When governments introduce controversial policies or face a risk of policy failure, officeholders try to avoid blame and justify their decisions by using various legitimation strategies. This paper focuses on the ways in which legitimations are expressed in government social media communication, using the Twitter posts of the British government’s Brexit department as an example. We show how governments may seek legitimacy by appealing to (1) the personal authority of individual policymakers, (2) the collective authority of (political) organisations, (3) the (...) impersonal authority of rules or documents, (4) the goals or effects of government policy, (5) ‘the will of the people’, and (6) time pressure. The results suggest that official legitimations in social media posts tend to rely more on references to authority and shared values rather than presentation of evidence and sound arguments. In this paper, we contribute to the study of blame avoidance in government social media communication by exploring how corpus-assisted discourse analysis helps to identify three types of common legitimations: self-defensive appeals to personal authority of policymakers, impersonal authority of rules or documents and goals or effects of policies. We use a specialised corpus of tweets by (...) the Brexit department of the British government which we analyse both qualitatively and quantitatively. We demonstrate how the analysis of lexical bundles that characterise each type of legitimation might provide a new avenue for identifying the presence, characteristics and uses of these legitimations in larger datasets. Trust among current and future patients is essential for the success of biobank research. The submission of an informed consent is an act of trust by a patient or a research subject, but a strict application of the rule of informed consent may not be sensitive to the multiplicity of patient interests at stake, and could thus be detrimental to trust. According to a recently proposed law on “genetic integrity” in Sweden, third parties will be prohibited from requesting or seeking (...) genetic information about an individual. Cumbersome restrictions on research may be lifted, thus creating a more favourable climate for medical research. (shrink)

Artificiell intelligens (AI) är ett ungt forskningsområde där många av de grundläggande problemen förefaller att vara av filosofisk art.1 Ämnet har sina filosofiska rötter dels i traditionen från Leibniz, Frege, Russell och Hilbert, som strävar efter att formalisera principerna för exakt tänkande, dels i den klassiska mekanismen: idén att människan är en maskin och att det mänskliga tänkandet är en mekanisk process. Som en första approximation kan vi säga att AI är det vetenskapliga studiet av hur man konstruerar och bygger (...) maskiner (datorer) som är intelligenta (eller uppvisar intelligent beteende). Det är lätt att se att denna forskning aktualiserar frågor av filosofiskt slag. Hit hör problem som rör tänkandets natur samt förhållandet mellan medvetandet och kroppen. Inom AI ses ofta datorns arbetssätt som en modell för människans kognitiva processer och man föreställer sig kanske att hjärnan är ett slags dator. Eftersom hjärnan liknas vid en dator och en dator tänks arbeta rent mekaniskt i enlighet med ett givet program (en given algoritm), så föreställer man sig att samma sak bör gälla för hjärnan. Analogin hjärna-dator leder till föreställningen att tänkande inte är något annat än en dators mekaniska manipulerande av symboler i enlighet med givna formella regler. Denna uppfattning om tänkandets natur förefaller samtidigt problematisk: mekanisk manipulation av symboler förutsätter ingen förståelse av symbolernas innebörd; genuint tänkande, å andra sidan, tycks förutsätta sådan förståelse. Ibland verkar också analogin hjärna-dator i den motsatta riktningen. Eftersom hjärnan liknas vid en dator och hjärnan har en mental dimension, så föreställer man sig kanske att samma sak måste gälla för vissa datorer: synen på hjärnan som en dator leder till tanken att det borde vara möjligt att konstruera datorer som bokstavligen tänker, känner och förnimmer. Man föreställer sig kanske att man skall kunna konstruera ett artificiellt medvetande. Vi är alla förtrogna med datorer som (i en viss mening) kan lösa förelagda uppgifter på ett intelligent sätt, men följer det därav att dessa datorer kan tänka? Inte tänker väl en schackspelande dator på schack? Hur intelligent dagens datorer än beter sig, så verkar det ändå inte rimligt att säga att de har tankar, känslor eller upplevelser. Men kan man utesluta att vi någon gång i framtiden kommer att kunna konstruera datorer som verkligen förstår, är medvetna, och tänker? Dessa frågor rymmer många begreppsliga oklarheter. Vad är intelligens, tänkande, förståelse, medvetande? Hur förhåller sig intelligens och tänkande till medvetandets fenomenella sida: upplevelser och känslor? Om vad slags ting är det meningsfullt att säga att de har intelligens, medvetande, mentala tillstånd, etc.? Är det meningsfullt att säga detta om en hjärna, en maskin, en dator? Vad menas med en maskin (dator)? Hur kan vi veta (avgöra) om ett ting har intelligens, tankar, känslor eller upplevelser? I denna uppsats avser vi att närmare belysa sambandet mellan filosofi och AI samt kritiskt granska några av AI-forskningens förutsättningar inom filosofi och logik. (shrink)

In the late summer of 1998, the authors, a cognitive scientist and a logician, started talking about the relevance of modern mathematical logic to the study of human reasoning, and we have been talking ever since. This book is an interim report of that conversation. It argues that results such as those on the Wason selection task, purportedly showing the irrelevance of formal logic to actual human reasoning, have been widely misinterpreted, mainly because the picture of logic current in psychology (...) and cognitive science is completely mistaken. We aim to give the reader a more accurate picture of mathematical logic and, in doing so, hope to show that logic, properly conceived, is still a very helpful tool in cognitive science. The main thrust of the book is therefore constructive. We give a number of examples in which logical theorizing helps in understanding and modeling observed behavior in reasoning tasks, deviations of that behavior in a psychiatric disorder (autism), and even the roots of that behavior in the evolution of the brain. We discuss external and internal graphical and linguistic representational systems. We argue that a cognitive theory of peoples' reasoning performance must account for (a) the logical equivalence of inferences expressed in graphical and linguistic form, and (b) the implementational differences that affect facility of inference. Our theory proposes that graphical representation limit abstraction and thereby aid “processibility”. We discuss the ideas of specificity and abstraction, and their cognitive relevance. Empirical support both comes from tasks which involve the manipulation of external (...) graphics and tasks that do not. For the former, we take Euler's (1772) circles, provide a novel computational reconstruction, show how it captures abstractions, and contrast it with earlier construals and with Johnson‐Laird's (1983) mental models representations. We demonstrate equivalence of the graphical Euler system, and the nongraphical mental models system. For tasks not involving manipulation of external graphics, we discuss text comprehension, and the mental performance of syllogisms. By positing an internal system with the same specificity as Euler's circles, we cover the mental models data, and generate new empirical predictions. Finally, we consider how the architecture of working memory explains why such specific representations are relatively easy to store. (shrink)

The empirical basis for this article is threeyears of experience with ethical rounds atUppsala University Hospital. Three standardapproaches of ethical reasoning are examined aspotential explanations of what actually occursduring the ethical rounds. For reasons given,these are not found to be satisfyingexplanations. An approach called ``imaginativeethics'', is suggested as a more satisfactoryaccount of this kind of ethical reasoning. Theparticipants in the ethical rounds seem to drawon a kind of moral competence based on personallife experience and professional competence andexperience. By listening to (...) other perspectivesand other experiences related to one particularpatient story, the participants imaginealternative horizons of moral experience andexplore a multitude of values related toclinical practice that might be at stake. Inhis systematic treatment of aesthetics in theCritique of Judgement, Kant made use ofan operation of thought that, if applied toethics, will enable us to be more sensitive tothe particulars of each moral situation. Basedon this reading of Kant, an account ofimaginative ethics is developed in order tobring the ethical praxis of doctors and nursesinto sharper relief. The Hebraic and theHellenic traditions of imagination are used inorder to illuminate some of the experiences ofethical rounds. In conclusion, it is arguedthat imaginative ethics and principle-basedethics should be seen as complementary in orderto endow a moral discourse with ethicalauthority. Kantian ethics will do the job if itis remembered that Kant suggested only amodest, negative role of principle-baseddeliberation. (shrink)

Is there any argument for scepticism? The epistemic problem of the possibility of error. Arguments for scepticism rest on the assumption that knowledge claims are fallible. For this reason the concept of knowledge appears to be questionable. Since it is necessary to distinguish doubts from possible doubts, the arguments for scepticism appear to be unconvincing. If we take it into account that we know something that is immune to doubt, we should draw the conclusion that, contrary to scepticism, knowledge claims (...) have to be compatible with being fallible. Thus any knowledge claim is capable of being doubted. (shrink)

We advance a theoretical framework which combines recent insights of research in logic, psychology, and formal semantics, on the nature of diagrammatic representation and reasoning. In particular, we wish to explain the varied efficacy of reasoning and representing with diagrams. In general we consider diagrammatic representations to be restricted in expressive power, and we wish to explain efficacy of reasoning with diagrams via the semantical and computational properties of such restricted `languages'. Connecting these foundational insights (from semantics and complexity theory) (...) to the psychology of reasoning with diagrams requires us to develop the notion of the {\it availability} (to an agent) of {\it constraints} operating within representation systems, as a consequence of their direct semantic interpretation. Thus we offer a number of fundamental definitions as well as a research programme which aligns current efforts in the logical and psychological analysis of diagrammatic representation systems. Clear-cut cases of decision-making under risk (known probabilities) are unusual in real life. The gambler’s decisions at the roulette table are as close as we can get to this type of decision-making. In contrast, decision-making under uncertainty (unknown probabilities) can be exemplified by a decision whether to enter a jungle that may contain unknown dangers. Life is usually more like an expedition into an unknown jungle than a visit to the casino. Nevertheless, it is common in decision-supporting disciplines to proceed (...) as if reasonably reliable probability estimates were available for all possible outcomes, i.e. as if the prevailing epistemic conditions were analogous to those of gambling at the roulette table. This mistake can be called the tuxedo fallacy. It is argued that traditional engineering practices such as safety factors and multiple safety barriers avoid this fallacy and that they therefore manage uncertainty better than probabilistic risk analysis (PRA). PRA is a useful tool, but it must be supplemented with other methods in order not to limit the analysis to dangers that can be assigned meaningful probability estimates. (shrink)

Implant ethics is defined here as the study of ethical aspects of the lasting introduction of technological devices into the human body. Whereas technological implants relieve us of some of the ethical problems connected with transplantation, other difficulties arise that are in need of careful analysis. A systematic approach to implant ethics is proposed. The major specific problems are identified as those concerning end of life issues (turning off devices), enhancement of human capabilities beyond normal levels, mental changes and personal (...) identity, and cultural effects. In the first part of this paper, I clear the ground from frequent misconceptions of the relationship between fact and value by examining some uses of the adjective “natural” in ethical controversies. Such uses bear evidence to our “natural” tendency to regard nature as the source of ethical norms. I then try to account for the origins of this tendency by offering three related explanations, the most important of which is evolutionistic: if any behaviour that favours our equilibrium with the (...) environment is potentially adaptive, nothing can be more effective for this goal than developing an attitude toward the natural world that considers it as a dispenser of sacred norms that must be invariably respected. By referring to the Aristotelian notion of human flourishing illustrated in the first part of the paper, in the second I discuss as a case study some ethical problems raised by mini-chips implantable in our bodies. I conclude by defending their potential beneficial effects of such new technological instruments. (shrink)

It is almost universally acknowledged that risks have to be weighed against benefits, but there are different ways to perform the weighing. In conventional risk analysis, collectivist risk-weighing is the standard. This means that an option is accepted if the sum of all individual benefits outweighs the sum of all individual risks. In practices originating in clinical medicine, such as ethical appraisals of clinical trials, individualist risk-weighing is the standard. This implies a much stricter criterion for risk acceptance, namely that (...) the risk to which each individual is exposed should be outweighed by benefits for that same individual. The different choices of risk-weighing methods in different policy areas seem to have emerged from traditional thought patterns and social relations, rather than from explicit deliberations on possible justifications for the alternative ways to weigh risks against benefits. It is not obvious how the prevalent differences in risk-weighing practices can be reconstructed in terms of consistent underlying principles of preventive health or social priority-setting. (shrink)

An agent can usually hold a very large number of beliefs. However, only a small part of these beliefs is used at a time. Efficient operations for belief change should affect the beliefs of the agent locally, that is, the changes should be performed only in the relevant part of the belief state. In this paper we define a local consequence operator that only considers the relevant part of a belief base. This operator is used to define local versions of (...) the operations for belief change. Five types of constructions are introduced for non-prioritized belief revision, i.e., belief revision in which the input sentence is not always accepted. These constructions include generalizations of entrenchment-based and sphere-based revision. Axiomatic characterizations are provided, and close interconnections are shown to hold between the different constructions.

This article is an attempt at a systematic account of decision making under greater uncertainty than what traditional, mathematically oriented decision theory can cope with. Four components of great uncertainty are distinguished: (1) the identity of the options is not well determined (uncertainty of demarcation) ; (2) the consequences of at least some option are unknown (uncertainty of consequences); (3) it is not clear whether information obtained from others, such as experts, can be relied on (uncertainty of reliance); and (4) (...) the values relevant for the decision are not determined with sufficient precision (uncertainty of values). Some possible strategy types are proposed for each of these components. Decisions related to environmental issues are used to illustrate the proposals. (shrink)

In order to explore public views on nanobiotechnology (NBT), convergence seminars were held in four places in Europe; namely in Visby (Sweden), Sheffield (UK), Lublin (Poland), and Porto (Portugal). A convergence seminar is a new form of public participatory activity that can be used to deal systematically with the uncertainty associated for instance with the development of an emerging technology like nanobiotechnology. In its first phase, the participants are divided into three “scenario groups” that discuss different future scenarios. In the (...) second phase, the participants are regrouped into three “convergence groups”, each of which contains representatives from each of the three groups from the first phase. In the final third phase, all participants meet for a summary discussion. This pilot project had two aims: (1) to develop and assess the new methodology and (2) to gather advice and recommendations from the public that may be useful for future decisions on nanobiotechnology (NBT). Participants emphasized that they wanted the technology to focus on solutions to environmental and medical problems and to meet the needs of developing countries. The need for further public participation and deliberation on NBT issues seemed to be acknowledged by all participants. Many of them also raised equality concerns. Views on the means by which NBT should be steered into socially useful directions were more divided. In particular, different views were expressed on how much regulation of company activities is needed to curb unwanted developments. The participants’ responses in a questionnaire indicate that the methodology of the convergence seminars was successful for decision-making under uncertainty. In particular, the participants stated that their advice was influenced both by access to different possible future developments and by the points of view of their co-participants, which is what the method is specifically intended to achieve. Epistemic conditionals have often been thought to satisfy the Ramsey test : If A, then B is acceptable in a belief state G if and only if B should be accepted upon revising G with A. But as Peter Gärdenfors has shown, RT conflicts with the intuitively plausible condition of Preservation on belief revision. We investigate what happens if RT is retained while Preservation is weakened, or vice versa. We also generalize Gärdenfors' approach by treating belief revision as a relation (...) rather than as a function.In our semantic approach, the same relation is used to model belief revision and to give truth-conditions for conditionals. The approach validates a weak version of the Ramsey Test — essentially, a restriction of RT to maximally consistent belief states. (shrink)

Learning with different kinds of ICT-based tools is an important issue in today's society. In this article we focus on how design of technology rich environments based on state of the art learning principles can give us new insights about how learning occur, and how we can develop new types of learning environments. Medical education constitutes the subject domain. There has been a considerable effort to develop 3D technologies in this field, and the article provides a careful review of how (...) these technologies are applied. There is, however, a substantial gap between these advances and the use of technologies in medical education. Related work proposes individualistic assumptions or metaphors that do not focus explicitly on learning and technology mediation. Based on theoretical analysis of previous literature in the field we argue that there is a need for a new unit of analysis that includes the relationship between individual and collective activity and the role of technology herein. The socio-cultural and especially activity theory is taken as the perspective which gives the possibility to develop the argumentation about the unit of analysis. The unit of analysis also has implications for design of 3D environments. The design principles are elaborated upon and examples are given in relation to an application called Matador (Medical Advanced Training in an Artificial Distributed Environment). Matador is aimed at developing a simulation environment for training in emergency medicine. (shrink)

Sweden is probably one of the most secularized nations in the world. Therefore religious arguments tend to play a smaller role in the public bioethical debate than in most other countries. Issues such as abortion, stem-cell research, and therapeutic cloning have been far less controversial in Sweden than elsewhere. Instead, other issues have dominated recent bioethical debates in Sweden, in particular those concerning privacy and the control over biological information about individuals.

Extended antipaternalism means the use of antipaternalist arguments to defend activities that harm (consenting) others. As an example, a smoker’s right to smoke is often invoked in defence of the activities of tobacco companies. It can, however, be shown that antipaternalism in the proper sense does not imply such extended antipaternalism. We may therefore approve of Mill’s antipaternalist principle (namely, that the only reason to interfere with someone’s behaviour is to protect others from harm) without accepting activities that harm (consenting) (...) others. This has immediate consequences for the ethics of public health. An antipaternalist need not refrain from interfering with activities such as the marketing of tobacco or heroin, boxing promotion, driving with unbelted passengers, or buying sex from “voluntary” prostitutes. In the middle of the 1980s, logical tools were discovered that make it possible to model changes in belief and knowledge in entirely new ways. These logical tools turned out to be applicable both to human beliefs and to the contents of databases. This is the first textbook in this new area. It contains both discursive chapters with a minimum of formalism and formal chapters in which proofs and proof methods are presented. The hearer normally adopts a credulous attitude to the discourse, at least for the purposes of interpreting it. That is to say the hearer tries to accommodate the truth of all the speaker's utterances in deriving an intended model. We present a nonmonotonic logical model of this process which defines unique minimal preferred models and efficiently simulates a kind of closed-world reasoning of particular interest for (...) human cognition. Byrne's “suppression” data (Byrne, 1989) are used to illustrate how variants on this logic can capture and motivate subtly different interpretative stances which different subjects adopt, thus indicating where more fine-grained empirical data are required to understand what subjects are doing in this task. We then show that this logical competence model can be implemented in spreading activation network models. A one pass process interprets the textual input by constructing a network which then computes minimal preferred models for (3-valued) valuations of the set of propositions of the text. The neural implementation distinguishes easy forward reasoning from more complex backward reasoning in a way that may be useful in explaining directionality in human reasoning. (shrink)

The objective of our article is to show how “quality of evidence” and “imprecision,” as they are defined in Grading of Recommendations Assessment, Development, and Evaluation articles, may lead to confusion. We focus only on the context of systematic reviews.

Executive function has become an important concept in explanations of psychiatric disorders, but we currently lack comprehensive models of normal executive function and of its malfunctions. Here we illustrate how defeasible logical analysis can aid progress in this area. We illustrate using autism and attention deficit hyperactivity disorder (ADHD) as example disorders, and show how logical analysis reveals commonalities between linguistic and non-linguistic behaviours within each disorder, and how contrasting sub-components of executive function are involved across disorders. This analysis reveals (...) how logical analysis is as applicable to fast, automatic and unconscious reasoning as it is to slow deliberate cogitation. (shrink)

This article offers a perspective on the role of philosophy in relation to other academic disciplines and to society in general. Among the issues treated are the delimitation of philosophy, whether it is a science, its role in the community of knowledge disciplines, its losses of subject matter to other disciplines, how it is influenced by social changes and by progress in other disciplines, and its role in interdisciplinary work. It is concluded that philosophy has an important mission in promoting (...) clarity, precision, and open‐mindedness in academic research and in society at large. (shrink)
