É recente a evocação do termo de “fake news” em comunicações científicas da comunidade acadêmica brasileira inscrita na grande área de Ciências Sociais Aplicadas. Este artigo objetiva identificar a presença do conceito “fake news” em artigos científicos no domínio da grande área das Ciências Sociais Aplicadas por meio de levantamento na Base de Dados em Ciência da Informação. Metodologicamente, a pesquisa é exploratória com abordagem quantitativa e qualitativa, em que a perspectiva cientométrica foi utilizada para representação dos resultados. Apresenta discussões (...) que reforçam o entendimento do papel da comunicação científica para a consolidação de conceitos que visam refletir demandas presentes na sociedade. Considera positivo o aspecto exploratório das discussões para estudos que podem oferecer contribuições no campo dos estudos métricos, da Biblioteconomia e da Ciência da Informação, no intuito de entender a práxis de elaboração conceitual presente em uma comunidade científica circunscrita. Este artigo objetiva sustentar a hipótese de que sob o procedimento metodológico-filosófico assumido por Guilherme de Ockham em suas Oito questões, subjaz, de forma velada, uma possível metodologia de ensino de Filosofia, a qual poderia representar uma significativa diretriz frente às atuais discussões concernentes ao ensino de Filosofia na Educação Básica. Nesse sentido, buscaremos estabelecer algumas aproximações, ainda que breves, entre o pensamento de Ockham e a nova Base Nacional Comum Curricular (BNCC), homologada em 2018, sobretudo no que se refere (...) às competências a serem desenvolvidas, no Ensino Médio, na área de Ciências Humanas e Sociais Aplicadas. Este artigo visa analisar a gestão do processo de revisão do Plano Diretor de São Luís - MA, identificando os fatores responsáveis pela supressão e configuração, bem como a efetividade dos instrumentos institucionais de gestão participativa. A partir disso, foi feita a seguinte indagação: a revisão do Plano Diretor de São Luís atende a quais interesses? Os resultados extraídos dos registros escritos das reuniões do Conselho da Cidade constataram que os principais determinantes da dinâmica de conformação espacial de São Luís- (...) MA são os movimentos de expansão urbana em conjunto com a especulação imobiliária, agronegócio e atividades industriais conduzidos por políticas desenvolvimentistas. (shrink)

Korsgaard em seu The Sources of Normativity, e, depois, apresentar a filosofia moral tomista, procurando, nela, uma possível resposta ao problema. O trabalho, primeiro, introduz o pensamento moral de Korsgaard, apresentando o problema, e o seu argumento para encontrar a fonte da normatividade. Em um segundo momento, apresenta os fundamentos da teoria moral de Tomás de Aquino, aprofundando-se, especialmente, no estudo do ato voluntário – dado seu caráter (...) central no estudo da moral – e da ordenação dos atos ao fim. Por fim, procura-se compreender a natureza da lei moral, com destaque para as noções de obrigação e de sanção. (shrink)

Segundo Alasdair MacIntyre, existem três características problemáticas que perpassam grande parte das contendas morais e políticas contemporâneas e às quais não se têm dado atenção suficiente: a) existe uma incomensurabilidade conceitual dos argumentos adversários nos debates travados; b) as argumentações em curso se fazem passar por argumentações racionais impessoais; c) as premissas conceitualmente distintas dos argumentos usados têm uma grande diversidade de origens históricas. A partir dessas três colocações e das consequências delas advindas, vamos aplicar o raciocínio crítico de MacIntyre (...) a um conjunto específico de argumentos em conflito no terreno do multiculturalismo. Nosso intuito com isso é explorar as diferentes concepções e princípios que estão na base das posições vistas e também realizar um pequeno balanço acerca da justificação comunitarista para um modelo político multicultural. Over the last quarter century, the dominant tendency in comparative cognitive psychology has been to emphasize the similarities between human and nonhuman minds and to downplay the differences as (Darwin 1871). In the present target article, we argue that Darwin was mistaken: the profound biological continuity between human and nonhuman animals masks an equally profound discontinuity between human and nonhuman minds. To wit, there is a significant discontinuity in the degree to which human and nonhuman animals are able to approximate (...) the higher-order, systematic, relational capabilities of a physical symbol system (PSS) (Newell 1980). We show that this symbolic-relational discontinuity pervades nearly every domain of cognition and runs much deeper than even the spectacular scaffolding provided by language or culture alone can explain. We propose a representational-level specification as to where human and nonhuman animals' abilities to approximate a PSS are similar and where they differ. We conclude by suggesting that recent symbolic-connectionist models of cognition shed new light on the mechanisms that underlie the gap between human and nonhuman minds. (shrink)

O seguinte artigo tem como objetivo apresentar o problema das ideias de natureza simples para o desenvolvimento da ciência. Partindo da perspectiva de Gaston Bachelard, apresentaremos dois casos específicos da geometria e da física em relação ao problema da simplicidade de suas noções de base, desde as dificuldades ocasionadas pela simplificação até a superação realizada pelo desdobramento das ideias simples de “paralelas” e “simultaneidade” através do desdobramento dessas noções. A ciência contemporânea ao utilizar como ferramenta metodológica a teorização matemática, descobre (...) que os fenômenos estudados por ela são compostos por diversos tipos de relações que escapam a análise puramente empírica. A matemática consegue examinar de maneira mais profunda o fenômeno, e descobre que aquilo que parece simples aos sentidos, é na realidade, complexo, pelo fato de ser composto por uma diversidade de elementos. O pensamento científico moderno com base no cartesianismo procurava sempre partir da análise daquilo que é considerado simples, e desse modo, acaba mutilando algumas características que compõe os fenômenos. O método matemático possibilita a deformação das ideias simples, permitindo que a ciência contemporânea altere quando necessário suas noções de base. Os avanços na área da física e da geometria são exemplos de reformulação de pensamento, devido à alteração dos princípios simples sobre os quais estavam assentados. (shrink)

No primeiro capítulo do livro intitulado “A ética de Max Scheler e a essência do cuidar do outro” os autores Alan Dionizio Carneiro e Marconi José Pimentel Pequeno iniciam tecendo uma análise sintética do conceito de pessoa, sua etimologia e a contextualização de tal conceito dentro da obra do autor. Carneiro e Pequeno (2021) trazem à lume o debate de outros filósofos em torno do tema do homem e a sua relação com a vida, como é o caso de Nietzsche, (...) Dilthey e Bergson, autores de peso na discussão que Scheler quer desenvolver, visando com isso assentar as bases sobre as quais o pensamento scheleriano é fundado. (shrink)

Science should tell us what the world is like. However, realist interpretations of physics face many problems, chief among them the pessimistic meta induction. This book seeks to develop a realist position based on process ontology that avoids the traditional problems of realism. Primarily, the core claim is that in order for a scientific model to be minimally empirically adequate, that model must describe real experimental processes and dynamics. Any additional inferences from processes to things, substances or objects are not (...) warranted, and so these inferences are shown to represent the locus of the problems of realism. The book then examines the history of physics to show that the progress of physical research is one of successive eliminations of thing interpretations of models in favor of more explanatory and experimentally verified process interpretations. This culminates in collections of models that cannot coherently allow for thing interpretations, but still successfully describe processes. (shrink)

The main objective of this study was to analyze the influence of tactical and situational variables on offensive sequences during elite European handball matches. A sample of 55 games and 5.857 offensive sequences from the European Handball Federation Champions League, the selected teams were classified as the top eight teams in the league, were analyzed using X2 and logistic regression analyses. Results indicated that positional attacks [odds ratio = 0.34; 95% CI: 0.28–0.42; p < 0.001] and fast attacks decreased the (...) probability of success for an offensive sequence by 66% and 54% when compared with counterattacks. Offensive sequences that start in the attacking zone seem to be less effective than those that start from a situation of “ball in center.” Additionally, offensive sequences that finished in the defensive zone of the observed team were 3.19 times more effective than those that ended before the 9 m zone. We concluded that compared with offensive sequences where the shot is performed from the 9 m zone, the chances of an offensive sequence ending successfully are 3.65, 3.60, and 2.21 times higher, for offensive sequences where the shot is performed from 9 m, 6 m, and the defensive zone, respectively. On the other hand, many variables seem to impact the performance of handball teams. Nevertheless, a significant challenge remains, and more research needs to be conducted to analyze the obstacles that teams need to overcome while attacking in the most effective way possible. This paper argues that human beings possess the rational capabilities necessary to achieve the goal of more just and peaceable social orders, but that our educational institutions are failing in their responsibility to do what in fact can be done to produce graduates who make decisions in ways most likely to achieve this goal.Data compiled by us, consistent with other research, indicates that only a small percentage of the individuals graduating from universities and professional schools have developed the capacity for (...) post-conventional moral reasoning. We are in vehement agreement with most of Vaesen's key claims. But Vaesen fails to consider or rebut the possibility that there are deep causal dependencies among the various cognitive traits he identifies as uniquely human. We argue that is one such linchpin trait in the evolution of human tool use, social intelligence, language, and culture.

In our opinion, the discontinuity between extant human and nonhuman minds is much broader and deeper than most researchers admit. We are happy to report that Evans & Levinson's (E&L's) target article strongly corroborates our unpopular hypothesis, and that the comparative evidence, in turn, bolsters E&L's provocative argument. Both a Universal Grammar and the “mental continuity” between human and nonhuman minds turn out to be modern myths.

We are big fans of propositions. But we are not big fans of the proposed by Mitchell et al. The authors ignore the critical role played by implicit, non-inferential processes in biological cognition, overestimate the work that propositions alone can do, and gloss over substantial differences in how different kinds of animals and different kinds of cognitive processes approximate propositional representations.

Modern political thought arrived on the heels of two revolutionary realizations: We are not at the center of the universe (Copernicus), which was not created for us (Darwin). How might political theory respond to a third revolutionary realization, that we are not alone, that other creatures, sentient and highly intelligent, share our vast universe? We explore answers through a dialogue between two political theorists, a human and an alien. Rather than superimposing astropolitics upon anthropolitics, we use the encounter to ask (...) new questions, e.g., should PT foster bridges between humans and aliens, or harden the boundaries? BackgroundThe Mental Capacity Act was enacted in 2007 in England and Wales, but the assessment of mental capacity still remains an area of professional concern. Doctors’ compliance with legal and professional standards is inconsistent, but the reasons for poor compliance are not well understood. This preliminary study investigates doctors’ experiences of and attitudes toward mental capacity assessment.MethodsThis is a descriptive, cross-sectional study where a two-domain, study-specific structured questionnaire was developed, piloted and digitally disseminated to doctors at differing career stages employed (...) in a large, multi-site National Health Service Trust in London over 4 months in 2018. Descriptive statistics and frequency tables adjusted for missing data were generated and secondary analysis was conducted.ResultsParticipants were predominantly UK trained, female and between the ages of 30 and 44 years. Less than half of the participants reported receiving formal MCAx training. Only one-third of the participants self-rated themselves as very competent or extremely competent. Self-reported MCA confidence was significantly affected by career stage with Consultants with over 10 years of experience reporting lowest confidence.ConclusionsThis study describes significant variation in practice by doctors and low self-confidence in the practice of MCAx. These results raise concerns that MCAx continues to be inconsistently performed by doctors despite appropriate awareness of the law and professional guidance on best practice. (shrink)

O texto visa tratar de uma problemática da Teoria do Conhecimento em correspondência com a Educação. Os problemas que surgem da relação entre o indivíduo pensante e o objeto de seu pensamento (como o solipsismo, a reflexão monológica e o dogmatismo) marcam as bases da produção filosófica tratada a partir de Kant em sua obra "Crítica da Razão Pura" (1787). A prova sobre os juízos sintéticos a priori leva Kant a formular um sistema filosófico, cujo método transcendental se apoia na (...) sensibilidade e no entendimento do sujeito sobre os conceitos. A fenomenologia de Husserl se fortaleceu a partir da filosofia de Kant, e sobre seu prisma existencial-hermenêutico, tratou do problema da dialética do conhecimento a partir do conceito de mundo da vida. O apriorismo subjetivista de Kant e o idealismo transcendental da fenomenologia de Husserl são criticados, atualmente, pelo filósofo Jürgen Habermas. Pela teoria da competência comunicativa, Habermas instaura novas bases para a relação sujeito-objeto e para a construção do conhecimento. O ser humano é um sujeito de potencialidade comunicativa, que desenvolve um novo conceito de emancipação, pela razão comunicativa pela qual a linguagem é considerada na sua dimensão de práxis social. A perspectiva habermasiana é bastante relevante para a educação escolar e para o desenvolvimento humano. (shrink)

In our target article, we argued that there is a profound functional discontinuity between the cognitive abilities of modern humans and those of all other extant species. Unsurprisingly, our hypothesis elicited a wide range of responses from commentators. After responding to the commentaries, we conclude that our hypothesis lies closer to Darwin's views on the matter than to those of many of our contemporaries.

We provide an algorithm for determining a categorial grammar from linguistic data that essentially uses unification of type-schemes assigned to atoms. The algorithm presented here extends an earlier one restricted to rigid categorial grammars, introduced in [4] and [5], by admitting non-rigid outputs. The key innovation is the notion of an optimal unifier, a natural generalization of that of a most general unifier.

O objetivo desse artigo é apresentar com base no pensamento do filósofo alemão Gottlob Frege, a concepção de conhecimento, partindo especialmente dos artigos “Sobre o sentido e a referência” e “As fontes de conhecimento em Matemática e em Ciências Naturais Matemáticas”. Para Frege só poderíamos afirmar que conhecemos alguma coisa, se o pensamento expressado por esta coisa for reconhecido como verdadeiro. Desta forma, antes de apresentarmos a concepção do autor relacionada à forma de reconhecer a verdade expressada por um pensamento, (...) temos que compreender o que Frege entende por verdade. Abordaremos primeiramente aquilo que Frege chama de “fontes do conhecimento”, que seriam as possibilidades de verificação de verdade de um enunciado, e em sequência, a concepção da linguagem, visando apontar de que modo “verdade” e “linguagem” se relacionam. Em seguida, buscaremos orientar nosso trabalho em torno das fontes de conhecimento como formas de reconhecer a verdade, apresentando suas contribuições e suas dificuldades.: The following article aims to present based in the thought of the german philosophy Gottlob Frege, the conception of knowledge, especially starting from the articles “On Sense and Reference” and “The sources of knowledge in Mathematics and Mathematical Natural Sciences”. For Frege we could only affirm we know something, if the expressed thought by this thing is recognized as truth. Thus, before we present the author’s conception related to how to recognize the truth expressed by a thought, we have to understand what Frege understand by truth. First we will discuss what Frege calls "sources of knowledge", which would be the possibilities of truth’s verification of a statement, and in sequence, the language’s conception aiming to identify how "truth" and "language" are related. A far-reaching account of what is meant by the human spirit, and its relevance to the worldwide efforts being made to meet the challenges that define this historical moment. Notions of identity, grounded in socially constructed conceptualizations of race, gender, class, and nationality continue to pose serious threats to our collective future. At the same time, everything that had once been associated with the human spirit is often understood today only in terms of neurobiology and cognitive science. Yet if the (...) twenty-first century is to be any different from the century just ended, the protection and development of the human spirit will have to emerge as an appropriate focus for judging the moral legitimacy of human acts, social policy, or cultural or religious practices. In a Bahá'í-inspired approach to these issues, the unique perspectives contained in the Bahá'í writings are explored alongside the rich diversity of other philosophical, epistemic, and moral traditions that have contributed to our understanding of the nature and needs of the human spirit over the ages. Preparing for and responding to public health emergencies involving medical countermeasures raise often complex legal challenges and questions among response stakeholders at the local, state, and federal levels. This includes concerns about emergency legal authorities, liability, emergency use of regulated medical products, and regulations that might enhance or hinder public health response goals. In this article, lawyers from the U.S. Department of Health and Human Services’ Office of the General Counsel , Centers for Disease Control and Prevention , and Food (...) and Drug Administration discuss federal legal tools that are critical to enhancing MCM legal preparedness for public health emergencies, with an emphasis on the legal mechanisms that can be used to facilitate the emergency use of countermeasures. Specifically, the authors describe the Public Readiness and Emergency Preparedness Act and Emergency Use Authorization authority, outlining the conditions under which these tools can be utilized and providing examples of how they have supported both pre-event and intra-event activities. Utilising empirical ethics analysis, we evaluate the merits of systems proposed to increase deceased organ donation in South Africa. We conclude that SA should maintain its soft opt-in policy, and enhance it with ‘required transplant referral’ in order to maximise donor numbers within an ethically and legally acceptable framework. In SA, as is the case worldwide, the demand for donor organs far exceeds the supply thereof. Currently utilising a soft opt-in system, SA faces the challenge of how to increase donor (...) numbers in a context which is imbued with inequalities in access to healthcare, multiplicitous personal beliefs and practices, distrust of organ transplant and varying levels of education and health literacy. We argue that a hard opt-in, opt-out or mandated consent system would be problematic, and we present empirical data from Gauteng Province illustrating barriers to ethically sound practice in soft consent systems. Ultimately, we argue that in spite of some limitations, a soft opt-in system is most realistic for SA because its implementation does not require extensive public education campaigns at national level, and it does not threaten to further erode trust at a clinical level. However, to circumvent some of the clinical-level barriers identified in our empirical study, we propose a contextually sensitive option for “enabling” soft opt-in through “required transplant referral”. We argue that this system is legally defensible, enhances ethical practice and could also increase donor numbers as it has in many other countries. (shrink)

Law can greatly facilitate responses to public health emergencies, including naturally-occurring infectious disease outbreaks and intentional or accidental exposures to chemical, biological, radiological, or nuclear agents. At the federal level, the Secretary of the Department of Health and Human Services, as the lead for federal public health and medical responses to public health emergencies and incidents, has a range of authorities to support federal, state, tribal, local, and territorial responses. For example, under the Public Health Service Act, the Secretary may (...) provide temporary assistance to States to meet health emergency needs or deploy medicine and supplies from the Strategic National Stockpile. The Secretary also may determine that a disease or disorder presents a public health emergency, which may be the first step in triggering other critical legal authorities for response.Since the 2001 anthrax attacks, one focus of public health preparedness has been on developing, distributing, and rapidly dispensing medical countermeasures for CBRN emergencies and pandemics. Num momento em que a fé e as instituições religiosas parecem caducar temos como movimento oposto a valorização da espiritualidade, pelo menos no que tange à proposta filosófica de Luc Ferry. Secularizando o amor cristão, o autor nos apresenta uma filosofia que é capaz de salvar o homem através do sentido que dado à vida, ou seja, não se espera ser salvos por um absoluto existente fora do mundo, mas a salvação depende unicamente do homem. Nesse sentido, à medida em (...) que fazemos escolhas e projetos individuais, liquidamos com toda forma de pensamento determinista. Neste aspecto, cabe à espiritualidade a tarefa de despertar o homem para a necessidade de se afirmar enquanto sujeito e ao mesmo tempo sair de si mesmo, em direção ao outro, como confirmação de uma espiritualidade laica pautada na compaixão e no amor. No entanto, não se trata de uma espiritualidade sentimentalista, mas antes, uma espiritualidade em conformidade com a tradição filosófica e com a racionalidade humanista. Dessa forma, o espiritual não estará relegado ao âmbito privado, mas alcançará até mesmo as ações políticas e a vida social. Finalmente, perceberemos que essa espiritualidade laica que fundamenta as ações humanitárias e a própria relação familiar se assemelha em muitos aspectos com a proposta agápica do amor cristão. O referido trabalho pretende estabelecer uma interpretação acerca da modernidade e da passagem dessa à pós-modernidade a partir da filosofia de dois autores contemporâneos, a saber, o filósofo francês Luc Ferry e o filósofo italiano Gianni Vattimo. Notar-se-á que entre os autores, apesar de alguns poucos pontos em comum, prevalece divergência de pontos de vista e de compreensão dos acontecimentos históricos, políticos e sociais que marcaram a sociedade moderna e, posteriormente, a pós-modernidade. A chave de leitura será o conceito de (...) niilismo, que em Ferry ganha uma conotação de força e de manutenção de verdades fortes, o que caracteriza, segundo ele, a modernidade; enquanto que, em Vattimo esse niilismo é o enfraquecimento dessas estruturas modernas e a garantia da pós-modernidade enquanto um momento de superação das verdades metafísicas. Diante desse cenário, analisaremos os limites da proposta de Ferry que se apega a uma crítica do niilismo realizada por Nietzsche, desconsiderando, contudo, a afirmação que o anunciador da morte de Deus faz de um niilismo ativo. Sex determination offers an opportunity to address many classic questions of developmental biology. In addition, because sex determination evolves rapidly, it offers an opportunity to investigate the evolution of genetic hierarchies. Sex determination in Drosophila melanogaster is controlled by the master regulatory gene, Sex lethal (Sxl). DmSxl controls the alternative splicing of a downstream gene, transformer (tra), which acts with tra2 to control alternative splicing of doublesex (dsx). DmSxl also controls its own splicing, creating an autoregulatory feedback loop that ensures (...) expression of Sxl in females, but not males. A recent paper1 has shown that in the dipteran Ceratitis capitata later (downstream) steps in the regulatory hierarchy are conserved, while earlier (upstream) steps are not. Cctra is regulated by alternative splicing and apparently controls the alternative splicing of Ccdsx. However, Cctra is not regulated by CcSxl. The ArgumentVisible colleges, in contrast to the “invisible colleges” familiar to historians of science, are the collective places of science, the places where the “creation of phenomena” and theoretical speculation proceed side by side. To understand their spatial form, we must understand first how buildings can structure space to both conserve and generate social forms, depending on how they relate structure in space to randomness. Randomness is shown to play a crucial role in morphogenetic models of many kinds, especially in (...) spatial forms and in social networks.
