The demand for more transparency is hardly ever questioned. When it is, it is generally questioned in the name of a protection of privacy. In a traditional liberal understanding, there is a non-alienable “right to privacy” (Warren/Brandeis, 1890). Many political struggles, however, involved ignoring such boundaries, and making public things that were meant to remain private (domestic violence, gender oppression, child abuse etc.). While holding that the distinction between private and public is necessary, it must remain mobile and subject to (...) renegotiation. Civil inattention highlights the importance of disregarding: disregarding what others we share the same public space with do, as long as it is not of public relevance; and disregarding such rules of privacy if a violation of basic human rights is taking place, in order to make such behaviour public. In some cases, disregard and ignorance can thus be a moral virtue. (shrink)

The concept of privacy is intimately related to epistemological concepts such as information and knowledge, yet for the longest time had received only scant attention from epistemologists. This has begun to change in recent years, and different philosophical accounts have been proposed. On the liberal model of privacy, what privacy aims at is the protection of individuals from interference in personal matters. On the (more narrowly epistemological) informational model, privacy is a matter of limiting access to (or maintaining control over) (...) certain types of information. Furthermore, it is sometimes claimed that privacy aims at preventing the formation of (potentially negative) judgments by others. This paper compares and contrasts the various approaches and identifies a number of shortcomings. It then outlines an alternative account, the disattendability/civil inattention model of privacy, according to which what constitutes a breach of privacy is neither the acquisition of new information per se, nor the formation of judgments by others, but the fact that undue attention is being paid to routinized (or otherwise unobtrusive) aspects of the target’s everyday life. This account, it is argued, is explanatorily superior to its competitors, in that it accounts both for the cultural contingency of privacy conventions and for the emergence of new threats to privacy (e.g. from electronic surveillance). The paper concludes by reflecting on remaining tensions within the proposed account of privacy and by commenting on its social ramifications. (shrink)

The article takes on a less developed aspect of the sociology of the stranger: the normalized non-relations people in urban settings establish in their effort to stay strangers for one another. How is their “civil inattention”accomplished in practice? What is the social orderliness of “asocial” relations? In order to answer these questions the article uses the elevator as a sociological research instrument allowing for a highly detailed investigation in structural problems of public encounters: bodily navigation, contact avoidance, feigned (...) preoccupation, and the blocking of the automatism by which co-present bodies start interactions. The setting used for the investigation also raises questions about how the artifact and the bodies present are integrated into the interaction order. The “heteromobile” of the elevator offers specific sociotechnical scripts for interaction. While the human actors work hard at doing nothing, their bodies seem to take over their agency. The specific challenge of elevator riding for the enactment of indifference is the vanishing of actors: undoing presence. (shrink)

Societies evolve practices that reflect social norms of appropriateness in social interaction, for example when and to what extent one should respect the boundaries of another person’s private sphere. One such practice is what the sociologist Erving Goffman called civil inattention—the social norm of showing a proper amount of indifference to others—which functions as an almost unnoticed yet highly potent privacy-preserving mechanism. These practices can be disrupted by technologies that afford new forms of intrusions. In this paper, we (...) show how new networked technologies, such as facial recognition, challenge our ability to practice civil inattention. We argue for the need to revitalise, in academic and policy debates, the role of civil inattention and related practices in regulating behaviour in public space. Our analysis highlights the relational nature of privacy and the importance of social norms in accomplishing and preserving it. While our analysis goes some way in supporting current calls to ban FR technology, we also suggest that, pending a ban and in light of the power of norms to limit what is otherwise technically possible, cultivating new practices of civil inattention may help address the challenges raised by FR and other forms of digital surveillance in public. It is a philosophical truism that we must think of others as moral agents, not merely as causal or statistical objects. But why? I argue that this follows from the best resolution of an antinomy between our experience of morality as necessarily binding on the will and our knowledge that all moral beliefs originate in contingent histories. We can address this antinomy only by understanding moral deliberation via interpersonal relationships, which simultaneously vindicate and constrains morality’s bind on the will. This (...) means that moral agency is fundamentally social. I model an attitude toward our causal nature on sociologist Erving Goffman’s concept of ‘civil inattention’; our social practice of agency requires that we give minimal attention to the contingent origins of moral judgments in ourselves and others. Everyday surveillance work is increasingly performed by non-human algorithms. These entities can be conceptualised as machinic flâneurs that engage in distanciated flânerie: subjecting urban flows to a dispassionate, calculative and expansive gaze. This paper provides some theoretical reflections on the nascent forms of algorithmic practice materialising in two Australian cities, and some of their implications for urban relations and social justice. It looks at the idealisation – and operational black boxing – of automated watching programs, before considering their impacts on (...) notions such as ‘the right to the city’ and ‘the right to the face’. It will argue that the turn to facial recognition software for the purposes of automating urban governance reconstitutes the meanings and phenomenology of the face. In particular, the fleshly and communicative physicality of the face is reduced to a measurable object that can be identified by a virtualised referent and then consequently tracked. Moreover, the asymmetrical and faceless nature of these machinic programs of recognition unsettles conventional notions of civil inattention and bodily sovereignty, and the prioritisation given to pattern recognition renders them amenable to ideas/ideals from phrenology and physiognomy. In this way, algorithmic governance may generate not only forms of facial vulnerability and estrangement, but also facial artifice, where individuals come to develop tacit and artful ways of de-facing and re-facing in order to subvert the processes of recognition which leverage these modes of biopower. Thus, the datafication of urban governance gives rise to a dynamic biopolitics of the face. (shrink)

For many, the Holocaust made thinking about ethics in traditional ways impossible. It called into question the predominance of speculative ontology in Western thought, and left many arguing that Western political, cultural and philosophical inattention to universal ethics were both a cause and an effect of European civilization's collapse in the twentieth century. Emmanuel Levinas, Elie Wiesel and Richard Rubenstein respond to this problem by insisting that ethics must be Western thought's first concern. Unlike previous thinkers, they locate humanity's (...) source of universal ethical obligation in the temporal world of experience, where human suffering, rather than metaphysics, provides the ground for ethical engagement. All three thinkers contend that Judaism’s key lesson is that our fellow human is our responsibility, and use Judaism to develop a contemporary ethics that could operate with or without God. _Ethics and Suffering since the Holocaust_ explores selected works of Levinas, Wiesel, and Rubenstein for practical applications of their ethics, analyzing the role of suffering and examining the use each thinker makes of Jewish sources and the advantages and disadvantages of this use. Finally, it suggests how the work of Jewish thinkers living in the wake of the Holocaust can be of unique value to those interested in the problem of ethics in the twentieth and twenty-first centuries. Presenting a thorough investigation of the work of Levinas, Wiesel and Rubinstein, this book is of key interest to students and scholars of Jewish studies, as well as Jewish ethics and philosophy. Over the past 40 years a tradition of Marx interpretation has built up around a single passage concerning black slavery in an 1853 letter from Marx to Engels, in order to demonstrate that Marx’s support for emancipation was conditional on the level of ‘civilization’ attained by black slaves. I will argue that this interpretation, which attempts to prove Marx’s racist defense of slavery, is overdetermined by an inattention to historical context and a hypersensitivity to Marx’s nineteenth-century epithets. This is (...) important because the alleged anti-black racism of Marx and the place black workers occupy in his historical materialist vision of class struggle are of the utmost significance for properly conceptualizing the relationship between Marxism and black liberation. After a review of bioethical, civil, and human rights norms, which widely condemn the practice, I advance an interpretation of the social meaning of shackling imprisoned pregnant women and its persistence despite widespread normative consensus in favor of its abolition. Two arguments regarding the persistence of the practice are considered: (1) that it stems from the unthinking exportation of prison rules (...) to a hospital setting and (2) that it is the product of an androcentric approach to punishment and carceral health care ill-adapted to women’s needs. I argue that these explanatory frameworks are inattentive to the intersecting genealogies of race and gender that are constitutive of the practice. As a result, the prescriptive horizons that these frameworks delineate are inadequate to the race- and gender-specific task of redress. Drawing from Black feminist theory and Nietzsche, I argue that the practice of shackling imprisoned pregnant women, like many ostensibly race-neutral facets of American mass incarceration, is a sedimentation of slavery that impacts all incarcerated women. Freedom of expression gives us the right to say what we think, but it does not oblige us to do so. This is evidenced by the so-called "cartoon conflict" associated with the name of Mohammed. He confirmed the differences of civilizations: we have a misunderstanding in the West of the psychology of the religiosity of the East. At the same time, if one did not have enough understanding of deep religious feelings, spurred by their inattention, the other showed a (...) clear exaggeration of what was done and even perceived false information of what happened, for the truth. The East deepened the conflict of civilizations by giving it the right to use, as an argument against Western civilization, the belief that democracy, which it carries, and the freedom of speech it stands for, could open the way to ridicule and abuse of their faith. Inattentional blindness is described as the failure to perceive a supra-threshold stimulus when attention is directed away from that stimulus. Based on performance on an explicit recognition memory test and concurrent functional imaging data Rees, Russell, Frith, and Driver [Rees, G., Russell, C., Frith, C. D., & Driver, J. . Inattentional blindness versus inattentional amnesia for fixated but ignored words. Science, 286, 2504–2507] reported inattentional blindness for word stimuli that were fixated but ignored. The present study examined both explicit and (...) implicit memory for fixated but ignored words using a selective-attention task in which overlapping picture/word stimuli were presented at fixation. No explicit awareness of the unattended words was apparent on a recognition memory test. Analysis of an implicit memory task, however, indicated that unattended words were perceived at a perceptual level. Thus, the selective-attention task did not result in perfect filtering as suggested by Rees et al. While there was no evidence of conscious perception, subjects were not blind to the implicit perceptual properties of fixated but ignored words. (shrink)

Perhaps the most striking phenomenon of visual awareness is inattentional blindness (IB), in which a surprisingly salient event right in front of you may go completely unseen when unattended. Does IB reflect a failure of perception, or only of subsequent memory? Previous work has been unable to answer this question, due to a seemingly intractable dilemma: ruling out memory requires immediate perceptual reports, but soliciting such reports fuels an expectation that eliminates IB. Here we introduce a way of evoking repeated (...) IB in the same subjects and the same session: we show that observers fail to report seeing salient events’ not only when they have no expectation, but also when they have the wrong expectations about the events nature. This occurs when observers must immediately report seeing anything unexpected, even mid-event. Repeated IB thus demonstrates that IB is aptly named: it reflects a genuine deficit in moment-by-moment conscious perception, rather than a form of inattentional amnesia. (shrink)

Arien Mack and Irvin Rock make the radical claim that there is no conscious perception of the visual world without attention to it.

Attempts to understand visual attention have produced models based on location, in which attention selects particular regions of space, and models based on other visual attributes . Previous studies of inattentional blindness have contributed to our understanding of attention by suggesting that the detection of an unexpected object depends on the distance of that object from the spatial focus of attention. When the distance of a briefly flashed object from both fixation and the focus of attention is systematically varied, detection (...) appears to have a location-based component. However, the likelihood that people will detect an unexpected event in sustained and dynamic displays may depend on more than just spatial location. We investigated the influence of spatial location on inattentional blindness under precisely controlled, sustained and dynamic conditions. We found that although location-based models cannot fully account for the detection of unexpected objects, spatial location does play a role even when displays are visible for an extended period. Simone Weil's ideas proved fundamental for Iris Murdoch, opening up a difficult path of thought for one rooted in the British philosophical tradition in the 1950s (Sim 1985, Bok 2005, Lovibond 2011a, Panizza 2022a, Mac Cumhaill and Wiseman 2022). Grasping the Weilian-inspired moral theory of attention sketched by Iris Murdoch is a prerequisite for comprehending the development of her moral ideas (Panizza 2015, Broackes 2012) and the form they may take in her literary writings (Griffin 1993, Morgan 2006). This paper (...) argues that we can read an expression of Simone Weil in Iris Murdoch's novels which articulate her notions of grace and gravity, but also convey the Weilian insights that shape Murdoch's moral perfectionism. It investigates three of Murdoch's well-known male protagonists, i.e., Bradley Pearson, Charles Arrowby and Hilary Burde, so as to comprehend how their moral failures relate to a defective implementation of the concepts of love and attention as theorised by Simone Weil as leading to goodness. Hence, it offers a new examination of the way in which the Murdochian literary staging of inattention as a cause of moral deficiency reveals its Weilian-based ethics of attention. (shrink)

Memmert tried to foster the development of attentional research by discussing four differences between attentional misdirection and inattentional blindness . Considering this goal, the comment was received in the intended way by the comments of 18 and 14 who make a number of highly valuable suggestions for further progress. As initially suggested by Memmert this dialog should help unravel the underlying attentional mechanisms of different paradigms. Therefore, we first discuss the suggested distinction between central and spatial IB by Most . (...) Second, we argue that working memory and perceptual load research seem particularly interesting in this regard and should be taken into consideration when conducting future research along the lines of IB and AM. Third, representative task designs can be an important mosaic piece in across-the-board attention theories and highly useful for deriving further testable hypothesis in naturalistic settings. The most important claim of all commentaries in this issue is that the proposed ideas can all be empirically tested and thereby contribute to the advancement of an unified theoretical framework incorporating IB, AM in consideration of overt and covert attention mechanisms. An extensive research program surrounding a phenomenon called inattentional blindness is reported by Mack and Rock in their book of the same name. The general conclusion that is drawn from the work is that no conscious perception can occur without attention. Because the bulk of the evidence surrounding inattentional blindness comes from memorial reports of displays, it is possible that inattentional blindness reflects a problem with memory, rather than a problem with perception. It is argued here that at least some (...) instances of inattentional blindness are better characterized as memorial failures than perceptual failures. The extent to which unattended stimuli fail to engage perceptual processing is an empirical question that the combination of inattentional blindness and online measures of processing can be used to address. The present study had two main aims: to determine whether deaf children show higher rates of key behaviors of ADHD and of Conduct Disorder—CD— than hearing children, also examining whether the frequency of these behaviors in deaf children varied based on cochlear implant use, type of school and level of receptive vocabulary; and to determine whether any behavioral differences between deaf and hearing children could be explained by deficits in inhibitory control. We measured behaviors associated with ADHD and CD in (...) 34 deaf and hearing children aged 9–10 years old, using the revised Spanish version of the Conners scale. We then assessed inhibitory control ability using a computerized Stroop task and a short version of the Attention Network Test for children. To obtain a measure of the level of receptive vocabulary of the deaf children we used a Spanish version of the Carolina Picture Vocabulary Test for Deaf and hearing-impaired children. Deaf children showed significantly higher rates of behaviors associated with ADHD and CD, and over 85% of cases detected with high risk of ADHD-inattentive type in the entire present sample were deaf children. Further, in the group of deaf children a negative correlation was found between receptive vocabulary and frequency of disruptive, aggressive, or antisocial behaviors associated with CD. However, inhibitory control scores did not differ between deaf and hearing children. Our results suggested that the ADHD-related behaviors seen in deaf children were not associated with a deficit in inhibitory control, at least in the interference suppression subcomponent. An alternative explanation could be that these behaviors are reflecting an adaptive strategy that permits deaf children to access information from their environment which is not available to them via audition. The authors report "priming" effects for subjects they classify as "inattentionally blind" and interpret this as evidence for unconscious perception--an interpretation consistent with deeply entrenched metatheory. I question that interpretation, however, on methodological grounds. On these assessment procedures, some subjects could be classified as "inattentionally blind" despite representing the critical stimulus in conscious attention. Still others--presenting a more interesting challenge--could be so classified despite representing the stimulus literally in inattentional awareness. The study is illuminated, I believe, by seeing it in (...) metatheoretical and experimental contexts, with its theoretical interpretation contrasted with an alternative. (shrink)

What is attention? On one influential position, attention constitutively is the selection of some stimulus for coupling with a response. Wayne Wu has proposed a master argument for this position that relies on the claim that cognitive science commits to an empirical sufficient condition (ESC), according to which, if a subject S perceptually selects (or response-couples) X to guide performance of some experimental task T, she therein attends to X. In this paper I show that this claim about cognitive science (...) is false. Cognitive science allows for inattentive selection-for-task, or inattentive response-coupling. Cerebral energy supply is insufficient to support continuous neuronal processing of the plethora of time-constant objects that we are aware of. As a result, the brain is forced to limit processing resources to cases of change. The neuronally generated world is thus temporally discontinuous. This parallels the fact that, in all relevant microscopic fundamental equations of nature, temporal change plays a dominant role. When a scientist calculates a “solution” to such an equation, integration over time is an essential step. The (...) present Hypothesis expresses that the step from neuronal activity to phenomenal content of consciousness is reflective of a “solution:” the main source of the incomprehensibility of consciousness is proposed to result from the introduction of phenomenal time-constant entities. These are “filled-in” via integration, even though neuronal data only exists for changes to these entities. In this way, a temporally continuous picture of the world phenomenally appears. Qualia are “initial conditions,” which are required for integration and cannot be deduced from present data. Phenomenal “identity” is related to qualia. Inattentive visual perception, which is only rarely investigated, offers insights into these relationships. Introspectively, unattended vision appears rich because percepts are cumulated over long time spans, whereas attentive perception relies purely on present neuronal signals. The present Hypothesis is that a brief neuronal activity can signify long-lasting and constant phenomenal content of consciousness. Experimental support is presented that comes from discrepancies between neuronal activity and perception: transient neuronal responses to sustained stimuli, “filling-in,” change blindness, identity vs. close resemblance. We can no longer speak of a state of war in any traditional sense, yet there is currently no viable theory to account for the manifold internal conflicts, or civil wars, that increasingly afflict the world's populations. It identifies civil war as the fundamental threshold of politicization in the West, an apparatus that over the course of history has alternately allowed for the de-politicization of citizenship and the mobilization of the unpolitical. In an experiment on markets for services, we find that consumers are likely to stick to default tariffs and achieve suboptimal outcomes. We find that inattention to the task of choosing a better tariff is likely to be a substantial problem in addition to any task and tariff complexity effect. The institutional setup on which we primarily model our experiment is the UK electricity and gas markets, and our conclusion is that the new measures by the UK regulator Ofgem (...) to improve consumer outcomes are likely to be of limited impact.
