What began in 2004 as a peace education program anchored in the Ciwara community school in the town of Kati just outside the capitol city of Bamako has become a longer-term peacebuilding project now located in camps for internally displaced persons in Mali. This project has been led by students and faculty from the Institut Universitaire pour Technologie of the Université des Lettres et des Sciences Humaines de Bamako, in partnership with students and faculty in the Residential College in (...) the Arts and Humanities of Michigan State University. Together they have created Cours Collaboratifs Éducation à la Paix whose primary activity thus far has been a peace building project through photovoice. The project in these camps for internally displaced persons is designed to empower Malian university student mentors and their young mentees. Mentors and mentees are assisted by professional Malian photographers, staff from several national and international non-governmental organizations, and Michigan State University students and faculty using a video conferencing software. This essay describes the evolution of the CCÉP photovoice project, some of the ethical and political challenges we have encountered, and its potential for future everyday peacebuilding dialogs. Despite emerging study of business initiatives that attempt to support local peace and development, we still have significant knowledge gaps on their effectiveness and efficiency. This article builds theory on business engagements for peace through exploration of the Footprints for Peace (FOP) peacebuilding project by the Federación Nacional de Cafeteros de Colombia (FNC). FOP was a business-peace initiative that attempted to improve the lives of vulnerable populations in conflict-affected regions. Through 70 stakeholder interviews, we show how FOP operationalized local (...) peace and development in four conflict-affected departments of Colombia, and examine FNC’s motivations for and effectiveness of its peacebuilding activities. Our main finding is that FOP’s success supported several existing theories on business engagement in peace both in terms of peacebuilding by business and for local economic and societal development, providing evidence in support of development–business collaborations and local peacebuilding by business under certain targeted circumstances. We relate these findings to existing literature, highlighting where existing business-peace theory is supported, where FOP challenged assumptions, and where it illuminated new research gaps. These findings serve to take business-peace theory forward and improve our understandings of what can constitute success for business-peace initiatives in Colombia and possibly other conflict-affected regions. A deeper understanding of the role embodied intelligence can play in social change is vitally important if we are to be successful in creating and maintaining a more just and sustainable world. A key component of any change process, peacebuilding being one example of such a process, is developing inwardly focused bodily intelligence. A phenomenologically oriented understanding of social change, and by extension peacebuilding, is one in which bodily felt recognition must take a special place. Change that is (...) bodily recognized has a different character and functions distinctly from the change that is experienced during a change of mind. A change of mind may stem solely from assimilating new information, (e.g. reading the latest book or professional journal), while bodily experienced change registers along broader lines than cognition alone. Although both processes are kinds of change, the embodied change, which is felt from the inside, is far more generative than change that involves merely altering or shuffling around existing schema or concepts. To assist in further exploration of peacebuilding as inherently both a personal and social event, I have developed an approach based in part on Gendlin’s philosophical works, in particular his Process Model (Gendlin, 1997). I refer to this approach as a process model for peacebuilding because this articulates how intrapersonal, interpersonal, and social agency can be framed as one movement, a single ongoing process of human life. However, it must be admitted that this approach with its emphasis on developing embodied knowledge and practices is not as yet readily associated with such externally focused work as that which is found in peace-building as an academic field or social action activity. Embodied interior intelligence as a theoretically rich concept, although known in phenomenology and recognized in emerging theories of cognition, is not as yet sensible to many of those working in the peace-building arena. This paper responds to recent criticism from Alejandro Agafonow. In section I, I argue that the dilemma that Agafonow points to – while real – is in no way unique to liberal peacebuilding. Rather, it arises with respect to any foreign involvement in post-conflict reconstruction. I argue further that Agafonow’s proposal for handling this dilemma suffers from several shortcomings: first, it provides no sense of the magnitude and severity of the “oppressive practices” that peacebuilders should be willing to institutionalize. (...) Second, it provides no sense of a time frame within which we can hope that endogenous liberalization should emerge in the local political culture. Finally, it provides no suggestion for what the international community should do if the desired liberalization should fail to materialize within that time frame. In section II, I show that Agafonow’s argument resonates poorly with the concepts and ideas that he claims to adopt from Rawls’s Political Liberalism. Instead, his argument evokes the guiding ideas behind Rawls’s later work The Law of Peoples. I offer a critical perspective on these ideas, focusing specifically on Rawls’s treatment of women’s rights. Section III applies this critical perspective to Agafonow’s arguments, before closing with an example of a more constructive and empirically informed approach that critical studies of post-conflict reconstruction could take. Critical and Emancipatory Theory (CET) of peacebuilding emerged as the sixth school of thought in Peace and Conflict Studies to critique the liberal and neoliberal approaches to peacebuilding. CET contends that liberal and neoliberal approaches to peacebuilding are discriminatory and biased, perpetrates the interest of Western elites, hinders the achievement of social justice, and considers the local as insignificant for peacebuilding. A call for the reformation of the liberal and neoliberal approaches necessitated the CET school of (...) thought to outline certain principles and guidelines that could guide the practice of peace-building. Different methodologies, intervention strategies, principles and approaches that could guide praxis have therefore been advanced by scholars, researchers, and practitioners. This paper therefore examines and reflects on the multiplex methodologies in peacebuilding, the adoption of a multidisciplinary approach to understanding peace and peacebuilding, and the question of intervention in post-war peacebuilding, the principles that guide the implementation of peacebuilding from the lens of Critical and Emancipatory school of thought. This piece contend that CET approach may not be self-sufficient but would be the most appropriate way to decentralize the peacebuilding process and, as such, local or indigenous peacebuilding processes must be encouraged while acknowledging the salient role of the international community as well. As this latest volume in the Peace & Policy series shows, sports can be an effective mechanism for peacebuilding, especially when incorporated into conflict-resolution programs. Such programs have been designed to bring children together in post-conflict situations with an ultimate goal of reducing future violence. In examining such programs, the volume's contributors ask key questions: "What are the programs achieving?" and "How are they measuring success?" Among the questions explored in the volume are: various aspects of culture and how they can help shape sports programs; the role of a coach in creating a culture of peace, and how this culture can fit into a peacebuilding process. Catholic Relief Services , the international humanitarian agency of the U.S. Catholic community, has worked in Rwanda since 1963. The 1994 Rwandan genocide killed five of its staff, countless co-workers, friends and relatives; its offices were looted and operations destroyed. The genocide marked a turning point in the agency’s history. Since then CRS has made justice, peacebuilding, and solidarity agency priorities, and has committed itself to fully integrate them into all of its partnerships and programming. The focus of this (...) study is an innovative microfinance methodology, Savings and Internal Lending Communities , which CRS recently introduced in Rwanda. While the purpose of CRS’ SILC programming in Rwanda is to promote greater economic security, particularly for Orphans and other Vulnerable Children , and women’s empowerment, this essay explores its peacebuilding potential in the country. It raises the question of whether it is possible to conceive of Rwanda’s SILC groups as social spaces for peace where a culture of peace and peacebuilding skills may already be being generated. It suggests that if identified as such and developed more intentionally, CRS’ SILC programming in Rwanda could play a more significant and integral role in securing the peace Rwandans long for.In July 2008 five Villanova University faculty members and I traveled to Rwanda, spending a total of eight days in country.1 The purpose of the trip was to learn more about the 1994 genocide, the effort to rebuild the country, and in particular, the U.S. Catholic community’s contribution to that effort through Catholic Relief Services . In addition to visiting memorials to the victims of the genocide and meeting with representatives from the Rwandan Catholic Church, the University of Rwanda, and the Rwandan government, we had the opportunity to observe some of CRS’ programming and meet with CRS’ small U.S. staff and its much larger Rwandan staff working with its Rwandan partner agencies. We visited a field hospital where patients were being treated for HIV/AIDS; agricultural projects aimed at containing cassava blight and improving yield; projects to teach orphans and other vulnerable children and the blind trades to enable them to earn income to support themselves and their families; elementary school classrooms; a retreat center where diocesan justice and peace animators were being trained in grassroots peacebuilding skills; and a Savings and Internal Lending Community group. In this article, I would like to focus on CRS’ SILC programming, and in particular, what I believe to be its potential to contribute to peacebuilding in Rwanda. (shrink)

This paper seeks to propose the peacebuilding as an activity that favors and facilitates interreligious dialogue in Colombia. The eradication of symbolic violence requires the collaborative work of all citizens and institutions, particularly the religious institution. Religions and their organizations have legal constitutional conditions, which recognize, respect and promote freedom of religion and worship, against which they are expected to continue making a significant contribution to peacebuilding. The golden rule, which is part of the reservation of meaning, present (...) in each of them, can serve as an inspiration to take decisions that lead to the social transformation that peacebuilding requires. Recent studies of peacebuilding highlight the importance of attending to people’s local experiences of conflict and cooperation. This trend, however, raises the fundamental questions of how the local is and should be constituted and what the relationship is between institutions and individual actors of peace at the local level of politics. I turn to Hannah Arendt’s thoughts to address these issues. Arendt’s thinking provides a distinctive form of realism that calls for stable institutions but never depletes the spirit of (...) resistance. Peacebuilding guided by this insight seeks to enable parties in conflict to voice their competing opinions by acting agonistically in public and to help them align their disruptive yet creative voices with a desire to establish and sustain common institutions. Thus, Arendt’s thinking not only offers a way to increase sensitivity to local differences but also to provide direction to the politics of resistance. In the end, it offers a balanced insight into peacebuilding and local agency beyond the contemporary liberal and critical approaches to peace. (shrink)

Entrepreneurship is the dominant form of enterprise in conflict-affected settings, yet little is known about the role of entrepreneurship in peacebuilding. In response, this article undertakes a review of entrepreneurship in conflict-affected regions to integrate research from business and management with research from political science, international relations, and parallel domains. Three views of entrepreneurship emerge—the destructive view, economic view, and social cohesion view—showing how entrepreneurship can concurrently create conflict but also potentially generate peace. The article identifies new avenues for (...) pro-peace entrepreneurship: namely, through personal transformation, social contributions, inclusive interactions, conflict trigger removal, intergroup policy persuasion, and acting as legal champions. The book analyses the two decades of the brutal civil war of northern Uganda. The author modified Lederach's peacebuilding framework to include peacemaking to bring out the argument that women and men make significant contributions to the peace processes and point out women's position as top leadership actors. The book uncovers the under-emphasised role of women in peacemaking and building. From grassroots to national level, women were found to have organised themselves and assumed roles as advocates, negotiators and mobilisers. (...) The actions by women became evident at the stalemated Juba peace talks when women presented the Peace Torch to the peace negotiating teams who on the occasion shook hands for the first time and peace was ushered inches Their initiatives and non-violent actions offer lessons to resolve civil conflicts in Africa. Through examination of a case study of Liberian refugee participation in the Truth and Reconciliation Commission of Liberia, this article highlights concerns about the lack of opportunity for refugee participation in peacebuilding generally. The experience of the authors working with refugees in the Buduburam Settlement near Accra, Ghana, demonstrates the overwhelming desire of refugees to participate in the processes that directly impact their lives, as well as the future of their home and host countries. The article concludes with the (...) suggestion that the Liberian Truth and Reconciliation Commission’s work with refugees can serve as a model of how refugee participation can be enhanced in similar processes in the future. Nursing has a unique opportunity to address issues of structural violence that contribute to poor health outcomes. Models for designing nursing care relative to the social determinants of health can be adapted from the discipline of peace studies and the phenomenon of peacebuilding. The aim of this qualitative study was to describe the lived experience of peacebuilding from the perspective of community or public health nurses. Interviews were conducted with eight participants. Attributes of the peacebuilder included fostering human (...) relationships that value the inherent worth and dignity of others, nurturing a character of humility and moral courage, and contemplating the personal cost of engaging in prolonged processes of peacebuilding. Practices of peacebuilding included mediating conflict through multilayered processes, accompanying others to places of empowerment, and utilizing interdisciplinary teaching and learning to build capacity for change. Increasing an understanding of the lived experience of peacebuilding by nurses is relevant to nursing research, theory, and practice, and adds to a broader understanding of peacebuilding. (shrink)

An intergroup conflict based on fundamental incompatibilities such as different group identity and values is the highest and the unhealthiest level of conflict in a local congregation setting. In this case, a peacebuilding process is required in order to transform the conflict situation to achieve sustainable peace. Different from peacemaking and peacekeeping, peacebuilding takes a longer period to transform the cultural, social and structural problems on the macro level as well as to change behaviours, perceptions and perspectives of (...) individuals on the micro level. This article attempts to disclose the characteristics of intergroup conflict in an urban congregation in the UK to describe its serious intensity by analysing its nature and scale. Furthermore, it demonstrates how the conflict transformation approach, as a long-term peacebuilding process, can be used effectively not only to alleviate intergroup conflict but also to eventually promote rehabilitation and reintegration through fostering a culture of peace. UN peace operations have increasingly focused on the importance of “local ownership.” The logic is simple. For peace operations to succeed in helping war-torn states to create accountable, democratic institutions grounded in the rule of law, peace operations need to internalize democratic principles by making UN missions accountable to different domestic constituencies—crossing ethnic, religious, racial, social, and gender lines—within the war-torn country. As part of a special issue on “The United Nations at Seventy-Five: Looking Back to Look Forward,” this essay (...) argues that while there is widespread consensus among UN member states and UN bureaucrats that local ownership is necessary, UN peace operations have faced significant obstacles to creating true local ownership. These obstacles include the UN's focus on host-government ownership; the challenge of creating trust with different domestic constituencies that represent diverse perspectives; the supply-driven nature of UN intervention; and the mismatch between the UN's ideal post-conflict state and the preferences of post-conflict societies. The study of masculinity, particularly in peacebuilding and transitional justice contexts, is gradually emerging. The article outlines three fissures evident in the embryonic scholarship, that is the privileging of direct violence and its limited focus, the continuities and discontinuities in militarised violence into peace time, and the tensions between new masculinities and wider inclusive social change. The article argues for the importance of making visible the tensions between different masculinities and how masculinities are deeply entangled with systems of power (...) and post-conflict social, political and economic outcomes. An analysis of masculine power within and between the structures aimed at building the peace in societies moving out of violence is considered essential. The article argues for an analysis that moves beyond a preoccupation with preventing violent masculinities from manifesting through the actions of individuals to considering how hidden masculine cultures operate within a variety of hierarchies and social spaces. Despite the invaluable role that women play in the peacebuilding process, statistics still show this as a male-dominated field. Since media narratives have the power to frame reality providing the public with preferred lenses to understand it, this study asks, How do media narratives frame the role of Afghan women in conflict resolution? To address this question, we combine Frame Theory (Entman, R. M. (1993). Framing: Toward clarification of a fractured paradigm. Journal of Communication, 43(4), 51–58) and Critical Discourse (...) Analysis (van Dijk, T. A. (2015). Critical discourse analysis. In D. Tannen, H. E. Hamilton, & D. Schiffrin (Eds.), The handbook of discourse analysis (pp. 466–485). Wiley Blackwell) to explore media narratives before and after the Taliban came into power in August 2021. The samples include 32 articles published between 2018 and 2022 on different sources ranging from traditional news outlets to magazines, newsrooms, intergovernmental organizations, and think tanks. Findings show that media narratives perpetuate unfair gendered expectations, failing to effectively render the irreplaceable role of women in peacebuilding. Frames confirm the double bind of hegemonic femininity (Schneiker, A. (2021). The UN and women's marginalization in peace negotiations. International Affairs, 97(4), 1165–1182) as women are subject to different expectations – the exception presents them as courageous, yet the norm frames them as being too vulnerable and without a voice. This paper considers how restorative justice as a theory of justice grounded in feminist relational theory can offer a conceptual framework from which to understand and approach justice, peace and development and their interrelationship in the context of peacebuilding. Feminist relational theory grounds a conception of justice that moves beyond the narrow focus on justice as merely an element or stage of peacebuilding to an understanding of peacebuilding as the work of building sustainable just social relationships.

This short article explores the relationship between transitional justice mechanisms and peacebuilding by analysing the role that reparations may play in transforming or deepening conflict. Research seeks to identify potential components of an emancipatory approach to peacebuilding through the prioritisation of ‘transformative reparations’ processes, framing this proposal within the case study of collective reparations to the trade union movement in Colombia.

The general scholarship on armed conflict in Manipur, India, ignores the experiences of women as agents. Feminist scholarship counters this tendency, revealing women's everyday responses to the violence that constrains them. However, this scholarship often fails to be intersectional, and it lauds every instance of women's agency without evaluating it in terms of its ability to build peace. Employing Kimberlé Crenshaw's underused distinction between structural and political intersectionality and Saba Mahmood's concept of agency, I analyze my field research conducted with (...) women's peacebuilding groups in Manipur in 2014 and 2015. Using structural intersectionality, I first describe the qualitatively different experiences of women peacebuilders living at different social locations. Using political intersectionality as a normative tool, I then show that ethnic and religious hierarchies often disrupt women's attempts to build peace. Interethnic peacebuilding groups that rely on gender-based solidarity tend to privilege the experiences of the women coming from the majority ethnic group. Other peacebuilding groups, bound by ethnicity, often distrust and resent women who come from different ethnic enclaves. I argue that women's peacebuilding agency must aim at an inclusive justpeace if it is to succeed. We should evaluate agency, rather than glorifying all instances of women's responses to violence. This paper serves three purposes. First, it examines the theme of jus post bellum (“postwar justice”) as it emerges within a just peacemaking (JP) framework. Second, it defines just political participation as civil society peacebuilding reflected in Catholic social thought (CST). Third, it envisions a place for just political participation within the jus post bellum praxis specifically endorsed by the World Bank report of 2007, titled Civil Society and Peacebuilding: Potential, Limitations and Critical Factors. The paper then attends (...) to the Church and faith-based organizations and their roles in civil society peacebuilding postbellum. In doing so, it clarifies the characteristics of jus post bellum within a JP scheme by (a) distinguishing them from the just war approach, (b) identifying JP-oriented jus post bellum thinkers such as Daniel Philpott and Larry May, and (c) incorporating civil society peacebuilding endorsed by both the World Bank report and CST. Although it originated in criminal justice, restorative justice is essentially a peacebuilding or conflict transformation approach to justice. The crossdisciplinary experience at the Center for Justice and Peacebuilding has suggested some important lessons for restorative justice, peacebuilding and related fields. These include the role of trauma and victimization in justice and peacebuilding; the significance of justice questions in trauma and conflict resolution; the importance of addressing responsibilities as well as needs; the role of shame, storytelling and (...) empathy; the commonality of underlying values; the need for our fields to address underlying issues of bias and structure; and the susceptibility of our fields to unintended consequences. Restorative justice suggests some questions and issues that may be of use to peacebuilding practitioners in general. Above all, it is important for all of us to see ourselves within a larger umbrella of peacebuilding; this will require that we move from competition to collaboration and adopt a common vision of "justpeace.". Over the past decades, there has been a consistent and poignant ambiguity with regard to the role of education in the context of post-conflict and divided societies working towards building peace. Most recently, global developments, including the after-effects of the Arab Spring, the devastating wars in Syria, and the refugee crisis in Europe, have directed our attention once more to the part that education can play in building peace at many levels. In this context, it is timely to create a (...) space for a focused inquiry and scholarly debate about peace-oriented pedagogies and how they might affect the post-conflict reconstruction in divergent settings. Thus both the subject and the content of this book are important in the light of the current needs in many societies emerging from conflicted community relations. In particular, they propose a refreshing and transformative view of peace based on a humanising conception of education and dialogic pedagogy as a key avenue for peacebuilding. Through both conceptual inquiries and empirical case studies, the book will appeal to educational thinkers, researchers, practitioners, policy-makers, NGO workers, and the public in re-examining some of the key concepts identifying pivotal underlying issues in the field. Furthermore, by offering a principled, persuasive conceptual framework and by problematising implementations and interventions in practice, this book can serve to provoke more appraisals, evaluations, and constructive critiques of humanisation and dialogic pedagogy in peacebuilding education. Informed by theoretical underpinnings on the concepts of peace, peacebuilding and religious peacebuilding the author defines the expected character of religious leaders that would qualify them as strategic peace actors.

This paper investigates four questions related to ethical issues associated with the involvement of engineers and scientists in 'military work', including the influence of ethical values and beliefs, the role of gendered perspectives and moves beyond the purely technical. It fits strongly into a human (and planet)-centred systems perspective and extends my previous AI and Society papers on othering and narrative ethics, and ethics and social responsibility. It has two main contributions. The first involves an analysis of the literature through (...) the application of different ethical theories and the application of gendered analysis to discussion of masculinities in engineering and the military. The second is a survey of scientists and engineers to investigate their opinions and experiences. The conclusions draw together the results of these two contributions to provide preliminary responses to the four questions and include a series of recommendations covering education and training, ethical approval of work not involving human participants or animals, the need for organisational support, approaches covering wider perspectives and the encouragement of individual ethical commitment. This article makes the case for the necessity of a multi-focal conception of violence in religion and peacebuilding. I first trace the emergence and development of the analytical concepts of structural and cultural violence in peace studies, demonstrating how these lenses both draw central insights from, but also differ from and improve upon, critical theory and reflexive sociology. I argue that addressing structural and cultural forms of violence are concerns as central as addressing direct (explicit, personal) forms of violence (...) for purposes of building just and sustainable peace. Moreover, religiously informed and/or motivated peacebuilders are especially well-appointed and equipped to identify and address violence in its structural and cultural manifestations. I the examine how concepts of structural and cultural violence, in effect, centrally inform the efforts of Martin Luther King and Cornel West to cultivate just and sustainable peace in a context as putatively peaceful and prosperous as the United States. Many people claim that music is a universal language considering the impact and beneficial results that it usually triggers, whereas others reject the idea due to contextual or cultural sentiments and parameters that must be considered. Both sides’ arguments make sense but, despite skepticism, music should be considered as a universal language, which becomes clear by depicting it in the context of peacebuilding and by exploring its linguistics and therapeutic effects, through various domains such as philosophy, music theory and (...) the contemporary world. The author argues that considering the counter-arguments and balancing it with this central claim, it is possible to reach an inspiring and complementary common ground between performing arts as music and philosophy. The intensification of ethnic and religious identity, accompanied by growing tendencies for creating new national states and escalations of regional conflicts, characterize the post-Cold War era. This article examines the growing impact of religion and the potential of religious activism as a tool for peacebuilding. A case study of Bosnia and Herzegovina will be accompanied by a historical-genealogical approach and analysis and deduction methods. By using those methods, I will answer the question of whether religion has a cohesive role (...) (building of civil society) or divisive effect (accentuation of mutual differences and distancing of ‘other’) in the process of peacebuilding. The research results show that religious activism did positively contribute to peacebuilding but that the existent conciliatory potential is not adequately used for overcoming mutual differences and the creation of civil society, primarily due to the political and institutional framework in which it operates. This essay explores the viability of theologies of nonviolent peacebuilding through reflection on constructive agents under duress. John Howard Yoder’s messianic theology was once a default model of peacebuilding in Christian ethics, but he mixes eschatologies, with problematic results. This essay extends insights from participant observation in Colombia to suggest that if we relate distinct accounts of messianic and gradual eschatologies without mixing them, we articulate a relationship between church and state that is fruitful for theological peacebuilding. Drug-trafficking in Colombia has been a widely researched phenomenon, especially now, as the country undergoes a transition process with its older guerrilla. Now more than ever it is fundamental to examine how drug-trafficking organizations violent activities affect the consolidation of peace. This article considers different approaches to study violence derived from drug-trafficking, in order to advance towards the objectives of transitional justice. For that matter, this work is based on the idea that drug-trafficking directly generates and reproduces violence which is (...) fueled by the structural violence present in the Colombian context. My thesis is that this phenomenon deters non-repetition guarantees and weakens democracy, which is why there will be three main arguments presented that will revolve around the lack of consensus and the implications of considering drug wars as civil wars, how decisions related to the conceptual apprehension limit the competence of international humanitarian law, and the need for holistic strategies capable of facing drug-trafficking’s political and violent power. Later, alternatives will be explored around the possibilities that each argument offers, as well as which aspects could contribute to a more appropriate approach to combat drug-trafficking. Lastly, I will defend why implementing bottom-up oriented actions can advance towards transitional justice’s intermediate and final objectives, as it is the only alternative that escapes fatalist, utopian or interventionist scenarios.
