Technological innovations such as next generation sequencing and DNA hybridisation enrichment have resulted in multi‐fold increases in both the quantity of ancient DNA sequence data and the time depth for DNA retrieval. To date, over 30 ancient genomes have been sequenced, moving from 0.7× coverage (mammoth) in 2008 to more than 50× coverage (Neanderthal) in 2014. Studies of rapid evolutionary changes, such as the evolution and spread of pathogens and the genetic responses of hosts, or the genetics of domestication and (...) climatic adaptation, are developing swiftly and the importance of palaeogenomics for investigating evolutionary processes during the last million years is likely to increase considerably. However, these new datasets require new methods of data processing and analysis, as well as conceptual changes in interpreting the results. In this review we highlight important areas of future technical and conceptual progress and discuss research topics in the rapidly growing field of palaeogenomics. -/- . (shrink)

This article outlines a program of ethnoontology that brings together empirical research in the ethnosciences with ontological debates in philosophy. First, we survey empirical evidence from heterogeneous cultural contexts and disciplines. Second, we propose a model of cross‐cultural relations between ontologies beyond a simple divide between universalist and relativist models. Third, we argue for an integrative model of ontology building that synthesizes insights from different fields such as biological taxonomy, cognitive science, cultural anthropology, and political ecology. We conclude by arguing (...) that a program of ethnoontology provides philosophers both with insights about traditional issues such as debates about natural kinds and with novel strategies for connecting philosophy with pressing global issues such as the conservation of local environments and the self‐determination of Indigenous communities. He later drew more than half of his remarks for Part II of Philosophical Investigations from this Dublin manuscript. Global challenges such as climate change, food security, or public health have become dominant concerns in research and innovation policy. This article examines how responses to these challenges are addressed by governance actors. We argue that appeals to global challenges can give rise to a ‘solution strategy' that presents responses of dominant actors as solutions and a ‘negotiation strategy' that highlights the availability of heterogeneous and often conflicting responses. On the basis of interviews and document analyses, the study identifies both (...) strategies across local, national, and European levels. While our results demonstrate the co-existence of both strategies, we find that global challenges are most commonly highlighted together with the solutions offered by dominant actors. Global challenges are ‘wicked problems' that often become misframed as ‘tame problems’ in governance practice and thereby legitimise dominant responses. (shrink)

Wittgenstein finished part 1 of the Philosophical Investigations in the spring of 1945. From 1946 to 1949 he worked on the philosophy of psychology almost without interruption. The present two-volume work comprises many of his writings over this period. Some of the remarks contained here were culled for part 2 of the Investigations ; others were set aside and appear in the collection known as Zettel . The great majority, however, although of excellent quality, have hitherto remained unpublished. This bilingual (...) edition of the Remarks on the Philosophy of Psychology presents the first English translation of an essential body of Wittegenstein's work. It elaborates Wittgenstein's views on psychological concepts such as expectation, sensation, knowing how to follow a rule, and knowledge of the sensations of other persons. It also shows strong emphasis on the "anthropological" aspect of Wittgenstein's thought. Philosophers, as well as anthropologists, psychologists, and sociologists will welcome this important publication. (shrink)

How are we able to perceive the world veridically? If we ask this question as a part of the scientific investigation of perception, then we are not asking for a transcendental guarantee that our perceptions are by and large veridical; we presuppose that they are. Unless we assumed that we perceived the world for the most part veridically, we would not be in a position to investigate our perceptual abilities empirically. We are interested, then, not in how it is possible (...) in general for us to perceive the world veridically, but instead in what the relation is between our environment and its properties, of which we have knowledge, on the one hand, and our perceptual mechanisms, on the other, that results in very many, even most of our perceptions being veridical in everyday life. This paper defends the autonomy thesis, which holds that one can intend to do something even though one believes it to be impossible, against attacks by Fred Adams. Adams denies the autonomy thesis on the grounds that it cannot, but must, explain what makes a particular trying, a trying for the aim it has in view. If the autonomy thesis were true, it seems that I could try to fly across the Atlantic ocean merely by typing out this abstract, a (...) palpable absurdity. If we deny the autonomy thesis, we have an easy explanation: one simply cannot try to do something which one believes to be impossible. In response, I argue, first, by means of examples, that one clearly can try and intend to do what one believes to be impossible; and then l show how we can provide an answer to Adams’s challenge even so. The paper rejects the claim that phenomena such as change and inattentional blindness show that perceptual representations are inaccurate or that a radical overhaul of our traditional picture of perception is required. The paper rejects in particular the sensorimotor theory of perception, which denies that there are any perceptual representations. It further argues that the degree of resolution of perceptual experience relevant to assessing its accuracy is determined by our use of it in standard conditions, and that the integration of (...) behavior with perceptual representation shows that it is by and large as accurate as its degree of resolution requires. It is natural to think that our ordinary practices in giving explanations for our actions, for what we do, commit us to claiming that content properties are causally relevant to physical events such as the movements of our limbs and bodies, and events which these in turn cause. If you want to know why my body ambulates across the street, or why my arm went up before I set out, we suppose I have given you an answer when I say (...) that I wanted to greet a friend on the other side of the street, and thought that my arm's going up would be interpreted by him as a signal to stop for a moment. This widely held view might be disputed, but I shall not argue for it in this paper. I want to start with the view that our beliefs and desires and other propositional attitudes are causally relevant, in virtue of their modes and particular contents, to our movements, in order to investigate the consequences for analyses of thought content. For this purpose, I argue, in sec. II, for three necessary conditions on causal relevance: (a) a nomic sufficiency condition, (b) a logical independence condition, and (c) a screening-off condition. In sec. III, I apply these conditions to relational and functional theories of thought content, arguing that these theories cannot accommodate the causal relevance of content properties to our behaviour. I argue further that, on two plausible assumptions, one about the dependence of the mental on the physical, and the other about the availability in principle of causal explanations of our movements in terms of our non-relational physical properties, content properties can be causally relevant only if they are nomically type-correlated, relative to certain circumstances, with non-relational physical properties of our bodies. The text becomes much clearer and every reader can enjoy, finally, its formal and literary qualities.

In section 3, I apply these results to show that functionally defined states are not causally relevant to the output or state transitions in terms of which they are defined. In section 4, I extend this result to what that output in turn causes and to intervening mechanisms. The 'Blue Book' is a set of notes dictated to Witgenstein's Cambridge students in 1933-1934: the 'Brown Book' was a draft for what eventually became the growth of the first part of Philosophical Investigations. This book reveals the germination and growth of the ideas which found their final expression in Witgenstein's later work. It is indispensable therefore (...) to students of Witgenstein's thought and to all those who wish to study at first-hand the mental processes of a thinker who fundamentally changed the course of modern philosophy. I argue that the logical difference between classical and quantum mechanics that Stapp (1995) claims shows quantum mechanics is more amenable to an account of consciousness than is classical mechanics is irrelevant to the problem.

Fred Dretske has recently argued, in a highly original book and a series of articles, that action explanations are a very special species of historical explanation, in opposition to the traditional view that action explanations cite causes of actions, which are identical with bodily movements. His account aims to explain how it is possible for there to be a genuine explanatory role for reasons in a world of causes, and, in particular, in a world in which we have available in (...) principle an explanation for any movement of our bodies in neurophysiological terms. While Dretske draws attention to an important, and overlooked, feature of the form of the explananda of action explanations, he draws the wrong conclusion from it. This paper argues argues that his account of the nature of action explanations, and the role of reasons in explaining behavior, cannot be right. This will force us to re©examine the assumptions that suggest that reason explanations and neurophysiological explanations of our movements cannot coexist. (shrink)

Commentary on Charles Siewert's The Significance of Consciousness (Princeton, 1998). I discuss three issues about the relation of phenomenal consciousness, in the sense Siewert isolates, to intentionality. The first is whether, contrary to Siewert, phenomenal consciousness requires higher-order representation. The second is whether intentional features of conscious states are identical with phenomenal features, as Siewert argues, or merely conceptually supervene on them, with special attention to cross modal representations of objects in space. The third is whether phenomenal features are identical (...) with what we can have first person access to, with special attention to features of thoughts that are individuated by reference to the self and the present time. Social externalism is the view that the contents of a person's propositional attitudes are logically determined at least in part by her linguistic community's standards for the use of her words. If social externalism is correct, its importance can hardly be overemphasized. The traditional Cartesian view of psychological states as essentially first personal and non-relational in character, which has shaped much theorizing about the nature of psychological explanation, would be shown to be deeply flawed. I argue in this paper that (...) social externalism faces insuperable difficulties. The first difficulty is that if syntax and semantics are independent, then social externalism is committed to the absurd consequence that many people have beliefs with formally inconsistent contents. I argue none of the possible responses to this objection are plausible. The second difficulty is that if syntax and semantics are independent, then social externalists are committed to a contradiction. After raising and defending these objections, I identify what I think is the underlying flaw in the social externalist position, a failure to pay attention to the structure of communication intentions, and briefly indicate how to neutralize the linguistic evidence social externalists advance in favor of their view. Tool use research has suffered from a lack of consistent theoretical frameworks. There is a plethora of tool use definitions and the most widespread ones are so inclusive that the behaviors that fall under them arguably do not have much in common. The situation is aggravated by the prevalence of anecdotes, which have played an undue role in the literature. In order to provide a more rigorous foundation for research and to advance our understanding of the interrelation between tool use (...) and cognition, we suggest the adoption of Fragaszy and Mangalam's (2018) tooling framework, which is characterized by the creation of a body-plus-object system that manages a mechanical interface between tool and surface. Tooling is limited to a narrower suite of behaviors than tool use, which might facilitate its neurocognitive investigation. Indeed, evidence in the literature indicates that tooling has distinct neurocognitive underpinnings not shared by other activities typically classified as tool use, at least in primates. In order to understand the extent of tooling incidences in previous research, we systematically surveyed the comprehensive tool use catalog by Shumaker et al. (2011). We identified 201 tool use submodes, of which only 81 could be classified as tooling, and the majority of the tool use examples across species were poorly supported by evidence. Furthermore, tooling appears to be phylogenetically less widespread than tool use, with the greatest variability found in the primate order. However, in order to confirm these findings and to understand the evolution and neurocognitive mechanisms of tooling, more systematic research will be required in the future, particularly with currently underrepresented taxa. I begin by distinguishing between what I will call a pure Fregean theory of reference and a theory of direct reference. A pure Fregean theory of reference holds that all reference to objects is determined by a sense or content. The kind of theory I have in mind is obviously inspired by Frege, but I will not be concerned with whether it is the theory that Frege himself held.1 A theory of direct reference, as I will understand it, denies that (...) all reference to objects is determined by sense or content. We will also distinguish between a theory of reference for thought, and for language. This gives us a fourfold classification of theories. What is puzzling about direct reference theories is not that the semantics of an expression in a public language should assign as its semantic value just a referent, but how such facts could be understood to reflect an underlying feature of thought. On average, “young” people underestimate whereas “old” people overestimate their chances to survive into the future. Such subjective survival beliefs violate the rational expectations paradigm and are also not in line with models of rational Bayesian learning. In order to explain these empirical patterns in a parsimonious manner, we assume that self-reported beliefs express likelihood insensitivity and can, therefore, be modeled as non-additive beliefs. In a next step we introduce a closed form model of Bayesian learning for non-additive beliefs which (...) combines rational learning with psychological attitudes in the interpretation of information. Our model gives a remarkable fit to average subjective survival beliefs reported in the Health and Retirement Study. (shrink)

Written in code under constant threat of battle, Wittgenstein's searing and illuminating diaries finally emerge in this first-ever English translation. During the pandemic, Marjorie Perloff, one of our foremost scholars of global literature, found her mind ineluctably drawn to the profound commentary on life and death in the wartime diaries of eminent philosopher Ludwig Wittgenstein (1889-1951). Upon learning that these notebooks, which richly contextualize the early stages of his magnum opus, the Tractatus-Logico-Philosophicus, had never before been published in English, (...) the Viennese-born Perloff determinedly set about translating them. Beginning with the anxious summer of 1914, this historic, en-face edition presents the first-person recollections of a foot soldier in the Austrian Army, fresh from his days as a philosophy student at Cambridge, who must grapple with the hazing of his fellow soldiers, the stirrings of a forbidden sexuality, and the formation of an explosive analytical philosophy that seemed to draw meaning from his endless brushes with death. There is a great deal of terminological confusion in discussions of holism. While some well-known authors, such as Davidson and Quine, have used “holism” in various of their writings,2 it is not clear that they have held views attributed to them under that label, views that are said to have wildly counterintuitive results.3 In Davidson’s case, it is not clear that he is describing the same doctrine in each of his uses of “holism” or “holistic.” Critics of holism show a (...) similar license. My aim in this paper, therefore, cannot be to provide and to examine a characterization of content holism that matches every use that has been made of the term. I aim rather to give a precise form to a holistic doctrine at one end of a spectrum of views that ranges from localism or atomism about content to holism about content. This view has the wild consequences often attributed to holism. While it is dubious that anyone has ever seriously held the view I characterize,4 some view like it seems to be what critics often have in mind when arguing against content holism. It is therefore worthwhile to make it precise, to distinguish it from other, related views, and to examine its internal coherence. Thus, in this paper, I will, first, clarify the doctrine, or a doctrine, of content holism, and, second, argue that content holism (so characterized) is not just false (which may be readily granted) but self-contradictory. To begin, we must distinguish between meaning holism and content holism. Let us reserve the term “meaning holism” for doctrines which are about the conditions for the possibility of linguistic expressions having meanings. Meaning holism is therefore a doctrine in the domain of the philosophy of language. “Content holism,” in contrast, we will treat as a doctrine in the philosophy of mind, about the conditions for the possibility of a thought5 having a content.
