In agreement with Comrade Hu Qiaomu's talk on the problem of social science philosophy planning, let me also offer a few suggestions. I shall speak on the topic, "Development Plan of Social Science Philosophy and the Policy of Let a Hundred Flowers Bloom and a Hundred Schools Contend.".

Prevention and social planning are two terms that bind to the sense of community and identity of a territory, at a time of socio-economic regeneration of the territory itself and resilience to the crises imposed by globalization. The local community is at the center of the processes of renaissance, or at least this is what all decision-makers declare in their planning. In reality, programming needs to confront the demands, values, resources and power of change that belong to (...) the local community, as an expression of relationships and power. The relationship between external/internal agents of change is not only limited to policy makers and stakeholders, but also to the view that they have of the dichotomies such as: health/health, well-being/disease, development/protection, investment/cost, participation/delegation. Drawing on models of the interaction order, we describe how planning is an inherently social activity. We argue that planning as a practice involves five core elements: mirroring, identifying, coordinating, timing, and surmounting. Specifically, planning depends on (1) a realization of likely responses of others, (2) a recognition of communal understandings, grounded in local cultures, (3) a commitment to collaborative engagements with allies, (4) an adjustment to temporal sequences involving the use of “in time” strategies and (...) tactics, and (5) an ability to overcome or avoid obstacles and blocking moves set by competitors and adversaries. Planning is evident in micro-, meso-, or macro-level domains. To demonstrate how planning is a social accomplishment, we analyze three distinct ethnographic sites: the world of competitive chess, dependent on the micro-interactions of two competitors; the meso-level process of homebuying, requiring the aid of real estate agents as allies; and macro-level structures in directing social movement activism in a contentious action field. Planning extends beyond cognitive achievement and is central to a sociology of the future. (shrink)

Philosophy of science is showing an increasing interest in the social aspects and the social organisation of science—the ways social values and social interactions and structures play a role in the creation of knowledge and the ways this role should be taken into account in the organisation of science and science policy. My thesis explores a number of issues related to this theme. I argue that a prominent approach to the social organisation of science—Philip Kitcher’s (...) well-ordered science—runs into a number of problems. They undermine its philosophical plausibility and practical usefulness. I agree with Kitcher that arguments about the social organisation of science should recognise profound societal consequences of science. Kitcher argues that the appropriate organisation of science should therefore take into account laypersons’ values and needs when making decisions concerning research planning, evaluation and application. My criticisms show that this is not enough. Drawing on Helen Longino ideas, I argue that laypersons’ perspectives and knowledge may also be relevant when doing research. In order to show how more inclusive research practices may be possible, I discuss connections between philosophy of science and some developments in science policy, which has also recently shown considerable interest in democratic participation. I demonstrate how public participation experiments in science policy may sometimes be close enough to what the philosopher would recommend. Their analysis can thus be helpful for understanding how societal developments may provide opportunities for the involvement of laypersons in science and what factors may endanger its success. I conclude that a way to pursue a more socially relevant philosophy of science is to focus on the points of contact and possibilities of cooperation between philosophical proposals and these public participation initiatives. Human beings act together in characteristic ways that matter to us a great deal. This book explores the conceptual, metaphysical and normative foundations of such sociality. It argues that appeal to the planning structures involved in our individual, temporally extended agency provides substantial resources for understanding these foundations of our sociality.

What happens to our conception of mind and rational agency when we take seriously future-directed intentions and plans and their roles as inputs into further practical reasoning? The author's initial efforts in responding to this question resulted in a series of papers that he wrote during the early 1980s. In this book, Bratman develops further some of the main themes of these essays and also explores a variety of related ideas and issues. He develops a planning theory of intention. (...) Intentions are treated as elements of partial plans of action. These plans play basic roles in practical reasoning, roles that support the organization of our activities over time and socially. Bratman explores the impact of this approach on a wide range of issues, including the relation between intention and intentional action, and the distinction between intended and expected effects of what one intends. What do we owe participants in collective pension plans in terms of socially responsible investment (SRI)? This paper draws into question current conventional wisdom on SRI, which considers investor engagement a more effective strategy than divestment to change morally problematic corporate behaviour. More fundamentally, in light of reasonable disagreement about the objective of SRI, the paper argues that participants in collective pension plans are owed some kind of control over their investments. The final section considers four different institutional arrangements to (...) respect this requirement in practice, ranging from democratic decision procedures to the availability of SRI alternatives. It used to be thought that folk psychology is the only game in town. Focusing merely on what people do will not allow you to predict what they are likely to do next. For that, you must consider their beliefs, desires, intentions, etc. Recent evidence from developmental psychology and fMRI studies indicates that this conclusion was premature. We parse motion in an environment as behavior of a particular type, and behavior thus construed can feature in systematizations that we know. Building (...) on the view that folk psychological knowledge is knowledge of theoretical models, I argue that social knowledge is best understood as lying on a continuum between behavioral and full-blown psychological models. Between the two extremes, we have what I call social models. Social models represent social structures in terms of their overall purpose and circumscribe individuals' roles within them. These models help us predict what others will do or plan what we should do without providing information about what agents think or want. Thinking about social knowledge this way gives us a more nuanced picture of what capacities are engaged in social planning and interaction, and gives us a better tool with which to think about the social knowledge of animals and young children. After decades of postcolonial development planning in the former colonies of Africa, one question that has been asked over and over again concerns how much has changed in Africa since the launch of what used to be called the first, second, third and other development decades. There is no doubt that national development policies and plans have played significant roles in influencing the direction of the post-political-independence development processes in Africa. This paper argues, however, that far more serious attention (...) needs to be paid by the African public to the important contributions that the nature of their development plans can make in the transformations of their lives. This paper uses development plans as an exemplar of social mechanisms in critical realist philosophy and argues that the development planning authorities in Africa need to take seriously the nature of the relations between their ‘informal’ and ‘formal’ sectors in the formulation and implementation of their development plans. Our planning agency contributes to our lives in fundamental ways. Prior partial plans settle practical questions about the future. They thereby pose problems of means, filter solutions to those problems, and guide action. This plan-infused background frames our practical thinking in ways that cohere with our resource limits and help organize our lives, both over time and socially. And these forms of practical thinking involve guidance by norms of plan rationality, including norms of plan consistency, means-end coherence, and stability (...) over time.But why are these norms of rationality? Would these norms be stable under a planning agent's reflection? I try to answer these questions in a way that responds to a skeptical challenge. While I highlight pragmatic reasons for being a planning agent, these need to be supplemented fully to explain the force of these norms in the particular case. I argue that the needed further rationale appeals to the idea that these norms track certain conditions of a planning agent's self-governance, both at a time and over time. With respect to diachronic plan rationality, this approach leads to a modest plan conservatism. (shrink)

In the Tartu-Moscow School of Semiotics the idea of the text of St. Petersburg has also been applied in analysing particular cities as organizing topics in literature and in culture more widely, but it has not happened to an equal degree in studies of actual urban spaces. The (...) understanding of text as a semiotic system and mechanism is, however, more promising than revealed by these conceptions. Some potential can be made apparent by relating this textual paradigm to a more pragmatic understanding of the city and its planning. My project in this paper is to uncover an analytical framework focusing on the concepts of ‘text’, ‘textualization’ and ‘texting’ in studying the planning of urban environment. The paper observes the case of the urban planning process of the Tartu city centre in Estonia during 2010–2016, and is particularly concerned with the roles that urban nature has acquired in the process of this “textualization” of the local environment, societal ideals, practices and possible others. Our capacity for planning agency is a core capacity that underlies interrelated forms of mind-shaped practical organization: cross-temporal organization of individual agency, shared agency, social rules, and rule-guided organized institutions. A function of our capacity for planning agency is the support of these forms of practical organization. I highlight Peter Godfrey-Smith's contrast between the ‘Wright function’ of something as ‘the effect it has which explains why it is there’ and ‘Cummins functions’ that ‘are capacities or effects of (...) components of systems, which are salient in the explanation of capacities of the larger system’. Drawing on Paul Grice's strategy of ‘creature construction’, I articulate a sequence of nested constructions: from temporally extended planning agency to shared agency to shared policies to social rules to rule-guided organized institutions. We see our capacity for planning agency as part of an explanation of how we achieve such practical organization, and as having nested Cummins functions of supporting those forms of organization. This sheds light on related ideas in H.L.A. Hart's theory of law, a challenge from J. David Velleman, the centrality of such forms of organization to the philosophy of action, and the moral and political significance of our capacity for planning agency. (shrink)

Within the planning discourse two poles have materialised over the last decades: a participatory ideal guided by substantive rationality, opposed to an algorithmic governmentality subordinated to instrumental reason. This rift within socialist thought is also observable when it comes to the discovery of needs. The paper understands this discovery procedure primarily as a forecasting problem and demonstrates how many authors dedicated to a participatory planning process call for consumers to write down their desires in the form of wish (...) lists. As a response to this epistemically questionable discovery procedure, the state of the art in capitalist demand-forecasting at enterprises like Amazon is presented, where machine-learning algorithms excel at modelling interrelated time series on a global level by extrapolating demand patterns in real-time. The paper closes with a proposal to reconfigure this predictive apparatus for socialist ends and raises questions concerned with the political implications of centralising decision-making in black-box algorithms. The great urbanist Jane Jacobs details how urban planning impacts the social interactions and social networks responsible for the economic death or life of a city. How might urban planning impinge on the moral values that underlie that development? I draw on Jacobs’s work on the moral foundations of commercial society to identify two “urban values” (tolerance and innovation). I then examine how these values support the social networks and processes that facilitate urban-based innovation and (...) how urban planning can strengthen or undermine those values. I use the examples of urban planning in the 15th Ward of Syracuse, New York and of city building in the private development of Cayalá in Guatemala City to illustrate these points. (shrink)

"A fundamental feature of our individual, human agency is its organization over time. Think again about growing food in a garden, or taking a trip, or writing a book. A central idea is that our capacity for planning agency is at the heart of this cross-temporal organization of our individual, human agency. Appeal to this role of our capacity for planning agency both fits our commonsense self-understanding and, I conjecture, would be a part of an empirically informed psychological (...) theory that begins with-- but potentially adjusts--this commonsense self-understanding. The basic thought is that we are resource-limited agents who achieve cross-temporal organization in part by settling in advance on prior, partial plans. These somewhat stable partial plans help pose problems of means and preliminary steps, and in pursuit of needed coordination help filter potential options. In philosophical action theory there is a wide agreement that intentions, often understood in terms of plans, play a major role in the deliberation of rational agents. Planning accounts of rational agency challenge game- and decision-theoretical accounts in that they allow for rationality of actions that do not necessarily maximize expected utility but instead aim at satisfying long-term goals. Another challenge for game-theoretical understanding of rational agency has recently been put forth by the theory of team reasoning in which (...) the agents select their actions by doing their parts in the collective action that is best for the group. Both planning and team reasoning can be seen as instances of a similar type of reasoning in which actions are selected on the basis of an evaluation of a larger unit than an individual’s momentary act. In recent theories of collective agency, both planning and team reasoning have been defended against orthodox game theory, but, interestingly, by different authors: Raimo Tuomela has defended team reasoning in his theory of group agency, but he ignores temporally extended planning in this context. Michael Bratman has extended his theory of planning to the case of shared agency, but he does not seem to see a role for team reasoning in understanding shared intentional activities. In this paper, we argue that both accounts suffer from this one-sidedness. We aim to combine the main insights of Tuomela’s we-mode approach and Bratman’s planning approach into a fruitful synthesis that we think is necessary for understanding the nature of group agency. Intention plays a central role in coordinating action. It does so, it is commonly thought, by allowing one to plan further actions for the future on the basis of the belief that it will be executed. Doxasticists about intention (Harman, Velleman) conclude from this that accounting for this role of intention requires accepting the thesis that intention involves belief. Conativists (Bratman, Brunero, Mele) reject that conclusion. I argue that Doxasticists are right in calling attention to the existence of a cognitive (...) aspect to intention-based coordination, but that such an aspect is better understood in terms of the attitude of reliance than of belief. I also argue that an appeal to reliance affords Conativists with useful resources for explaining that aspect of intention-based coordination in a way that is compatible with their rejection of the aforementioned thesis. An emerging ethical philosophy in marketing is developing. This philosophy is based on quality-of-life studies which are becoming an important topic of research in behavioral and social sciences (basic and applied research). This paper addresses the QOL orientation in marketing from a decision-making perspective. Specifically, this paper shows how marketers can engage in strategic marketing planning guided by the QOL concept.

Among the issues before the American People today none are of greater importance than that of National Planning. The gradual evolution of the processes of civilization to their present state has brought National Planning to public attention as the next logical step. No one can explore the facts of our natural resources, our tool-power and our man-power without becoming aware of their interdependences and the need of intelligent coordinated action concerning them, if an orderly progressive society is to (...) be established and maintained. If planning is to be incorporated in National Policy, the very nature of the problem itself and the facts and relationships to be dealt with should command the sincere and devoted attention of all groups of scientific workers in every field of human interest. It is not the purpose of this paper to argue this point. It will be assumed, before this group, that the planning process is a scientific process and therefore should be of great interest to the members of this association. In the short period assigned to the consideration of this subject, all that can be accomplished is to indicate what are some of the problems involved in scientific social planning. The inadequacies of the type of planning such as attempted by the German, Italian and Japanese Governments, to mention a few, and its comparison with the types of planning from which evolves a democratic social power, must be left for consideration at another time. The planning process as related to democratic social objectives is concerned with setting up a framework of relationships among the processes of civilization which has a high probability of attaining optimum social satisfactions. Modern civilization is founded on three primary dynamic systems each having its own characteristics. These dynamic systems will be termed “Systems of Power” and are:1. Systems of Resources Power2. It is increasingly common to conceive of scientific research as something that can be planned, managed, and assessed by applying modern techniques of project management. Expecting research to follow certain standardized procedures to achieve clearly defined goals has a long tradition, in particular, in the natural sciences and has arguably contributed to the acceptance of science as an authoritative force that makes tangible contributions to social progress. For the social sciences, however such a narrow understanding of scientific research (...) causes serious problems. Social science research doesn’t always fit in the logic of project management. Moreover, attempts to adjust research practices to correspond with external, managerial experiences are far more consequential and damaging to the social sciences. This article interrogates the prospects and consequences of project thinking in the social sciences and discusses the likely epistemological consequences. To do so, it will recapitulate the historical and social developments that lead to the adoption of managerial principles in social science research and contrasts them with the philosophical principles that underpinned the scientification of thinking about the social. Was had been initially planned as a short trip became a long-lasting experience of social and cultural discovery that lasted nearly two years1. Dewey’s arrival in China coincided with the ouburst of the May 4th Revolution, a nationwide student movement aimed at democratizing Chinese politics and society. The ageing population is increasing worldwide with an increase in chronic disorders. At the same time, person‐centred care has become a policy within both health and social care. To facilitate coordination and collaboration and integrate the older adult's perspective in the decision‐making process the collaborative care planning process with the development of a written care plan can be used. In this study, the result of an interpreted analysis of four empirical studies of the collaborative care planning as (...) a person‐centred practice will be discussed and reflected on. A framework based on the French philosopher Paul Ricoeur's little ethics was used in the synthesis of the studies. The findings revealed two common threads: personhood and power asymmetry. Both challenges in achieving a person‐centred collaborative care planning. Ricoeur's dialogical thinking and description of a person served as an underpinning in discussing and reflecting upon the findings of the interpreted synthesis. Collaborative care planning is a complex process. However, Ricoeur's philosophy contributed to a greater understanding of the collaborative care planning as a person‐centred practice and accentuated that ethics, human values, and the older adults and care partners perspectives need to be given the same importance and considerations as the medical and social sciences perspectives for the collaborative care planning process to truly become person‐centred. The purpose of this study is to expand our understanding of the factors that influence ethical behavioral intentions of public accountants. Recent scandals have dominated the news and have caused legislators, regulators and the public to question the role of the accounting profession. Legislative changes have brought about major structural changes in the profession and continued scrutiny will surely lead to further changes. Thus, developing an understanding of the personal and contextual factors that influence ethical decisions is critical. An extension (...) of the theory of planned behavior [Ajzen, I.: 1985, Action Control-From Cognition to Behavior ], the model used in this study examined the influence of personal, social and organizational factors on ethical intentions. Specifically, the individual level model tested direct eects of attitudes, subjective norms, perceived behavioral control, moral sensitivity and ethical climate. Professionals from five accounting firms completed a survey that measured responses to ethical dilemmas related to the public accounting domain. To minimize the potential impact of common method bias, the survey instrument was administered in two phases. Hypotheses were evaluated using a structural modeling technique, partial least squares. Results show strong support for a direct relationship between attitudes and ethical intentions. The proposed direct eect of subjective norms was not supported. However, a significant relationship between subjective norms and attitudes was found. Professionals' attitudes towards ethical issues clearly influence intentions. Moreover, this study illustrates the potential influence of social factors in attitude formation. Future research should explore the factors in the public accounting domain that most strongly influence attitude formation. This study suggests that the theory of reasoned action oers a useful framework for exploring these issues. (shrink)

The purpose of this paper is to give an account and a rational reconstruction of the heuristic advice provided by Aristotle in the Topics and Prior Analytics in regard to the difficulty or ease of strategic planning in the context of a dialectical dialogue. The general idea is that a Questioner can foresee what his refutational syllogism would have to look like given the character of the thesis defended by the Answerer, and therefore plan accordingly. A rational reconstruction of (...) this advice will be attempted from three perspectives: strategic planning based on the acceptability of Answerer’s thesis, strategic planning based on the predicational form of the thesis, strategic planning based on the logical form of the thesis. In addition, we will provide an illustration of the potential of this heuristic advice as we apply it to the interpretation of a fragment from Plato, presuming that, in a similar way, a reading of this kind might be more generally applicable in the interpretation of the Platonic dialogues. The practical, normative dimension of planning is a plausible source of the ‘family resemblances’ noted by a number of legal theorists between Scott Shapiro’s Planning Theory and natural law jurisprudence. Foremost among these resemblances is Shapiro’s contention that the law, necessarily, has a moral aim. The moral aim thesis is at first glance surprising given Shapiro’s intention to defend exclusive legal positivism and unequivocal rejection of what he takes to be the core commitments of natural law theory. Shapiro’s (...) claim, however, is that although the law necessarily has a moral aim, this does not entail that it is successful in satisfying that aim. In order to assess this thesis, it is helpful to compare the Planning Theory with contemporary natural law approaches. Bringing Shapiro’s Planning Theory into dialogue with contemporary natural law theories can demonstrate some of the Planning Theory’s weaknesses as an alternative explanation of the ultimate grounds of the authoritativeness of legal norms. Some of these weaknesses, moreover, are instructive beyond the specific contours of the Planning Theory insofar as they generalise to other legal positivist approaches. In section one I consider Shapiro’s treatment of the so-called ‘Possibility Puzzle’ regarding the grounding relation between authoritative norms and legal authority. Shapiro’s denial of the capacity of earlier jurisprudential theories to resolve this puzzle overlooks what is – I suggest – a plausible solution developed by John Finnis on the basis of Joseph Raz’s theory of practical reason and norms. Section two then demonstrates why Shapiro’s attempt to combine a robust construal of the social facts thesis with a commitment to the thesis that law necessarily has a moral aim is ultimately unsuccessful. In his remarks E. I. Ignat'ev considered a number of economic matters associated with the problem of the environment. Ignat'ev emphasized that environmental protection is becoming a vitally essential field of social activity. Inasmuch as this is the fact, he said, it is natural that, under the conditions existing in our country, this field of activity be planned in a specific way. The financial, material, and human resources needed to implement the program of conservation and improvement of the environment (...) must be planned. Moreover, this planning must be done in close connection with the further development of the country's productive forces. Since a serious basis in science is essential for successful implementation of all the activity associated with maintenance and improvement of the environment on the scale of the country at large, Ignat'ev emphasized the significance of the new resolution of the USSR Supreme Soviet. It provides that measures for conservation, and for protection and improvement of the environment, will henceforth in our country be incorporated into the annual and five-year plans for development of the economy and will also find expression in a special section of the long-term plan now being prepared for the prospective development of the economy. This essay is concerned with the question of what kind of economic system would be needed in order to realize Rawls’s principles of social justice. Hitherto, debates about ‘property-owning democracy’ and ‘liberal socialism’ have been overly schematic, in various respects, and have therefore missed some of the most important issues regarding the relationships between social justice and economic institutions and systems. What is at stake between broadly capitalist or socialist economic systems is not in fact a simple choice (...) in a single dimension, but rather a range of choices across a range of different dimensions. This essay, then, has a dual objective: first, it aims to provide a richer account of this normative territory, while showing how issues of economic democracy, decommodification and the limits of markets, and the role of democratic economic planning, all raise questions of justice that are not well captured by focusing only on questions of ownership. Second, it aims to show how the case for democratic socialism can be developed from Rawlsian foundations, in a way that is sensitive to the normative affinities between Rawlsian liberal egalitarianism and democratic socialism, and which attends carefully to the different kinds of institutional elements which a stable, just, and democratic society would require. Taking these aims together, the hope is that we can move onward to a richer debate about the ways in which the realization of democratic socialist institutions may be seen as a requirement of social justice. Is human freedom and choice exaggerated in recent social theory? Should agency be the central in sociology? In this, penetrating and assured book, one of the leading commentators in the field asks where social theory is going. Barnes argues that social theory has taken the wrong turn in over-stating individual freedom. The result is that social contexts in which all individual actions are situated, is dangerously under-theorized. Barnes calls for a form of social theory that (...) recognizes that sociability is the essential characteristic of human life. It is our capacity to communicate with each other, and plan for each other’s welfare, that makes us truly human. Once this is allowed, notions of “agency”, “freedom”, and “choice” lose their connotation with free-floating individualism. Instead the embedded character of agency is starkly revealed. This is a model of well-informed and balanced analysis. It will be of interest to students of sociology, philosophy and social theory. (shrink)

This article provides an explanation for how increased public participation can paradoxically translate into limited democratic decision-making in urban settings. Recent sociological research shows how governments can control participatory forums to restrict the distribution of resources to poor neighborhoods or to advance private land development interests. Yet such explanations cannot account for the decoupling of participation from democratic decision-making in the case of planning for climate change, which expands the substantive topics and public funding decisions that involve urban residents. Through an in-depth case study of one of the largest coastal protection projects in the world and drawing on global scholarship on participation, this article narrates the social production of resistance to climate change infrastructure by showing how the state sidestepped public input and exercised authority through appeals to the rationality of technical expertise. After a lengthy participation process wherein participants reported satisfaction with how their input was included in designs, city officials switched decision-making styles and used expertise from engineers to render the publicly-supported plan unfeasible, while continuing to involve residents in the process. As a result, conflict arose between activists and public housing representatives, bitterly dividing the neighborhood over who could legitimately claim to represent the interests of the “frontline community.” By documenting the experience of participants in the process before and after the switch in decision-making styles, this article advances a sociological description of public influence in policy: The ability for participants in a planning process to recognize their own input reflected in finished plans. This paper reports on the author’s experiences as manager of a capacity-building project in Latin America. The project aimed to strengthen planning, monitoring, and evaluation (PM&E) in agricultural research. Nine lessons are drawn: (1) Project design is much more than a technical process; it is essentially one of negotiation. (2) In capacity-building projects, design activities cannot end when implementation begins. (3) Capacity-building efforts should prepare managers to deal with complexity, uncertainty and change. (4) In capacity-building efforts, it is essential (...) to collaborate rather than patronize. (5) Organizational assessment is a complex social process, intertwined with organizational politics. (6) In designing capacity-building projects, it is essential to involve managers and staff members in assessing needs and opportunities. (7) Action-learning strategies offer great potential for capacity building. (8) In the context of strategic management and organizational learning, PM&E take on new meanings. (9) Training is most effective when it is designed to serve a purpose within an organizational change process. It is concluded that capacity building is more a process of social experimentation than of social engineering. Management systems cannot be imported, but need to be developed within organizations. Development agencies should play catalytic, facilitating roles, rather than take responsibility for organizational change. To support genuine capacity development, donors and funding agencies need to ensure that their planning and accountability procedures foster flexibility, innovation, and learning. (shrink)

The author, seeing science as a social activity, directs our attention to the problems of the social control of science. He discusses the sense in which science as a social activity is planned and unplanned.

According to a widely accepted constraint on the content of intentions, here called the exclusivity constraint, one cannot intend to perform another agent’s action, even if one might be able to intend that she performs it. For example, while one can intend that one’s guest leaves before midnight, one cannot intend to perform her act of leaving. However, Deborah Tollefsen’s (2005) account of joint activity requires participants to have intentions-in-action (in John Searle’s (1983) sense) that violate this constraint. I argue (...) that the exclusivity constraint should not be accepted as an unconditional constraint on the contents of intentions-in-action: one may intend to perform a basic action that belongs both to oneself and to another agent. Based on the phenomenology of tool use, I first argue that intentions-in-action of one’s basic actions may be technologically extended, meaning that their contents are not restricted to concern the agent’s bodily movements. In analogy with this, I then argue that the phenomenology of some skillful joint activities supports the idea that one’s basic intentions-in-action may be socially extended, in violation of the widely accepted exclusivity constraint. Tollefsen’s account is specifically constructed to account for the joint activities of infants and toddlers who lack the capacity to think of others as planning agents and grasp their plan-like intentions (a capacity required by Michael Bratman’s (1992, 1993, 2009a, b) influential account of joint activity). At the end of the paper, I raise some doubts regarding the extent to which infants and toddlers have socially extended intentions-in-action. (shrink)
