The paper presents a pioneering approach to assessing the effectiveness of innovation processes in logistics. Indicators and the procedure of evaluating the efficiency of innovation processes in enterprise logistic activity are described. Possibilities of applying this approach are suggested.

This paper proposes a nonlinear autoregressive neural network method for the investment performance evaluation of state-owned enterprises. It is different from the traditional method based on machine learning, such as linear regression, structural equation, clustering, and principal component analysis; this paper uses a regression prediction method to analyze investment efficiency. In this paper, we firstly analyze the relationship between diversified ownership reform, corporate debt leverage, and the investment efficiency of state-owned enterprises. Secondly, a set of investment (...) class='Hi'>efficiency evaluation index system for SOE was constructed, and a nonlinear autoregressive neural network approach was used for verification. The data of A-share state-owned listed companies in Shanghai and Shenzhen stock exchanges from 2009 to 2018 are taken as a sample. The experimental results show that the output value from the NARNET is highly fitted to the actual data. Based on the neural network model regression analysis, this paper conducts a descriptive statistical analysis of the main variables and control variables of the evaluation indicators. It verifies the direct impact of diversified ownership reform on the investment efficiency of SOE and the indirect impact on the investment efficiency of SOE through corporate debt leverage. Most phyto-remediation studies have been conducted merely on a single type of contaminant element without consideration of the influence of other co-existent contaminants. In this study, Vetiveria zizanioides (Linn.) Nash was evaluated in both single and mixed heavy metal (Cd, Pb, Cu and Zn) spiked contaminated soil. The plant growth, metal accumulation and overall efficiency of metal uptake by different plant parts (lower root, upper root, lower tiller and upper tiller) were investigated in detail. The relative growth performance, metal (...) tolerance and phyto-assessment of heavy metal in roots and tillers of Vetiver grass were assessed. Metals in plants were measured using the flame atomic absorption spectrometry (F-AAS) after acid digestion. The root-tiller (R/T) ratio, tolerance index (TI), translocation factor (TF), biological concentration factor (BCF), biological accumulation coefficient (BAC) and metal uptake efficacy were estimated to examine the ability of metal accumulation and translocation in Vetiver grass. No significant difference (p > 0.05) of plant height was observed among all single and mixed heavy metal spiked soils compared with the control. However, significantly higher (p < 0.05) heavy metal (Cd, Pb, Cu and Zn) accumulations were found in roots, tillers and overall total accumulation of the individual spiked metal as compared with other treatments. Vetiver grass grown in the mixed Cd + Pb + Cu + Zn spiked soils accumulated the highest Zn (3322 ± 21.6 mg/kg) followed by Cu (430 ± 11.4 mg/kg), Pb (197 ± 13.5 mg/kg) and Cd (100 ± 0.7 mg/kg). Vetiver grass grown in mixed Cd + Pb, Cu + Zn and Cd + Pb + Cu + Zn spiked soils accumulated higher heavy metal concentrations than from the single spiked soil with the following order of metals: Zn > > Cu > Pb > Cd. Moreover, lower roots and lower tillers of Vetiver grass revealed a strong tendency for greater uptake and accumulation of all four heavy metals in both single and/or mixed spiked contaminated soils. -/- . The paper deals with the mutual interest of both economic and social theory in exploring a broader concept of the rational and in finding validity claims for rational discourse. Efficiency and effectiveness are discussed as possible validity criteria in evaluating norms in practical discussion. In addition to the problem of defining validity criteria for argumentation on norms and social choices, a major difficulty arises from the lack of a legitimate reflective centre in society which could integrate behaviour with norms (...) and metapreferences. India is the emerging country with the world’s greatest social banking program, so Indian banks are required to finance the weaker sectors of society that are excluded from the traditional financial system, while also providing mainstream banking services to non-priority sectors. For social banks to promote the ethical–social management of their dual mission and to be successful in today’s business environment, they must be as efficient as possible in both dimensions of their banking activity. Whereas the efficiency of Indian (...) banks in the financial dimension is well understood, to date there has been no research evaluating their double bottom-line of achieving social and financial goals. Our study applies an innovative Network Slack-Based DEA model to evaluate how efficient Indian public banks are when providing credit to priority and non-priority sectors. We also explore the main factors influencing bank efficiency. Results suggest that Indian public banks have performed relatively well in both activities, although social efficiency has been slightly greater than financial efficiency. Moreover, their commitment to priority sector lending has not come into conflict with the profit-seeking objectives of mainstream banking services. As regards determinants of social and financial efficiency, there are countervailing forces played by regional wealth, bank size, branch networks, and rural location. Our findings are therefore useful for stakeholders of Indian public banks as they indicate if these entities have adequately managed their double bottom-line, and hence if they are critical for poverty alleviation and development in India. Socialist buildings in the city of Kruja (Albania) date back after the Second World War between the years 1945-1990. These buildings were built during the time of the socialist Albanian dictatorship and the totalitarian communist regime. A questionnaire with 30 questions was conducted and 14 people were interviewed. The interviewed residents belong to a certain area of the city of Kruja. Based on the results obtained, diagrams have been conceived and mathematical regression models have been developed which will serve as (...) a base for drawing conclusions. The purpose of this study is to find a relationship that specifies the role of the inhabitants, the role of the dwellings, the physical-mechanical characteristics, and their energy efficiency, in order to improve the living conditions of the inhabitants. The independent variables interact with each other assuming positive or negative values depending on the probabilistic mathematical regression, giving different results based on the calculated data. The variables that co-exist among them are living space, quality of life, time spent at home, social interaction of residents, dwelling humidity level, dwelling orientation, satisfaction level of the inhabitants, dwelling improvements demand, and monthly electricity bills. Although China’s wind industry has made great progress in recent years, the wind abandonment phenomenon caused by the unbalanced development of regional wind power is still prominent. It is particularly important for the scientific development of wind power to accurately measure the utilization efficiency of wind power and understand its regional differences in China. This study establishes the improved super-efficiency slack-based measure model and long short-term memory network models, systematically and comprehensively measures and predicts the wind power utilization (...) efficiency of 30 regions in China from 2013 to 2020, and explores regional differences in wind power utilization efficiency. Our results show the following: China’s overall wind power utilization efficiency is relatively low but has been on a steady upward trend since 2013. Regional differences are obvious, showing that the spatial distribution pattern of wind power utilization efficiency is greatest in Northeast China, followed by North China, East China, South China, Northwest China, and Central China. The “Three-North” region with abundant wind energy resources has relatively high wind power utilization efficiency and exhibits a good development trend. East China, South China, and Central China, where wind energy resources are relatively poor, have low wind power utilization efficiency, and their development trends are not stable and are more prone to change. The utilization efficiency of wind power in coastal areas is generally better than that in inland areas. There are also differences among the thirty Chinese regions studied. Inner Mongolia and Shandong have achieved real efficiency in wind power utilization efficiency, with optimal allocation of input and output, and a good development trend. The other 28 regions have varying degrees of inefficiency, and there is still room for improvement. (shrink)

The traditional innovation model has been unable to adapt to high-speed development, so the role of the innovation ecosystem has become more important. In this paper, we introduce ecology into industrial innovation and construct the symbiotic model to study the symbiotic evolution process of the high-tech industrial innovation ecosystem. This paper takes China’s national high-tech industrial park as a case to study its symbiotic efficiency through empirical research, which uses a stochastic frontier analysis as a research method, constructs a (...) complete index evaluation system, and analyzes the influencing factors. According to the results, we find that an environment conducive to the symbiotic efficiency has emerged, but development and efficiency of high-tech ecosystems in different regions of China are highly dispersed and unbalanced. There is room for improvement in symbiosis efficiency, but the difficulty is gradually increasing. Based on the evaluation of symbiotic efficiency of innovation ecosystem of high-tech industry and the consideration of influencing factors such as policy, economy, society, and technology, this paper puts forward the countermeasures of high-tech industry supporting regional economy. We conducted a retrospective review of research protocols from four IRBs at one large academic medical institution. The project examined whether having the Principal Investigator attend the initial IRB review of his or her study improves the efficiency of the review. We measured efficiency by the number of days from protocol submission to approval, volume of correspondence exchanged between investigator and IRB prior to approval, and the number of convened IRB meetings required prior to approval. We assessed two (...) samples of research records. The first cross-sectional sample was drawn concurrently from four IRBs—two that routinely invite PIs to be present when their protocols are reviewed, and two that do not. No statistical differences in review efficiency were found between these groups. The second sample was a historical comparison in which protocols from an IRB that initially did not invite PIs to attend review were compared to protocols from the same IRB after it had changed its policy to encourage PI attendance. This sample revealed that the protocols for which the PI attended were reviewed in fewer days and with fewer meetings. Further research is needed to explore whether PI attendance and other strategies may increase the efficiency of IRB review, and whether PI attendance may have other benefits besides efficiency that would make the investigator’s presence at review desirable. In fact, it has given much importance to socio-economic and socio-human obligations to others. The paper attempts to show that these days there is a great need to emphasise more clearly social responsibility, which the corporate sector can and should undertake. The theme of the paper is that the scope of corporate social responsibility encompasses not only economic well-being (...) but also the human aspects of life. In addition, if management of a corporation performs its social responsibility well, one may say that management has done its job efficiently. This study is based on mainly literature review. Analytical thinking is also another building block of this paper. This is a systematic evaluation of the main arguments for and against the market as an instrument of social organization, balancing efficiency and justice. It links the distinctive approaches of philosophy and economics to this evaluation.

In this paper, we criticize the current focus of the bio-based economy (BBE) on efficiency and control and demonstrate the contradictions that this causes. We elucidate these tensions by comparing the BBE to alternative conceptions of economy that emphasise the relevance of both the human condition and unfathomable nature in the macro ecological transition project. From Emmanuel Levinas’s philosophy, we take and extrapolate two major concepts—il y a and enjoyment—that help to re-evaluate the status of both nature and the (...) human subject involved in environmental instability. From this analysis, we evaluate current economic practice in close relation to the deteriorating environment to contribute to a conception of an economy that is truly based on principles of the biosphere. We conclude that humankind and nature are notions that must be always considered in this encompassing and topical effort and explain how they have been fundamentally overlooked in current thought on the bio-based and circular economy. The continuous development of information communication technology facilitates the conventional grid in transforming into an automated modern system. Internet-of-Things solutions are used along with the evolving services of end-users to the electricity service provider for smart grid applications. In terms of various devices and machine integration, adequate authentication is the key to an accurate source and destination in advanced metering infrastructure (AMI). Various protocols are deployed to lead the identification between two parties, which require high computation time and communicational bit (...) operations for system development. Therefore, Kerberos-based authentication protocols were designed in this study with the assistance of elliptic curve cryptography to manage the mutual authentication between two parties and reduce the time and bit operations. The protocols were evaluated in a widely adopted tool, AVISPA, which builds an understanding of the proposed protocol and ensures mutual authentication without unauthorized knowledge. In addition, upon comparing security and performance assessments to the current schemes, it was found that the protocol in this study required less time and bits to transmit information. Consequently, it effectively provides multiple security features making it suitable for resource constraint smart meters in AMI. (shrink)

Practical and conceptual, the Responsible Research and Innovation set of books contributes to the clarification of this new requirement for all sciences and technological innovation. It covers the multiple and international responsibilities, by using various philosophical resources, mostly discussing the following topics: ethics, contingency, normative economy, freedom, corporate social responsibility (CSR), participative technological evaluation, sustainable development, geoengineering, the precautionary principle, standards, interdisciplinarity, and climate management. The ethics of efficiency must be considered with regard to the logic of action (...) or to economic, political, legal or scientific systems. This book presents a question on the central theme of responsible research and innovation (RRI), which has an ethical influence on effective logics. The issue is to question the opportunity and modularities of an ethical effective influence on the logics of efficiency of research and innovation. From the distinction of efficiency and effectiveness, lies the problem of efficacy, the ethical accord between the two. Thus appears the possibility of taking effective responsibility with respect to systematic injustices potentially linked to this efficiency. Recent years have seen a surge in accounts motivated by information theory that consider language production to be partially driven by a preference for communicative efficiency. Evidence from discourse production (i.e., production beyond the sentence level) has been argued to suggest that speakers distribute information across discourse so as to hold the conditional per-word entropy associated with each word constant, which would facilitate efficient information transfer (Genzel & Charniak, 2002). This hypothesis implies that the conditional (contextualized) probabilities of linguistic (...) units affect speakers’ preferences during production. Here, we extend this work in two ways. First, we explore how preceding cues are integrated into contextualized probabilities, a question which so far has received little to no attention. Specifically, we investigate how a cue's maximal informativity about upcoming words (the cue's effectiveness) decays as a function of the cue's recency. Based on properties of linguistic discourses as well as properties of human memory, we analytically derive a model of cue effectiveness decay and evaluate it against cross-linguistic data from 12 languages. Second, we relate the information theoretic accounts of discourse production to well-established mechanistic (activation-based) accounts: We relate contextualized probability distributions over words to their relative activation in a lexical network given preceding discourse. This paper points to some limitations of law and economics as both an explanative and a normative theory. In explaining law as the result of efficiency promoting decisions, law and economics theorists often dismiss the reasons actors in the legal system give for their behavior. Recognizing that sometimes actors may be unaware of why institutions evolve as they do, I argue that the case for dismissing reasons for action is weaker when those reasons make reference to rules of practices (...) that constitute the meaning of actions within those practices, or when they have otherwise been given well-considered defenses. In criticizing law and economics as a normative theory, I acknowledge that economic considerations are often important in deciding how to act in the personal sphere and how government should allocate its scarce resources. I argue that while the use of institutions to promote our ideals forces us to take their costs into account, it is a mistake to infer from this that the question of determining social policy is a purely economic problem, and that we should acknowledge the non-utilitarian moral ideals our law and practices promote. This is the basis of both an internal criticism--law and economics theorists have not sufficiently evaluated and weighed the value of fairness and other ideals in their utility calculations--and an external criticism-- these ideals are important in ways that can not be measured in utiles. Rheumatoid arthritis is a progressive systemic autoimmune disease characterized by inflammation of the joints and surrounding tissues, which seriously affects the life of patients. The Sharp/van der Heijde method has been widely used in clinical evaluation for the RA disease. However, this manual method is time-consuming and laborious. Even if two radiologists evaluate a specific location, their subjective evaluation may lead to low inter-rater reliability. Here, we developed an efficient model powered by deep convolutional neural networks to solve (...) these problems and automated the overall scoring on hand X-rays. The depthwise separable convolution technique is used based on ResNet-50 due to the high resolution of hand X-rays. An inverted residual block is introduced to devise a ResNet-Dwise50 model to enhance the efficiency of the model. The model was trained and tested using bilateral posteroanterior images of 3818 patients. The experiment results show the ResNet-Dwise50 model achieved an MAE of 14.90 and RMSE of 22.01 while ensuring high efficiency. There was no statistical difference between the average scores given by two experienced radiologists and predicted scores from our model. (shrink)

Responsible risk management is central to banking ethics. With the 1999 publication of the Basel Committee's proposal, Basel II, for a New Capital Accord to replace the 1988 agreement, Basel I, an attempt has been made to address the problem of correlating banks' risk management with their capital requirements. The Basel II framework, finalised in June 2004, is designed to improve risk management by using models based on past performance to help set the amount of capital banks are required to (...) hold by regulators, with the purpose of improving the efficiency of capital allocation. The objectives of this study are to investigate how banks generally, but particularly those located in China, could improve their risk management systems and what the implications of these new regulations are for them. Three relevant propositions were formulated, namely, Basel II will improve risk management; Basel II will improve capital allocation efficiency; and compliance with advanced risk management systems is biased in favour of the large banks. Evidence was assembled with which to evaluate these three propositions by gathering relevant primary data by means of a representative survey of Chinese banking executives involved in risk management. The findings strongly support the first two of the above propositions and partly support the third proposition. (shrink)

A principal rationale for public policy is to address market failures. Pareto efficiency is therefore a highly common and relatively non-controversial evaluative criterion for many policy analyses and is discussed at length in policy analysis texts. This makes sense, for Pareto improvements involve making at least one person better off without making anyone worse off. Who could object to that? But does efficiency deserve the prominence it enjoys in public policy? Is one policy option better than another, at (...) least in one respect, simply because it is more Pareto efficient? Or, is efficiency valuable for some other reason? In this chapter, I discuss Pareto efficiency as an evaluative criterion and argue that it is a stand-in for a more foundational criterion: wellbeing. I begin with an overview of Pareto efficiency, discuss the various ways in which it is operationalized to evaluate policy options, and argue that it is valuable insofar as more efficient states of affairs promise more wellbeing than less efficient states of affairs. I then raise questions regarding whether the conception of wellbeing presupposed by Pareto efficiency – preference satisfaction – is a defensible conception of wellbeing. I go on to introduce three alternative conceptions of wellbeing which have been proposed and defended by both philosophers and policy scholars, namely, hedonism, objective goods views, and the capability approach, and suggest ways in which each can be operationalized as an evaluative criterion. I close by discussing four ‘theory-free’ approaches to thinking about the impact of policies on the quality of people’s lives. Such approaches reject the idea that there is one single theory of wellbeing that should be used to evaluate policy options, and instead develop ways to evaluate the impact of policies on people’s lives that are not grounded in a specific theory. Workplace inspections are undertaken because they are believed to lead to better conditions In the workplace. It is therefore essential to know if inspections have the desired effects on working conditions. We introduce a theoretical framework for the evaluation of workplace inspections with respect to their effects on working conditions. Criteria of efficiency and priority-setting are discussed. Some empirical results concerning priority-setting in Swedish inspection agencies are presented. Further, we argue that in order to obtain reliable information about (...) the effects of different inspection methods, it is necessary to perform controlled comparative studies in which different methods are used in different workplaces. Given the facility with which such studies can be performed, it is surprising how few such studies have been made. We conclude by surveying some empirical studies that concern the issue of efficient inspections. (shrink)

In this paper I will discuss the problem of evaluating dynamic properties of the procedural rules that govern science. I will propose a novel framework for evaluating dynamic properties of such rules. This framework is based upon an analogy from New Institutional Economics. I will argue that the concept of ‘adaptive efficiency’, as it has been developed by Douglass North, solves a problem in economics that is analogous to the problem of evaluating dynamic properties of the procedural rules that (...) govern science. I will propose to apply the main ideas underlying this concept to Chrysostomos Mantzavinos’s theory of Explanatory Games. Based on these ideas, I will develop the concept of ‘explanatory efficiency’. This concept is meant to provide the means to evaluate the dynamic properties of Explanatory Games. I will argue that the proposed analogy also motivates more general applications of New Institutional Economics to traditional problems of philosophy of science. (shrink)

In this article I propose to reframe debates about ideals of emotion in medicine, abandoning the current binary setup of this debate as one between ‘clinical detachment’ and empathy. Inspired by observations from my own field work and drawing on Sky Gross’ anthropological work on rituals of practice as well as Henri Lefebvre’s notion of rhythm, I propose that the normative drive of clinical practice can be better understood through the notion of attunement. In this framework individual types of emotions (...) are not, as such, appropriate or inappropriate, but are evaluated depending on their synchronicity with the specific rhythms of the practice. To set up this proposal, I show how typical arguments about emotions in medicine—what I call emotion-entity focused frameworks—are insufficient. I then draw on ethnographic observations from two orthopaedic departments and interviews with medical practitioners to show (1) how clinical practice is driven by rhythmicity, shaped in the case of orthopaedic surgery by a clinical aim of efficient, controlled intervention, and (2) how clinicians continuously refer to this drive and the flow of rhythms when evaluating inappropriate or problematic emotion. I argue that the use of a rhythm framework rather than ideals of detachment or empathy allows for a sensitivity to the complexity and situation-dependent elements of emotional ideals in clinical practice; and I end by proposing the term ‘attuned concern’—which stresses the importance of regulation and adjustment to circumstances rather than of maintaining a constant distance/involvement—as a more fitting alternative to ‘clinical detachment’. In an era characterized by fast technological progress that introduces new unpredictable scenarios every day, working in the law field may appear very difficult, if not supported by the right tools. In this respect, some systems based on Artificial Intelligence methods have been proposed in the literature, to support several tasks in the legal sector. Following this line of research, in this paper we propose a novel method, called PRILJ, that identifies paragraph regularities in legal case judgments, to support legal (...) experts during the redaction of legal documents. Methodologically, PRILJ adopts a two-step approach that first groups documents into clusters, according to their semantic content, and then identifies regularities in the paragraphs for each cluster. Embedding-based methods are adopted to properly represent documents and paragraphs into a semantic numerical feature space, and an Approximated Nearest Neighbor Search method is adopted to efficiently retrieve the most similar paragraphs with respect to the paragraphs of a document under preparation. Our extensive experimental evaluation, performed on a real-world dataset provided by EUR-Lex, proves the effectiveness and the efficiency of the proposed method. In particular, its ability of modeling different topics of legal documents, as well as of capturing the semantics of the textual content, appear very beneficial for the considered task, and make PRILJ very robust to the possible presence of noise in the data. In recent years, a multitude of datasets of human–human conversations has been released for the main purpose of training conversational agents based on data‐hungry artificial neural networks. In this paper, we argue that datasets of this sort represent a useful and underexplored source to validate, complement, and enhance cognitive studies on human behavior and language use. We present a method that leverages the recent development of powerful computational models to obtain the fine‐grained annotation required to apply metrics and techniques from (...) Cognitive Science to large datasets. Previous work in Cognitive Science has investigated the question‐asking strategies of human participants by employing different variants of the so‐called 20‐question‐game setting and proposing several evaluation methods. In our work, we focus on GuessWhat, a task proposed within the Computer Vision and Natural Language Processing communities that is similar in structure to the 20‐question‐game setting. Crucially, the GuessWhat dataset contains tens of thousands of dialogues based on real‐world images, making it a suitable setting to investigate the question‐asking strategies of human players on a large scale and in a natural setting. Our results demonstrate the effectiveness of computational tools to automatically code how the hypothesis space changes throughout the dialogue in complex visual scenes. On the one hand, we confirm findings from previous work on smaller and more controlled settings. On the other hand, our analyses allow us to highlight the presence of “uninformative” questions (in terms of Expected Information Gain) at specific rounds of the dialogue. We hypothesize that these questions fulfill pragmatic constraints that are exploited by human players to solve visual tasks in complex scenes successfully. Our work illustrates a method that brings together efforts and findings from different disciplines to gain a better understanding of human question‐asking strategies on large‐scale datasets, while at the same time posing new questions about the development of conversational systems. Recent years have seen rapid progress in the development of ontologies as semantic models intended to capture and represent aspects of the real world. There is, however, great variation in the quality of ontologies. If ontologies are to become progressively better in the future, more rigorously developed, and more appropriately compared, then a systematic discipline of ontology evaluation must be created to ensure quality of content and methodology. Systematic methods for ontology evaluation will take into account representation of (...) individual ontologies, performance (in terms of accuracy, domain coverage and the efficiency and quality of automated reasoning using the ontologies) on tasks for which the ontology is designed and used, degree of alignment with other ontologies and their compatibility with automated reasoning. A sound and systematic approach to ontology evaluation is required to transform ontology engineering into a true scientific and engineering discipline. This chapter discusses issues and problems in ontology evaluation, describes some current strategies, and suggests some approaches that might be useful in the future. (shrink)

Religious education and religious services practices that emerged as spiritual/religious support and guidance in the context of social work in Turkey are carried out with the protocols between Presidency of Religious Affairs ( DIB) and Ministry of Health, Justice, Ministry Family and Social Services, Youth and Sports, Disaster and Emergency Management Presidency. This research is on the self-efficacy perceptions of religious officials assigned in various social work areas of the Ministry of Family and Social Services. Researching the self-efficacy perceptions of (...) religious officials is important in terms of revealing that it is necessary to work in a wide area from making identifications about their professional development to developing religious education and services training programs that will meet the needs of the target group. Qualitative research method has been used in this study. The research has been structured within the framework of interviews with religious officials assigned to provide religious education and service in the service areas of the Ministry of Family and Social Services in Kırıkkale province. The data obtained from religious officials working in the field with semi-structured interview questions are evaluated in two themes: The self-efficacy perceptions of officials and needs of the target audience. In an Internet of Things (IoT) environment, IoT devices are typically connected through different network media types such as mobile, wireless and wired networks. Due to the pervasive nature of such devices, they are a potential evidence source in both civil litigation and criminal investigations. It is, however, challenging to identify and acquire forensic artefacts from a broad range of devices, which have varying storage and communication capabilities. Hence, in this paper, we first propose an IoT network architecture for the (...) forensic purpose that uses machine learning algorithms to autonomously detect IoT devices. Then we posit the importance of focusing on the links between different IoT devices (e.g. whether one device is controlled or can be accessed from another device in the system), and design an approach to do so. Specifically, our approach adopts a graph for modelling IoT communications’ message flows to facilitate the identification of correlated network traffic based on the direction of the network and the associated attributes. To demonstrate how such an approach can be deployed in practice, we provide a proof of concept using two IoT controllers to generate 480 commands for controlling two IoT devices in a smart home environment and achieve an accuracy rate of 98.3% for detecting the links between devices. We also evaluate the proposed autonomous discovering of IoT devices and their activities in a TCP network by using real-world measurements from a public dataset of a popular off-the-shelf smart home deployed in two different locations. Recently, philosophers and social scientists have turned their attention to the epistemological shifts provoked in established sciences by their incorporation of big data techniques. There has been less focus on the forms of epistemology proper to the investigation of algorithms themselves, understood as scientific objects in their own right. This article, based upon 12 months of ethnographic fieldwork with Russian data scientists, addresses this lack through an investigation of the specific forms of epistemic attention paid to algorithms by data scientists. (...) On the one hand, algorithms are unlike other mathematical objects in that they are not subject to disputation through deductive proof. On the other hand, unlike concrete things in the world such as particles or organisms, algorithms cannot be installed as the objects of experimental systems directly. They can only be evaluated in their functioning as components of extended computational assemblages; on their own, they are inert. As a consequence, the epistemological coding proper to this evaluation does not turn on truth and falsehood but rather on the efficiency of a given algorithmic assemblage. This article suggests that understanding the forms of algorithmic rationality employed in such inquiry is crucial for charting the place of data science within the contemporary academy and knowledge economy more generally. Despite the fact that ethics consultations are an accepted practice in most healthcare organizations, many clinical ethicists continue to feel marginalized by their institutions. They are often not paid for their time, their programs often have no budget, and institutional leaders are frequently unaware of their activities. One consequence has been their search for concrete ways to evaluate their work in order to prove the importance of their activities to their institutions through demonstrating their efficiency and effectiveness.

We describe a novel affect-inspired mechanism to improve the performance of computational systems operating in dynamic environments. In particular, we designed a mechanism that is based on aspects of the fear response in humans to dynamically reallocate operating system-level central processing unit (CPU) resources to processes as they are needed to deal with time-critical events. We evaluated this system in the MINIX® and Linux® operating systems and in three different testing environments (two simulated, one live). We found the affect-based system (...) was not only able to react more rapidly to time-critical events as intended, but since the dynamic processes for handling these events did not need to use significant CPU when they were not in time-critical situations, our simulated unmanned aerial vehicle (UAV) was able to perform even non-emergency tasks at a higher level of efficiency and reactivity than was possible in the standard implementation. This article provides a framework for comparing meritocratic and affirmative action admissions policies. The context of the analysis is admissions to public universities; admission rules are evaluated as part of the public investment problem faced by a state government. Meritocratic and affirmative admissions policies are compared in terms of their effects on the level and distribution of human capital. I argue that (a) meritocratic admissions are not necessarily efficient and (b) affirmative action policies may be efficiency enhancing relative to (...) meritocratic ones. Both these claims, as well as their negations, depend on features of individual behavior for which there is little empirical evidence. The implications of this absence of evidence are then explored, with a focus on policy evaluation when equality and efficiency are both desiderata. I argue that standard statistical decision theoretic approaches do not apply to the affirmative action case, even if equality and efficiency are rendered commensurable based on a scalar payoff function. In this context, I suggest that a presumption for equality-enhancing policies leads to support for affirmative action, but I emphasize the contingent nature of this conclusion. This paper begins by raising a puzzle about what function our use of the word ‘rational’ could serve. To solve the puzzle, I introduce a view I call Epistemic Communism: we use epistemic evaluations to promote coordination among our basic belief-forming rules, and the function of this is to make the acquisition of knowledge by testimony more efficient.

To evaluate the performance of rural land circulation mode through the analytic network hierarchy process, based on the results of the performance evaluation with analytic network process, we implemented efficiency analysis on five types of rural land circulation mode by two improved efficiency analytic procedures. Finally, we implemented sensitivity analysis for each criterion layer of the evaluation index system with the performance evaluation data, interpreted five types of rural land circulation mode from three perspectives including (...) benefits, costs, and risks with sensitivity analysis results, and drew related conclusions including higher revenue which will lead to smaller difficulty of the rural land circulation. Cost variables were negative variables of the selected rural land circulation mode, and higher risk would lead to the greater difficulty of rural land circulation and related conclusions. (shrink)

Organs for transplantation are a scarce resource. Markedly, the transplant community’s primary challenge is the stark disparity between the number of patients awaiting deceased donor organ transplants and the rate at which organs become available. However, the allocation of a limited number of organs poses another constant challenge: maintaining an equilibrium between renal transplant utility and equity, that is, striking a balance between the utilitarian argument of medical efficiency and the principle of equity. The purpose of this paper is to show the plausibility of John Rawls’s treatment of efficiency within the system of justice. While in political philosophy efficiency is often treated as an independent condition for establishing justice, or more precisely, as a necessary condition for establishing justice, Rawls considers efficiency as a non-negligible factor that has normativity in general circumstances. This is similar to the view that efficiency is a presumptive condition for evaluating social arrangements. However, Rawls’s (...) view is salient in a more substantive way. This paper demonstrates the salience of Rawls’s view of efficiency by responding to G. A. Cohen’s Impure Justice Objection to Rawls’s theory of justice. This shows that there is no impure connection between Rawls’s justice and efficiency. Moreover, the combined thesis of Rawls’s justice and efficiency is superior to Cohen’s pluralist theory of justice, making it a fruitful approach. (shrink)

This paper is the third in a series of four that is directed at understanding and assessing stakeholder theory for the purposes of business ethics. It addresses the suitability and viability of the theory, rejecting objections of a moral and efficiency sort based (respectively) on claims about property rights and the economic superiority of the alternative stockholder approach, but accepting that implementation problems require limiting both the number of groupings admitted to stakeholder status and the degree of responsibility towards (...) them. The questionnaire that is applied will be considered for the development of mathematical regression based on specific data for this category. Variation between the relevant variables of the questionnaire is fairly or inverse-linked with a certain percentage of influence. The aim of this study (...) is to have better insights into the important role of building occupancy, people's lifestyle, economic level, and the quality of life of the residents in the inner medieval citadel, the physics characteristics, and the energy efficiency of the historical dwellings. The variables such as the number of residents, quality of life, the surface of the dwellings, heating instruments and time spent in the dwelling, current living conditions, monthly bills, level of satisfaction, restoration, and building improvements, interact with each other with probabilities with different positive or negative percentages. Japan has one of the highest numbers of high-cost medical devices installed relative to its population. While evaluations of the distribution of these devices traditionally involve simple population-based assessments, an indicator that includes the demand of these devices would more accurately reflect the situation. The purpose of this study was to develop an indicator of the supply–demand balance of such devices, using examples of magnetic resonance imaging scanners (MRI) and extracorporeal shockwave lithotripters (ESWL), and to investigate the relationship between this (...) indicator, personnel distribution statuses and operating statuses at the prefectural level. -/- Using data from nation-wide surveys and claims data from 16 hospitals, we developed an indicator based on the ratio of the supplied number of device units to the number of device units in demand for MRI and ESWL. The latter value was based on patient volume and utilization proportion. Correlation analyses were conducted between the supply–demand balances of these devices, personal distribution and operating statuses. -/- Comparisons between our indicator and conventional population-based indicators revealed that 15% and 30% of prefectures were at risk of underestimating the availability of MRI and ESWL, respectively. The numbers of specialist personnel/device units showed significant, negative correlations with our indicators in both devices. -/- Utilization-based analyses of health care resource placement and utilization status provide a more accurate indication than simple population-based assessments, and can assist decision makers in reviewing gaps between health policy and management. Such an indicator therefore has the potential to be a tool in helping to improve the efficiency of the allocation and placement of such devices. (shrink)

This paper argues that a proper evaluation of the notion of efficiency in business ethics requires that we separate efficiency qua human good from the originally value-neutral sense of the term. The adverse consequences of hyper-efficiency consist in paradoxically causing greater inefficiencies (‘perversity’) as well as a negative impact on the human capacities to pursue various forms of excellence (‘jeopardy’). In contrast to its negative consequences, the precious good of efficiency can be formulated in terms (...) of Alasdair MacIntyre’s influential practice-institution framework. The paper proposes that efficiency be defined in terms of the kind of success towards which it aims; while it never quite reaches the status of an internal good, efficiency fluctuates between being an external good proper and what we call a paradoxical good, with attributes of both internal and external goods. The archetype of a paradoxical good is the good of success qua victory in the domain of sports, which shares attributes of internal goods (since it is defined as a necessary and desirable goal by the practice itself) and external goods (since victory for one implies the defeat of another, a zero-sum logic). The paper fleshes out the consequences of this paradox in MacIntyre’s framework by proposing a three-stage model of success and efficiency for various practices. (shrink)

Se realizó un estudio descriptivo para identificar los procedimientos que utiliza el colectivo de Morfofisiología I de la carrera de Estomatología para evaluar los objetivos educativos de la asignatura. Conformaron el universo todos los estudiantes de primer año de la carrera del curso 2010-2011 y los profesores del colectivo de la asignatura de la Facultad de Estomatología de Camagüey. Se aplicaron encuestas a profesores y estudiantes y guías de observación a las diferentes formas de organización de la enseñanza. Los profesores (...) no aprovechan todas las formas de organización de la enseñanza para calificar los objetivos educativos y predominó el criterio de que se han formado mediante la observación del estudiante y el rendimiento académico al otorgar la nota final de la asignatura. La utilización de indicadores para la evaluación de los objetivos educativos en la asignatura puede constituir una herramienta que facilite este trabajo al colectivo. A descriptive study was done to identify the procedures used by the Morphophysiology I teaching staff of Dentistry in order to evaluate the educative objectives of this subject. The universe was made up of all the first year students in the 2010 - 2011 academic year as well as all the professors of Morphophysiology I in the Faculty of Dentistry in Camag|ey. Professors and students were surveyed. Observation guides were designed to assess the different ways of teaching organizations. The professors of this teaching staff do not take advantage of all the forms of teaching organizations in order to evaluate the educative objectives and the prevalent criterion was that these objectives are being formed by means of the students'observation and their academic efficiency. The use of indicators to evaluate the educative objectives in Morphophysiology I may serve as a tool that facilitates this work. (shrink)

Investing in research is a long-term, risky proposition. In agriculture, it could take fifteen years or more for a research finding to show an improvement in a farmer’s field. Yet, research institutions, like other organizations it needs to be evaluated. For more than twenty years, independent panels of outside experts have evaluated each of the international research centers that the Consultative Group of International Agricultural Research (CGIAR) supports. This paper examines the evolution of this review system, outlines the key methodological (...) challenges faced, and draws lessons for others engaged in evaluating research institutions. It notes that the scope of the CGIAR reviews have been broadened over time in response to users’ concerns. Reviews now cover four dimensions of performance: research results, quality and relevance of research, vision and strategic directions, and management efficiency. The methodological challenges faced in measurement, valuation, and attribution are reviewed, along with practices found to be helpful in addressing these concerns. The paper concludes that the panel approach to institutional evaluation has served CGIAR’s needs well, and recommends it as an evaluation technique for integrating quantitative and qualitative dimensions of institutional performance. In order to better improve the teaching quality of university teachers, an effective method should be adopted for evaluation and analysis. This work studied the machine learning algorithms and selected the support vector machine (SVM) algorithm to evaluate teaching quality. First, the principles of selecting evaluation indexes were briefly introduced, and 16 evaluation indexes were selected from different aspects. Then, the SVM algorithm was used for evaluation. A genetic algorithm (GA)-SVM algorithm was designed and experimentally analyzed. (...) It was found that the training time and testing time of the GA-SVM algorithm were 23.21 and 7.25 ms, both of which were shorter than the SVM algorithm. In the evaluation of teaching quality, the evaluation value of the GA-SVM algorithm was closer to the actual value, indicating that the evaluation result was more accurate. The average accuracy of the GA-SVM algorithm was 11.64% higher than that of the SVM algorithm (98.36 vs 86.72%). The experimental results verify that the GA-SVM algorithm can have a good application in evaluating and analyzing teaching quality in universities with its advantages in efficiency and accuracy.
