Background Care homes have been disproportionately affected during the COVID-19 pandemic. Practical challenges of enacting infection control measures in care home settings have been widely reported, but little is known about the ethical concerns of care home staff during the implementation of such measures.. Objectives To understand the ethical challenges perceived by care home staff during the early months of the COVID-19 pandemic. Research design An exploratory qualitative study. Participants and research context A purposive sample of 15 care home staff (...) in different roles and ranks in Hong Kong was recruited to take part in semi-structured interviews between June and August 2020. Ethical considerations Ethical approval for this study was obtained. Participation was voluntary and anonymous. Participants had the right to withdraw from the study at any time without reprisal. Findings Three themes were identified: unclear legitimacy regarding infection control measures, limited autonomy in choices over infection control measures and inevitable harms to residents’ well-being. While the participants expected that they would have legitimated power to implement infection control measures, they were resistant when their right to self-determination of testing and vaccination was infringed. They also felt trapped between ethical duties to protect care home residents from infection risk and the anticipated detrimental effects of infection control measures. Conclusions The findings of this study reveal tensions among the ethical obligations of care home staff in response to a public health emergency. They highlight the importance of strengthening ethical sensitivity and ethical leadership in identifying and resolving the challenges of pandemic responses. (shrink)

Language tests for overseas registered nurses (ORN) working outside their home country are essential for patient safety, as communication competency needs to be established in any workforce. We argue that the current employment of existing language tests is structurally and institutionally racist and disadvantages ORNs from non‐European Union (EU) and non‐White countries seeking to work in the United Kingdom. Using Critical Race Theory (CRT), we argue that existing English language tests for ORNs seeking registration in the United Kingdom are discriminatory (...) due to the UK's racist migration policies and a regulatory body for nursing and midwifery that fails to acknowledge and understand its own institutionally racist practices. Across the world, artificial intelligence (AI) technologies are being more widely employed in public sector decision-making and processes as a supposedly neutral and an efficient method for optimizing delivery of services. However, the deployment of these technologies has also prompted investigation into the potentially unanticipated consequences of their introduction, to both positive and negative ends. This paper chooses to focus specifically on the relationship between gender bias and AI, exploring claims of the neutrality of such technologies and how its understanding (...) of bias could influence policy and outcomes. Building on a rich seam of literature from both technological and sociological fields, this article constructs an original framework through which to analyse both the perpetuation and mitigation of gender biases, choosing to categorize AI technologies based on whether their input is text or images. Through the close analysis and pairing of four case studies, the paper thus unites two often disparate approaches to the investigation of bias in technology, revealing the large and varied potential for AI to echo and even amplify existing human bias, while acknowledging the important role AI itself can play in reducing or reversing these effects. The conclusion calls for further collaboration between scholars from the worlds of technology, gender studies and public policy in fully exploring algorithmic accountability as well as in accurately and transparently exploring the potential consequences of the introduction of AI technologies. In this collection of essays, leading cultural theorists consider the meaning and implications of world-scale humanist scholarship by engaging with Immanuel Wallerstein’s world-systems analysis. The renowned sociologist developed his influential critical framework to explain the historical and continuing exploitation of the rest of the world by the West. World-systems analysis reflects Wallerstein’s conviction that understanding global inequality requires thinking on a global scale. Humanists have often criticized his theory as insufficiently attentive to values and objects of knowledge such as culture, (...) agency, difference, subjectivity, and the local. The editors of this collection do not deny the validity of those criticisms; instead, they offer Wallerstein’s world-systems analysis as a well-developed vision of the world scale for humanists to think with and against. The term “value of life” can refer to life’s intrinsic dignity: something nonincremental and time-unaffected in contrast to the fluctuating, incremental “value” of our lives, as they are longer or shorter and more or less flourishing. Human beings are equal in their basic moral importance: the moral indignities we condemn in the treatment of e.g. those with dementia reflect the ongoing human dignity that is being violated. Indignities licensed by the person in advance remain indignities, as when people might volunteer (...) their living, unconscious bodies for surrogacy or training in amputation techniques. Respect for someone’s dignity is significantly impacted by a failure to value that person’s very existence, whatever genuine respect and good will is shown by wanting the person’s life to go well. Valuing and respecting life is not, however, vitalism: there can be good and compelling reasons for eschewing some means of prolonging life. (shrink)

Analogous (...) to a cookery book filled with recipes and instruction, Mix & Stir explores new outlooks on contemporary art from global perspectives. It intends to encourage studying art beyond national constraints, cultural dominances, and hierarchies: a voyage similar to that of culinary discovery. The book brings a variety of tastes and flavours to the table, and breaks new ground by allowing innovative, contrary, queer, idiosyncratic practices and discourses, theories and topics, methods, and concerns to access art in its global dimensions. Researchers, curators and artists with a special interest in this topical issue were invited to present, develop, outline, and contemplate compelling frames of reference, both theoretical and artistic, in order to arrive at a true 'world art studies'. The paper attempts to explicate and justify the position I call `Agency Incompatibilism'- that is to say, the view that agency itself is incompatible with determinism. The most important part of this task is the characterisation of the conception of agency on which the position depends; for unless this is understood, the rationale for the position is likely to be missed. The paper accordingly proceeds by setting out the orthodox philosophical position concerning what it takes for agency to exist, before (...) going on to explain why and how that orthodoxy should be challenged. The relations between my own views and those of others writing on the issues of free will and moral responsibility, in three crucial and inter-connected areas are then explored. These are (1) the question how animals should figure in the philosophy of action; (2) the question what the lesson is of `Frankfurt-style' examples; and (3) the distinction between so-called `leeway' incompatibilism and `source' incompatibilism. The paper moves on to consider and respond to various objections to Agency Incompatibilism, including the claim that to embrace the conception of agency that makes incompatibilism plausible is to beg the question against the compatibilist, and also the worry that determinism is an empirical thesis which ought not to be straightforwardly falsifiable by such a priori reasoning as Agency Incompatibilism appears to involve. I also try to rebut the worry that Agency Incompatibilism is committed to the existence of an unintelligible and/or naturalistically impossible variety of irreducible agent causation. (shrink)

The surface grammar of reports such as ‘I have a pain in my leg’ suggests that pains are objects which are spatially located in parts of the body. We show that the parallel construction is not available in Mandarin. Further, four philosophically important grammatical features of such reports cannot be reproduced. This suggests that arguments and puzzles surrounding such reports may be tracking artefacts of English, rather than philosophically significant features of the world.

Drawing on Merleau-Ponty's phenomenology, it takes up a series of films by Bruce Nauman and Marlon Riggs to consider ways in which this level is phenomenally challenged providing insights into the embodiment of racialization.

Concentrating on the Qingdao Observatory, this paper will explore the role of scientific facility in asserting China’s sovereignty during the first half of the twentieth century. Although scholars have explained the efforts of China’s internationalization in diplomacy through the perspectives of politics, economics and culture, they have not paid attention to science. Therefore, this paper aims to shed some light on how scientific issues were solved via diplomacy during the Republic of China, while further asserting that the focus in negotiations (...) was not confined to science itself, but rather to sovereignty within a scientific context. In this process, the meaning of sovereignty has also been expanded basing on the improvement of nation’s scientific capability. Besides, the participation of different actors involved in sovereignty assertion is investigated by this paper. Although the diplomatic negotiation was held at the international level, the local government and scientific community were main promoters in this case, which calls for attention on the various subjects in sovereignty issue. Consequently, this paper argues that Asian countries, such as Republic of China, could also employ science as a means to negotiate with foreign powers and claim their due rights. (shrink)

Sentiment analysis is one of the important tasks of online opinion analysis and an important means to guide the direction of online opinion and maintain social stability. Due to the multiple characteristics of linguistic expressions, ambiguity, multiple meanings of words, and the increasing speed of new words, it is a great challenge for the task of text sentiment analysis. Commonly used machine learning methods suffer from inadequate text feature extraction, and the emergence of deep learning has brought a turnaround for (...) this purpose. In this paper, we investigate the problem of text sentiment analysis using methods related to deep learning. In order to incorporate user and product information in a more diverse way in the model, this paper proposes a model based on a deep bidirectional long-and short-term memory network-self-attention mechanism-custom classifier. The model first identifies contextual associations and acquires deep text features through a deep bidirectional long- and short-term memory network and then captures important features in the text using a self-attentive mechanism. The model finally combines user information and product information to build a custom classifier module and uses context-aware attention mechanisms to assign specific parameters to user information and product information, which improves the performance of the model on public datasets compared with current common models. The results show that the accuracy of the algorithm in this paper is high, and it is about 5% lower than the traditional algorithm. The method can reduce the number of iterations and the running time of the algorithm. (shrink)

E-book applications are widely developed and applied for reading on a screen. However, it is difficult for readers to change their reading habits or preference from paper-printed books to digital devices. The study of readers' continuance intention to use e-book APPs is the first step to improving e-reading. This study (...) focuses on the influential factors on undergraduates' continuance intention of e-book APPs, which analyzed and summarized the literature related to the electronic book applications and undergraduates' continuous intention, combined with the characteristics of the e-book APPs, introduced relevant theories and variables, and established the factors that influence undergraduates' continuous intention of using e-book APPs. On this basis, the paper analyzed the relationship between various influencing factors and their influence on continuous intention. A model composed of five hypotheses was constructed to test the factors influencing undergraduates' continuous intention in e-book APPs. The results indicated that of all research variables, satisfaction is the most important factor that affects continuous intention; Perceived usefulness and perceived playfulness have an indirect effect on continuous intention through satisfaction; personalization has direct effects on perceived usefulness and perceived playfulness, so it also has an indirect effect on continuous intention. The findings of the study will be helpful for designers and developers of e-book APPs and provide e-book APP suggestions for readers as well. (shrink)

Explores the avant-garde history of twentieth-century Europe through the lifestyle and music of the Sex Pistols.

The tobacco industry first began to promote the idea that a minority of smokers are 'genetically predisposed' to lung cancer in the 1950s. We used tobacco industry documents available as a result of litigation to investigate the role of the tobacco industry in funding the 'scientific bandwagon' described by Fujimura, in which genetics has come to dominate the cancer research agenda. From 1990-1995 inclusive, 52% of the project funding allocated by British American Tobacco's Scientific Research Group went to genetic research, (...) mainly based in universities and at one cancer charity. The largest project involved a pharmacogenetic research unit, based in a UK medical school, which was established with the help of tobacco industry PR consultants in 1988. The unit received half its project funding from the industry in 1992. Its main aim was to identify a minority of smokers who are supposedly 'genetically susceptible' to lung cancer, so that smoking cessation measures could be targeted at them. This aim was adopted and promoted by influential scientists at the US National Institutes of Health and the UK Medical Research Council in the late 1980s, in the run up to the Human Genome Project.BAT's research funds were also used to counter claims by others to have identified a unique 'genetic fingerprint' for tobacco smoke in lung cancer cells. We conclude that the tobacco industry has played a significant role in shaping research agendas, in particular, by promoting the idea that individual genome screening would be of benefit to public health. Helen Steward puts forward a radical critique of the foundations of contemporary philosophy of mind, arguing that it relies too heavily on insecure assumptions about the sorts of things there are in the mind--events, processes, and states. She offers a fresh investigation of these three categories, clarifying the distinctions between them, and argues that the category of state has been very widely and seriously misunderstood.

Statements not only update our current knowledge, but also have other dynamic effects. In particular, suggestions or commands ?upgrade' our preferences by changing the current order among worlds. We present a complete logic of knowledge update plus preference upgrade that works with dynamic-epistemic-style reduction axioms. This system can model changing obligations, conflicting commands, or ?regret'. We then show how to derive reduction axioms from arbitrary definable relation changes. This style of analysis also has a product update version with preferences between (...) actions, as well as worlds. Some illustrations are presented involving defaults and obligations. Liu Ping discusses patriotism and nationalism in regard to culture and values and also the role of the prophetic voice in Chinese society. His provocative allegorical rewriting of a prophecy from the Biblical book of Amos, setting it in contemporary China, is pointedly political. Liu writes in the Chinese intellectual tradition of pointing out when a society or a country is on the brink of destruction.

On the question of whether the universe should be infinite or finite, there has been throughout the history of physics a struggle between materialism and idealism, between dialectics and metaphysics. Materialism asserts that the universe is infinite, while idealism advocates finitude. At every stage in the history of physics, these two philosophical lines have engaged in fierce struggle. Although developments in physics always demonstrate the failure of the finite universe doctrine, with every new advance in science the idealists distort and (...) take advantage of the latest results of physics to "prove" with varying sleights of hand that the universe is finite, serving the reactionary rule of the moribund exploiting classes. In the early part of this century after the rise of quantum theory and relativity theory, physics arrived at a new stage of development. After General Relativity was announced in 1916, a lot of people used it and similar theories of gravity to produce all sorts of models of the universe. The "finite universe" point of view became even more fashionable. Lenin pointed out that "That certain schools of the new physics have various dealings with Machism and other variants of modern idealism, is a fact not to be doubted for a moment." It is clear from reading all sorts of foreign literature that the schools of physics promoting a finite universe are linked up with all sorts of idealist philosophy, including theology. (shrink)

Despite the productivity of basic cancer research, cancer continues to be a health burden to society because this research has not yielded corresponding clinical applications. Many proposed solutions to this dilemma have revolved around implementing organizational and policy changes related to cancer research. Here I argue for a different solution: a new conceptualization of causation in cancer. Neither the standard molecular biomarker approaches nor evolutionary biology approaches to cancer fully capture its complex causal dynamics, even when considered jointly. These approaches (...) map on to Ernst Mayr’s proximate–ultimate distinction, which is an inadequate conceptualization of causation in biological systems and makes it difficult to connect developmental and evolutionary viewpoints. I propose looking to evolutionary developmental biology to overcome the distinction and integrate the proximate and ultimate causal frameworks. I use the concepts of modularity and evolvability to show how an EvoDevo perspective can be manifested in cancer translational research. This perspective on causation in cancer is better suited for integrating the complexity of current empirical results and can facilitate novel developments in the investigation and clinical treatment of cancer. The aim of this literature review was to compose a narrative review supported by a systematic approach to critically identify and examine concerns about accountability and the allocation of responsibility and legal liability as applied to the clinician and the technologist as applied the use of opaque AI-powered systems in clinical decision making. This review questions if it is permissible for a clinician to use an opaque AI system in clinical decision making and if a patient was harmed as a (...) result of using a clinician using an AIS’s suggestion, how would responsibility and legal liability be allocated? Literature was systematically searched, retrieved, and reviewed from nine databases, which also included items from three clinical professional regulators, as well as relevant grey literature from governmental and non-governmental organisations. This literature was subjected to inclusion/exclusion criteria; those items found relevant to this review underwent data extraction. This review found that there are multiple concerns about opacity, accountability, responsibility and liability when considering the stakeholders of technologists and clinicians in the creation and use of AIS in clinical decision making. Accountability is challenged when the AIS used is opaque, and allocation of responsibility is somewhat unclear. Legal analysis would help stakeholders to understand their obligations and prepare should an undesirable scenario of patient harm eventuate when AIS were used. (shrink)

The paper considers and opposes the view that processes are best thought of as continuants, to be differentiated from events mainly by way of the fact that the latter, but not the former, are entities with temporal parts. The motivation for the investigation, though, is not so much the defeat of what is, in any case, a rather implausible claim, as the vindication of some of the ideas and intuitions that the claim is made in order to defend — and (...) the grounding of those ideas and intuitions in a more plausible metaphysics than is provided by the continuant view. It is argued that in addition to a distinction between events and processes there is room and need for a third category, that of the individual process, which can be illuminatingly compared with the idea of a substance. Individual processes indeed share important metaphysical features with substantial continuants, but they do not lack temporal parts. Instead, it is argued that individual processes share with substantial continuants an important property I call ‘modal robustness in virtue of form’. The paper explains what this property is, and further suggests that the category of individual process, thus understood, might be of considerable value to the philosophy of action. (shrink)

Confucianism advocates the lofty moral ideal of “humane love” (ren ai 仁愛) and condemns immoral actions. Strangely enough, however, Mencius, a “paradigmatic Confucian intellectual” who believed that “a true man cannot be corrupted by wealth, subdued by power, or affected by poverty” (Tu 1989a: 15), highly commended such typically corrupt actions as bending the law for the benefit of relatives or appointing people by mere nepotism when he talked about Shun 舜 in the text of the Mencius. In the first (...) four sections of this article, I will address the issue of how Confucianism encourages a special kind of corruption through its fundamentally consanguineous affection. Then, in the remaining sections, I will try to respond to some criticisms of my views by a few Chinese scholars. (shrink)

This paper presents a dilemma which it has been alleged by Kim Frost must be faced by any defender of the notion of a two-way power and offers a solution to the dilemma which is distinct from Frost’s own. The dilemma is as follows: assuming that powers are to be individuated by what they are powers to do or undergo, then either there is a unified description of the manifestation-type which individuates the power, or there is not. If there is, (...) then two-way powers are revealed really to be one-way powers, after all. If there is not, then it is difficult to explain why the two-way power does not simply dissolve into a mere combination of two one-way powers. The paper offers an account of what a two-way power is that is distinct from the one Frost takes for granted, and argues that this different conception is the key to avoiding the dilemma. It is also argued that this alternative conception has several further advantages over its rival and also that it has no less of a claim than Frost’s notion to be prefigured in Aristotle’s original discussion. This article uses philosopher Miranda Fricker’s work on epistemic injustice to shed light on the legal concept of the fiduciary, alongside demonstrating the wider contribution Fricker’s work can make to business ethics. Fiduciary, from the Latin fīdūcia, meaning “trust,” plays a fundamental role in all financial and business organisations: it acts as a moral safeguard of the relationship between trustee and beneficiary. The article focuses on the ethics of the fiduciary, but from a unique historical perspective, referring back to the (...) original formulation of the fiduciary within a familial context to investigate presuppositions regarding agential capabilities, whilst also paying attention to the power mechanism embedded in the trustee–beneficiary relationship. Using Fricker’s theory of pre-emptive testimonial injustice, the analysis elucidates the impact of cumulative beneficiary silencing in contemporary contexts, and the article uncovers ethical issues of an epistemological kind at the core of the fiduciary—of epistemic injustice. A number of reasons are offered for thinking that the things that it is most plausible to suppose we are trying to cotton on to with the generic talk of ‘actions’ in which philosophy indulges cannot be events. A framework for thinking about the event-process distinction which can help us understand how we ought to think about the ontology of processes we need instead is then developed, (...) building on some excellent work already done by philosophers working at the intersection of philosophy and linguistics. Biological sex should be “acknowledged” and “accepted”—but which responses to gender dysphoria might this preclude? Trans-identified people may factually acknowledge their biological sex and regard transition as purely palliative. While generally some level of self-deception and even a high level of nonlying deception of others are sometimes justified, biological sex is important, and there is a nontrivial onus against even palliative, nonsexually motivated cross-dressing. The onus is higher against co-opting the body, even in a minor and/or reversible way, to make (...) a false communication concerning one’s sex. Hardest to defend is the destruction of sexual–reproductive functions and causally downstream functions such as lactation: due to the transcendent nature of sexual–reproductive functions, an appeal to the “principle of totality” here is misplaced. This is not to say that social, and milder medical, transition is absolutely excluded even for severe unmanageable dysphoria, nor that subsequent to any transition, detransition is necessarily required. In this article, I discuss the structural domination of whiteness as it intersects with the potential of individual critique and reflexivity. I reflect on my positioning as a white nurse researcher while researching international nurse migration. I draw on two large qualitative studies and one small focus group study to discuss my reactions as a white researcher to evidence of institutional racism in the British health services and my growing awareness of how racism is reproduced in the British nursing profession.

The Habits of Racism examines some of the complex questions raised by the phenomenon and experience of racism. Helen Ngo argues that the conceptual reworking of habit as bodily orientation helps to identify the more subtle but fundamental workings of racism, exploring what the lived experience of racism and racialization teaches about the nature of the embodied and socially-situated being.
