The International Association of Applied Psychology (IAAP) is the oldest international association of psychologists, founded in 1920. Since that year the IAAP has sponsored a long series of influential International Congresses . The proceedings of these Congresses provide an invaluable resource of information about the history of psychology in general and applied psychology in particular. Until now these Proceedings have been exceptionally difficult to locate; this collection reproduces the rarest and most inaccessible volumes (the first 13 Congresses, 1920-1958), which document (...) international activity in applied psychology between the wars and during the post-War reestablishment of international scientific collaboration. Individual prefaces highlight the content and importance of key Congresses. The collection has a new 76 page Index in English, which will appear only in Volume1. This is an invaluable guide to the Proceedings, which are in a variety of languages, including German, Italian, Spanish, French, English and Russian. Wilhelm Windelband (1848-1915) war Ordinarius der Philosophie im Deutschen Kaiserreich, Haupt der südwestdeutschen Schule des Neukantianismus und einflussreicher Kathederfürst. Dem Neukantianismus wird Gegnerschaft zur Psychologie nachgesagt, und Windelband gilt in der Wissenschaftsgeschichte als jemand, der eine ausgeprägte Abneigung gegen die Psychologie hegte und diese polemisch von sich gab. Die hier erstmalig untersuchte Wirklichkeit sah anders aus. Er setzte sich frühzeitig für die Selbständigkeit der Psychologie ein, arbeitete an einem Buch zur Psychologie und hielt mehr als zwanzig Hauptvorlesungen zur Psychologie. Institutionelle (...) Hintergründe des problematischen Verhältnisses zwischen Philosophie und Psychologie werden untersucht und gezeigt, weshalb Windelband kein Einzelfall in der Geschichte des Faches Philosophie war. This is a review of a book that tries to re-establish mind-body dualism by using (a) empirical research on near-death experiences, placebo effects, creativity, claiming even that parapsychology should become a respected part of science, and (b) Frederic W. H. Myers' (1843-1901) metaphor of the brain as a kind of receiving device that records what the irreducible mind sends as messages. Among other things, we criticize the lack of philosophical clarity about mind-body relation, and question the book's tendency to refer (...) to past and current parapsychological literature as reliable. Fifty years ago Hartman studied the barrier transmission time of wave packets (J Appl Phys 33:3427–3433, 1962). He was inspired by the tunneling experiments across thin insulating layers at that time. For opaque barriers he calculated faster than light propagation and a transmission time independent of barrier length, which is called the Hartman effect. A faster than light (FTL or superluminal) wave packet velocity was deduced in analog tunneling experiments with microwaves and with infrared light thirty years later. Recently, the (...) conjectured zero time of electron tunneling was claimed to have been observed in ionizing helium inside the barrier. The calculated and measured short tunneling time arises at the barrier front. This tunneling time was found to be universal for elastic fields as well as for electromagnetic fields. Remarkable is that the delay time is the same for the reflected and the transmitted waves in the case of symmetric barriers. Several theoretical physicists predicted this strange nature of the tunneling process. However, even with this background many members of the physics community do not accept a FTL signal velocity interpretation of the experimental tunneling results. Instead a luminal front velocity was calculated to explain the FTL experimental results frequently. However, Brillouin stated in his book on wave propagation and group velocity that the front velocity is given by the group velocity of wave packets in the case of physical signals, which have only finite frequency bandwidths. Some studies assumed barriers to be cavities and the observed tunneling time does represent the cavity lifetime. We are going to discus these continuing misleading interpretations, which are found in journals and in textbooks till today. (shrink)

English summary: The relationship between science and politics can hardly be reduced to a simple formula. On one hand they appear to be completely separate systems that follow only their own internal logic. On the other hand, mutual references can be identified. It is quite possible to consistently align political decisions to scientific evidence, whereby the autonomy and the legitimacy of democratic policy would however inevitably be affected. In four sections the relationship between science and politics are analyzed under the (...) viewpoint of a specific key question: Does true policy require powerful decision and therefor specifically the absence of science? And is science not conversely determined by it being free of value and policy? What about concepts that tend to want to replace policy with science? Finally, there is the question of what legitimate role science can play in today's politics, and whether this can be in the form of policy advice. This book, with contributions from renowned authors from different disciplines, is systematically devoted to answering these questions. German text. German description: Das Verhaltnis zwischen Wissenschaft und Politik ist kaum auf eine einfache Formel zu bringen. At the beginning of the year, the Draft Common Frame of Reference (DCFR) was published. The text is the result of the work of a broad range of private law scholars from the Member States of the European Union, and it presents itself as an ‘academic’ document, committed to the precepts of scholarship rather than politics. Notwithstanding its unwieldy name, the text is nothing less than the draft of the central components of a European Civil Code. The following article aims (...) to inform the reader about this potentially important document and to initiate further academic debate about it. Following an overview of the genesis and content of the DCFR (Part 1), the discussion focuses on whether, and to what extent, it is based upon consistent and convincing core aims and values (Part 2). The article then proceeds to address, more specifically, the significance of private autonomy, and it examines the extent to which the proposed rules satisfy the requirements of legal certainty and legal clarity (Part 3). Thereafter, the DCFR is measured against the criteria of internal consistency and systematic integrity (Part 4). Also (Part 5) the question is asked whether the Draft critically reflects and convincingly integrates the sources on which it is based (that is the Lando Commission's Principles of European Contract Law and the Acquis Principles, as well as the private law traditions of the Member States). Also deserving of attention is the inclusion of more than 120 definitions of central concepts of private law, which are not to be found in this form or level of detail in either the Lando Principles or the national private laws (Part 6). In almost all countries, the transition from a centrally planned economy to a market economy caused high unemployment. The governments attempted to ease the changeover to a market economy for the unemployed by introducing several passive and active labour market policies. This paper first points out which effects were to be expected of such policies from the perspective of Austrian Economics. These theoretical hypotheses are then tested empirically. It turns out that the hypotheses deducted from Austrian Economics theory are impressively (...) corroborated by the empirical evidence.Dans presque tous les pays, la transition d’une économie centralement planifiée vers une économie de marché ont provoqué un chômage élevé. Les gouvernements ont essayé d’adoucir la transition vers une économie de marché pour les chômeurs en introduisant plusieurs politiques passives et actives sur le marché du travail. Tout d’abord, cet article souligne quels étaient les effets attendus de telles politiques à la lumière de l’économie autrichienne. Ces hypothèses théoriques sont ensuite testées de manière empirique. Il en ressort que les hypothèses déduites de la théorie économique autrichienne sont corroborées de manière significative par les preuves empiriques. (shrink)
