The Democratic Republic of Congo has vast natural resources, many of which are regularly exploited by the electronics industry. Unfortunately, in addition to these resources, there are widespread human rights abuses committed by armed groups entrenched in the eastern part of the Democratic Republic of Congo. These armed groups are using profits from these minerals as a source of funding. Their human rights abuses have led to a growing humanitarian interest in the region and prompted the international community to action. (...) This paper explores the conflicts in the Democratic Republic of Congo, provides an understanding of the link between human rights abuses and conflict minerals, and interprets and critiques the legal actions of the international community. During the Soviet period, the microelectronics industry in the former Soviet Union (FSU) owed its existence to the political and military objectives of the Communist Party. Consequently, investment in the industry was planned to meet the security needs of the Cold War international environment. Since the breakup of the Soviet Union, there has been a reduction in emphasis away from the mass production of electronic devices suited to military and defense needs. The emergence of a huge rise in consumer (...) demand for non-Soviet electronic goods has prompted a fundamental shift in production regimes to meet civilian, customer demands rather than military, political objectives. The electronics industry is being re-created because its original raison d’être has disappeared. In the process, many issues facing other sectors and countries during the transition are borne out. A dynamic systemS P described by the Pauli equation for nonrelativistic electron is investigated merely as a distributed dynamic system. No quantum principles are used. This system is shown to be a statistical ensemble of nonrelativistic stochastic pointlike particles. The electron spin is shown to have a classical analog which is a collective (statistical) property of the ensemble (not a property of a single electron). The magnetic moment of the electron is a quantum property which has no classical analog. (...) The magnetic moment is parallel to the spin only in the stationary state. This paper reports the introduction of electronic handsets, like those used on the television show 'Who Wants To Be A Millionaire?' into the teaching of philosophical logic. Logic lectures can provide quite a formidable challenge for many students, occasionally to the point of making them ill. Our rationale for introducing handsets was threefold: to get the students thinking and talking about the subject in a public environment; to make them feel secure enough to answer questions in the lectures because (...) the system enabled them to do this anonymously; and to build their confidence about their learning by their being able to see how they were progressing in relation to the rest of the students in the class. We have achieved all of these and more. Our experience has revealed that the use of handsets encourages a more dynamic form of student interaction in an environment - the lecture - that can, in the wrong hands, be utterly enervating, but they also provide an opportunity for the lecturer to respond to students' difficulties at the time when they really matter. In this paper, we discuss our case of rapid adoption, our grounds for judging it a success, and what that success seems to have depended on. (shrink)

Numerous countries are heading toward digital infrastructures. In particular this new technology promises to help support methods for elections. However, one should be careful that such an infrastructure does not hinder the voting and representation issues. On the contrary, it should support those issues and help citizens have a clearer picture of the underlying mechanisms. This paper deals with the limits of voting procedures as they are described in classical collective choice theory and reflects on ways to aggregate electronic (...) votes stemming from various individuals that would be at the same time democratic, decisive and rational which is not feasible when candidate rankings alone are taken into account. This paper shows how electronic voting procedures could improve the situation by introducing preference-based votes. (shrink)

The use of wireless, electronic, medical records and communications in the prehospital and disaster field is increasing. Objective: This study examines the role of wireless, electronic, medical records and com- munications technologies on the quality of patient documentation by emergency field responders during a mass-casualty exercise.

Electronic institutional review board systems (eIRBs) have become an integral component in ensuring compliance with Human Research Protection Program (HRPP) and IRB requirements. Despite this, few of these systems are configured to administer the single IRB (sIRB) process mandated by the National Institutes of Health (NIH) for multisite research. We interviewed 103 sIRB administrators, chairs, members, and staff members about their experiences with sIRB multisite research review. We observed three main obstacles to adapting existing eIRB systems (...) to accommodate the sIRB process: (1) Existing systems are not designed for sIRBs and are not configured to administer sIRB responsibilities, (2) they are not interoperable, and (3) resources to improve existing systems are lacking. Our findings suggest that IRBs that act as an sIRB will need major changes to their electronic systems in order to accommodate sIRB processes. These difficulties threaten both the ability of IRBs to focus on ethical rather than bureaucratic problems and the efficiency of multisite trials. (shrink)

The aim of the research is to identify the role of policies and procedures for the electronic document management system in the success of the electronic document management system in the Palestinian Pension Agency. In order to achieve the objectives of the study, the researchers used the analytical descriptive method in which the tries to describe the phenomenon studied, analyze its data, the relationship between its components and the opinions that are raised around it, and use the comprehensive (...) inventory method due to the small size of the society. (108) questionnaires were distributed to the community of 65 employees in Gaza Strip and 43 employees in the West Bank. All the responses were retrieved. The research found that there is a clear adoption by the Commission of the policies and procedures put in place to implement the electronic management system of electronic documents. The study showed that there are no statistically significant differences between the responses of the study population regarding the role of policies and procedures for the electronic document management system in the success of the electronic document management system in the Palestinian Pension Agency due to variable (age, nature of job, specialization). And showed that there is a fundamental difference in the opinion of members of the study community on the role of policies and procedures for the electronic document management system in the success of the electronic document management system in the Palestinian Pension Agency attributed to the scientific qualification, and shows the difference in favor of the bachelor's degree. And years of service, and shows the difference in favor of the 11-15 year category. The research led to a number of recommendations, the most important of which is the increase of interest and awareness of the need to implement policies and procedures to ensure the success of the electronic document management system through access to and benefit from the experiences of other institutions and the private sector. And the need to focus on the attention to develop appropriate and clear plans and dissemination on the electronic document management system and specific to specific objectives and the Commission is committed to apply them, the need to pay attention to the development of strategic plans and policies and work mechanisms commensurate with the electronic document management system, and the need to define a policy in advance to form a team of different specialties of the staff of the Authority and cooperation with consultants from outside the body to work on the electronic document system. In the last two decades we have witnessed considerable efforts directed towards making electronic healthcare records comparable and interoperable through advances in record architectures and (bio)medical terminologies and coding systems. Deep semantic issues in general, and ontology in particular, have received some interest from the research communities. However, with the exception of work on so-called ‘controlled vocabularies’, ontology has thus far played little role in work on standardization. The prime focus has been rather the rapid population of terminologies (...) at the level of fine detail. In this paper, we argue that more efforts are needed on the side of both research and standardization to ensure that the coding systems used in electronic healthcare records enjoy a semantics that is coherent with the semantics of the record. We propose realist ontology as a method to bring about this coherence by means of a robust system of top-level ontological categories. (shrink)

Information technologies introduced into various areas of life open up new, more convenient opportunities to receive services and information. The modernization of state management becomes an integral factor for ensuring continuous social development. The objective of this paper is to study practical aspects of the application of specialized knowledge (...) in the investigation of crimes on electronic data and information systems security and to offer some recommendations for the investigation and prevention of such crimes. The rise of digital and interconnected technology within the workplace, including programs that facilitate monitoring and surveillance of employees is unstoppable. The COVID-19-induced lockdowns and the resulting increase in home office adoption even increased this trend. Apart from major benefits that may come along with such information and communication technologies (e.g., productivity increases, better resource planning, and increased worker safety), they also enable comprehensive Electronic Performance Monitoring (EPM) which may also have negative effects (e.g., increased stress and a reduction (...) in job satisfaction). This conceptual article investigates EPM to better understand the development, adoption, and impact of EPM systems in organizations. The EPM literature published since the 1980s constitutes the basis for this conceptual article. We present a framework which is intended to serve as foundation for future studies. Moreover, we reviewed more than three decades of empirical EPM research and identified six major outcomes that are influenced by the use of an EPM system, as well as a large number of moderator variables. Based on our conceptual analyses and the resulting insights, which also include privacy, ethical, and cultural considerations, we discuss future research opportunities where we also refer to design implications for EPM systems. Australia does not allow adult smokers to buy or use electronic nicotine delivery systems that contain nicotine without a prescription. This paper critically evaluates the empirical and ethical justifications provided for the policy by Federal and State governments, public health advocates and health organisations. These are: that ENDS should only be approved as products for smoking cessation when there is evidence from randomised controlled trials that they are effective; that as a matter of precaution we should not allow (...) the sale of ENDS to smokers as consumer products because we do not know what their long-term effects will be; and that allowing ENDS to be sold as consumer goods will enable the tobacco industry to market ENDS to young people which will also lead to an increase in youth smoking. We show that the arguments and evidence offered in support of all these claims is very weak. We also argue that even if the evidence were stronger, it would not justify denying adult smokers the right to use ENDS either to quit smoking or as a long-term alternative to smoking cigarettes. We outline ENDS policies that would more ethically address the public health concerns that motivated the current policy by allowing adult smokers to access ENDS for smoking cessation or tobacco harm reduction under tight regulations that discourage commercial promotion and adolescent use. The present paper summarizes the development of the national electronic Identity Management System (eIDMS) in Estonia according to a conceptual framework developed in an European comparative research project outlined in the first chapter of this special issue. Its main function is to amend the picture of the European eIDMS landscape by presenting a case with high involvement of the private sector and thereby checking the generalizations from the comparisons of Austria, Belgium, Germany and Spain, presented by Kubicek and Noack (...) in the previous chapter of this special issue. Starting with a short introduction into the historical background of identity documents in Estonia the national population register, the passport as well as the bank ID are described as the main pillars of the Estonian eIDMS, on which the national ID card builds on, which has been introduced in 2002. The technical features of the eID and the ID card are described in Section two as well as the areas of application and the processes for production and distribution. Section three presents the actors constellation, Section four the time line of the development process, starting from 1997. Section five deals with the diffusion and promotion of the ID card and the eID authentication function. After a very low and slow take up during the first 5 years due to a cooperation agreement between major banks, telecom operators and the government usage has increased. But still the authentication by Internet banks, which provides authentication services to third parties, including government, is the biggest competitor for the eID function on the national eID card. Only recently the major banks have announced to slowly fade out the password cards and PIN calculators as alternative modes of bank authentication. (shrink)

Legal Information Retrieval (IR) research has stressed the fact that legal knowledge systems should be sufficiently capable to interpret and handle the semantics of a database. Modeling (expert-) knowledge by using ontologies enhances the ability to extract and exploit information from documents. This contribution presents theories, ideas and notions regarding the development of dynamic electronic commentaries based on a comprehensive legal ontology.

In the context of office work, learning to handle an Enterprise Resource Planning system is important as implementation costs for such systems and associated expectations are high. However, these expectations are often not met because the users are not trained adequately. Electronic Performance Support Systems are designed to support employees’ ERP-related problem-solving and informal learning. EPSS are supposed to enhance employees’ performance and informal workplace learning through task-specific and granular help in task performance and problem-solving. However, there (...) is little empirical research on EPSS. Two survey studies addressed this research gap. In the first study, 301 people working in Human Resource -related positions and functions evaluated the learning potential of EPSS as well as potential advantages and obstacles concerning the implementation and use of EPSS. Though other measures are currently assessed as more important for learning, HR employees expect a strong increase in the significance of EPSS for employee learning. In the second study, 652 users of ERP software completed a questionnaire on characteristics of their daily work tasks, team characteristics, individual dispositions, their coping with ERP-related problems, and characteristics of EPSS. Findings indicate that the most frequently available and used approach when dealing with an ERP-related problem is consulting colleagues. Three EPSS types can be distinguished by their increasing integration into the user interface and their context-sensitivity. While external and extrinsic EPSS are available to many users, intrinsic EPSS are less common but are used intensively if available. EPSS availability is identified to be a strong positive predictor of frequency of EPSS use, while agreeableness as well as the task complexity and information-processing requirements show small negative effects. Moreover, more intensive ERP users use EPSS more frequently. In general, ERP users value, features such as context-sensitivity, an integration of the EPSS into the ERP system’s user interface, the option to save one’s own notes, and information displayed in an extra window. It is expected that EPSS will play an important role in workplace learning in the future, along with other measures. (shrink)

Within quantum chemistry, the electron clouds that surround nuclei in atoms and molecules are sometimes treated as clouds of probability and sometimes as clouds of charge. These two roles, tracing back to Schrödinger and Born, are in tension with one another but are not incompatible. Schrödinger’s idea that the nucleus of an atom is surrounded by a spread-out electron charge density is supported by a variety of evidence from quantum chemistry, including two methods that are used to determine atomic and (...) molecular structure: the Hartree-Fock method and density functional theory. Taking this evidence as a clue to the foundations of quantum physics, Schrödinger’s electron charge density can be incorporated into many different interpretations of quantum mechanics. (shrink)

Prior research suggests brokers do not always act in the best interests of clients, although morally obligated to do so. We empirically investigated this issue focusing on trades executed at best execution price, before and after the introduction of electronic limit-order trading, on the London Stock Exchange. As a result of limit-order trading, the proportion of trades executed at the best execution price for the customer significantly increased. We attribute this to a sustained increase in the liquidity of stocks (...) as a result of limit-order trading, regardless of market capitalisation. We discuss the ethical implications of our findings and conclude that market structures that enhance market competitiveness may help reconcile broker and client interests. (shrink)

In the bitcoin whitepaper, Satoshi Nakamoto (2008: 2) defines an electronic coin as a chain of digital signatures. Many have since defined a bitcoin as a chain of digital signatures. This latter definition continues to appear in reports from central banks, advocacy centers, and governments, as well as in academic papers across the disciplines of law, economics, computer science, cryptography, management, and philosophy. Some have even used it to argue that what we now call bitcoin is not the real (...) bitcoin. The definition fails, however. This is important because the Chain Definition obscures Satoshi’s solution to a dilemma in the design of electronic cash, as well as the truth about bitcoin’s privacy and fungibility. In this article, I explain why the Chain Definition fails and what Satoshi likely endorsed instead. Along the way, I untangle some issues around bitcoin fungibility and clarify some others around the ontology of digital assets. (shrink)

Either in the macro-micro-structure of binary encoded information ‐ bytes on media ‐ to the processual flow programs execute on hardware while operating it. Observing micro-electronic worlds akin to living entities: electronic voltages running throughout electronic architectures pipelining data to memory registers; operating systems executing programs on electronic substrates; data flows taking place in machines and in communications protocols within networks. Static art-sci constructs explore and (...) visualize these observations as 2D drawings (Neon Paleolitikos Drawings, 2017‐present) or 3D sculptures (Binary and Biological Sculpture Series, 2018‐present), creatively exposing their inherent rhythmic organization of information, while dynamic installations (Phoenix.Wolfanddotcom.info, Wolfanddotcom, Half-Plant, 2017, Ant Ennae Labyrinths, 2019‐present) propose immersive interference mechanisms that attempt user entanglement in non-human environments. Seven aesthetic case examples are introduced and explored, observing and seeking resonances between micro-granular electronic, biological and hybrid data as source synthesis. This research proposes a look at bio-electronic aggregates on Neon Paleolitikos strata. After the Anthropocene, Neon Paleolitikos is an imaginary epoch dating since the decline of mankind until the zenith of bio-electronic life forms: operational symbioses combined among ruins of silica, transistors, algorithms, cells, plants, animals and electricity. There is growing interest in the use of technology to enhance the tracking and quality of clinical information available for patients in disaster settings. This paper describes the design and evaluation of the Wireless Internet Information System for Medical Response in Disasters (WIISARD).

Legal information certification and secured storage combined with documents electronic signature are of great interest when digital documents security and conservation are in concern. Therefore, these new and evolving technologies offer powerful abilities, such as identification, authentication and certification. The latter contribute to increase the global security of legal digital archives conservation and access. However, currently used cryptographic and hash coding concepts cannot intrinsically enclose cognitive information about both the signer and the signed content. Indeed, an evolution of these (...) technologies may be necessary to achieve full text researches within hundreds or thousands of electronically signed documents. This article aims at describing a possible model along with associated processes to create and make use of these new electronic signatures called “meaningful electronic signatures” as opposed to traditional electronic signatures based on bit per bit computation. Problems of self-interaction arise in both classical and quantum field theories. To understand how such problems are to be addressed in a quantum theory of the Dirac and electromagnetic fields (quantum electrodynamics), we can start by analyzing a classical theory of these fields. In such a classical field theory, the electron has a spread-out distribution of charge that avoids some of the problems of self-interaction facing point charge models. However, there remains the problem that the electron will experience self-repulsion. This (...) self-repulsion cannot be eliminated within classical field theory without also losing Coulomb interactions between distinct particles. But, electron self-repulsion can be eliminated from quantum electrodynamics in the Coulomb gauge by fully normal-ordering the Coulomb term in the Hamiltonian. After normal-ordering, the Coulomb term contains pieces describing attraction and repulsion between distinct particles and also pieces describing particle creation and annihilation, but no pieces describing self-repulsion.
