The rapid dynamics of COVID-19 calls for quick and effective tracking of virus transmission chains and early detection of outbreaks, especially in the “phase 2” of the pandemic, when lockdown and other restriction measures are progressively withdrawn, in order to avoid or minimize contagion resurgence. For this purpose, contact-tracing apps are being proposed for large scale adoption by many countries. A centralized approach, where data sensed by the app are all sent to a nation-wide server, raises concerns about citizens’ privacy (...) and needlessly strong digital surveillance, thus alerting us to the need to minimize personal data collection and avoiding location tracking. We advocate the conceptual advantage of a decentralized approach, where both contact and location data are collected exclusively in individual citizens’ “personal data stores”, to be shared separately and selectively, voluntarily, only when the citizen has tested positive for COVID-19, and with a privacy preserving level of granularity. This approach better protects the personal sphere of citizens and affords multiple benefits: it allows for detailed information gathering for infected people in a privacy-preserving fashion; and, in turn this enables both contact tracing, and, the early detection of outbreak hotspots on more finely-granulated geographic scale. The decentralized approach is also scalable to large populations, in that only the data of positive patients need be handled at a central level. Our recommendation is two-fold. First to extend existing decentralized architectures with a light touch, in order to manage the collection of location data locally on the device, and allow the user to share spatio-temporal aggregates—if and when they want and for specific aims—with health authorities, for instance. Second, we favour a longer-term pursuit of realizing a Personal Data Store vision, giving users the opportunity to contribute to collective good in the measure they want, enhancing self-awareness, and cultivating collective efforts for rebuilding society. O presente artigo pretende oferecer uma visão geral -embora sumária- da recepção de O Antigo Regime e a Revolução pela historiografia da Revolução Francesa, desde sua publicação até o contexto da celebração do Bicentenário de 1789. Procurou-se demonstrar como, a despeito de relevantes opiniões elogiosas e favoráveis da parte de eminentes historiadores e críticos literários, a célebre obra tocquevilliana enfrentou sérios desafios editoriais e ideológicos entre o momento de sua publicação, em junho de 1856, e o primeiro centenário de sua (...) publicação. A partir da mudança dos ventos representada pelo pós-Guerra e, em grande medida, devido às importantes contribuições do eminente historiador republicano e socialista Georges Lefebvre, a obra histórica de Tocqueville passou a atrair uma crescente consideração dos historiadores profissionais e do grande público, a ponto de tornar-se um autor central na historiografia e no debate político contemporâneo a partir do Bicentenário da Revolução de 1789. This book presents an interdisciplinary exploration of digital sovereignty in China, which are addressed mainly from political, legal and historical point of views. The text leverages a large number of native Chinese experts among the authors at a time when literature on China’s involvement in internet governance is more widespread in the so-called “West”. Numerous Chinese-language documents have been analysed in the making of this title and furthermore, literature conceptualising digital sovereignty is still limited to journal articles, making this one (...) of the earliest collective attempts at defining this concept in the form of a book. Such characteristics position this text as an innovative academic resource for students, researchers and practitioners in international relations (IR), law, history, media studies and philosophy. La universidad adecuó la formación profesional hacia la virtualidad, adaptando con ello la teoría y la practica de las distintas materias, en ese nuevo contexto el objetivo de este estudio fue desarrollar un juego de simulación de selección de talento humano y describir la experiencia de juego en pandemia. Con un enfoque metodológico cuantitativo, diseño descriptivo no experimental transeccional, aplicado a estudiantes del VIII ciclo del curso de Gestión de Recursos Humanos. Se concluye que el juego simulado es una herramienta (...) que facilita el aprendizaje de forma virtual, asimismo contribuye con el aprendizaje del tema propuesto, de una forma organizada, dinámica y divertida. Word co‐occurrence patterns in language corpora contain a surprising amount of conceptual knowledge. Large language models (LLMs), trained to predict words in context, leverage these patterns to achieve impressive performance on diverse semantic tasks requiring world knowledge. An important but understudied question about LLMs’ semantic abilities is whether they acquire generalized knowledge of common events. Here, we test whether five pretrained LLMs (from 2018's BERT to 2023's MPT) assign a higher likelihood to plausible descriptions of agent−patient interactions than to minimally (...) different implausible versions of the same event. Using three curated sets of minimal sentence pairs (total n = 1215), we found that pretrained LLMs possess substantial event knowledge, outperforming other distributional language models. In particular, they almost always assign a higher likelihood to possible versus impossible events (The teacher bought the laptop vs. The laptop bought the teacher). However, LLMs show less consistent preferences for likely versus unlikely events (The nanny tutored the boy vs. The boy tutored the nanny). In follow‐up analyses, we show that (i) LLM scores are driven by both plausibility and surface‐level sentence features, (ii) LLM scores generalize well across syntactic variants (active vs. passive constructions) but less well across semantic variants (synonymous sentences), (iii) some LLM errors mirror human judgment ambiguity, and (iv) sentence plausibility serves as an organizing dimension in internal LLM representations. Overall, our results show that important aspects of event knowledge naturally emerge from distributional linguistic patterns, but also highlight a gap between representations of possible/impossible and likely/unlikely events. Chalmers suggests that, if a Singularity fails to occur in the next few centuries, the most likely reason will be 'motivational defeaters' i.e. at some point humanity or human-level AI may abandon the effort to create dramatically superhuman artificial general intelligence. Here I explore one plausible way in which that might happen: the deliberate human creation of an 'AI Nanny' with mildly superhuman intelligence and surveillance powers, designed either to forestall Singularity eternally, or to delay the Singularity until humanity more (...) fully understands how to execute a Singularity in a positive way. It is suggested that as technology progresses, humanity may find the creation of an AI Nanny desirable as a means of protecting against the destructive potential of various advanced technologies such as AI, nanotechnology and synthetic biology. This article argues that intersectional analyses of care work also need to include a temporal aspect. Drawing on ethnographic research on Slovak au pairs working in the UK and on interviews with both providers and employers of paid childcare in Slovakia, I examine how the temporariness of care work is created within both migrant and non-migrant settings. In particular, I demonstrate that both employers and providers conceptualise paid childcare as a temporary period in their lives and show the consequences of (...) this conceptualisation in their valuing of care work. In both examined cases, I focus on the role of care/welfare and migration regimes in the production of temporariness in care work and argue that both providers and employers of paid care construct their involvement in domestic work as a specific life course experience. While for au pairs, working stays in the UK represent a specific transition period from adolescence to adulthood, employers in Slovakia decide to employ particular types of domestic workers in relation to the particular developmental phases of their families and households. There are two rival images often offered of the state. In one the state serves like a nanny to provide for the welfare of its members; in the other it requires people to look after themselves, providing only the service of a night-watchman. But this dichotomy, which is routinely invoked in debates about public health and welfare provision in general, is misleading. What the rival images turn on is not competing pictures of how the state should function in people's lives (...) but competing pictures of what it is to guard the freedom of its people. On the neo-liberal theory, which has been dominant over the last century or so, providing for people's freedom means leaving them to their own devices and fortunes. On the neo-republican theory, which answers to a much longer tradition, it means democratically identifying a common set of basic liberties in the exercise of which everyone should be protected by law and, if necessary, resourced. This older way of thinking about freedom has important merits missing in the newer and argues strongly against the nightwatchman state. (shrink)

Without any systematic data or evidence of a problem, or even a thoughtful analysis of costs and benefits, the application of the human participant review system within universities is overreaching at the same time that some risky experimentation on humans outside of universities is unregulated. This article questions the purpose, feasibility, and effectiveness of current IRB approaches to most "2 people talking" situations and proposes scaling back the regulatory system to increase respect accorded it by researchers and its ability to (...) protect human participants of research from real versus imagined harms. In too many cases, the focus is on form over ethical substance: counting what can be counted, rather than focusing instead on what counts. Some disciplines - oral history and journalism, for example - simply do not belong within the scope of institutional review board jurisdiction. Others, such as survey research, informational interviews, and informal interactions, call for a shift from centralized review to more departmentally based (i.e., rooted in disciplinary ethics) oversight, and clearer guidelines on what requires advance review as opposed to provision of post hoc complaint systems. In June 2012, New York City Mayor Michael Bloomberg announced his plans for a ban on the sale of sugary beverages in containers larger than 16 ounces. Shortly thereafter, the Center for Consumer Freedom took out a full-page ad in the New York Times featuring Bloomberg photo-shopped into a matronly dress with the tag line “New Yorkers need a Mayor, not a Nanny.” On television, the CATO Institute's Michael Cannon declared, “This is the most ridiculous sort of nanny state-ism; [i]t’s (...) none of the mayor's business how much soda people are drinking.” And in newspapers around the country, editorial pages featured headlines such as “Gulp! Yet Another Intrusion of the Nanny State.” Just like that, the public debate about this measure became focused on government overreach, while the public health problem of obesity faded into the background. Michael Bloomberg assumed office as the 108th mayor of New York City on January 1, 2002. As he leaves the mayoralty—having won re—election twice‐his public health legacy is bitterly contested. The public health community views him as an urban innovator—a rare political and business leader willing to fight for a built environment conducive to healthier, safer lifestyles. To his detractors, Bloomberg epitomizes a meddling nanny—an elitist dictating to largely poor and working—class people about how they ought to lead their lives. (...) His policies have sparked intense public, corporate, and political ire—critical of sweeping mayoral power to socially engineer the city and its inhabitants. Here, I seek to show how Bloomberg has fundamentally changed public health policy and discourse. He has used the engine of government to make New York City a laboratory for innovation‐raising the visibility of public health, testing policy effectiveness, and probing the boundaries of state power. Even though the courts have blocked some of his boldest initiatives, he has offered a paradigm for the “new public health”—reaching beyond infectious diseases to upstream risk factors in everyday life and the human habitat. I also critically probe various arguments designed to derail his policies, along with the overarching charge of unjustified paternalism. (shrink)

Markets, companies and various forms of business organizations may all be usefully viewed through the lens of CAS -- the theory of complex adaptive systems. In this chapter, I address one fundamental issue that confronts both the theoretician and the business manager: the nature and opportunities for control and intervention in complex adaptive regimes. The problem is obvious enough. A complex adaptive system, as we have defined it, is soft assembled and largely self-organizing. This means that it is the emergent (...) product of multiple, and often very heterogeneous, interacting factors and forces, and that the crucial interactions are not controlled and orchestrated by an overseeing executive, detailed program, or any other source of strict hierarchical control. There is thus a pressing problem -- are such systems strictly out of control and beyond the reach of useful governance? I shall argue that they are not. Such systems, though initially unfamiliar, can nonetheless be led, influenced and enabled in a variety of ways.I begin then, by clarifying the nature of the problem. What is it about complex adaptive systems that makes control and intervention so difficult? I then pursue a biological example: the role of genetic factors in influencing mature form. This example yields some lessons that can be applied to business organizations. Section 4 pursues a speculative extension of these lessons, applying them to the task of understanding the role of tagging and explicit models in certain kinds of advanced system. In the Southeast Asian city-state of Singapore, street artist SKLO has come into conflict with the authorities for her sticker bombing and stenciling. Her arrest foregrounds issues about the socio-cultural resonances and broader value of street art in local public discourse. This article explores SKLO’s praxis vis-à-vis the phenomenon of official graffiti, and its structuring of the tightly regulated public realm. Dubbed the “Sticker Lady,” SKLO has been also referred to as “Singapore’s Banksy” by local and international media. Besides prompting (...) questions regarding the value of street art as expressions of local culture, these references shed light on how the figure of Banksy has become a figure of neoliberal urban aesthetics, especially pertaining to urban entrepreneurialism – a globally circulated signifier of a particular image of street art that sees the attachment of monetary value, celebrity and cool to such artistic works of subversion. These references to Banksy also raise a deeper question: can the Singaporean authorities accept the subversive and political aspects of art as the city-state embarks on a neoliberal agenda to present itself as a considerable player in the global art market? Das bislang höchstens marginal erwähnte Thema wird anhand von zahlreichen, auch bislang unbekannten Beispielen aus den 1930er Jahren behandelt, die in den Zusammenhang kultureller und politischer Ereignisse in Italien gestellt werden. Die analysierten Fotomontagen werden damit in ihrer historischen Bedingtheit erfasst, die Lektüre der Bilder erfolgt in der Verbindung der politischen Ikonografie mit der Ikonologie als historisch-hermeneutischer Methode (...) sowie der Rezeptionsästhetik. Die Publikation erschließt für die Leserschaft den Sinn zahlreicher Fotomontagen in Ausstellungen, in der Architektur, in Zeitschriften und in der Werbung. Darüberhinaus erlaubt die Publikation Erkenntnisse über Themata und Mechanismen der faschistischen Propaganda. (shrink)
