The results of applying Soft Systems Methodology (SSM) show that the nature of the solution and improvement in the problem situation involves some ambiguity. This is due to SSM’s theoretical inadequacy in extending multiple conceptual models to an agreed-upon human activity system. In fact, one of the most important and controversial issues in soft operations research is to ensure how the solution has been obtained and to secure whether the conditions under which the solution has been (...) obtained were satisfied. This article presents the necessary and sufficient conditions for achieving human activity systems as a solution to one of the widely-used methodologies of soft operations research, i.e. Soft Systems Methodology. Similarly, with the aim of reaching a better understanding of the nature of the solution provided by SSM, the soft solution is compared through an example with that of hard systems methodology. The UK NHS National Programme for IT has been criticized for a lack of clinical engagement. This paper uses a soft systems methodology analysis of a case study from the use of electronic systems within a National Health Service Mental Health Trust in the United Kingdom to explore the legal and ethical implications of the failure to develop clinical systems which are fit for purpose.Soft systems methodology was used as a theoretical model (...) both to derive deeper insights into the survey data and suggest how communication between those producing information and those using it, could be improved. Multiple methods were employed which included a postal survey and participant interviews to triangulate the data.The use of SSM reinforced the concept that the national IT programme is based on a ‘hard' systems view and does not take local factors into account. The study found administrative staff to be a crucial link between clinicians and information departments and highlighted the need for a joint-up information strategy and integrated systems.The article concludes with a discussion of the legal and ethical implications of the findings and the lessons for the broader UK national programme. The paper sets out the challenges facing the Police in respect of the detection and prevention of the volume crime of burglary. A discussion of data mining and decision support technologies that have the potential to address these issues is undertaken and illustrated with reference the authors’ work with three Police Services. The focus is upon the use of “soft” forensic evidence which refers to modus operandi and the temporal and geographical features of the crime, rather than “hard” evidence (...) such as DNA or fingerprint evidence. Three objectives underpin this paper. First, given the continuing expansion of forensic computing and its role in the emergent discipline of Crime Science, it is timely to present a review of existing methodologies and research. Second, it is important to extract some practical lessons concerning the application of computer science within this forensic domain. Finally, from the lessons to date, a set of conclusions will be advanced, including the need for multidisciplinary input to guide further developments in the design of such systems. The objectives are achieved by first considering the task performed by the intended systems users. The discussion proceeds by identifying the portions of these tasks for which automation would be both beneficial and feasible. The knowledge discovery from databases process is then described, starting with an examination of the data that police collect and the reasons for storing it. The discussion progresses to the development of crime matching and predictive knowledge which are operationalised in decision support software. The paper concludes by arguing that computer science technologies which can support criminal investigations are wide ranging and include geographical information systems displays, clustering and link analysis algorithms and the more complex use of data mining technology for profiling crimes or offenders and matching and predicting crimes. We also argue that knowledge from disciplines such as forensic psychology, criminology and statistics are essential to the efficient design of operationally valid systems. (shrink)

Knowledge-Based Systems (KBS) are developed to contain substantial elements of human knowledge and expertise in a well-defined domain, and use these to support user or expert tasks. Issues related to the social and organisational contexts of these systems are widely acknowledged to be particularly critical to their success. However, methodology proposals usually stop short of adequately handling soft and unstructured data that frame the contexts of use. The handling of qualitative data needs to be done in (...) a way that directly impinges on the wider Knowledge-Based System engineering processes and decisions. In this paper, we discuss the nature of context-sensitive issues, and describe a methodological approach for resolving them through the rigorous analysis of qualitative data, using a methodology which is based upon the Grounded Theory method from the social sciences. Those who believe that explicitly Christian thinking is possible in the scientific disciplines tend to assume that it must be antithetical to the world’s thinking. Based on some of the author’s experience, this article examines a different approach, in which Christian thinking is used to account for and enrich the world’s thinking by transplanting it from its current ground-motive into the arguably more fertile soil of the creation-fall-redemption ground-motive. The article shows how Dooyeweerd’s version of Christian thinking has been employed (...) in two areas of thinking in information systems : thinking about the nature of computers and information, with the artificial intelligence question of whether computer is like human being soft systems methodology, by which perspectives on ‘human activity systems’ are orchestrated into new learning and plans. In both areas, the original ideas are accounted for, given philosophical underpinning, reinterpreted and enriched. These two show that Dooyeweerd’s philosophy can be equally useful in thinking grounded in both positivist and interpretivist cultures. (shrink)

The industries of Japan have developed by learning from Western industries, especially the USA, and by implementing many of their concepts and technologies. However, Japanese industries have often implemented these concepts and technologies in a very different way from the USA. For example, while the USA uses information systems in retail industries as a tool by which data are collected and analysed to ‘control the market’, in Japan this same technology is considered rather as a learning device to ‘interpret (...) the market’. While in the USA the market is seen as a natural phenomenon capable of being controlled, the Japanese see it as an ambiguous phenomenon that is ever changing and is not capable of being controlled. Organisations increasingly use automated decision-making systems (ADMS) to inform decisions that affect humans and their environment. While the use of ADMS can improve the accuracy and efficiency of decision-making processes, it is also coupled with ethical challenges. Unfortunately, the governance mechanisms currently used to oversee human decision-making often fail when applied to ADMS. In previous work, we proposed that ethics-based auditing (EBA)—that is, a structured process by which ADMS are assessed for consistency with relevant principles or norms—can (a) help (...) organisations verify claims about their ADMS and (b) provide decision-subjects with justifications for the outputs produced by ADMS. In this article, we outline the conditions under which EBA procedures can be feasible and effective in practice. First, we argue that EBA is best understood as a ‘soft’ yet ‘formal’ governance mechanism. This implies that the main responsibility of auditors should be to spark ethical deliberation at key intervention points throughout the software development process and ensure that there is sufficient documentation to respond to potential inquiries. Second, we frame AMDS as parts of larger sociotechnical systems to demonstrate that to be feasible and effective, EBA procedures must link to intervention points that span all levels of organisational governance and all phases of the software lifecycle. The main function of EBA should, therefore, be to inform, formalise, assess, and interlink existing governance structures. Finally, we discuss the policy implications of our findings. To support the emergence of feasible and effective EBA procedures, policymakers and regulators could provide standardised reporting formats, facilitate knowledge exchange, provide guidance on how to resolve normative tensions, and create an independent body to oversee EBA of ADMS. Measurement in soft systems generally cannot exploit physical sensors as data acquisition devices. The emphasis in this case is instead on how to choose the appropriate indicators and to combine their values so to obtain an overall result, interpreted as the value of a property, i.e., the measurand, for the system under analysis. This paper aims at discussing the epistemological conditions of the claim that such a process is a measurement, and performance evaluation is the case introduced to (...) support the analysis, performed in systematic comparison with the paradigm of measurement of physical quantities. Some background questions arising here are: – Are the chosen indicators appropriate performance indicators? – Do such indicators convey complete and non-redundant information on performance? – Does the chosen combination rule generate results suitably interpretable as performance values? And enlarging the focus: – Does the obtained value specifically convey information on the system under analysis, instead of some different entity (typically including the subject who is evaluating)? Operatively: would different subjects evaluate the same system in the same way? i.e., is the obtained information objective? – Does the obtained value convey information that is interpretable in the same way by different subjects? Operatively: would different subjects who have agreed on a decision procedure make the same decision from the same performance information? i.e., is the obtained information intersubjective? Any well founded positive answers to these questions significantly support a structural interpretation of measurement encompassing both physical and soft measurement. (shrink)

Understanding stakeholders’ perceptions and motivations is of significant importance in relation to conservation and protected area projects. The importance of stakeholder analysis is widely recognized as a necessary means for gaining insight into the complex systemic interactions between natural processes, management policies, and local people depending on the resource. Today, community and group-based participatory inquiry approaches are widely used for this purpose. Recently, participatory approaches have been critiqued for not considering power relations and conflict internal to the community. In this (...) article, we suggest that the five-step Rapid Stakeholder and Conflict Assessment (RSCA) methodology addresses this critique. The objective of the methodology is to provide a facilitator with a comprehensive foundation on which to plan and conduct subsequent participatory project development. The RSCA integrates elements of soft systems and critical systems thinking. Qualitative research interviews and cognitive mapping of stakeholders’ mental models are used for collection of empirical material and analysis. The RSCA methodology is demonstrated in a case study concerning buffer zone management in the coastal wetlands of southern Vietnam. The case study shows that the RSCA methodology can provide an efficient way of obtaining a holistic and critical understanding of a complex resource management situation, thus potentially enhancing project performance in an instrumental as well as an ethical sense. This book has been written primarily for the applied and social scientist and student who longs for an integrated picture of the foundations on which his research must ultimately rest; but hopefully the book may also serve philosophers interested in applied disciplines and in systems methodology. If integration was the major motto, the need for a method ology, appropriate to the teleological peculiarities of all applied sciences, was the main impetus behind the conception of the present work. This (...) need I felt a long time ago in my own area of analytical and empirical research in accounting theory and management science; later I had the opportunity to teach, for almost a decade, graduate seminars in Methodology which offered particular insight into the methodological needs of students of such applied disciplines as business administration, education, engineering, infor matics, etc. Out of this effort grew the present book which among other things tries, on one side, to illuminate the difference and relationship between methods of cognition and methods of decision and on the other, to sketch a framework suitable for depicting means-end relationships in a holistic setting. I believe that a systems methodology which incorporates recent endeavours of deontic logic, decision theory, information economics and related areas would be eminently suited to break the ground for such a future framework. Yet systems theory has two major shortcomings which might prevent it from evolving into the desired methodology of applied science. (shrink)

This paper compares some key concepts from Buddhism with ideas from different traditions of systems thinking. There appear to be many similarities, suggesting that there is significant potential for dialogue and mutual learning. The similarities also indicate that it may be possible to develop a Buddhist systems methodology to help guide exploration and change within Buddhist organisations.

This chapter provides the rationale for applying a systems approach to language pedagogy; presents a case study in which soft systems methodology, a type of soft systems approach, was applied to language curriculum development; and attempts to manage language teaching research from a communicative perspective. In doing so, it argues that language pedagogy is a complex phenomenon in which various factors affect one another in complex ways. By referring to language teaching research that investigates (...) the nature of the factors of language pedagogy, it also argues that due to lack of communication among the research areas in the field, each of the discrete research topics has been discussed individually within the confines of those research areas, often resulting in the so-called silo effect. Critics have challenged agricultural scientists to address concerns for environmental quality, farm size and structure, international justice, and the health and welfare of consumers and farm labor in research planning. The goal of this research was to determine what is and what could be done to consider value-laden knowledge relevant to these concerns in research planning. Descriptions of a state agricultural experiment station and of a hierarchy of inquiry that included applied systems analysis and reductionist approaches to science revealed (...) the goal-seeking and expert-centered nature of agricultural research. Value-laden and value-free knowledge of agricultural scientists and administrators were heavily represented in broad research goals such as increased productivity and efficiency. In addition, these goals were not evaluated at the levels of inquiry typically practiced by agricultural scientists. A soft systems methodology provided a more holistic level of inquiry that could facilitate consideration of value-laden and value-free knowledge of world views more diverse than those of agricultural scientists and administrators. Scientists could function as co-learners with other participants to identify issues and to conceptualize systems that are relevant to improving research planning. Moreover, researching the practice of soft systems offers opportunities for exploring systems ideas and holistic value theory in relation to agricultural research. (shrink)

This paper presents a methodology to design and implement programs intended to decide cases, described as sets of factors, according to a theory of a particular domain based on a set of precedent cases relating to that domain. We useDialectical Frameworks, a recent development in AI knowledge representation, as the central feature of our design method. ADFs will play a role akin to that played by Entity–Relationship models in the design of database systems. First, we explain how the (...) factor hierarchy of the well-known legal reasoning system CATO can be used to instantiate an ADF for the domain of US Trade Secrets. This is intended to demonstrate the suitability of ADFs for expressing the design of legal cased based systems. The method is then applied to two other legal domains often used in the literature of AI and Law. In each domain, the design is provided by the domain analyst expressing the cases in terms of factors organised into an ADF from which an executable program can be implemented in a straightforward way by taking advantage of the closeness of the acceptance conditions of the ADF to components of an executable program. We evaluate the ease of implementation, the performance and efficacy of the resulting program, ease of refinement of the program and the transparency of the reasoning. This evaluation suggests ways in which factor based systems, which are limited by taking as their starting point the representation of cases as sets of factors and so abstracting away the particular facts, can be extended to address open issues in AI and Law by incorporating the case facts to improve the decision, and by considering justification and reasoning using portion of precedents. Engineers fine-tune the design of robot bodies for control purposes, however, a methodology or set of tools is largely absent, and optimization of morphology (shape, material properties of robot bodies, etc.) is lagging behind the development of controllers. This has become even more prominent with the advent of compliant, deformable or ”soft” bodies. These carry substantial potential regarding their exploitation for control—sometimes referred to as ”morphological computation”. In this article, we briefly review different notions of computation by physical (...) systems and propose the dynamical systems framework as the most useful in the context of describing and eventually designing the interactions of controllers and bodies. Then, we look at the pros and cons of simple vs. complex bodies, critically reviewing the attractive notion of ”soft” bodies automatically taking over control tasks. We address another key dimension of the design space—whether model-based control should be used and to what extent it is feasible to develop faithful models for different morphologies. (shrink)

This paper aims to make a proposal to govern the Peruvian State under the umbrella of management cybernetics, following the paths of the viable system model, proposed by Prof. Stafford Beer, enriched with other soft and hard systemic methodologies and technologies, to cover the soft and hard issues that are part of the complex Peruvian reality at different levels of recursion. For doing this, four defined perspectives were adopted to understand the complexity of Peru: the sectoral view, the (...) regions view, the river basins view and the macroregions view. Peru is seen as a system in focus, defining, for each of these four perspectives, the five systems that VSM has. The application of the VSM in each perspective serves to apply it in two modes: diagnosis and design, according to the respective perspective. Then an integrative analysis and reflection is done considering the four perspectives, to analyze the viability of the VSM approach in the governance of the Peruvian State to establish some conclusions and recommendations in relation to the proposal, appearing at the end of the paper. Methodological strategies for the identification and synthesis of ‘evidence’ to support decision‐making in relation to complex healthcare systems and practices This paper addresses the limitations of current methods supporting ‘evidence‐based health‐care’ in relation to complex aspects of care, including those questions that are best supported by descriptive or non‐empirical evidence. The paper identifies some new methods, which may be useful in aiding the synthesis of data in these areas. The methods detailed are broadly divided into those that facilitate the (...) identification of evidence and those that enable the interpretation of the data retrieved. To illustrate some of the issues involved, reference is made to a multimethod review recently completed by the authors, which aimed to identify factors that promote continuity in the transition from child to adult health and social care. It is argued that as healthcare organisations are becoming increasingly preoccupied with the evidence base of practice, such methods may help ensure that aspects of care and approaches that are outside the dominant pharmaco‐medical domain maintain a prominent position on the healthcare agenda while remaining open to external scrutiny. Healthcare professionals who use such approaches need to know their relative utility and benefits to inform clinical decisions, so as to ensure that best practice is observed. (shrink)

The purpose of this essay is to investigate the properties of singular causal systems and their population manifestations, with special concern for the thesis of methodological individualism, which claims that there are no properties of social groups that cannot be adequately explained exclusively by reference to properties of individual members of those groups, i.e., at the level of individuals. Individuals, however, may be viewed as singular causal systems, i.e., as instantiations of (arrangements of) dispositional properties. From this perspective, (...) methodological individualism appears to be an ambiguous thesis: some properties of collections of (independent) systems of the same kind are reducible, but other properties of collections of (dependent) systems of the same kind are not. In cases of the first kind, therefore, methodological individualism is true, but trivial; while in cases of the second kind, it is significant, but false. Hence, if the arguments that follow are correct, at least some of the properties of social groups should qualify as emergent. (shrink)

Existing accounts of Foucault’s archaeological methodology have not (a) contextualized the concept properly within the intellectual field of its emergence and (b) explained why it is called ‘archaeology’ and not simply ‘history’. Foucault contributed to the field of ‘history of systems of thought’ in France around 1960 by broadening its scope from the study of scientific and philosophical systems into systems of ‘knowledge’ in a wider sense. For Foucault, the term ‘archaeology’ provided a response to new (...) methodological questions arising from this initiative. Archaeological methodology had already been developed into a distinct comparative approach for the study of linguistic and cultural systems, notably by Dumézil. Foucault redevised archaeological methodology for the post-Hegelian tradition of studying ‘problems’ prevalent in the history of systems of thought. The article thus furnishes the groundwork for a ‘sociological archaeology’ or ‘problem analysis’ that is not particularly dependent on Foucault as a social theorist of power. (shrink)

This study aims to identify the necessary strategies for the development of a sustainable financial system. For this purpose, a novel approach could be provided for soft computing with Gaussian-based fuzzy DEMATEL approach to understand the significant levels and impact-relation degrees of these criteria. For robustness check, this evaluation has also been performed for triangular and trapezoidal fuzzy sets. There are many novelties of this study. Firstly, computer science has a significant role in the decision-making process. Another specificity is (...) that the use of Gaussian numbers with fuzzy numbers is a new area. In addition, interval type-2 fuzzy sets also provide a significant advantage in decision-making under uncertainty. The results demonstrate that the size of the alternative financing, investment in efficient projects, and effective advertisement/promotions are the most important items to affect the performance of alternative banking system of emerging economies. Hence, it is recommended that the new banking applications should be applied by the state or the state can provide some incentives for foreign banks to invest in emerging economies, such as tax reduction. Another important point is that the financial intermediations should generate a component financial analysis team to examine the financial reports of the companies in detail so that the financial credibility of these companies can be evaluated more effectively. In the context of technology development and systems engineering, knowledge is typically treated as a complex information structure. In this view, knowledge can be stored in highly sophisticated data systems and processed by explicitly intelligent, software-based technologies. This paper argues that the current emphasis upon knowledge as information (or even data) is based upon a form of rationalism which is inappropriate for any comprehensive treatment of knowledge in the context of human-centred systems thinking. A human-centred perspective requires (...) us to treat knowledge in human terms. The paper sets out the particular importance of tacit knowledge in this regard. Web legal information retrieval systems need the capability to reason with the knowledge modeled by legal ontologies. Using this knowledge it is possible to represent and to make inferences about the semantic content of legal documents. In this paper a methodology for applying NLP techniques to automatically create a legal ontology is proposed. The ontology is defined in the OWL semantic web language and it is used in a logic programming framework, EVOLP+ISCO, to allow users to query the (...) semantic content of the documents. ISCO allows an easy and efficient integration of declarative, object-oriented and constraint-based programming techniques with the capability to create connections with external databases. EVOLP is a dynamic logic programming framework allowing the definition of rules for actions and events. The recent drastic development of agriculture, together with the growing societal interest in agricultural practices and their consequences, pose a challenge to agricultural science. There is a need for rethinking the general methodology of agricultural research. This paper takes some steps towards developing a systemic research methodology that can meet this challenge – a general self-reflexive methodology that forms a basis for doing holistic or (with a better term) wholeness-oriented research and provides appropriate criteria of scientific quality.From (...) a philosophy of research perspective,science is seen as an interactive learning process with both a cognitive and a social communicative aspect. This means, first of all,that science plays a role in the world that it studies. A science that influences its own subject area, such as agricultural science, is named a systemic science. From this perspective, there is a need to reconsider the role of values in science. Science is not objective in the sense of being value-free.Values play, and ought to play, an important role in science – not only in form of constitutive values such as the norms of good science, but also in the form of contextual values that enter into the very process of science. This goes against the traditional criterion of objectivity. Therefore, reflexive objectivity is suggested as a new criterion for doing good science, along with the criterion of relevance. Reflexive objectivity implies that the communication of science must include the cognitive context, which comprises the societal,intentional, and observational context. Ina ccordance with this, the learning process of systemic research is shown as a self-reflexive cycle that incorporates both an involved actor stance and a detached observer stance. The observer stance forms the basis for scientific communication.To this point, a unitary view of science as a learning process is employed. A second important perspective for a systemic research methodology is the relation between the actual,different, and often quite separate kinds of science. Cross-disciplinary research is hampered by the idea that reductive science is more objective, and hence more scientific, than the less reductive sciences of complex subject areas – and by the opposite idea that reductive science is necessarily reductionistic. Taking reflexive objectivity as a demarcator of good science, an inclusive framework of science can be established. The framework does not take the established division between natural, social, and human science as a primary distinction of science.The major distinction is made between the empirical and normative aspects of science,corresponding to two key cognitive interests.Two general methodological dimensions, the degree of reduction of the research world and the degree of involvement in the research world, are shown to span this framework. The framework can form a basis for transdisciplinary work by way of showing the relation between more and less reductive kinds of science and between more detached and more involved kinds of science and exposing the abilities and limitations attendant on these methodological differences. Contemporary Information Systems management incorporates the need to make explicit the links between semiotics, meaning-making and the digital age. This focus addresses, at its core, pure rationality, that is, the capacity of human interpretation and of human inscription upon reality. Creating the new real, that is the motto. Humans are intrinsically semiotic creatures. Consequently, semiotics is not a choice or an option but something that works like a second skin, establishing limits and permeable linkages between: human thought and human's (...) infinite world of imagination; and human action, with its correspondent infinite world of intentionality, of desire and of unexplored possibilities. Two instances are contrasted as two reading lenses of current business reality: IS governance and industry 4.0. These phenomena correspond to the need to take accountability, transparency and responsibility into account, when designing IS and when using such systems through the ecology of connectivity, Big Data and the Internet of Things. Political, social and cultural dimensions are brought into the equation, when addressing the question of the relevance and adequateness of IS theory and practice to respond to contemporary challenges. The message is that what has already been achieved is but a shadow, a pale vision, of what might be achieved in the age of the new Renaissance. (shrink)

The primary way that explanations are constructed in cognitive psychology is by methodological functionalism: in short, functionally defined components are proposed in order to explain how inputs are turned into behavior. But despite its close association with cognitive psychology, methodological functionalism is a technique that can be used to describe any natural system. I look at how methodological functionalism has fared when used by other special sciences and what lessons can be learned from these cases. Three explanations of chemical and (...) biological systems that were developed using methodological functionalism are examined: Willis’s explanation of fermentation, Farr’s explanation of cholera, and Mendel’s explanation of inheritance. The last thirty years of scholarship in western medieval philosophical historiography have seen a number of reflections on the methodological paradigms, schools, trends, and dominant approaches in the field. As a contribution to this ongoing assessment of the existing methods of studies in medieval philosophy and theology and a supplement to classifications offered by M. Colish, J. Inglis, C. König-Pralong, J. Marenbon, A. de Libera, and others, the article offers another explanatory tool. Here is a description of an imaginary system (...) of methodological coordinates that systematizes the current tendencies by placing them in a three-dimensional system of axes. Every axis corresponds to a certain aspect of the historical and systematic research in medieval thought and symbolizes a possible movement between two extremes representing opposite methodological values and directions. The methods and approaches practiced in recent studies in medieval philosophy and theology might be schematically located inside this general system of argumentational, focal (or objectival), and (con)textual axes with their intersection identified with what some scholars call the “integral” model of study. This explanatory tool allows one to see how current approaches and methods form a panoply of axes that belong together in one complex grid and helps to visualize the tapestry of existing approaches in medieval philosophical historiography. The increasing significance of inter- and transdisciplinary research raises the demand for principles with respect to methodology and philosophy of science. The discussion of this question leads to the development of an interdisciplinary research process with two methodic core areas: system integration and inducement of innovation. It will be shown that interdisciplinary research can be understood as a discipline of its own, while its potential of synthesis cannot be declared as a central distinctive feature relative to other disciplines. In (...) fact the developed methodology is firstly aligned analytically, with a focus on the research potential from the area of tension between individual disciplines. This results in an interdisciplinary methodology, generating epistemological progress, which can be applied to complex and cooperation intensive research in academia as well as industry and society. In this work it is presented a methodology for the development of a pattern recognition system using classification methods as discriminant analysis and artificial neural networks. In this methodology, the statistical analysis is contemplated, with the purpose of retaining the observations and the important characteristics that can produce an appropriate classification, and allows, as well, to detect outliers’ observations, multicolinearity between variables, among other things. Chlorophyll a fluorescence OJIP signals measured from Pisum sativum leaves belonging to different drought (...) stress resistance groups are correctly classified using the proposed here methodology. There is a growing interest in comparison of international health care data with the hope that such studies will enable individual systems to learn from other systems. Such comparisons, however, presuppose that there exist common criteria for evaluating health care systems. The main thesis of this paper is that these comparative studies are misleading because they employ inappropriate operationalizations of these criteria because the operarionalizations are based upon mistaken global conceptualizations of the criteria in question.
