Civil solidarity as a behavioral strategy of civil dialogue

Abstract

Civil society is built by using the standard of citizenship around which people localized. The building instrument of it is civil solidarity as the main condition of society for the consolidation and unification. Civil society is formed and operated by the requirement of compliance with applicable standards and inclusion in social relations. And on this basis happens the identification and association of these relations. In this article the author examines the concept of social solidarity as a behavioral strategy of civil dialogue, which is the means of realizing the interests of citizens and their way of expression through meaningful selecting of social associations and identifying themselves with it. Civil dialogue is largely dependent on the social solidarity, on the culture development of dialogue interaction between society and the state, and of course, of the law and legal procedures consolidation of bilateral interaction authorities and civil society. On the one hand, the demand for interactive communication in society is determined by the degree of civil solidarity development of the population, on the other hand, this solidarity awakening only in the full and equal civil society dialogue with the government, which, by the way, today we lack for the establishment of a vibrant civil society in contemporary Ukraine. The problem of social solidarity in the «post­Soviet» Ukraine is generated by the need to replace entrenched consciousness of the citizens «Soviet» concepts and values in modern Ukrainian identity factors and integration.
