approach offered by genomics, remains an open question. Rather than being in inherent conflict with religion or operating on planes that do not intersect, the cognitive science of religion (CSR) can be used to renovate a religious understanding of the world. CSR allows one to reshape the perspectives of Aquinas and Calvin on the natural knowledge of God. The Christian tradition affirms that all human beings have available to them some knowledge of God. This claim has empirical import and thus invites scientific investigation and clarification. A CSR-inspired lens (...) allows one’s theological reflections to move from paradigms that focus on the cognitive reach of a domain-general power of human thought to a paradigm focused on different ways of relating to another person. The case study of the natural knowledge of God presented here models a productive way of relating CSR and religious perspectives from within a faith tradition. (shrink)

In their major work, The Grand Design, Stephen Hawking and Leonard Mlodinow expressed the opinion of presumably many working physicists, philosophers of physics and even educated laymen when they said, "philosophy is dead. Philosophy has not kept up with modern developments in science, particularly physics. Scientists have become the bearers of the torch of discovery in our quest for knowledge." I argue that considerations about computational complexity show that all finite agents need characteristics like those that have been called epistemic virtues. The necessity of these virtues follows in part from the nonexistence of shortcuts, or efficient ways of finding shortcuts, to cognitively expensive routines. It follows that agents must possess the capacities – metavirtues –of developing in advance the cognitive virtues they will need when time and memory are at a premium.

Some rights are so important for human autonomy and well-being that many scholars insist they should not be waived, traded, or abandoned. Privacy is a recent addition to this list. At the other end of the spectrum is the belief that privacy is a mere unimportant interest or preference. This paper defends a middle path between viewing privacy as an inalienable, non-waivable, non-transferrable right and the view of privacy as a mere subjective interest. First, an account of privacy is offered (...) that clarifies the concept and demonstrates how privacy is directly related to human health and well-being. Second, along with considering and rejecting several accounts for why privacy might be considered an inalienable right, an argument is offered for why it is morally permissible to waive, transfer, abandon, or alienate privacy. Abstract:Humans often comply with social norms, but the reasons why are disputed. Here, we unify a variety of influential explanations in a common decision framework, and identify the precise cognitive variables that norms might alter to induce compliance. Specifically, we situate current theories of norm compliance within the reinforcement learning framework, which is widely used to study value-guided learning and decision-making. This framework offers an appealingly precise language to distinguish between theories, highlights the various points of convergence and divergence, and (...) suggests novel ways in which norms might penetrate our psychology. The purpose of this paper is to examine the relationship between naturalism and morality and to assess their compatibility. Naturalism is defined as respect for science, for its methods and results. From this respect for science, one can infer two distinct philosophical naturalisms: the methodological and the metaphysical. The relationship between these forms of naturalism and morality depends on the correct conception of morality. This paper differentiates between objectively realistic conception and all other conceptions and argues that while other conceptions (...) can easily fit morality into a naturalistic worldview, objectively realistic conception faces theoretical challenges, including the challenge of explaining how moral facts and concepts play an explanatory role and the challenge of bridging the is/ought gap. The paper focuses on Railton's ethical naturalism as a prominent naturalistic theory of morality and evaluates its ability to overcome these challenges. The conclusion is that, so long as we consider a theory like Railton's, naturalism and realistically conceived morality are incompatible. (shrink)

The phenomenon of ‘canalization’ ‐ the genetic capacity to buffer developmental pathways against mutational or environmental perturbations ‐ was first characterized in the late 1930s and early 1940s. Despite enormous subsequent progress in understanding the nature of the genetic material and the molecular basis of gene expression, there have been few attempts to interpret the classical work on canalization in molecular genetic terms. Some recent findings, however, bear on one form of canalization, ‘genetic canalization’, the stabilization of development against mutational (...) effects. These data indicate that co‐expressed paralogous genes can function as mutual ‘back‐up’ elements in developmental processes. Paralogues, however, are far from the only basis of canalization: other genetic sources can be readily envisaged and some of these are described here. The evolutionary questions about genetic canalization and the mechanistic questions about developmental instability that still need to be addressed are also briefly discussed. (shrink)

Models of purgatory tend to come paired with an operative conception of what perfection consists in. In the recent philosophical literature, two models, the satisfaction model and the sanctification model, have been pitted against one another. The former focuses on innocence before the law and makes purgatory out to be a place where a debt of punishment is paid. The latter focuses on moral character and describes purgatory in terms of character formation. If perfection consists in a certain way of (...) being related to God, however, then there is a third model that merits our attention that focuses on relational dynamics. (shrink)

A good understanding of the nature of a property requires knowing whether that property is relational or intrinsic. Gabriel Segal's concern is whether certain psychological properties—specifically, those that make up what might be called the "cognitive content" of psychological states—are relational or intrinsic. He claims that content supervenes on microstructure, that is, if two beings are identical with respect to their microstructural properties, then they must be identical with respect to their cognitive contents. Segal's thesis, a version of (...) internalism, is that being in a state with a specific cognitive content does not essentially involve standing in any real relation to anything external. He uses the fact that content locally supervenes on microstructure to argue for the intrinsicness of content. Cognitive content is fully determined by intrinsic, microstructural properties: duplicate a subject in respect to those properties and you duplicate their cognitive contents. The book, written in a clear, engaging style, contains four chapters. The first two argue against the two leading externalist theories. Chapter 3 rejects popular theories that endorse two kinds of content: "narrow" content, which is locally supervenient, and "broad" content, which is not. Chapter 4 defends a radical alternative version of internalism, arguing that narrow content is a variety of ordinary representation, that is, that narrow content is all there is to content. In defending internalism, Segal does not claim to defend a general philosophical theory of content. At this stage, he suggests, it should suffice to cast reasonable doubt on externalism, to motivate internalism, and to provide reasons to believe that good psychology is, or could be, internalist. Since their discovery, mirror neurons have played a critical role in the interdisciplinary debate over how we come to understand other people, a topic often labelled 'mind-reading'. The philosopher Alvin Goldman argues that mirror neurons provide critical evidence that we come to understand others by simulating them. In this paper, I demonstrate that mirror neurons should be thought of as facilitating the perception of persons but should not be thought of as simulators. Our basic understanding of others does not come (...) from thinking our way into their shoes but rather through seeing into their minds through their pattern behaviour. (shrink)
