In literature, the firm’s selection of dual-product strategy under cap-and-trade regulation and the optimal emission reduction decisions are not well studied, especially through an analytical approach. We develop a theoretic model to investigate the firm’s selection on three product strategies in the presence of cap-and-trade policy, including two single product strategies and a dual-product strategy, and identify two types of consumers: consumers with low-carbon preference and regular consumers. Our analysis shows that, in the absence of cap-and-trade (...) policy, it is optimal to adopt dual-product strategy, but in the presence of this policy, it is optimal to adopt dual-product strategy or low-carbon product strategy. Compared with ordinary product strategy, adopting a low-carbon product strategy or dual-product strategy benefits the firm under cap-and-trade regulation. The additional cost of producing low-carbon product has an impact on the firm’s product strategy selection under cap-and-trade regulation. When it falls below a certain threshold, it is optimal to adopt a dual-product strategy; otherwise, it is optimal to adopt a low-carbon product strategy. Our research can provide reference for firm’s decision-making and government’s policy formulation. (shrink)

This paper extends the argument in H.L.A. Hart's 'Are there any natural rights?' to argue that there is an environmental moral right against pollution. This right is composed of a right against negligent, reckless or intentional risk imposition, together with the liberty to act in a way that does not negligently, recklessly or intentionally impose risks on others. This right is understood as overrideable or prima facie, and this paper does not claim that this right is the only basis (...) of moral judgment in the cases it considers. The hypothesis that there is a right against pollution does, however, explain some moral reasoning about pollution that otherwise is difficult to explain. (shrink)

The United States Environmental Protection Agency has begun to encourage innovative market-based approaches to address nonpoint source water pollution. These water quality trading programs have the potential to achieve environmental standards at a lower overall cost. Two fundamental questions must be answered before these benefits can be realized: How will trades between point and nonpoint sources be monitored and enforced? and, How will nonpoint sources be included within a trading market? ;Point-nonpoint source trading can be accommodated through either a (...) technology-based or performance-based approach. The technology-based approach accommodates trading through the use of a proxy for unobservable, individual nonpoint source emission reductions. While trading ratios can effectively deal with the uncertainty associated with using a proxy for actual abatement, they are inefficient and ineffective for dealing with problems of hidden action. The alternative use of performance-based trading approaches requires the use of team contracts that provide individual incentives linked to the performance of the entire group. Such contracts must be designed to overcome both adverse selection and moral hazard problems. Performance-based approaches promise efficiency gains in terms of reducing the problems of asymmetric information, and by introducing flexibility into the choice of nonpoint source abatement technologies and practices. ;Nonpoint sources are exempted from direct regulation under the polluter-pays-principle. As a result, their participation in trading markets is voluntary, thus preventing a baseline cap on pre-trade emissions. To determine whether this arrangement should be changed, we must ask if there something that morally prohibits the direct regulation of nonpoint sources of pollution. While a morally relevant distinction can be made between point and nonpoint sources of emission based on differences in the ability to observe individual emission levels, this relevance is limited to the case of performance-based policy instruments. The moral legitimacy of applying the polluter-pays-principle to nonpoint sources of pollution must be made on a case by case basis, as it is dependent upon existing social, economic, and other practical factors. However, it can be stated that there is no general moral barrier to prohibit the application of the polluter-pays-principle to nonpoint sources of pollution. (shrink)

This paper deals with the role of tort in the field of chemical air pollution regulation during the period 1863, when the first statutory intervention occurred, and 1881, when reforms to both the common law and statute were enacted. It compares the prominence of tort in this context with its significance in the field of injury to factory workers. The implications of tort's relevance in these contexts are then examined, having particular regard to those historiographies of Victorian government (...) growth in which the part played by tort is neglected. State-directed but market-oriented forms of regulation, especially environmental examples like cap-and-trade and ecological offsetting, have proliferated in the past two decades, but sociologists have been slow to theorize these broad institutional shifts. This article offers a framework for explaining these processes of regulatory marketization. First, I argue that institutions of this sort are examples of what I call command-and-commodify regulation, a mode of regulation that distinctively hybridizes economic and authoritative dimensions of power. Second, I explain how (...) and why one example of command-and-commodify regulation, species conservation banking, emerged and remained concentrated in California, but did not so easily develop in other American states. Finally, abstracting from the case, I argue that the concept of market reconstruction is useful for developing a more general theory of the ways that social conflicts and mobilization reconfigure regulatory power and thus give rise to new modes of regulation. Together, a theory of command-and-commodify regulation and market reconstruction may be useful for explaining the development of a wide variety of environmentally focused and other regulatory institutions. In the struggle for breathable air amid pollution and climate change, both resistance and inspiration can be found in ‘atmospheric care practices’ (Vine 2019). In this article, I embed these practices in a more than human political approach (Puig de la Bellacasa 2017). More than human atmospheric care practices work to undo toxic harm both on a material and social level while intimately involving human beings with more than human worlds. Air pollution is a major global challenge for a multitude of reasons. As a specific concern, there is now compelling evidence demonstrating a causal relationship between exposure to airborne pollutants and the onset of cardiovascular disease (CVD). As such, reducing air pollution as a means to decrease cardiovascular morbidity and mortality should be a global health priority. This review provides an overview of the cardiovascular effects of air pollution and uses two major events of 2020—the Australian bushfires (...) and COVID‐19 pandemic lockdown—to illustrate the relationship between air pollution and CVD. The bushfires highlight the substantial human and economic costs associated with elevations in air pollution. Conversely, the COVID‐19‐related lockdowns demonstrated that stringent measures are effective at reducing airborne pollutants, which in turn resulted in a potential reduction in cardiovascular events. Perhaps one positive to come out of 2020 will be the recognition that tough measures are effective at reducing air pollution and that these measures have the potential to stop thousands of deaths from CVD. This research concerns accountability by the U.S. electric utility industry for the financial impacts of cap-and-trade emissions allowance activity. We report findings from an extensive examination of disclosure practices for more than 100 facilities that were required to curb pollutant discharges and participate in a government-mandated program of emission allowance distribution and trading.

This article traces an emergent tension in an interdisciplinary public health project called Weather Health and Air Pollution. The tension centered on two different kinds of data of air pollution: monitored and modeled data. Starting out with monitoring and modeling practices, the different ways in which they enacted air pollution are detailed. This multiplicity was problematic for the WHAP scientists, who were intent on working across disciplines, an initiative driven primarily by the epidemiologists who imbued the project (...) with meaning and value as the protagonists of “health.” To work collaboratively implies a stable, singular, and shared research object, however: one kind of data, one version of air pollution. In detailing two attempts by researchers to address the inadequacies of modeled and monitored data, this article explores the ways in which difference and multiplicity were negotiated and transformed. In doing so, this article suggests that it is the mobility and instability of data that are particularly fruitful for exploring the facilitation and enactment of new realities, while also making explicit the emergent problematics and partialities which inevitably result. Codes of conduct are the main tools to privately regulate worker rights in global value chains. Scholars have shown that while codes may improve outcome standards (such as occupational health and safety), they have had limited impact on process rights (such as freedom of association and collective bargaining). Scholars have, though, only provided vague or general explanations for this empirical finding. We address this shortcoming by providing a holistic and detailed explanation, and argue that codes, in their current form, have (...) limited impact on trade union rights due to (i) buyers paying lip service to trade union rights, (ii) workers being treated as passive objects of regulation in codes of conduct, (iii) auditing being unable to detect and remediate violations of trade union rights, (iv) codes emphasizing parallel means of organizing, (v) suppliers having limited incentives for compliance, and (vi) codes being unable to open up space for union organizing when leveraged in grassroots struggles. Our arguments suggest that there is no quick fix for codes’ limited impact on trade union rights, and that codes, in their current form, have limited potential to improve trade union rights. We conclude by discussing ways in which codes of conduct, and private regulation of worker rights more generally, could be transformed to more effectively address trade union rights. (shrink)

This chapter reviews Europe's contributions to basic assumptions made in international law and governance. It examines the internal legal models that Europe created and that became foundational blueprints for modern liberal democracies. The chapter also focuses on international legal structures that were designed to operate in a manner consistent with the domestic European model e.g., liberalization of trade, legal protections for foreign investors, or uniform codes of commercial law for international transactions. The post‐Second World War regulation of commerce (...) and livelihood in the European statecraft model came hand‐in‐hand with the protection of personal rights. The modern liberal democratic state derived its legitimacy from management of a social and political structure that bettered the material lot of its nationals. The historical process of formation of the European nation‐states’ geographical map created blocs that had clear boundaries associated with national identity. (shrink)

Air pollution in China has been drawing considerable attention in recent years. The emergence of new energy vehicles provides hope to reduce air pollutant emission. However, consumers' recognition and acceptance of NEVs remain at the early stage. This research aims to explore how consumers' environmental concern influences their NEV purchase intention. Specifically, this research conducted an online survey and an experiment to address the following issues: how consumers' psychological distance toward air pollution influences their purchase intention for NEVs, (...) and does their risk perception of the consequences of air pollution mediate this influence; whether consumers' perceived price level of NEVs plays a moderating role in the relationship between risk perception and purchase intention; and whether the construal level of stimulus can be manipulated to influence consumers' PD toward air pollution to increase their purchase intention for NEVs. The results of study 1, based on a total of 293 valid samples, show that consumers' PD toward air pollution significantly affects their purchase intention for NEVs, and risk perception of the consequences of air pollution plays a considerable mediating role. Meanwhile, consumers' perceived price level of NEVs has a significant negative moderating effect on the relationship between risk perception and purchase intention. The results of study 2, based on an online experiment, show that the construal level of stimulus can influence consumers' PD toward air pollution, which in turn affects their purchase intention for NEVs. The findings of this research have implications for businesses' promotional strategies and governments' policies. For instance, low-construal-level promotional materials can be developed to arouse consumers' environmental concern, thereby facilitating their eco-friendly consumption behavior. Governmental financial assistance and other policies can also increase consumers' willingness to purchase NEVs. (shrink)

Air pollution is a considerable environmental stressor for urban residents in developing countries. Perceived health risks of air pollution might induce migration intention among inhabitants. The current study employed the Bayesian Mindsponge Framework (BMF) to investigate the rationale behind the domestic and international migration intentions among 475 inhabitants in Hanoi, Vietnam – one of the most polluted capital cities worldwide. We found that people perceiving more impacts of air pollution in their daily life are more likely to (...) have migration intention. The effect of perceived air pollution impact on international migration intention is stronger than that of domestic migration. Acknowledging a family member’s air pollution-induced sickness moderated the association between perceived air pollution impact and domestic migration intention, while the personal experience of air pollution-induced sickness did not. In contrast, the moderation effect of personal experience of sickness became significant in the international migration circumstance, but the effect of information about a family member’s sickness was trivial. The findings suggest that urban inhabitants’ consideration of air pollution averting strategies reflects some characteristics of Homo Oeconomicus. Additionally, the individual’s socio-economic decision is seemingly insignificant on a social scale. Still, through environmental stressors as catalysts, such decisions might result in considerable social outcomes (e.g., internal migration and emigration). (shrink)

Many of the issues raised in the debate over same-sex marriage are less about access to material benefits than about the social and cultural meaning of `marriage'. After reviewing the issues in (...) this debate, we present an analysis of the regulation of language in the marketplace. We discuss the considerations that shape how the state regulates language in the marketplace, if it regulates it at all. Using this framework to analyze the issue of same-sex marriage allows us to identify the costs and benefits of different proposals with regard to marriage, and allows us to distinguish issues that are often conflated. Contrary to its opponents, we argue that making marriage available to same-sex couples does not violate the meaning of `marriage' or destroy marriage, because such a change is similar to many other changes in which words and labels are extended to include new `goods'. This alters the meaning, but does not destroy it, and it does not preclude the possibility of further linguistic innovation to maintain a distinction. Contrary to proponents of same-sex marriage, however, we argue that extending marriage to same-sex couples is not cost-free. There are costs and benefits of any policy on this issue — costs and benefits related to information and status, as well as material resources. Hence, while we agree with advocates of same-sex marriage, we argue that their position involves trade-offs and costs that they sometimes fail to recognize. Air pollution is a current concern of people and government entities. Therefore, in urban scenarios, its monitoring and subsequent analysis is a remarkable and challenging issue due mainly to the variability of polluting-related factors. For this reason, the present work shows the development of a wireless sensor network that, through machine learning techniques, can be classified into three different types of environments: high pollution levels, medium pollution and no noticeable contamination into the Ibarra City. To achieve this (...) goal, signal smoothing stages, prototype selection, feature analysis and a comparison of classification algorithms are performed. As relevant results, there is a classification performance of 95% with a significant noisy data reduction. (shrink)

In his important recent book, Aaron James has defended a principle ? Collective Due Care ? for determining when a form of economic integration is morally objectionable because it causes unjustified harm (including unemployment, wage suppression and diminished working conditions). This essay argues that Collective Due Care would yield implausible judgements about trade practices and would be too indeterminate to play the practical role for which it is intended.

A new field of biomedical ethics is opening up, concerning what should be done to reduce the direct and indirect impacts of greenhouse gas emissions on human health. Some of these impacts could be described as ‘direct’, in the form of fatalities and illnesses due to the increasingly frequent heatwaves in many countries of recent years, ascribable to anthropogenic climate change. Other impacts are mediated through the air pollution that results from emissions from vehicles in the form of a (...) cocktail of carbon oxides including carbon monoxide, nitrogen dioxide and particulates. Most of the world’s cities have streets with unsafe pollution levels, and one child’s death in Britain has been officially ascribed to air pollution (BBC 2020). This presentation aims to validate the above claims about the impacts of emissions on health, and to suggest remedies. The early phasing out of vehicles powered by internal combustion engines is the ultimate remedy for the latter set of impacts, while the urgent replacement of energy generated from fossil-fuel sources with renewable energy is the best way to remediate the former set. More immediate remedies for air pollution include restricting the use of roads and streets in urbanised areas by vehicles to bicycles and light vehicles with small engines. Medical and nursing education should include the diagnosis and treatment of pulmonary conditions resulting from increased levels of carbon oxides, nitrogen oxides and particulates. Medical and nursing practice should focus on the early identification of vulnerable adults and children at risk from air pollution, and warnings against walking, running or cycling along the most polluted thoroughfares. The climate is a combination of different meteorological factors that characterized a specific region over a specific time. The movement of the Sun and Earth inclination toward it is the most important factors which determine the characteristics of the climate. The global movement of the air from equator toward poles and vice versa influences also drastically the (...) climate change. In this section are also included breezes. Also air relative humidity plays an important role shaping the climate. It plays a very important role in cloud formation. The built environment can influence the urban climate of the city through height, form, and applied building materials. Building form and shape, building materials, openings in the façade, and their orientation often are determined by climate parameters. Urban density, directions, and street network and their shape are related to the climate change, apart from topography. Density of urban structures produces important effects on the microclimatic conditions in external spaces. The bioclimatic behavior of each type of outdoor spaces depends on the relationship with its surrounding elements. The city of Tirana is included in Mediterranean climate characterized by hot dry summers and mild cold wet winters with high daily thermal excursions. All of the countries bordering the Mediterranean Sea benefit from the Mediterranean climate. Specifically spotted, Tirana is part of Mediterranean coastal zone (<22 °C in temperature) with an annual temperature of 15.3 °C. In the inner city can be found areas with high pollution, which normally contain a high percentage of business and industry, settlements, and traffic, so-called “sealed” areas. They constitute “hyperthermic areas” or “heat islands”. The term “heat island” describes built-up areas which are hotter than nearby rural areas. Heat islands can affect communities by increasing summertime peak energy demand, air-conditioning costs, air pollution, greenhouse gas emissions, heat-related illness and mortality, and water quality. The aim of the bioclimatic design is also the reduction of the heat-island phenomenon. The use of materials with different energy absorption capabilities and integration of green spaces into urban life is important. The vegetation effects on microclimate and in the built environment are present. Trees are necessary and indispensable to human life. They provide shelter for us, provide food, and their fibers cloth us. Implementation of the green belts in the city is one of the strategies in order to reduce heat-island effect. Vegetation also can provide a deep feeling of attachment to certain places and trees which are part of it. The use of trees avoids monotony and ensures diversification. They play a crucial role creating microclimates which influence the thermal comfort of people reducing heating or cooling loads. Vegetation also creates cooler microclimates around the building through evapotranspiration, reduces wind speed, regulates humidity, and reduces temperature. It is observed that tree species have a greater influence on humidity than on temperature. Trees can also absorb and reduce the reverberation time of the sound, behaving as sound buffers. The benefits of tree plantation in the inner city are enormous and they can’t be neglected. (shrink)

The World Health Organisation recently listed air pollution as the most significant threat to human health. Air pollution comprises particulate matter (PM), metals, black carbon and gases such as ozone (O3), nitrogen dioxide (NO2) and carbon monoxide (CO). In addition to respiratory and cardiovascular disease, PM exposure is linked with increased risk of neurodegeneration as well as neurodevelopmental impairments. Critically, studies suggest that PM crosses the placenta, making direct in utero exposure a reality. Rodent models reveal that neuroinflammation, (...) neurotransmitter imbalance and oxidative stress are triggered following gestational/early life exposure to PM, and may be exacerbated by concomitant mitochondrial dysfunction. Gestational PM exposure (potentiated by mitochondrial impairment in the metabolically active neonatal brain) not only impacts neurodevelopment but may sensitise the brain to subsequent cognitive impairment. Having reviewed this field, we conclude that strategies are urgently required to reduce exposure to PM during this sensitive developmental period. (shrink)

Air pollution has become a serious issue that affects billions of people worldwide. The relationship between air pollution and social behaviour has become one of the most widely discussed topics in the academic community. While the link between air pollution and risk-averse and unethical behaviours has been explored extensively, the relationship between air pollution and prosocial behaviour has been examined less thoroughly. Individual blood donation is a typical form of prosocial behaviour. We examined the effect of (...) air pollution on prosocial behaviour using the Poisson regression quasi-maximum likelihood based on the panel data related to air pollution and blood donations. We also employed a set of control variables and robustness checks. The findings indicate that air pollution does not affect whole blood donation, although it does affect component blood donation. We also find that the effect of air pollution on blood donation is heterogeneous in terms of gender, age, and other factors. These results show that the relationship between air pollution and prosocial behaviour is limited. Not all types of prosocial behaviour are affected by air pollution, perhaps because air pollution affects only specific psychological motivations and because different types of prosocial behaviour have different motivations. This paper is based on ethnographic research of data practices in a public health project called Weather Health and Air Pollution. I examine two different kinds of practices that make air pollution data, focusing on how they relate to particular modes of sensing and articulating air pollution. I begin by describing the interstitial spaces involved in making measurements of air pollution at monitoring sites and in the running of a computer simulation. Specifically, I attend to a (...) shared dimension of these practices, the checking of a numerical reading for error. Checking a measurement for error is routine practice and a fundamental component of making data, yet these are also moments of interpretation, where the form and meaning of numbers are ambiguous. Through two case studies of modelling and monitoring data practices, I show that making a ‘good’ measurement requires developing a feeling for the instrument–air pollution interaction in terms of the intended functionality of the measurements made. These affective dimensions of practice are useful analytically, making explicit the interaction of standardised ways of knowing and embodied skill in stabilising data. I suggest that environmental data practices can be studied through researchers’ materialisation of error, which complicate normative accounts of Big Data and highlight the non-linear and entangled relations that are at work in the making of stable, accurate data. With an overall objective of establishing association between air pollutants and incidence of respiratory diseases, the environmental professionals and medical practitioners have made significant contribution, using statistical mechanics in modelling epidemiological data, population characteristics, and pollution parameters. Broadly speaking, the studies have shown that the increase in vehicular traffic has been one of the causes of respiratory diseases. However, the WHO Centre for Environment and Health, Europe in its 2005 document states: “There is little evidence for a causal (...) relationship between asthma prevalence/incidence and air pollution in general, though the evidence is suggestive of a causal association between the prevalence/incidence of asthma symptoms and living in close proximity to traffic”. Decision making process in a real world is invariably based on perceptions which are expressed in words or may be in numeric terms and not in probability terms. In the paper, we made an attempt to model the perceptions of experienced pulmonologists in arriving at their combined degree of belief/plausibility/ignorance for all the possible combinations of identified respiratory diseases, using evidence theory and fuzzy relational calculus without collecting sizeable parametric data accumulated over a period of years. Tightening pollution norms by the regulatory authorities is an overall objective of the global efforts on greenhouse gases reduction in general, and air pollution mitigation in particular. The concept of solar battery operated electric vehicles for road transport is advocated, initially for two/three wheelers, and extending it to four wheelers, especially in the developing countries. Air pollution is one of the largest environmental health risks globally but is often imperceptible to people. Air quality smartphone applications provide real-time localized air quality information and have the potential to help people learn about the health effects of air pollution and enable them to take action to protect their health. Hundreds of air quality apps are now available; however, there is scant information on how effective these mobile apps are at educating stakeholders about air pollution (...) and promoting behavioral change to protect their health. In this paper, we test how intrinsic and extrinsic motivations can enhance users’ engagement with air quality information through an app, and favor changes in protective behavior. We developed an air quality app, AirForU, with a built-in research study that was downloaded by 2740 users. We found that engagement was higher for users with intrinsic motivations, such as those who are health conscious, either because they are suffering from heart disease or other conditions aggravated by air pollution, or because they exercise frequently and want to maintain a healthy lifestyle. Extrinsic motivations such as notifications were also effective. App users stated that they frequently shared air quality information with others, learned about the Air Quality Index, and took measures to protect their health while using AirForU app. (shrink)

The air pollution generated by motor vehicles and by static sources is, in certain geographic areas, a very serious problem, a problem that exists because of a failure of the marketplace. To address this marketplace failure, the State of California has mandated that by 2003, 10% of the Light-Duty Vehicle Fleet (LDV) be composed of Zero-Emission Vehicles (ZEVs). However, the policy-making process that was utilized to generate the ZEV mandate was problematic and the resulting ZEV mandate is economically unsound. (...) Moreover, an ethical analysis, based primarily upon the work of John Rawls, suggests that implementation of the California ZEV mandate is—in spite of the wide latitude that ought to be given to policy decision makers—unethical. A more ethical and economically efficient approach to the pollution caused by marketplace failure is one that relies on market incentives and thereby achieves the desired improvement in air quality by appealing both to the self-interest of motorists and to those businesses that are directly or indirectly involved with the automobile industry. Such an approach would take better advantage of the creative forces of the market and improvements in technology over time and avoid the infringements on individual liberty and fairness embodied in the ZEV mandate. This corpus-assisted critical discourse analysis of news reports on air pollution published from 2008 through 2015 by China Daily, China’s largest official English-language newspaper, reveals a significant attitudinal shift around the end of 2011 as regards public awareness of increasing air pollution levels in China and related public criticism. It also constructs a clear image of the increasing determination and resolve of the Chinese central government over the course of this 8-year period to take action to effectively reduce (...) air pollution. This study highlights the submissive role played by the official Chinese press in their reporting on air pollution under the strict censorship system of the Communist Party of China, as well as the socio-political role that international sporting events such as the 2008 Beijing Olympic Games and the 2010 Guangzhou Asian Games played in raising both public and governmental awareness of environmental issues. This paper aims to examine the direct and indirect impact of ambient air pollution on employees’ performance. This study has used cross sectional survey design to collect the data from the outdoor employees of the pharmaceutical industry of Pakistan. The data were collected in time lags from 299. Partial least squares- structural equation modeling approach was applied to analyze the data. The results show that AAP has a significant negative impact on the employees’ performance, and anxiety partially mediates the (...) association between AAP and employees’ performance. This study reveals that AAP brings anxiety among outdoor employees, which in turn decreases their working performance. The implications, limitations, and future research directions are presented in the last section of this study. (shrink)

We investigate whether air pollution harms business ethics from the perspective of earnings manipulation, which exerts a real effect on the economy and social welfare. Using a large sample and a comprehensive air quality index in China, we find that firms located in cities with more severe air pollution exhibit higher levels of discretionary accruals and are more likely to restate their financial statements, consistent with exposure to air pollution leading to more earnings manipulation. We further provide (...) causal evidence using propensity score matching and a discontinuity regression design exploiting the Qinling Mountain–Huai River Heating Policy Line, which exogenously leads to more air pollution to cities located immediately north of the Line but not those in the south. Our findings are robust to controlling for weather conditions and alternative samples and measures of air pollution and earnings manipulation. The three main types of policies for addressing climate change are command and control regulation, carbon taxes (or price instruments), and cap and trade (or quantity instruments). The first question in the ethics of carbon pricing is whether the latter two (price and quantity instruments) are preferable to command and control regulation. The second question is, if so, how should we evaluate the relative merits of price and quantity instruments. Genomes of higher eukaryotes contain abundant non‐coding repeated sequences whose overall biological impact is unclear. They comprise two categories. The first consists of retrotransposon‐derived elements. These are three major families of retroelements (LINEs, SINEs and LTRs). SINEs are clustered in gene‐rich regions and are found in promoters of genes while LINEs are concentrated in gene‐poor regions and are depleted from promoters. The second class consists of non‐coding tandem repeats (satellite DNAs and TTAGGG arrays), which are associated with mammalian centromeres, heterochromatin (...) and telomeres. Terminal TTAGGG arrays are involved in telomere capping and satellite DNAs are located in heterochromatin, which is implicated in transcription silencing by gene repositioning (relocalization). It is unknown whether interstitial TTAGGG sequences, which are present in many vertebrates, have a function. Here, evidence will be presented that retroelements and TTAGGG arrays are involved in regulation of gene expression. Retroelements can provide binding sites for transcription factors and protect promoter CpG islands from repressive chromatin modifications, and may be also involved in nuclear compartmentalization of transcriptionally active and inactive domains. Interstitial telomere‐like sequences can form dynamically maintained three‐dimensional nuclear networks of transcriptionally inactive domains, which may be involved in transcription silencing like classic heterochromatin. Background Trust is an essential phenomenon of relationship between patients and healthcare professionals and can be described as an accepted vulnerability to the power of another person over something that one cares about in virtue of goodwill toward the trustor. This characterization of interpersonal trust appears to be adequate for patients suffering from chronic illness. Trust is especially important in the context of chronic cardiovascular diseases as one of the main global health problems. Research Aim The purpose of the qualitative (...) study was to gain a deeper understanding of how people with chronic cardiovascular disease experience and make sense of trust in healthcare professionals. Research Design Eleven semi-structured interviews with participants analysed using interpretative phenomenological analysis to explore in detail their lived experience of trust as a relational phenomenon. Participants and Research Context Participants with chronic cardiovascular disease were purposively recruited from inpatients on the cardiology ward of the university hospital located in central Slovakia. Ethical Considerations The study was approved by the faculty ethics committee. Participants gave their written informed consent. Findings Four Interrelated Group Experiential Themes Sense of co-existence; Belief in competence; Will to help; Ontological security with eight subthemes were identified. The findings describe the participants' experience with trust in healthcare professionals as a phenomenon of close co-existence, which is rooted in the participants’ vulnerability and dependence on the goodwill and competence of health professionals to help with the consequence of (re)establishing a sense of ontological security in the situation of chronic illness. Conclusion Findings will contribute to an in-depth understanding of trust as an existential dimension of human co-existence and an ethical requirement of healthcare practice, inspire patient empowerment interventions, support adherence to treatment, and person-centred care. Although contemporary methods of environmental regulation have registered some significant accomplishments, the current system of environmental law is not working well enough. First the good news: Since the first Earth Day in 1970, smog has decreased in the United States by thirty percent. The number of lakes and rivers safe for fishing and swimming has increased by one-third. Recycling has begun to reduce levels of municipal waste. Ocean dumping has been curtailed. Forests have begun to expand. One success story (...) is the virtual elimination of airborne lead in the United States. Another is the rapid phase-out of ozone-layer depleting chemicals worldwide. Nevertheless, prominent commentators of diverse political persuasions agree in an assessment that conventional models of environmental law have “failed.” Many environmental problems remain unsolved: species extinction, global desertification and deforestation, possible global climate change, and continuing severe air and water pollution in urban areas and poor countries. What is more, successful environmental protection has come only at enormous economic cost. By the year 2000, the Environmental Protection Agency estimates that the United States will spend approximately two percent of its gross national product on environmental pollution control. Academic economists have pointed out the nonsensical inefficiency of many environmental regulations, but usually to no avail. (shrink)

This paper describes ways in which political speakers define and legitimize future policies by construing different policy options in terms of ‘privileged’ and ‘oppositional’ futures. Privileged and oppositional futures are conceptual projections of alternative policy visions occurring in quasi-dialogic chunks of speech, revealing specific evidential, mood, and modality patterns. Privileged future involves the speaker’s preferred, or at least acknowledged vision and is articulated through absolute modality and evidential markers which derive from factual evidence, history, and reason. Oppositional future involves an (...) antagonistic and plainly threatening vision, expressed by probabilistic modality and (usually) the interrogative mood. Following the principle of psychological consistency in belief, oppositional future is normally communicated first, allowing for a swift and strong response from the privileged future expressed in the speaker-preferred vision. (bio)This paper asks the following question: What is the fruit of Saint Bonaventure's theological focus on Christ as the center of all theology? While Bonaventure's christocentric vision has rightly received ample scholarly attention and recognition, a clear and robust explication of the fruit—i.e., the culmination or goal—of this vision yet (...) remains to be articulated.1 The above question has not received a full answer. There is thus a lacuna and a need within the secondary literature on the Seraphic Doctor's thought. This study addresses and begins to remedy this lacuna. It offers a preliminary answer to the above question.2 To this end, I will argue that Bonaventure's christocentrism yields a theology that accentuates the Spirit's role in salvation—a pneumatological soteriology.To argue this point, I focus principally on Bonaventure's systematic masterpiece, the Breviloquium. I have chosen this text for two principal reasons. The first reason: the Breviloquium makes manifest the Seraphic [End Page 195] Doctor's distinctive christocentrism.3 After all, in a work consisting of seven parts,4 it is precisely Part 4—De incarnatione Verbi—that constitutes the text's undeniable structural center. Bonaventure's treatment of the Incarnate Word constitutes, as Part 4 of the text, the centerpiece of the seven-part theological synthesis developed in the Breviloquium.The second reason: the Breviloquium makes explicit the inherent— and specifically pneumatological—fruitfulness of Bonaventure's christocentrism. Significantly, that is, the centrality of Christ in the text does not end in Christ. Already in Part 4, the text's structural center, the centrality of Christ culminates and finds its fullness in a pneumatological, pentecostal reflection: "Postremo, ut inflammaret ad caritatem, misit [Christus] ignem Spiritus sancti in die Pentecostes."5 These words reveal the pneumatological climax of Christ's mission. They are taken from the tenth and final chapter of Part 4, where Bonaventure makes explicit reference to the "Spiritus sanctus" nine times.6 This pentecostal conclusion and cluster of references to the Spirit imbues this final chapter of Part 4 De incarnatione Verbi with a pronounced pneumatological accent and culmination. The centrality of the Incarnate Word already—within its own structure—begins to blossom into the Spirit. Indeed, the centrality of Christ is a blossoming center.This pneumatological apogee of the centrality of Christ does not go unnoticed by Joshua Benson in his careful study of the Breviloquium's Christology. Benson utilizes as a structural hermeneutic Bonaventure's triadic division of ortus, progressus/modus, and status/fructus introduced in the prologue of the text,7 and arrives at the following synthesis: "This chapter [Chapter 10 of Part 4] is the ultimate fructus of Bonaventure's investigation of the incarnate Word and also establishes Christ further as the ortus of the life of grace that Bonaventure will examine in part 5 [De gratia Spiritus sancti]."8 Benson thus eventually concludes: "The paschal mystery is the foundation for the pneumatological mystery of the church."9 [End Page 196]Ultimately, then, Benson's comments bear witness to the inherent trajectory of the Breviloquium's distinctive christocentrism. Indeed, the center not only anticipates, but even reaches into the subsequent parts that follow: Part 4 does not stand alone as an isolated monad, but betrays directionality, a movement toward the Spirit. Put differently, the text's undeniable christic center is a vibrant center that bears fruit, a center that breathes forth the mystery of the Spirit. In a word, the center blossoms: pneumatological presence pulsates within and so blossoms forth from the reality of the Incarnate Word.This insight motivates the present study. After all, it is this basic insight that lies at the genesis of, formulates an initial answer to, and evinces the theological gravity within the very question that opened this essay: What is the fruit of Bonaventure's theological focus on Christ the center? This will make us better acquainted with the nature (...) of the illative sense. I. THE SENSES 1. The External Senses and their Objects. We had already arrived at the conclusion that Newman rejects the mere subjectivity of our knowledge. When he writes about this matter he explicitly deals with sensation or sensuous cognition. Although he takes exception to the word "immediate perception," 1 we may nevertheless call him an adherent of direct or immediate realism according to Scholastic terminology, because he emphatically excludes the intervention of a reasoning process from sense perception and uses the term "mediate perception" only to express the instrumentality of experience. In this meaning our perception of external objects is mediate or indirect indeed.2 The fact is that as early as 1839 he wrote in his University Sermons: "Of the material we have direct knowledge through the senses"3 and in 1843: "The senses are direct, immediate, and ordinary informants, and act spontaneously without any will or effort on our part."4 On the importance of sense perception for our mental activities he writes in a series of hitherto unpublished notes, entitled Elements of Thought:6 "I grant or I assume that the soul would not think without some external stimulus; that if it were cut off from all communication from the external world, it would pass this life in a sort of torpor... Libertarians often emphasize courts’ potential to alleviate pollution problems without the need for legislation and regulation. However, this chapter argues courts cannot completely replace these other tools. Because of the historical conditions in which pollution law develops, we should expect courts in industrial societies to initially develop legal standards that deliver limited protection against many common pollution threats. As societies grow wealthier and citizens begin favoring stricter defenses against pollution, courts honoring longstanding precedents will struggle (...) to keep pace with changing priorities. Because legislators and regulators are authorized to create and alter laws deliberately in a way judges are not, they can perform an essential function by updating legal standards amidst changing circumstances. Libertarianism stands the best chance of addressing the challenges pollution creates by allowing each branch of the liberal division of powers to perform its role, not by substituting the judiciary for all other branches. Product configuration is a key enabling technology for mass customization production. Previous studies mainly focus on the solving technologies for obtaining a feasible configuration or optimal configuration but ignore environmental factors like CO2 emissions, especially the environmental regulations from international organizations. In this article, we address product configuration optimization problems considering both carbon cap and carbon tax regulations. A two-stage approach that combines both Particle Swarm Optimization and a greedy algorithm is presented to solve the product configuration problems with carbon (...) emission concerns. A case study of a configurable ranger-drilling machine is illustrated to demonstrate the effectiveness of the presented approach. The impacts of carbon cap and carbon tax regulations on configuration results are compared. Further, the models are extended to analyze the effects of single-sourcing and multisourcing on product configuration. The analysis shows that multisourcing in combination with carbon tax regulation can facilitate a manufacturer to provide more green and low-carbon customized products for customers. Numerical experiments are conducted to validate the effectiveness of the model and the efficiency of the proposed solution method. (shrink)

In this article, I materially situate air pollution exposure as a topic of social and political inquiry by paying attention to the increasing specificity of spaces and sites of exposure in air pollution and health research. Evidence of the unevenness of exposure and differential health effects of air pollution have led to a proliferation of studies on the risks different environments pose to bodies. There are increasingly different airs in air pollution science. In this research, bodies (...) are often relegated to passive objects, exposed according to the environments they move between. Yet exposure implies a blurring of bodies and environments which also challenges the idea of a discrete body that is distinguishable from its material context. By studying the process of modelling indoor air pollution, I highlight how air pollution, buildings and bodies are co-implicated with one another in ways that demand new ways of materialising human exposure in science. This paper is a tentative attempt to identify some basic-level conceptual and theoretical problems underlying the mainstream genre theory, which adversely affect the analysis of rapidly evolving, complex and hybrid genres in the modern communicative space. Having discussed these problems, I go on to I argue that the space of contemporary public communication should be viewed as not only an “analytic problem”, but also/rather a domain whose explorations could potentially revise the existing principles of genre theory. In particular, I suggest (...) such explorations should focus on the conception of genres as abstractions, activators and realizers of context, flexible macrostructures, social field entities, assigners of interpersonal roles. Notwithstanding a possible advancement of genre theory resulting from this approach, I conclude that it is only a first and admittedly uncertain step in trying to establish a sound theoretical framework for communicative genres in the modern discourse space. In the stores of the British Museum are three exquisite springs, made in the late 1820s and 1830s, to regulate the most precise timepieces in the world. Barely the thickness of a hair, they are exquisite because they are made entirely of glass. Combining new documentary evidence, funded by the Antiquarian Horological Society, with the first technical analysis of the springs, undertaken in collaboration with the British Museum, the research presented here uncovers their extraordinary significance to the global extension of (...) nineteenth century capitalism through the repeal of the Corn Laws. In the 1830s and 1840s the Astronomer Royal, George Biddell Airy; the Hydrographer to the Admiralty, Francis Beaufort; and the Prime Minister, Sir Robert Peel, collaborated with the virtuoso chronometer-maker, Edward John Dent, to mobilize the specificity of particular forms of glass, the salience of the Glass Tax, and the significance of state standards, as means to reform. These protagonists looked to glass and its properties to transform the fiscal military state into an exquisitely regulated machine with the appearance of automation and the gloss of the free-trade liberal ideal. Surprising but significant connections, linking Newcastle mobs to tales of Cinderella and the use of small change, demonstrate why historians must attend to materials and how such attention exposes claims to knowledge, the interests behind such claims, and the impact they have had upon the design and architecture of the modern world. Through the pivotal role of glass, this paper reveals the entangled emergence of state and market capitalism, and how the means of production was transformed in vitreous proportions. (shrink)

Pragmatics, Micropragmatics, Macropragmatics The paper addresses the distinction between micropragmatics and macropragmatics. It is postulated that this differentiation, a consequence of a number of controversies surrounding the core field of pragmatics, does manifest a number of conceptual merits and methodological feasibility. The article also aims to elaborate on the four concepts central to the methodology of pragmatics, i.e. deixis, presupposition, implicature and speech acts, from an essentially ‘micropragmatic’ perspective, describing their contribution to the proposition of an utterance, its illocutionary force, (...) and a wide range of effects the utterance may produce. At the same time, however, three relativities-regularities are indicated and presented as prompts for an integrated study of intentionality at the macro level of discourse/text. (shrink)

Self-regulation exists at the firm-level, the industry-level, and the business-level of economic organization. Industry self-regulation has faced economic (free rider) and legal (antitrust) impediments to widespread implementation, although there exist examples of effective industry self-regulation, e.g., securities industry and the SEC, advertising and the FTC. By instituting industry codes of conduct, national trade associations have shown to be natural vehicles for self-regulation. While there has been long-standing general encouragement for establishing industry codes, adopting and enforcing (...) conduct codes has been seriously circumscribed by restrictive Supreme Court decisions and FTC advisory opinions. One approach to clearing legal confusion is to petition the FTC to issue an industry guide on promulgating and enforcing trade association codes of conduct. Another strategy is to utilize a stakeholder approach to association ethics committee appointments that subsequently influence code creation and enforcement. Finally, a new concept of an industry code of conduct will consist of three subcodes: an economic code; an environmental code; and a socio-political code. Combined, these strategic approaches will offer new opportunities for effective nonmarket regulation. (shrink)
