Representation is integral to the functioning and legitimacy of modern government. Yet political theorists have often been reluctant to engage directly with questions of representation, and empirical political scientists have closed down such questions by making representation synonymous with congruence. Conceptually unproblematic and normatively inert for some, representation has been deemed impossible to pin down analytically and to defend normatively by others. But this is changing. Political theorists are now turning to political representation as a subject worthy of theoretical investigation (...) in its own right. In their effort to rework the theory of political representation, they are also hoping to impact how representation is assessed and studied empirically. This volume gathers together chapters by key contributors to what amounts to a "representative turn" in political theory. Their approaches and emphases are diverse, but taken together they represent a compelling and original attempt at re-conceptualizing political representation and critically assessing the main theoretical and political implications following from this, namely for how we conceive and assess representative democracy. Each contributor is invited to look back and ahead on the transformations to democratic self-government introduced by the theory and practice of political representation. This book offers a powerful, comprehensive and compelling rereading of Hobbes's theory of representation, by reinstating it in a wider pattern of Hobbes’s theorizing about human thought and action in relation to images, roles and fictions of various types.

This article offers a new understanding of populism. The argument unfolds as follows: first, the populist literature is reviewed and two main approaches are identified: ontic and logic-oriented, the more important of which is the Schmitt-Laclau logic of enmity. While the authors broadly agree with Laclau’s criticism of ontic approaches, they endorse neither his ontological understanding of enmity, nor his claim that populism is politics, and enmity is the logic of populism. Next, the origins of populism are located in a (...) paradox at the heart of democracy. Democracy defines itself as a community of inclusion, yet exclusion is constitutive of inclusion, including therefore democratic inclusion. Then is discussed what the authors believe to be the true logic of populism: resentment. Unlike enmity, which functions in Laclau’s populist theory as an ontology of non-identity, resentment operates within a rivalrous framework, which presupposes identification between the parts and refers to a set of normative commitments. Finally, the article concludes by presenting an understanding of populism as a specific logic of political action. (shrink)

Thomas Hobbes combines true representation and representation by fiction in the making of the modern representative state. This chapter examines how this is done and to what effect. Hobbes's adoption, in the English Leviathan, of a broad and elastic concept of person as an agent capable of speech and action marks a departure from his earlier works. Words and actions are the “outward appearances” that make up the Hobbesian person. As the distinction between true representation and representation by fiction shows, (...) at the core of Hobbes's theory of representation lie the notions of authorization and attributed action. According to Hobbes, representation by fiction is the only form of representation available to people, things or abstractions who “cannot be Authors, nor therefore give Authority to their Actors”. Representation was equally necessary, understood as the representation of the commonwealth itself as a formidable image of unity that transcended the mere sum of its authorizing parts. (shrink)

Sixteen years after the publication of Grotius’s Mare Liberum (1609), Serafim de Freitas, a Portuguese friar, published a reply to Grotius’s attack upon the foundations of the Iberian overseas empire. Freitas’s vindication of the Portuguese dominion over the high seas has, however, been consigned to obscurity, as the Anglophone literature concentrated on John Selden’s Mare Clausum (1636). This neglect is unjustified. Not only is Freitas’s treatise an earlier and more systematic response to Grotius, but it also anticipates many of the (...) arguments later deployed by Selden. This article focusses instead on the reception and remaking of this image, arguably the most iconic image in the statist imaginary. Attention turns here, in particular, to two contemporary artworks, Do Ho Suh’s Some/One and Ernesto Neto’s Leviathan Thot. Both of these (...) artworks visually recall and re-problematize Hobbes’s frontispiece: its depiction of the political body and of the complex relationships between the elements comprising it. They therefore offer us a curious perspective from which to re-engage with Hobbes’s work and the political aesthetics that has immortalized it. (shrink)

How does the voice–silence dynamics affect the durability of authoritarian regimes? This article reformulates Hirschman’s voice, loyalty, exit model to answer this question. It demonstrates that the model’s heuristic value is significantly hampered by conceptual imprecision around the category of voice, a narrow understanding of exit, and – in particular – the neglect of the category of silence. Once these categories are conceptually reworked, and silence is placed next to voice and exit – as a core concept, not a residual (...) category, in the model – the ‘dictator’s dilemma’ emerges as a ‘silence paradox’ hinting at some of authoritarianism’s main vulnerabilities. This article re-examines current definitions of populism, which portray it as either a powerful corrective to or the nemesis of liberal democracy. It does so by exploring a crucial but often neglected dimension of populism: its redemptive character. Populism is here understood to function according to the logic of resentment, which involves both socio-political indignation at injustice and envy or ressentiment. Populism promises redemption through regaining possession: of a lower status, a wounded identity, a diminished or lost control. Highly moralized (...) images of the past – historical or archetypal – are mobilized by populist leaders to castigate the present and accelerate the urgency of change in it. The argument is illustrated with Caesar’s Column, a futuristic novel written by the Minnesota populist leader Ignatius Donnelly. The complex and ambivalent structure of this dystopian novel – a textual source for the Populist Party manifesto in the 1890s, which stands in contrast with agrarian populism as everyday utopia – enables us to move beyond the polarized positions dominating the current debate. Reading Caesar’s Column ultimately shows that populism can be both a corrective and a danger to democracy, but not for the reasons usually stated in the literature. (shrink)

RESUMO Este artigo apresenta e discute acontecimentos que emergiram no decorrer de uma pesquisa-intervenção com jovens, visando problematizar as contribuições para a formação ética, estética e política tanto dos pesquisadores como dos participantes. Oficinas estéticas mediadas por linguagens artístico-visuais consistiram no modus operandi da pesquisa-intervenção, sendo os acontecimentos relativos à oficina de graffiti o foco das análises aqui apresentadas. Participaram dessa oficina entre 20 a 25 jovens matriculados em uma escola pública municipal de Florianópolis/SC, com idades entre 13 e 16 (...) anos. As atividades foram coordenadas por bolsistas de IC e extensão, graduandos de psicologia, e um bolsista AT, grafiteiro. Os registros das atividades foram feitos via filmagens, fotografia e registros em diário de campo. As análises foram realizadas a partir de uma perspectiva dialógica, com foco na responsividade que conota as ações e pauta a condição alteritária da existência.ABSTRACT This paper presents and discusses events that emerged in the course of research involving an intervention conducted with youngsters. The objective was to discuss contributions to ethical, aesthetic and political formation of both the researchers and participants. Aesthetic workshops mediated by artistic-visual languages consisted of the modus operandi of the intervention research, and the events related to a graffiti workshop were the focus of this analysis. From 20 to 25 youngsters, aged between 13 to 16 years old and enrolled in a city public school in Florianópolis, SC, Brazil participated. The activities were coordinated by undergraduate research assistants, senior psychology students, and one graffiti artist who received a Technical Support scholarship. The activities were filmed, photographed and recorded in a field diary. The analyses were conducted from a dialogic perspective focusing on responsiveness that connotes the actions and grounds the otherness nature of existence. (shrink)

Establishing effective pharmaceutical governance is a challenge for government agencies, private enterprises, and professionals working on the ground, demanding complex ethical decisions from the actors involved, especially in a lower-middle-income country like Ghana. This letter aims to share the author’s perspectives and additional considerations on the analyses of the reports in the paper “It is very difficult in this business if you want to have a good conscience”: pharmaceutical governance and on-the-ground ethical labor in Ghana by Hampshire et al. The (...) letter's authors discuss the need to advance universal health coverage in Ghana, the everyday ethics, and the disparities between the collective and individual moral consciousness of the participants, as well as other aspects of governance in the pharmaceutical sector. Nesta comunicação, discutimos os discursos intolerantes e privilégios religiosos que circulam no contexto prisional baiano, que por um lado afeta a presença e expressão de religiosidades de matriz africana através de processos de demonização, desqualificação e desautorização religiosa, por outro, produz privilégios direcionados a cristãos, em especial, vinculados as vertentes evangélicas/protestantes. Os dados apresentados são oriundos de parte da dissertação intitulada “nome suprimido”, desenvolvida no Programa. Adotamos a perspectiva da psicologia social, sustentada teórico-metodologicamente no movimento do Construcionismo Social. Além disso, (...) utilizamos contribuições mais específicas que situam os processos de racialização e seus efeitos para a compreensão do tema desse estudo, em especial de Franz Fanon. Os dados foram produzidos através de entrevistas, via roteiro semiestruturado, de quatro custodiados, três agentes penitenciários/as e um agente religioso no Complexo Penitenciário Lemos Brito na cidade de Salvador, analisadas à luz da análise categorial temática. Concluímos que a instituição prisão ainda funciona de forma preponderadamente colonial, onde a reatualização da hegemonia cristã, com a roupagem atual das vertentes evangélicas/protestantes. Esse horizonte localiza o corpus religioso de matriz africana, importante e fundamental prisma de resistência identitária negra diaspórica, como algo a ser neutralizado, incidindo maior vulnerabilidade da população negra ao discurso cristão que produz auto-ódio, desvinculação social, com base em intolerância religiosa, racismo religioso e institucional. Through cultural transmission, repeated learning by new individuals transforms cultural information, which tends to become increasingly compressible . Existing diffusion chain studies include in their design two processes that could be responsible for this tendency: learning and reproducing . This paper manipulates the presence of learning in a simple iterated drawing design experiment. We find that learning seems to be the causal factor behind the increase in compressibility observed in the transmitted information, while reproducing is a source of random heritable (...) innovations. Only a theory invoking these two aspects of cultural learning will be able to explain human culture's fundamental balance between stability and innovation. (shrink)

Orphan drug policy often gives ‘special treatment’ to rare diseases, by giving additional priority or making exceptions to specific drugs, based on the rarity of the conditions they aim to treat. This essay argues that the goal of orphan drug policy should be to make prevalence irrelevant to funding decisions. It aims to demonstrate that it is severity, not prevalence, which drives our judgments that important claims are being overlooked when treatments for severe rare diseases are not funded. It shows (...) that prioritising severity avoids problems caused by prioritising rarity, and that it is compatible with a range of normative frameworks. The implications of a severity-based view for drug development are then derived. The severity-based view also accounts for what is wrong with how the current system of drug development unfairly neglects common diseases that burden the developing world. Blockchain is an open digital ledger technology that has the capability of significantly altering the way that people operations operate in organizations. This research takes a first step in proposing several ways in which the blockchain technology can be used to improve current organizational practices, while also considering the ethical implications. Specifically, the paper examines the role that blockchain technology plays in three primary areas of people operations: entry to the organization, intraorganizational processes, and exit. In each section, the paper (...) reviews the ethical implications from the lenses of virtue ethics, utilitarianism, deontology and contractarianism. The paper concludes that in whole the implementation of blockchain technology in people operations processes can create a more ethical work environment. It also explores common conceptions of academic freedom among Colombian scholars, as well as commonly observed threats to it.

ResumenLa investigación social cualitativa ha prescindido de la utilización de referentes empíricos accesibles y compartidos a partir de los cuales acordar la producción y el análisis del habla. A partir de este criticable déficit, lo que hace este trabajo es analizar el problema del habla utilizada como material empírico para observación desde el punto de vista de la labor científica. Con esta finalidad se argumenta la importancia de la comunicabilidad de las observaciones producidas y de su análisis a partir de (...) los problemas que plantea la función deíctica del habla observada en la investigación. La conclusión del trabajo plantea la necesidad acordar e introducir un referente objetual en la situación de observación experimental con el fin de garantizar la comunicabilidad de las acciones investigadoras, así como la recepción y circulación del habla observada entre las distintas comunidades de hablantes y sistemas discursivos.Palabras clave: discurso social; validez; investigación cualitativa; función deíctica; comunicación. Existen dos corrientes de la filosofía analítica en la historiografía: el neopositivismo de Hempel y la filosofía analítica de la historia de Gardiner y Danto. Para el primero, el modelo de la historiografía debe ser similar al de todo conocimiento científico, a saber, el modelo nomotético de las ciencias físicas y naturales. Para Gardiner y Danto, en cambio, este modelo debe desprenderse del propósito particular de los historiadores y del lenguaje acorde a dichos propósitos. Sus conclusiones abrieron la posibilidad de (...) una nueva perspectiva de análisis, el texto historiográfico, lo que impulsó la reflexión hacia la filosofía del lenguaje y la hermenéutica. There are two historiographic prospects of analytical philosophy: Hempel’s neo-positivism and Gardiner and Danto’s analytical philosophy of history. According to Hempel, the model of historiography should be the same as all scientific knowledge, namely, the nomothetic model of the physical and natural sciences. According to Gardiner and Danto, however, this model must arise from the purpose of historians and language consistent with those purposes. Gardiner and Danto’s conclusions opened the possibility of a new analytical perspective, the historiographic text, prompting the debate toward the philosophy of language and hermeneutics. (shrink)

O presente trabalho tem como objetivo analisar o fenômeno do Totalitarismo no pensamento da filósofa alemã Hannah Arendt tendo como fio condutor a obra Origem do Totalitarismo. Verificaremos como a filósofa compreende o movimento totalitário e atuação do mesmo para capturar os seres humanos e destituí-los de todos os direitos usando para este fim os mais baixos artifícios, tais como os campos de concentração e o sistema propagandista ficcional. Focalizaremos especificamente no terceiro capítulo da obra supracitada, no qual a pensadora (...) apresenta os horrores das ditaduras e do Totalitarismo, revelando a face tenebrosa e cruel do homem. Trata-se de uma contextualização filosófica que perpassa os limites e as fronteiras do pensamento reducionista: que fragmenta e exclui a subjetividade humana em nome da objetividade racionalista. Volta-se ao pressuposto de que tanto a subjetividade quanto a objetividade são legítimas fontes do pensar e do agir humanos e, por isto mesmo, fontes primárias da religação ética entre o eu e o outro. Debruçar-se sobre o conceito de amorosidade, em Paulo Freire, remete à discussão acerca da ética como campo ontológico das (...) relações entre humanos e humanos, e entre humanos e não humanos. A proposta que tangencia o estudo tem por objetivo principal compreender o conceito de amorosidade e seus desdobramentos dentro e fora da pedagogia freireana, sobretudo incorporada ao ethos e à racionalidade prática, nesta contemporaneidade. Almeja-se, com isto, oferecer algumas reflexões sobre o sentido e o sentir da amorosidade como modo de acolhimento do outro no eu, uma possibilidade de reconhecimento de um eu no outro. This paper examines folk theories of algorithmic recommendations on Spotify in order to make visible the cultural specificities of data assemblages in the global South. The study was conducted in Costa Rica and draws on triangulated data from 30 interviews, 4 focus groups with 22 users, and the study of “rich pictures” made by individuals to graphically represent their understanding of algorithmic recommendations. We found two main folk theories: one that personifies Spotify and another one that envisions it as a (...) system full of resources. Whereas the first theory emphasizes local conceptions of social relations to make sense of algorithms, the second one stresses the role of algorithms in providing a global experience of music and technology. We analyze why people espouse either one of these theories and how these theories provide users with resources to enact different modalities of power and resistance in relation to recommendation algorithms. We argue that folk theories thus offer a productive way to broaden understanding of what agency means in relation to algorithms. (shrink)

La decouverte de plus en plus profonde de la signification du christianisme a transforme la pensee de Fichte. Reciproquement, Fichte s'engage dans la voie d'une transformation du christianisme, au sens d'une metamorphose de la croyance en vision; il saisit la foi comme un stade imparfait de la science et souligne que seule cette derniere est a meme de supprimer l'exteriorite de l'Absolu. Le present ouvrage allie les points de vue genetique et systematique. De ses cinq parties, les quatre premieres exposent, (...) en suivant l'ordre chronologique, l'evolution de la theorie fichteenne du christianisme, depuis les textes prekantiens jusqu'a la Doctrine de l'Etat de 1813. La longue cinquieme partie, structuree thematiquement plutot que chronologiquement, est reservee non seulement a la reprise synthetique, mais aussi a la confrontation critique. Elle examine les differents aspects de la conception fichteenne du christianisme, notamment sa position a l'egard du Nouveau Testament, de la dogmatique, de la morale et de la mystique chretiennes. This work examines thoughtlessness and seeks to illuminate the necessity and extent that reflection is involved in becoming practically wise within an Aristotelian virtue ethical framework. Derived from an Arendtian reading of Kantian aesthetic judgment, an account of thinking and judging is offered to supplement traditional accounts of practical wisdom.

Ethical leadership matters in the context of organizational change due to the need for followers to trust the integrity of their leaders. Yet, there have been no studies investigating ethical leadership and organizational change. To fill this gap, we introduce a model of the moderating role of involvement in change. Organizational change and involvement in change are proposed as context-level moderators in the relationships of ethical leadership and work-related attitudes and performance. We employ a sample of 199 supervisor–subordinate pairs from (...) a wide variety of organizations. Results support a three-way interaction (ethical leadership, organizational change, and involvement in change) for performance and OCBs. Our results have important implications for organizational change since ethical leadership appears to complement follower involvement when change is happening. (shrink)

A critical analysis of Kelsen’s theory leads to a broad concept of custom, which covers diverse types of customary norms, where the always required conviction of legal bindingness depends on different types of factual and normative reasons. In it we should include a strict concept of custom or legal usage, derogating custom, custom of general international law, custom that establishes an unwritten constitution, custom that establishes a new written constitution, judicial custom which creates a rule of precedent and custom newly (...) expressed in the judicial application of customary rules. The basic norm could be formulated as a constitutive norm: ‘If the norms created through the first historical constitution are effective, then the first historical constitution are valid.’ It is thus a customary constitutive rule that recognizes the first historical constitution as valid law. Norms which establish sources of law are constitutive rules, they can be customary norms or legislated norms, but if they are legislated, they have their validity recognized by, directly or indirectly, a constitutive customary norm. By using a broad concept of custom as a conventional practice, Hart implies that general recognition of a customary rule, together with the practice that accompanies it, are sufficient conditions of validity. A doctrine of recognition that is arrived at by means of criticism and a rational reconstruction of the doctrines of Kelsen and Hart regains the essential theses of the traditional recognition theory of Bierling and Engisch. Gratitude is both expected and problematic in live organ donation. Are there grounds to require it, and to forbid access to live donor transplantation to a recipient who fails to signal that he feels any form of gratitude? Recipient gratitude is not currently required for organ donation, but it is expected and may be a moral requirement. Despite this, we argue that making it a condition for live organ transplantation would be unjustified. It would constitute a problematic and disproportionate punishment (...) for perceived immoral behaviour on the part of the recipient. It would also bar the donor from positive aspects of organ donation that remain even in the absence of recipient gratitude. A potential recipient's lack of gratitude should be explored as a possible symptom of other morally problematic issues and integrated into the information provided to the potential donor. Recognition of the donor's gift and gratitude for it may also need to be expressed in part by others. This last aspect is relevant even in cases where the recipient feels and expresses gratitude.
