In _Counter-History of the Present_ Gabriel Rockhill contests, dismantles, and displaces one of the most widespread understandings of the contemporary world: that we are all living in a democratized and globalized era intimately connected by a single, overarching economic and technological network. Noting how such a narrative fails to account for the experiences of the billions of people who lack economic security, digital access, and real political power, Rockhill interrogates the ways in which this grand narrative has emerged in (...) the same historical, economic, and cultural context as the fervid expansion of neoliberalism. He also critiques the concurrent valorization of democracy, which is often used to justify U.S. military interventions on the behalf of capital. Developing an alternative account of the current conjuncture that acknowledges the plurality of lived experiences around the globe and in different social strata, he shifts the foundations upon which debates about the contemporary world can be staged. Rockhill's counter-history thereby offers a new grammar for historical narratives, creating space for the articulation of futures no longer engulfed in the perpetuation of the present. (shrink)

This paper reads Foucault’s 1975-6 lecture series Society Must Be Defended. It argues that the notion of counter-history developed in these lectures depends on a particular construction of Rome, as that which counter-history counters. Foucault’s version of Rome in turn depends on a surprisingly conventional reading of two monumental histories as ‘the praise of Rome’. Reading Foucault’s work instead with Lucan’s Pharsalia renders visible a counter-history within Rome itself. In this book, Marcia Landy argues that rethinking history and memory must take into account shifting conceptions of visual and aural technologies. With the assistance of thinkers such as Gilles Deleuze and Félix Guattari, Cinema and Counter-History examines writings and films that challenge prevailing notions of history in order to (...) explore the philosophic, aesthetic, and political stakes of activating the past. Historical scholarship often relies on intermittent adjustments rather than radical innovation. Through a close reading of three different universal histories published between 1690 and 1760, this essay argues that the secularization of world history in the age of Enlightenment was an incomplete and often unintended process. Nonetheless, one of the most significant changes in this period was the centering of universal history in Europe, a process that accompanied the desacralization of the story of man. Once human progress was (...) embraced as a universal process, the story of the development of the arts and sciences gradually eclipsed the non-European cultures that had formerly played a central role in the Christian narrative of human history. I seek to interpret the work of Walter Benjamin in light of the "system programme" of German Idealism, in order to confront an antinomy of contemporary radical thought. Benjamin has been regarded as an anti-Hegelian thinker of the exception. Reading him against the grain, I draw out a concept of counter-tradition that eschews the opposition of intra-historical progress and extra-historical exception. In the wake of recent attempts at alternate history (Bowler 2013), this paper suggests several avenues for a pluralistic approach to Charles Darwin and his role in the history of evolutionary theory. We examine in what sense Darwin could be described as a major driver of theoretical change in the history of biology. First, this paper examines how Darwin influenced the future of biological science: not merely by stating the fact of evolution or by bringing evidence for (...) it; but by discovering natural selection, and giving it pre-eminence over any other mechanism for evolution; and also by proposing a masterful and quite unique synthesis of many scientific fields. Contrasting Darwin’s views with those of A.R. Wallace, I conclude that “natural selection” is clearly an original contribution, that it had no forerunners or co-discoverers, and could barely have appeared after Darwin conceived of it. This specificity of Darwin’s contribution is an invitation to be strongly presentist (Loison 2016) and to adopt only weak counter-factuals. In contrast, there are possible ways to use strong counter-factuals as attempts to “pluralize” the history of biological theory: i.e. imagine new possible avenues for the development of evolutionary biology. The idea that evolution was a theory “in the air” suggests that evolutionary theory could have developed in a world without Darwin, especially if we accept to delete not only “Darwin” but “England”. France and Germany are examined as possible countries where evolutionary ideas would have thrived even with no contribution from the English scientists. Finally, the paper suggests another counter-factual hypothesis: deleting not Darwin and his Origin but the Darwin Industry itself. This may allow us to read the Origin of Species with fresh eyes and to discover Darwin’s life-long interest in variation and its laws, as many of his early readers did. (shrink)

In this article I reconstruct the philosophical conditions for the emergence of the notion of counter-conduct within the framework of Michel Foucault’s study of governmentality, and I explore the reasons for its disappearance after 1978. In particular, I argue that the concept of conduct becomes crucial for Foucault in order to redefine governmental power relations as specific ways to conduct the conduct of individuals: it is initially within this context that, in Security, Territory, Population, he rethinks the problem of (...) resistance in terms of counter-conduct. However, a few months later, in What is Critique?, Foucault replaces the notion of counter-conduct with that of critical attitude, defined as the particular form that counter-conduct takes in modern times. This notion allows him to highlight the role played by the will in resistance to governmental strategies. But since the notion of counter-conduct is conceptually wider than that of critical attitude, I suggest in conclusion that it could be worth reactivating it as a “historical category which, in various forms and with diverse objectives, runs through the whole of Western history.”. Within Michel Foucault’s own conceptualization of governmentality, there is little room for something like ‘ungovernable life’. The latter seems to hint at a form of social conduct beyond power-relations, which would offend Foucault’s basic philosophical postulates. I argue that this identification between governmentality and power as such demonstrates a one-sided focus on the history of Western power-relations. By opposing Foucault’s genealogy of governmentality to Ivan Illich’s critical history of government, I delineate indigenous struggles against governmentalization as a form (...) of ungovernable counter-conduct. Throughout his books from the 1970s to 1990s, Illich wrote a critical history of government surprisingly similar to Foucault’s, from the pastorate to modern political economy. However, rather than merely describing this history, Illich argued governmentalization alienated human beings from their autonomy. As a former missionary priest, he criticized the Church’s and modern governments’ attempts to subsume populations under a conduct of conducts. He advocated anticolonial resistance to subsumption under Western governmental regimes. In Illich’s appreciation of decolonized life, an ungovernable form of life can be discovered, which I defend with the example of Zapatismo and indigenous self-government through mandar obedeciendo. With the demand for “counter-knowledge” in the social movements of the 1970s and 1980s, “counter-experts” became an integral part of politics. In the field of environmental activism, counter-experts were particularly well represented in regions and agglomerations with high levels of industrial pollution. This essay argues that awareness correlated with a mode of knowledge production that was typical for the environmental sciences in the twentieth century. The history of the environmental sciences throughout that period was shaped by (...) regional epistemologies, often emerging in the context of large-scale infrastructural projects. Many counter-experts therefore had strong ties with the field of the environmental sciences. The article traces three influential counter-experts in the Frankfurt Main region by 1980: the pastor Kurt Oeser; scientific green activist Jutta Ditfurth; and the project of a “social natural science” related to the Darmstadt philosopher Gernot Böhme. This paper examines Nuti’s accounts of structural injustice and historical injustice in the light of a political dilemma that confronted Young’s work on structure injustice. The dilemma emerges from a paradox that can be stated simply: justly addressing structural injustice would require that those subject to structural injustice enjoy the kind of privileged position of decision-making power that their being subject to structural injustice denies them. The dilemma thus concerns how to justly address structural injustice. I argue that Nuti’s account (...) is currently unable to provide an adequate theorization of how to address this dilemma because it lacks an account of political solidarity, but also that her account provides important resources for dissolving a dispute between two competing theories of solidarity in a way that facilitates the articulation of an account of political solidarity that is adequate to addressing the political dilemma. This essay is a response to Robert Norton's "The Myth of the Counter-Enlightenment". Norton's essay raises two issues. Is Isaiah Berlin's interpretation of Hamann and Herder based on one-sided and faulty scholarship, naively putting itself in the service of an anti-liberal myth about those figures originated by early twentieth-century German ideologues? A second issue flows from the first: if Berlin was mistaken in his reading of the work of Hamann and Herder, mistaking what they contributed to the Enlightenment, is (...) Berlin's very notion of a Counter-Enlightenment a fiction-a myth? Thorough analysis of those issues would require several essays. Instead, I try to sketch an alternative reading of Berlin's style of doing intellectual history, while highlighting the limitations of Norton's critique. (shrink)

For two and a half months in 1928, the Japanese philosopher Shûzô Kuki had weekly talks with a young French student of philosophy—Jean-Paul Sartre. In 1928, Kuki had just come to Paris after having studied with Heidegger and Husserl. Freshly ac­quainted with the new phenomenology, Kuki in­troduced Sartre to this emerging movement in philosophy. In a well-researched introductory essay, Stephen Light details the eight years Kuki spent in Europe in the 1920s, a period during which Kuki came to know Henri (...) Bergson, Heinrich Rickert, and Emile Brehier, as well as Husserl and Heidegger. Light includes translations of two of Kuki’s essays on time and often of his short essays on matters Japanese, culminating in the insightful “General Characteristics of French Philosophy.” None of the Kuki essays were previously available in English. The final section of the book is a facsimile of the never before published notebook Kuki used during his discussions with Sartre. (shrink)

This article explores the ways in which suspects attempt to make putative victims/complainants at least partially responsible for the incidents for which they are investigated, transforming themselves into the victim and the other into the perpetrator. Drawing upon conversation analysis, I examine audio-recorded police interviews for low-level crimes in England and in which suspects have constructed what I refer as counter-denunciations. I argue that suspects accomplish these counter-denunciations through discursive practices that involve, for example (a) contrasting the complainant’s (...) actions with their own innocent conduct; (b) historicizing the event being investigated; and (c) discrediting the complainant’s character—stigmatizing. These practices have in common the suspects’ reliance on the relational and contextual character of the categories ‘offender’ and ‘victim’. (shrink)

It has a securitocratic dimension and one that is being developed as a means of opening processes, events and systems into a more public state. This article proposes an analysis of forces at play in the circulation of a ‘screener’ of Quentin Tarantino’s The Hateful Eight and associated files, to suggest that forensic approaches used to control flows of data may be repurposed for dis­semination. The (...) article maps a brief history of digital forensics and sets out some of its political entailments, indicating further lines of enquiry regarding the inter-relation of technosocial powers constituted in the interactions between forensics and coun­ter-measures. The article proposes that the posthumanities are partially constituted by a renewed relationship between questions of culture, subjectivity, knowledge and the technical. In Maori thought, the possibility exists for a sort of lateral thinking that does not necessarily directly respond to another’s utterance or opinion but that considers some of the creative and arbitrary themes that arise. In this article, I employ this counter-colonial speculation, keeping in mind a Maori worldview whilst thinking in the wake of Elizabeth Rata’s “Ethnic Ideologies in New Zealand Education: What’s Wrong with Kaupapa Maori?” The speculative powers that Maori have at our disposal here have undoubtedly (...) been employed in a number of ways throughout Maori history; here, I use them in a way that does not directly respond to a prompt. Although Rata’s true aim is to critique kaupapa Maori, she inadvertently brings my attention to a particular characteristic of her writing—the suffix -ism. The fact that it saturates her writing in this article leads me to consider the broader issues associated with instrumentalist language, and the impact of the -ism on a Maori relationship with things in the world. It emerges that, although Rata may be controversial for Maori in her views, her writing is useful for some unintended reasons, as it prompts some thinking around the appropriateness of the -ism for Maori. This article addresses the question of utopia through some reflections on the work of the Russian writer Andrei Platonov (1899-1951). Platonov's work represents an inspirational series of investigations into the circumstances of utopia: not so much utopia as fantasy, nor utopia as actualized in failure, nor even dystopia, but what is here termed `actually existing utopia'. As such his work captures aspects of utopianism that may have been largely opaque to the investigations of either literary versions of the utopian imagination (...) or utopian versions of social science. Platonov shows us an `anthropological' dimension inherent within the utopian impulse: that we are, so to speak, `utopological' beings. And to this dimension of ourselves he applies a critical style that is not straightforwardly anti-utopian or dystopian but what is called here `counter-utopian'. (shrink)

Restrictive border protection policies directed toward managing the flow of refugees coming into neoliberal democracies (and out of failing nation-states) are a defining feature of contemporary politics. In this book, Verónica Tello analyses how contemporary artists-such as Tania Bruguera, Isaac Julien, Rosemary Laing, Dinh Q. Lé, Dierk Schmidt, Hito Steyerl, Lyndell Brown and Charles Green-negotiate their diverse subject positions while addressing and taking part in the production of images associated with refugee experiences and histories. Tello argues that their practices, which (...) manifest across a range of contexts including Cuba, the United States, Australia and Europe, represent an emergent, global paradigm of contemporary art, 'counter-memorial aesthetics'. Counter-Memorial Aesthetics, Tello argues, is characterized by its conjunction of heterogeneous signifiers and voices of many times and places, generating an experimental, non-teleological approach to the construction of contemporary history, which also takes into account the complex, disorienting spatial affects of globalization. Spanning performance art, experimental 'history painting', aftermath photography and video installation, counter-memorial aesthetics bring to the fore, Tello argues, how contemporary refugee flows and related traumatic events critically challenge and conflict with many existing, tired if not also stubborn notions of national identity, borders, history and memory. Building on the writings of such thinkers as Michel Foucault and Jacques Rancière, this book offers a useful concept of 'counter-memory' for the twenty-first century. It shows how counter-memorial aesthetics is not only central to the nexus of contemporary art and refugee histories but also how it can offer a way of being critically present with many other, often interrelated, global crises in the contemporary era. This article addresses two related questions: how do we read He-Yin Zhen’s political writing in relation to her broader political life and how should her political ideas be introduced to the English-speaking academy? I first concur with recent translators of He-Yin, Lydia Liu, Dorothy Ko, and Rebecca Karl, that He-Yin’s anarcho-feminism marks a significant moment in the modern Chinese history of political ideas and can potentially contribute to transnational feminist theories. Following this, I revisit and reconstruct He-Yin and her (...) life partner Liu Shipei’s life trajectories as documented in Chinese sources by at least two generations of Chinese historians of the late Qing dynasty revolution. I argue that, when introducing her to English-speaking audiences as part of “the birth of Chinese feminism,” her translators have provided a diluted picture of He-Yin’s political world that could easily give rise to a reductionistically heroic reading of her politics. He-Yin’s political participation includes but is by no means limited to her one-year career as the prolific anarcho-feminist theorist for the journal. (shrink)

Over the past 12 years, I’ve had the good fortune of collaborating with others to create a project which challenges and complicates the dominant biopsychiatric model of mental illness. The Icarus Project, founded in 2002, not only critiqued the terms and practices central to the biopsychiatric model, it also inspired a new language and a new community for people struggling with mental health issues in the 21st century. The Icarus Project believes that humans are meaning makers, that meaning is created (...) through developing intrapersonal and interpersonal narratives, and that these narratives are important sites of creativity, struggle, and growth. The Icarus counter narrative and the community it fostered has been invaluable for people around the world dealing with psychic diversity—particularly for people alienated by mainstream approaches. But, despite the numbers of people who have been inspired by this approach, the historical background of the Icarus Project is hard to find. It exists primarily in oral history, newspaper articles, unpublished or self-published Icarus documents, and in internet discussion forums. As the co-founder of the Icarus Project, I use this article to make my understanding of that history and its key documents more widely available. (shrink)

In this article, the authors introduce the concept of a “queer counter-mythology.” They do so by discussing a speculative song they wrote as an enactment of research-creation. Research-creation names an interdisciplinary scholarly praxis where artist-scholars create the artefacts they want to think-with, rather than analysing existing cultural productions. The song discussed in this article, “Cosmic Beavers,” proposes a queer counter-mythology that reimagines the historical, colonial archive by foregrounding the stories of giant, trans-dimensional beavers who shred Lewis and Clark (...) and use them to reinforce their Time-Dam. Drawing on this song, as well as queer theories of time and anti-colonial thinkers, the authors suggest that artistic interventions invoke speculative lures that, while not changing history, can complicate state-sanctioned archives and narratives of the past and future: they frame this intervention as a queer counter-mythology. If for eighteenth-century aesthetics the body is both the site of ideal beauty and the limit of what can and may be represented, then Goya's panoply of monsters provides a way of understanding other modes of reason, other ways of representing the body and its functions within culture. In his work there is a recuperation of those elements that seem to lie outside the ken of the (...) Enlightenment project: physicality, animality, hybridity, the grotesque, the popular; a recognition of the animal nature of the body and the products of bodily impulses and forces. A rethinking of the body would incorporate an understanding of its role as a physical and social phenomenon in the constitution of the subject. Following on from Paul Ilie's concept of counter-rational Reason, which he defines as the opposite of a uniform centre of rationality in representative thought, the first half of my paper will consider Goya's problematization of representation. My analysis of a selection of drawings from the collection Los Caprichos will focus not just on the representation of bodies in the painter's work but on his exploration of bodies in their material variety—configurations of modes of constructing the body. This examination of Goya's prolific pictorial negotiations and adaptations of flesh and world will draw upon contemporary approaches to theorizing the body, namely the theories of Julia Kristeva and Elizabeth Grosz. Without access to Michel Foucault’s courses, it was extremely difficult to understand his reorientation from an analysis of the strategies and tactics of power immanent in the modern discourse on sexuality (1976) to an analysis of the ancient forms and modalities of relation to oneself by which one constituted oneself as a moral subject of sexual conduct (1984). In short, Foucault’s passage from the political to the ethical dimension of sexuality seemed sudden and inexplicable. Moreover, it was clear from his (...) published essays and interviews that this displacement of focus had consequences far beyond the specific domain of the history of sexuality. Security, Territory, Population (Foucault, 2007) contains a conceptual hinge, a key concept, that allows us to link together the political and ethical axes of Foucault’s thought. Indeed, it is Foucault’s analysis of the notions of conduct and counter-conduct in his lecture of 1 March 1978 that seems to me to constitute one of the richest and most brilliant moments in the entire course. It is astonishing, and of profound significance, that the autonomous sphere of conduct has been more or less invisible in the history of modern (as opposed to ancient) moral and political philosophy. This article argues that a new attention should be given to this notion, both in Foucault’s work and more generally. (shrink)

Trends in the history of social science dedicated to the study of crime and punishment are presented as a case study supporting F.A. Hayek's theory of social change. Designing effective social institutions and public policies first requires an accurate vision of how society operates. An accurate model of society further requires scientific methods uniquely suited for the study of human beings as purposeful agents and the study of human institutions as complex social phenomena. If guided by faulty methods, theories (...) are inaccurate and policy outcomes veer from their intentions. Hayek termed such outcomes "abuses of reason". Aiming to replicate the objectivity of physical sciences via formal modeling and statistical measurement, economists throughout the 20th century imposed an excessively technical vision of human decision-making. Policy failures and social problems resulted. This paper argues that the historical trends of applied social science dedicated to crime and punishment can be understood similarly. Formal modeling and statistical measurement continuously displaced methods more attuned to human intentionality and social complexity. In result, amidst a long-run history of intellectual and political change, US law enforcement and criminal punishment policies became technocratic, and outcomes became disjointed from their stated intentions to promote social order and welfare. Use of the word "Counter-Enlightenment" has become increasingly frequent in scholarly and journalistic writing. The word was almost certainly invented by the late Sir Isaiah Berlin, and it is owing to his enormous prestige and on-going influence that it has gained its current familiarity. In Berlin's view, two of the most important sources of the supposed Counter-Enlightenment are J. G. Hamann and J. G. Herder. But as I show, Berlin's numerous accounts of their thought are profoundly flawed and (...) reflect not Herder's or Hamann's own thought, but rather that of late nineteenth- and early twentieth-century German historians, who wished to legitimate their own anti-democratic, and hence anti-Enlightenment, ideology through the construction of a false historical genealogy. This essay draws upon Dante and St. Catherine of Siena to flesh out the Foucauldian concept of counter-conduct. Dante and Catherine occupy an important place in early modern history, challenging the designs of medieval pastoral power by embodying a new, secular mixture of the active and the contemplative life. This essay, with Foucault as a guide, suggests that they offer us another way to be modern, a path of self-cultivation surpassing modern norms for nature, the self, and the (...) project of rational knowledge.
