In this paper, I discuss Richard Rorty’s views on intercultural hermeneutics as presented in his essay “Heidegger, Kundera, and Dickens” and in his correspondence with the Indian philosopher Anindita Niyogi Balslev. In doing so, I focus primarily on Rorty’s presumption that instead of providing an “authentic” picture of another culture, the goal of intercultural studies or hermeneutics should be to look if there is anything “of use” that a given culture offers and that is not offered by ours.

The Bush Administration's quiet resumption of, or initiation of new, nuclear weapons programs aimed militarizing space, and erecting a missile defense shield that would have the effect of rolling back 19 years of solid détente, has gone largely unnoticed over the last eight years. Weapons makers, government officials and politicians have expressed excitement at these new developments, despite the immediate stress loaded onto relations between the United States and Europe, particularly ex-Soviet satellite countries. The paper considers the way new nuclear technologies are inherently determinist, and reflects on the threat of the apocalyptic world as seen in American author Cormac McCarthy's unflinching 2006 novel, The Road. Like asteroids, hundred-year floods and pandemic disease, thermonuclear war is a low-frequency, high-impact threat. In the long run, catastrophe is inevitable if nothing is done − yet each successive government and generation may fail to address it. Drawing on risk perception research, this paper argues that psychological biases cause the threat of nuclear war to receive less attention than it deserves. Nuclear deterrence is, moreover, a ‘front-loaded good’: its benefits accrue disproportionately to proximate generations, whereas much of the expected (...) cost will be borne in the distant future. Recent surveys indicate that the US and Russian publics assign a surprisingly high likelihood to nuclear war. Nevertheless, earlier research suggests that it is probably not believed to be just around the corner. This, along with the absence of easy solutions, encourages governments and publics to give priority to more pressing concerns. The danger is that the pattern will continue clear up to the point that nuclear war arrives. (shrink)

In this paper, we present a bibliometric analysis of the Periodic Table. We have conducted a comprehensive analysis of Scopus based database using the keyword “Mendeleev Periodic Table". Our findings suggest that the Periodic Table is an influential topic in the field of Inorganic as well as Organic Chemistry. Areas for future research could include on expanding our analysis to include other bibliometric indicators to gain a more comprehensive understanding of the impact of the Periodic Table in the chemistry-based scientific (...) investigations and even in the field of astrochemistry, which explores chemical processes in space, is intricately linked to fundamental chemistry. In this context, the quote of Carl Sagan is relevant where he eloquently expressed an inherent connection between chemistry and astrophysics: “The nitrogen in our DNA, the calcium in our teeth, the iron in our blood, the carbon in our apple pies were made in the interiors of collapsing stars.” In the ongoing study we have presented a ground level investigation of the conjecture of Sagan via Periodic Table based on bibliometric analysis whereas in the next level our aim is to present the stellar connection of it through Hertzsprung-Russel diagram as well as cluster of stars. The Periodic Table holistically serves as a foundational platform for understanding chemical elements both on the Earth and in celestial bodies. The present investigation fundamentally identifies the main working field of research and lays the groundwork for potential connections to astrochemical studies. (shrink)

The dissertation is conceived as a major study of the controversial philosopher of world history, Oswald Spengler, as the exponent of a distinctive variety of political realism. The relationship of his ideas to German historicism and international theory is probed. The question of the historical inevitability of the eclipse of Europe by the ascendant superpowers and the epochal significance of the emergence of the American Century is considered in light of his philosophy. Spengler's many lectures and treatises on politics are (...) carefully examined in order to aid in harvesting his enduring wisdom on the art of statecraft, his insights into its ethical dilemma, and his reflections on the crisis of international politics in the twentieth century. The key thesis that Spengler transformed the cyclical philosophy he originally elaborated in his major work, The Decline of the West, summoning forth an arresting vision of world history as a soaring spiral culminating in the destruction of modern civilization, is buttressed through extensive quotation from posthumously published archival material. The actuality of his profoundly tragic thought, which illuminates the apocalyptic specter which haunts contemporary world affairs--the global ecological crisis, the cessation of economic growth in the overpopulated periphery and the danger of the collapse of the American-sponsored post-World War II international economic order, and the unending peril of a global war waged with thermonuclear, chemical, biological, and conventional weapons is explored. A provocative neo-Spenglerian scenario of the rapid deterioration of American economic power and the disintegration of the pax Americana, based on the classic analogy between Rome and America is adumbrated as an especially pessimistic contribution to the stormy debate about American "relative" decline. Finally, the significance of his philosophy to international political thought, particularly the utility of his pessimism in guiding statesmen in retarding the inevitable decline of the pax Americana as well as its value in exposing the guarded optimism at the core of "pessimistic" modern realist thought and in raising the question of its ultimate exhaustion in the face of the insurmountable crisis of modernity, is summarized. Many Big Science projects and networks experience conflict. A plethora of disciplines have examined conflict causes in science collaboration and Big Science, contributing to a more nuanced understanding of why conflicts emerge. Yet, so far, there is no theoretical model that explains which mechanisms connect conflict cause and outbreak in Big Science. Drawing on interdisciplinary literature on science collaboration and Big Science as well as on scholarship on strategic action fields (SAFs), I address this blind spot by proposing a model (...) that outlines which mechanisms induce and fuel conflict in Big Science projects and networks. Five interlinked mechanisms – attribution of threat or opportunity, mobilization of resources, coalition-building, boundary deactivation and innovative action – are central to it. Tracing these mechanisms in conflictual episodes which emerged in three typical, yet most-different, Big Science cases – the International Experimental Thermonuclear Reactor (ITER), the Human Brain Project (HBP) and the Thirty Meter Telescope (TMT) – this study also provides a proof of concept for the model. The twentieth-century German philosopher Martin Heidegger distinguished “meditative” and “calculative” modes of thinking as a way of highlighting the problematique of modern technology and the limits of modern science. In doing so he also was prescient to recognize, in 1955, that the most significant danger to the future of humanity are developments in molecular biology and biotechnology, in contrast to the post-World War global threat of thermonuclear weapons. These insights are engaged here in view of recent discussion of the (...) need for international regulation of heritable human genome editing and the announcement in 2018 of the birth of the world’s first gene-edited babies in China. Heidegger’s call for meditative thinking requires modern medicine and the life sciences to appropriate the phenomenological conception of the human “way to be” such that it is not restricted to the “present-at-hand” physiology and pathology of the human body. The article соnsiders the socio-cultural aspects of the standard model (SM) in elementary particle physics and history of its creation. SM is a quantum field gauge theory of electromagnetic, weak and strong interactions, which is the basis of the modern theory of elementary particles. The process of its elaboration covers a twenty-year period: from 1954 (the concept of gauge fields by C. Yang and R. Mills) to the early 1970s., when the construction of renormalized quantum chromodynamics and electroweak theory wеre (...) completed. The socio-cultural aspects of SM are explored on the basis of a quasi-empirical approach, by studying the texts of its creators and participants in the relevant events. We note also the important role of such an “external” factor as large-scale state projects on the creation of nuclear and thermonuclear weapons, which provided personnel and financial support for fundamental research in the field of nuclear physics and elementary particle physics (the implementation of thermonuclear projects took place just in the 1950s, and most of the theorists associated with the creation of SM were simultaneously the main developers of thermonuclear weapons, especially in the USSR). The formation of SM is considered as a competition between two research programs (paradigms) – gauge-field and phenomenological, associated with the rejection of the field concept. The split of the scientific community of physicists associated with this competition is going on during this period. It’s accompanied by a kind of “negotiations”, which in the early 1970s lead to the triumph of the gauge field program and the restoration of the unity of the scientific community. The norms and rules of the scientific ethos played the regulatory role in this process. The scientific-realistic position of the metaphysical attitudes of the majority of theorists and their negative attitude to the concepts of philosophical relativism and social construction of scientific knowledge are emphasized. Some features of the history of SM creation are also noted, such as the positive role of aesthetic judgments; “scientific-school” form of research (in the USSR), its pros and cons; a connection to historical-scientific “drama of ideas” with “dramas of people” who made a wrong choice and (or) “missed their opportunities”. Cathedrals of the Catholic Church, as a rule, are gathering at the turning points of the development of the world and the life of the Church. II Vatican Council took place after the curves of the second drama of humanity in the Second World War, in the conditions of the post-war split of the world, first of all in Europe, in two opposing camps and the establishment of totalitarian regimes in the countries of Eastern and Central Europe, the collapse of (...) the colonial system and the appearance on the political map of the world of young independent countries. At the same time, the world was once again faced with the threat of a new, already thermonuclear war, which, like the Damocles sword, hangs over humanity. The problems of the post-war world development in the conditions of the growing scientific and technological revolution, the launch of the space era, as well as the uneven economic and social development of the world in the coordinates of the North-South, arose. Philosopher Martin Heidegger’s writing on the essence of technology has often been seen as too abstract even though he illustrated his concerns with reference to technological developments of his day. While most in the immediate post-World War 2 period judged thermonuclear weaponry to be the most obvious technological threat to the future of humanity, Heidegger instead considered developments in the biological sciences to be more so. In the discussion presented here, Heidegger’s thinking is related to developments in biotechnology, specifically (...) assisted reproductive technology. The task here is (1) to illustrate how Heidegger’s disquiet is manifested in such technologies and (2) to emphasize the significance of his call for a “step back” from the calculative thinking dominant in the natural sciences to what he called, alternately, “essential,” “meditative,” or “commemorative” thinking. Only through this latter mode of thinking can we expect to enter into a “free” relationship to technology. (shrink)

Bernard Malamud's God's Grace (1982) is a neo-Darwinian Beast Fable about morality in a thermonuclear age. It serves me as a starting point for a fresh look at the fundamental questions surrounding morality and altruism. There is no doubt any more that, from the standpoint of multilevel selection, morality is a form of compromise among competing spheres of genetic self-interest. The result is a tug-of-war between two adaptive vectors: the egoistic and competitive "me first" versus the prosocial and cooperative (...) "we-first.". (shrink)

The jurisprudence under international human rights treaties has had a considerable impact across countries. Known for addressing complex agendas, the work of expert bodies under the treaties has been credited and relied upon for filling the gaps in the realization of several objectives, including the peace and security agenda. -/- In 1982, the Human Rights Committee (ICCPR), in a General Comment observed that “states have the supreme duty to prevent wars, acts of genocide and other acts of mass violence ... (...) Every effort … to avert the danger of war, especially thermonuclear war, and to strengthen international peace and security would constitute the most important condition and guarantee for the safeguarding of the right to life.” Over the years, all treaty bodies have contributed in this direction, endorsing peace and security so as “to protect people against direct and structural violence … as systemic problems and not merely as isolated incidents …”. A closer look at the jurisprudence on peace and security, emanating from treaty monitoring mechanisms including state periodic reports, interpretive statements, the individual communications procedure, and others, reveals its distinctive nature. Larry Laudan has recently advanced a philosophy of science that appears to answer both Kuhnian critics of the rationality of science, on the one hand, and interpretive and critical theorists' objections to a naturalistic social science, on the other. Like Lakatos before him, Laudan argues that scientific progress is indeed a rational affair. But Laudan goes one step further, arguing that his analysis yields a set of rational criteria for theory choice. In addition, Laudan explicitly claims that the standard he (...) proposes can be applied in any realm of empirical inquiry. Employing a case study of the development of strategic doctrine during the Cold War period, I show this latter claim to be false. Because Laudan's standard for theory choice depends on an exclusively cognitive calculus, it cannot account for, much less help us weigh, the practical implications of theory choice. I conclude that such an accounting procedure may be appropriate for the natural sciences but can hardly be adequate in the realm of thermonuclear politics, where theory choice carries with it potentially catastrophic practical consequences. More generally, choosing from among competing political theories must make explicit room for discursive argument. (shrink)

The socio-economic “pro-democracy” revolutions which are currently sweeping the Soviet Union and Eastern Europe in the name of glasnost and perestroika have virtually stunned all but the best informed in the Western World. The demand for reform throughout the so-called “Soviet block,” and the concomitant impatience with the progress of these changes in the economic and basic social fabric of these societies, have come to exhibit an urgency which few observers, if any, had been able to forecast a few short (...) years ago. The declarations by some members of the U.S. Congress that these changes are indicative of the fact that the cold war has been won by the West, and that we are now witnessing the precipitous collapse of Marxist ideology, together with the widespread sentiment that there is “no going back” to the repressive Leninist-inspired regimes of Stalin, Khruschev, and Brezhniev are all synergistic to the creation of a sentiment of optimism that indeed we have turned the corner in East-West relations. To a world which has lived under the long night of thermonuclear extinction for over four decades, the feeling accompanying the prospect of a possible end to the nightmare of Armageddon further enhances the euphoric sentiment.
