This work proposes a hybrid heuristic algorithm to solve the bus rapid transit intelligent scheduling problem, which is a combination of the genetic algorithm, simulated annealing algorithm, and fitness scaling method. The simulated annealing algorithm can increase the local search ability of the genetic algorithm, so as to accelerate its convergence speed. Fitness scaling can reduce the differences between individuals in the early stage of the algorithm, to prevent the genetic algorithm from falling into a local optimum through increasing the (...) diversity of the population. It can also increase the selection probability of outstanding individuals, and speed up the convergence at the late stage of the algorithm, by increasing the differences between individuals. Using real operational data of BRT Line 1 in a city of Zhejiang province, the new scheduling scheme can be obtained through algorithm simulation. The passengers’ total waiting time in a single way will be reduced by 40 h on average under the same operating cost compared with the original schedule scheme in a day. (shrink)

This essay places Paulo Freire in dialogue with a Black Radical Tradition (BRT) in three distinct yet interrelated ways. First, the paper situates the significance of Cedric’s Robinson’s articulation of a BRT while exploring how contemporary scholars are troubling his disputatious relationship with Marxist social thought. Second, the paper foregrounds Freire’s modest contributions to a BRT in his anticolonial literacy campaigns in Guinea Bissau, Africa. Extending the principles of ‘dialogical cultural action’ in the context of African struggle that Freire documented (...) in the letters compiled in Pedagogy in Process, a robust theorization of solidarity comes into sharper view. Third, the paper calls for further reinvention of Freire pointing to the ways his cogent analysis can be augmented by other racialized groups and radical traditions in solidarity with Black struggle to more explicitly confront the inherent racism and anti-Blackness fundamental to global capitalism. This article describes a qualitative inquiry into the historical reception of Flemish television fiction broadcast by the monopolistic Flemish broadcaster BRT between 1953 and 1989. This is a relatively homogeneous period, both in terms of broadcasting policies and fiction output. What do viewers remember of this period? Can patterns be discerned in these memories, and if so, why? To answer these questions, this research uses semi-structured interviews with older viewers. First, the article discusses the particular problems of this method, mostly (...) ‘faulty’ memory and nostalgic reinterpretation. Then, the findings are presented, reflecting on processes of memory formation. One clear finding concerns the selective and homogeneous nature of memories; the same few serials are remembered in similar ways by most, leading to clichéd memories of the past. (shrink)

Given the two important functions of the media, offering a world image and setting the public agenda, the main question in this article is : "What is the image of society offered by the media?" For that purpose three years of the radio programme "BRT-Aktueel" are analyzed on the basis of a printed index. A distinction is made between home news, news on states, news on groups of countries and international organizations. The main conclusions are :1. Most of the coverage (...) concerns foreign issues ;2. Within each category there is a clear influence of temporary events. This influence seems more important for foreign topics ;3. The news coverage is strongly concentrated on a relatively small number of issues. This conclusion applies on all categories ;4. Social and domestic policy dominate the home news ;5. The coverage of international issues deals mostly with Europe, then with the USSR, and the United States. Other countries are part of the periphery and get attention when a major crisis occurs.The question rises which factors determinate the selection of issues. Within the limits of this research a few factors can be mentioned : geographical proximity, the structure of the media, the role of press agencies, the international status of a country, the selection by the journalist. It is quite clear that this problem of objectivity ofthe media is a major problem which is linked to the role of the media in a democratie society. (shrink)

This article brings together two different topics: reflective equilibrium (RE) and belief revision theory (BRT). RE is a popular method of justification in many areas of philosophy, it involves a process of mutual adjustments striving for a state of coherence, but it lacks formally rigorous elaborations and faces severe criticism. To elucidate core elements of RE and provide a solid basis to address objections, a formal model of RE within BRT is presented. A fruitful starting point to the formalization of (...) RE is Olsson’s coherentist interpretation of semi-revision, but it does not come with a comparative notion of stability. This paper develops an account of comparative stability in an RE setting for belief changing operations. The operations are useful to characterize RE states as well as processes, and they are shown to satisfy postulates of rational belief change. (shrink)

The 1974 election-period has been sustained intensively by the BRT. The Board of Directors decided to do sa in order to accomplish the corporation's task of objective information.The political parties also used intensively the extra air-time accorded by the same Board of Directors, for their clection-campaign. As for all political parties all over the world, radio and even more television air-time, is seen as an indispensable instrument for diffusing party-coloured information.

Although in Radio and TV-programmes the dutchspeaking radio and television gives much attention to the election campaign, reporters and journalists manage to stick to the status of non agens, conforming the BRT-constitution.There is no difficulty to interview political leaders or ask them for collaboration in one or another programme, during the election campaign. The nearer election-day comes, the more difficult it is to stay neutral.In the radio-programmes one simply avoided to interview political leaders the last weeks before election-day. The political agenda for the first year of governing of the second autonomous Fiemish government in the history of the Belgian state, was dominated by the debate concerning the additional financial resources and authorities for the communities and regions. The immediate cause for this, was the extensive saving-plan of the national government, which also hit the communities and regions. The final outcome of the debate was the so-called Saint-Catherina agreement, which not only provides a number of savings, but also the (...) transferring of a series of public services and scientific institutions to the communities and regions.A project of decree was agreed to by the Flemish government, which creates a legal scheme for the foundation of a private TV-station in Flanders. In this way they want to cease the monopoly of the publicbroadcasting station «BRT». The bill would only pass the Flemish Parliament in 1987.A number of issues lead to tensions between the Christian-Democrats and the Liberal coalition partners, issues like the affection of green areas around the Brussels agglomerate or the construction of golflinks in Flanders. This contribution ends with a review of a number of important decisions made by the Flemish government on various subjects. (shrink)

Equational Boolean Relation Theory concerns the Boolean equations between sets and their forward images under multivariate functions. We study a particular instance of equational BRT involving two multivariate functions on the natural numbers and three infinite sets of natural numbers. We prove this instance from certain large cardinal axioms going far beyond the usual axioms of mathematics as formalized by ZFC. We show that this particular instance cannot be proved in ZFC, even with the addition of slightly weaker large cardinal (...) axioms, assuming the latter are consistent. (shrink)

The bounded rationality theory has been perceived by social scientists as a more flexible version of the rational choice theory, also called expected utility theory. The former has the avantage of taking into consideration the fact that information is generally costly. It corrects the RCT on an important point. For the social sciences, the RCT is very useful, but far from representing a general theory which could explain the various kinds of behaviour the social sciences are confronted to, even in (...) its more flexible BRT version. The article makes the postulates underlying the RCT and the BRT explicit and shows that, when some of the postulates are eliminated, a genuinely general model is obtained: the model which is actually used in convincing sociological analyses.La Théorie de la rationalité limitée a été perçue par les sciences sociales comme une version assouplie de la théorie du choix rationnel, aussi appelée Modèle de l’utilité espérée. La TRL a l’avantage de tenir compte notamment du fait que l’information est généralement coûteuse, corrigeant ainsi l’irréalisme de la TCR sur un point essentiel. Du point de vue des sciences sociales, la TCR est fort utile, mais elle est loin de proposer une théorie générale de la rationalité permettant de rendre compte des divers types de comportement dont les sciences sociales ont à connaître, même dans sa version assouplie de la TRL. On identifie ici les postulats de la TCR et de la TRL et l’on montre qu’en abandonnant certains de ces postulats, l’on définit un modèle, le MRG qui, lui, peut prétendre à la généralité. C’est celui qui est utilisé naturellement par les analyses sociologiques qui ses sont imposées. (shrink)
