A broad sketch for a model of speech production is outlined which describes developmental aspects of its cognitive-linguistic and sensorimotor components. A description of the emergence of phonological knowledge is a central point in our model sketch. It will be shown that the phonological form level emerges during speech acquisition and becomes an important representation at the interface between cognitive-linguistic and sensorimotor processes. Motor planning as well as motor programming are defined as separate processes in our model sketch and it (...) will be shown that both processes revert to the phonological information. Two computational simulation experiments based on quantitative implementations are undertaken to show proof of principle of key ideas of the model sketch: the emergence of phonological information over developmental stages, the adaptation process for generating new motor programs, and the importance of various forms of phonological representation in that process. Based on the ideas developed within our sketch of a production model and its quantitative spell-out within the simulation models, motor planning can be defined here as the process of identifying a succession of executable chunks from a currently activated phoneme sequence and of coding them as raw gesture scores. Motor programming can be defined as the process of building up the complete set of motor commands by specifying all gestures in detail. This full specification of gesture scores is achieved in our model by adapting motor information from phonologically similar syllables or by assembling motor programs from sub-syllabic units. BackgroundAustralian health and medical research funders support substantial research efforts, and incentives within grant funding schemes influence researcher behaviour. We aimed to determine to what extent Australian health and medical funders incentivise responsible research practices.MethodsWe conducted an audit of instructions from research grant and fellowship schemes. Eight national research grants and fellowships were purposively sampled to select schemes that awarded the largest amount of funds. The funding scheme instructions were assessed against 9 criteria to determine to what extent they incentivised (...) these responsible research and reporting practices: publicly register study protocols before starting data collection, register analysis protocols before starting data analysis, make study data openly available, make analysis code openly available, make research materials openly available, discourage use of publication metrics, conduct quality research, collaborate with a statistician, and adhere to other responsible research practices. Each criterion was answered using one of the following responses: “Instructed”, “Encouraged”, or “No mention”.ResultsAcross the 8 schemes from 5 funders, applicants were instructed or encouraged to address a median of 4 of the 9 criteria. Three criteria received no mention in any scheme. Importantly, most incentives did not seem strong as applicants were only instructed to register study protocols, discourage use of publication metrics and conduct quality research. Other criteria were encouraged but were not required.ConclusionsFunders could strengthen the incentives for responsible research practices by requiring grant and fellowship applicants to implement these practices in their proposals. Administering institutions could be required to implement these practices to be eligible for funding. Strongly rewarding researchers for implementing robust research practices could lead to sustained improvements in the quality of health and medical research. (shrink)

Guided by the concept of bullshit, broadly defined as a deceptive form of rhetoric intended to distract and/or persuade, we examine how fabrications and false statements— when crafted and distributed by the president of the United States—impact not only foreign policy making and implementation but also erode democratic norms. Unconstrained by reality, and seemingly driven more by celebrity and showmanship than a genuine desire to govern, we argue that President Trump’s penchant for bullshit is part of a concerted strategy to (...) sideline critics while simultaneously undermining the ongoing investigations into the Trump campaign’s alleged collusion with the Russian government. In this paper a formal framework is proposed in which variousinformative actions are combined, corresponding to the different ways in whichrational agents can acquire information. In order to solve the variousconflicts that could possibly occur when acquiring information fromdifferent sources, we propose a classification of the informationthat an agent possesses according to credibility. Based on this classification, we formalize what itmeans for agents to have seen or heard something, or to believesomething by default. We present a formalization of observations,communication actions, (...) and the attempted jumps to conclusions thatconstitutes default reasoning. To implement these informative actionswe use a general belief revision action which satisfies theAGM postulates; dependent on the credibility of the incominginformation this revision action acts on one or more parts ofthe classified belief sets of the agents. The abilities of agents formalizeboth the limited capacities of agents to acquire information, and the preference of one kind of information acquisition to another. A very important feature of our approach is that it shows how to integratevarious aspects of agency, in particular the (informational) attitudesof dealing with information from observation, communication and defaultreasoning into one coherent framework, both model-theoretically andsyntactically. One of the scandals of Anglo-American philosophical scholarship is its neglect of the German Idealist tradition. Even in the case of Hegel himself, many important works are either untranslated or have received only inadequate or outdated renderings and suffer from a lack of first-rate, full-length commentaries. The situation is much worse, when one turns to Schelling and Fichte. Lachs and Heath have rendered a real service in providing us with a new translation, available in a well-bound papercover edition, of Fichte's (...) major work, the Wissenschaftslehre of 1794, to supplant the very objectionable Kroeger translation which is, in any case, long since out of print. This is an essential work for comprehending the development of European philosophy in the short but extraordinarily productive period from 1781 to 1807. Along with Schelling's System des transzendentalen Idealismus, Fichte's Wissenschaftslehre constitutes the bridge between Kant's three Critique's and Hegel's Phenomenology. Both of the famous "Introductions" are translated in the current edition. Despite their torturous text, their renderings are clearer than one might expect. There is an extremely helpful introduction by Lachs (who also translated the "First Introduction of 1797," a German-English glossary, and a detailed index. The translators also supply the standard marginal pagination from the Gesamtausgabe of 1834-1846. In all, the work is professionally done, a permanent and much needed contribution of the study of Fichte for English-reading students.--J. D. C. (shrink)

This volume describes features of biological autonomy and integrates them into the recent discussion of factors in evolution. In recent years ideas about major transitions in evolution are undergoing a revolutionary change. They include questions about the origin of evolutionary innovation, their genetic and epigenetic background, the role of the phenotype, and of changes in ontogenetic pathways. In the present book, it is argued that it is likewise necessary to question the properties of these innovations and what was qualitatively generated (...) during the macroevolutionary transitions. The author states that a recurring central aspect of macroevolutionary innovations is an increase in individual organismal autonomy whereby it is emancipated from the environment with changes in its capacity for flexibility, self-regulation and self-control of behavior. The first chapters define the concept of autonomy and examine its history and its epistemological context. Later chapters demonstrate how changes in autonomy took place during the major evolutionary transitions and investigate the generation of organs and physiological systems. They synthesize material from various disciplines including zoology, comparative physiology, morphology, molecular biology, neurobiology and ethology. It is argued that the concept is also relevant for understanding the relation of the biological evolution of man to his cultural abilities. Finally the relation of autonomy to adaptation, niche construction, phenotypic plasticity and other factors and patterns in evolution is discussed. The text has a clear perspective from the context of systems biology, arguing that the generation of biological autonomy must be interpreted within an integrative systems approach. (shrink)

Information can be public among a group. Whether or not information is public matters, for example, for accounts of interdependent rational choice, of communication, and of joint intention. A standard analysis of public information identifies it with (some variant of) common belief. The latter notion is stipulatively defined as an infinite conjunction: for p to be commonly believed is for it to believed by all members of a group, for all members to believe that all members believe it, and so (...) forth. This analysis is often presupposed without much argument in philosophy. Theoretical entrenchment or intuitions about cases might give some traction on the question, but give little insight about why the identification holds, if it does. The strategy of this paper is to characterize a practical-normative role for information being public, and show that the only things that play that role are (variants of) common belief as stipulatively characterized. In more detail: a functional role for “taking a proposition for granted” in non-isolated decision making is characterized. I then present some minimal conditions under which such an attitude is correctly held. The key assumption links this attitude to beliefs about what is public. From minimal a priori principles, we can argue that a proposition being public among a group entails common commitment to believe among that group. Later sections explore partial converses to this result, the factivity of publicity and publicity from the perspective of outsiders to the group, and objections to the aprioricity of the result deriving from a posteriori existential presuppositions.
