The article presents the definition of polylingual education, aсcepted in the scientific and expert community abroad. The positive practices of multilingual education in Europe are summarized on the basis of the analysis of the project of European centre for modern languages of the Council of Europe, allowing to assess adequately the significance of the transformation of the language policy of the Russian Federation, using the experience of European countries in the development of polylingual personality. The purpose of the article is to raise a question on reasons for the availability of Greek content in the work of the great Ukrainian thinker Hryhorii Skovoroda and on the functions of bi-/ multilingualism of his texts. The relevance of the study is based on the contradiction between the objective need to reveal the phenomenon of artistic bilingualism and the features of his polycode text caused by verbal and cogitative activity of his creative bilingual personality. The author of the (...) article concludes that the emergence of texts of bi-/polylingual personalities is preceded by a change in their worldview and the formation of a new culture and language space. Thus, the implementation of the linguistic and worldview approaches of Hryhorii Skovoroda is based on the old Ukrainian literary and written tradition of the late 16th–18th centuries, guarded within the walls of the Kyiv-Mohyla Academy. Exploring the artistic models of the writer’s world, the researcher focuses on the definition of intertextual connections, in particular on the fact of intertextuality. In the article the phenomenon of bilingualism is discussed contextually and correlates with the problem of intercultural contacts and influences. (shrink)

The richness of humanity is the diversity of its cultures, but now as never before the destructive power of modern technology and threatening ecological disasters make it necessary that we all recognize we are many peoples of one world. Complementing the diversity of our different cultures, the growth of a common, scientific knowledge inspires the hope that we may achieve and share a secondary culture of ideas. Computers, which can help represent explicitly the best ideas of modern science, can aid (...) in the diffusion of such powerful ideas to create a popular, secondary, scientific culture.We propose that a primary objective of learning environment design should be the development of thinkable models in the minds of students; further, since thinkable models represent a level of knowledge deeper than superficial terminology and specific graphical forms, such may be an objective suitable for various people in different cultures. To pursue these notions in some detail, a taxonomy of models is developed and the issue of how representations relate to human modes of perception and action is raised. The notions are explored first through the contrasting of a half-dozen approaches to the Pythagorean Theorem; then through describing polylingual word worlds and the Rosetta disk project.Common experiences produce common models —not only public models but the cognitive structures built from those shared experiences; and shared models will permit enhanced communication and understanding. If sharing experiences through play with computer based learning environments in different languages permits children to develop common models of the world, this will ultimately enhance mutual understanding between people in different places. Biosemiosis is a process of choice-making between simultaneously alternative options. It is well-known that, when sufficiently young children encounter a new word, they tend to interpret it as pointing to a meaning that does not have a word yet in their lexicon rather than to a meaning that already has a word attached. In previous research, the strategy was shown to be optimal from an information theoretic standpoint. In that framework, interpretation is hypothesized to be driven by the minimization of (...) a cost function: the option of least communication cost is chosen. However, the information theoretic model employed in that research neither explains the weakening of that vocabulary learning bias in older children or polylinguals nor reproduces Zipf’s meaning-frequency law, namely the non-linear relationship between the number of meanings of a word and its frequency. Here we consider a generalization of the model that is channeled to reproduce that law. The analysis of the new model reveals regions of the phase space where the bias disappears consistently with the weakening or loss of the bias in older children or polylinguals. The model is abstract enough to support future research on other levels of life that are relevant to biosemiotics. In the deep learning era, the model is a transparent low-dimensional tool for future experimental research and illustrates the predictive power of a theoretical framework originally designed to shed light on the origins of Zipf’s rank-frequency law. The issues related to the multilingual situation in modern Bashkiria are discussed in the article, configuration of multilingualism is given on the basis of extensive and representative data of the latest census. Multilingual issues are discussed in the context of the social functions of philology, as well as a set of measures of a regulatory nature undertaken by the government and society to ensure social, ethno-cultural and inter-ethnic stability. The author believes that the language situation with multilingualism depends on a (...) number of sociolinguistic variables, but the invariant feature of all modifications of multilingualism in Bashkiria should be considered as a factor of the maximum level of language loyalty towards the Russian language. This factor provides a comprehensive and decisive impact on the conditions and status of multilingualism in the republic. (shrink)
