Throughout the history of mankind, energy security has been always seen as a means of protection from disruptions of essential energy systems. The idea of protection from disorders emerged from the process of securing political and military control over energy resources to set up policies and measures on managing risks that affect all elements of energy systems. The various systems placed in a place to achieve energy security are the driving force towards the energy innovations or emerging (...) trends in the energy sector. Our paper discusses energy security status and innovations in the energy sector in European Union (EU). We analyze the recent up-to-date developments of the energy policy and exploitation of energy sources, as well as scrutinize the channels of energy streaming to the EU countries and the risks associated with this energy import. Moreover, we argue that the shift to the low-carbon production of energy and the massive deployment of renewable energy sources (RES) might become the key issue in ensuring the energy security and independency of the EU from its external energy supplies. Both RES, distributed energy resources (DER) and “green energy” that will be based on the energy efficiency and the shift to the alternative energy supply might change the energy security status quo for the EU. This paper offers one explanation for the institutional basis of food insecurity in Australia, and argues that while alternative food networks and the food sovereignty movement perform a valuable function in building forms of social solidarity between urban consumers and rural producers, they currently make only a minor contribution to Australia’s food and nutrition security. The paper begins by identifying two key drivers of food security: household incomes (on the demand side) and nutrition-sensitive, ‘fair food’ agriculture (on the (...) supply side). We focus on this second driver and argue that healthy populations require an agricultural sector that delivers dietary diversity via a fair and sustainable food system. In order to understand why nutrition-sensitive, fair food agriculture is not flourishing in Australia we introduce the development economics theory of urban bias. According to this theory, governments support capital intensive rather than labour intensive agriculture in order to deliver cheap food alongside the transfer of public revenues gained from rural agriculture to urban infrastructure, where the majority of the voting public resides. We chart the unfolding of the Urban Bias across the twentieth century and its consolidation through neo-liberal orthodoxy, and argue that agricultural policies do little to sustain, let alone revitalize, rural and regional Australia. We conclude that by observing food system dynamics through a re-spatialized lens, Urban Bias Theory is valuable in highlighting rural–urban socio-economic and political economy tensions, particularly regarding food system sustainability. It also sheds light on the cultural economy tensions for alternative food networks as they move beyond niche markets to simultaneously support urban food security and sustainable rural livelihoods. This paper presents a survey of LGBT attitudes towards the security sector in Serbia. During the five focus groups with LGBT persons, we determined the basic characteristics of police attitudes towards sexual minorities. By examining the relationship between the police and the sexual minorities, the author attempts to determine the institutional practice towards homosexuality. The study also notes the differences between respondents based on their status and the size of their place of residence. This paper explores the dynamics of security sector reform (SSR), a term used to refer to efforts made to reform the security structures of states emerging from conflict or authoritarianism. While "local ownership" is increasingly viewed as a necessary element of any sustainable SSR strategy, there remains a significant gap between international policy and practice in this area. In practice, the SSR agenda continues to be driven largely by international actors, with minimal input, let alone ownership, on (...) the part of either governments or civil society within reforming states. Indeed, the notion of local ownership has come to serve as much as a disciplining mechanism as a tool to overcome exclusion in the making and execution of security policy, and the effectiveness and sustainability of SSR programming have suffered as a result. In light of this, the paper will explore both the potential for, and the limits of, rehabilitating the notion of local ownership to enable more participatory forms of SSR, and argues that any practical local ownership strategy requires a dual policy of negotiating with state actors and engaging with non-state actors. Alternative agricultural systems, like organic and local agriculture, are becoming increasingly important in Europe to the detriment of conventional methods. As a matter of fact, sustainable agriculture, which started as a niche sector, has been able to conquer a significant share of the European agro-food market. Institutional promotion along with increasing consumer demand has allowed for the development of different agricultural models, from the farm to the fork, with an increasing focus on the ethical issues associated with the agro-food (...) production system. For instance, the organic agriculture agro-food chain is based on four principles, namely health, ecology, fairness and care with the goal of competing in the global agro-food market while respecting the environment, livestock, producers, and consumers. Within these themes, the seed market represents an extremely complex part of the whole picture. The present paper analyses the historical evolution of the seed sector by identifying the main issues related to sustainable agricultural systems and protection of biodiversity. It follows the identification of different seed markets based on different farm types. The two aspects are then discussed and matched in order to identify the main issues characterizing the sector. A review of possible solutions to those problems, taking into account their ethics, is also provided. (shrink)

This Article uses a history of the push for job security in the United States during the late 20th century to assess New Private Law (NPL) theory. The history recounts the rise and fall of common law and statutory approaches to replacing at-will employment with termination for just cause only. Applying NPL theory to that history, the Article argues that NPL theorists’ current approach to defining their topic of study and distinguishing it from public law is (...) inconsistent within and across theories. NPL theorists seek to carve out an area of law where interpersonal morality trumps legal economists’ goal of collective welfare maximization. That conceptual project depends on a coherent and consistent approach to distinguishing private from public law. Ultimately, the Article argues, NPL theorists face a more fundamental problem, however. Regardless of how one categorizes the events in this history, it shows that the common law-derived interpersonal morality at the heart of NPL theory may not strengthen worker protections in the ways at least some of its theorists hope. The concept of transitional justice has been widely discussed inThailand following the massacre of the Red Shirt protesters in 2010, whichresulted in the highest death toll resulting from a military action againstpolitical protestors in Thai history. The eighth anniversary of that tragedyoffers an opportunity to analyse Thailand’s response to the use of militaryviolence against these political activists. This analysis is performed throughthe application of the seven conceptual components of transitional justice:regime change, finding truth, prosecution, security sector reform, (...) victimscenteredness,reparation, and memorialization. The current study is based onan analysis of various textual sources, such as books, journal articles, newsarticles, online sources, and other documents. The evidence shows that in thecase of Thailand, as in other countries, if the first component, regime change, isnot realised such that the authoritarian regime is replaced by one that is civilianand democratic, then justice for past violence can never be established. As aresult, the remaining six components of transitional justice in Thailand havebeen applied in a distorted and incorrect manner in the past eight years. (shrink)

The accelerated rates of scientific and technological progress and the intellectualization of the main factors of production play a leading role in ensuring the economic recovery of national economies, in particular in the conditions of the existence of today's post-pandemic consequences. The technological development of the leading countries of economic development poses difficult tasks for other participants in the world economic space to avoid a significant lag, especially in today's post-pandemic society. For the countries of Eastern Europe, this task is (...) complicated not only by political and social tensions, but also by the lack of effective government regulation instruments that could provide support for the high-tech sector as a locomotive for the modernization of the national economy. Moreover, enterprises of the high-tech sector of the economy, being deprived of state support, must independently ensure their functioning by creating a system of economic security. Ensuring safety in a post-pandemic society of such enterprises is characterized by significant differences, which are most related to the need to create safe conditions for the activities of workers - the most valuable resource. The development of enterprises in the high-tech sector of the economy is impossible without taking into account the safety aspects, it requires the intensification of scientific research in this area. The purpose of the article is to form information support for managing the economic security of enterprises in the high-tech sector of the economy in the context of post-pandemic modernization. This paper examines the notion of the biopolitical body from the standpoint of Foucault’s logic of the security mechanism and the history he tells of vaccine technology. It then investigates how the increasing importance of the genetic code for determining the meaning and limits of the human in the field of 20th century cell biology has been a cause for ongoing transformation in the practices that currently extend vaccine research and development. I argue that these transformations mark the (...) emergence of a new kind of medical subject – the stabilized and infinitely reproducible human cell line – and that the practices and markets exploiting this new form of organism have had a destabilizing effect on the very biopolitical structures that engendered them and, in fact, mark a new way of conceiving the possibilities of cellular life. We examine the role of the American Psychological Association (APA) in the weaponization of American psychology post-9/11. In 2004, psychologists’ involvement in the detention and interrogation of terrorist suspects generated controversy over psychological ethics in national security (PENS). Two signal events inflamed the controversy. The 2005 APA PENS Report legitimized clinical psychology consultation in support of military/intelligence operations with detained terrorist suspects. An independent review, the 2015 Hoffman Report, found APA collusion with the US Department of Defense in producing (...) the APA PENS Report and subsequent policies. Ongoing activities within APA to weaponize psychology sharpened the controversy. The authors—two psychologists and four former military/intelligence professionals—bring a military/intelligence operational perspective to detail two neglected areas of collateral damage. The first is the toll on psychology as a scientific enterprise. The second is covert influence on professional associations for incompatible security-sector objectives. We establish epistemic, historical, institutional, legal, and operational foundations for evaluation of these damages, as well as implications for APA and related professional associations in the ongoing Global War on Terror. This case study introduces the QIT Madagascar Minerals (QMM) SA mining project at Fort-Dauphin, Madagascar, as a development project that has produced issues concerning justice. Although QMM appears to be a model company with a project that is seen as a success story, its consequent displacement of populations has been problematic in many respects, as have been the social effects that arise due to migration to the area by others who are attracted by the project. We suggest that the root (...) of many of these problems is that the people to be displaced have played an insignificant role in forming the project itself: consultation has instead been centred on corporate, government and environmental NGO concerns and interests. Compensation for losses has been inadequate. As non-mining land has been set aside as an offset for the purpose of conservation, traditional livelihoods have been curtailed. How can reformational philosophy help us reconceptualise the notion of security? In the field of Security Studies, theoreticalismsabound, each of them rooted in a different philosophical tradition. One of these approaches, “securitization theory”, portrays security in connection to five “sectors” that seem to reflect some of the basic aspects of the cosmos analysed by reformational philosophy. I consider the potential of this theory in an initial attempt to introduce a reformational approach to Security Studies. I also (...) briefly consider some of its shortcomings. Finally, I reflect on the basic elements of a reformational notion of security. Food security policy, programs, and infrastructure have been incorporated into Public Health and other areas of the Provincial Government in British Columbia, including the adoption of food security as a Public Health Core Program. A policy analysis of the integration into Public Health is completed by merging findings from 48 key informant interviews conducted with government, civil society, and food supply chain representatives involved in the initiatives along with relevant documents and participant/direct observations. The paper then examines the (...) results within the context of historic and international trends and theoretical models of food policy, community food security, and applied policy research. Public Health re-emerged as a driver of food security in BC—both as a key player and in positing the public’s health as a driver in food security and food systems. While Public Health’s lead role supported an increase in legitimacy for food security in BC, interviewees described a clash of cultures between Public Health and civil society. The clash of cultures occurred partly as a result of Public Health’s limited food security mandate and top down approach. Consequently civil society voice at the provincial level was marginalized. A social policy movement toward a new political paradigm—regulatory pluralism—calls for greater engagement of civil society, and for all sectors to work together toward common goals. A new, emerging policy map is proposed for analyzing the dynamics of food security and health promotion initiatives in BC. (shrink)

This article documents a moment in history when poor and working-class white boys and men are struggling in their schools, communities, and workplaces against the “Other” as a means of framing identities. Drawing on two independent qualitative studies, the authors investigate distinct locations where poor and working-class boys and men invent, relate to, and distance from marginalized groups in an effort to create self. First the authors look at an ethnography of “the Freeway boys,” a community of urban white (...) working-class high school boys who must deal with the economic ravagement of their neighborhood and their insecure place in a world different than that of their fathers. Next, the authors draw from a large-scale survey of young adults to hear how a combined sample of urban poor and working-class white men narrate identities that are carved explicitly out of territory bordered by white women and African American men. Across sites, the authors theorize how high schools and workplaces both, in part, create white masculinities and interrupt them, at a time when white working-class boys and men feel under siege. This paper presents the results of an empirical study that reflects monitoring and evaluation of the implementation of some legal acts on the labour of the Republic of Lithuania. The analysis of legal documents at the national and international level is provided. A review of cognate studies conducted by foreign and Lithuanian researchers is presented and the professional situation of a Lithuanian teacher from the employee rights perspective is highlighted. The professional activities contexts and sectors, wherein systematic violations of teachers’ (...) rights to a healthy and safe working environment are possible, are distinguished. A lack of generalized scientific data of employee (especially teacher) working conditions, the actual security of relevant rights and its monitoring and evaluation is still felt both in the country and abroad. A contradiction between: a) insufficient research of the issue and b) its importance to science and practice, exactly presupposes the scientific problems of the empirical study presented in the given paper. The subject of the study: teachers’ rights to a healthy and safe working environment and a fair remuneration for their work. The objective of the study: to conduct monitoring and evaluation of the effective implementation of relevant legal norms and legal acts applying a written sociological survey. Large-scale data brokers collect massive amounts of highly personal consumer information to be sold to whoever will pay their price, even at the expense of sacrificing individual privacy and autonomy in the process. In this Article, I will show how a proper understanding and justification for a right to privacy, in context to both protecting private acts and safeguarding information and states of affairs for the performance of such acts, provides a necessary background framework for imposing legal restrictions on such (...) collections. This problem, which has already gained some attention in literature, now becomes even more worrisome, as government itself becomes a consumer of this information to fight off a domestic instantiation of the global Covid-19 pandemic. This Article proposes some definite ways in which the courts and Congress might limit both the private sector and the government’s use of such data to ensure individual autonomy will not be sacrificed. This book analyses public sector reform comprehensively in all parts of China's public sector - government bureaucracy, public service units and state-owned enterprises. It argues that reform of the public sector has become an issue of great concern to the Chinese leaders, who realize that efficient public administration is key to securing the regime's governing capacity and its future survival. The book shows how thinking about public sector reform has shifted in recent decades from a quantitative (...) emphasis on 'small government', which involved the reduction in size of what was perceived as a bloated bureaucracy, to an emphasis on the quality of governance, which may result in an increase in public sector personnel. The book shows how, although Western ideas about public sector reform have had an impact, Chinese government continues to be best characterized as 'state capitalism', with the large state-owned enterprises continuing to play an important - and increasing - role in the economy and in business. However, state-owned enterprises no longer provide care for large numbers of people from the cradle to the grave - finding an alternative, efficient way of delivering basic welfare and health care is the big challenge facing China's public sector. Atomic energy developed from 1940 as a subject shrouded in secrecy. Identified successively as a crucial element in military strategy, national status and export aspirations, the research and development of atomic piles (nuclear chain-reactors) were nurtured at isolated installations. Like monastic orders, new national laboratories managed their specialist workers in occupational environments that were simultaneously cosseted and constrained, defining regional variants of a new state-managed discipline: reactor technology. This paper discusses the significance of security in defining the new subject (...) in the USA, UK and Canada – wartime allies with similar political traditions but distinct trajectories in this field during the Cold War. The intellectual borders and content of the subject developed differently in each country, shaped under the umbrella of secrecy by disparate clusters of expertise, industrial traditions, and national goals. The nascent cadre was contained until the mid 1950s by classified publications and state-sponsored specialist courses. The early context of high security filtered its members and capped enduringly both their professional aspirations and public engagement. (shrink)

Social sustainability plays a prominent role in the United Nation’s Sustainable Development Goals, but a proper analysis of the concept is still lacking. According to a widespread conception, a system is sustainable when it is preserved or developed in a robust manner. I argue, however, that social sustainability is best understood in explicitly normative terms. Formulating suitable development goals requires a conception of the kind of society that is worth sustaining. I propose that, for a system to be socially sustainable (...) is for it to secure a range of values, including justice. Furthermore, I argue that social sustainability is first and foremost a property of institutions. I go on to ask what it takes for an institution to secure values and why justice is so important for institutions. The answers culminate in a social sustainability framework, which explains why making institutions more sustainable is so challenging. (shrink)

Increasing global competition has intensified the use of informal sector workforce worldwide. This phenomenon is true with regard to India, where 92% of the workers hold precarious jobs. Our study examines the dynamics of workplace dignity in the context of Indian security guards deployed as contract labour by private suppliers, recognising that security guards’ jobs were marked by easy access, low status, disrespect and precariousness. The experiences of guards serving bank ATMs were compared with those working in (...) large reputed organisations. The former reported loss of dignity though their inherent self-worth remained partially intact, whereas the latter reclaimed dignity despite the precarious working conditions and the absence of unions. Guards from large reputed organisations evolved strategies by which they took advantage of the client’s vulnerabilities, developed ‘thick’ relationships at work and immersed themselves in 'doing dignity work' to ensure that they are not disposable. ‘Doing dignity work’ was a visible device which involved actions that met or went beyond the norms laid down by the client and was used by security guards to limit the extent of their precariousness. Since the opportunity to reclaim dignity was facilitated by large reputed clients’ adherence to legal regulations, we see implications of the study for the moral economy. (shrink)

the personality of the farm sector is basically healthy and has many of the favorable attributes embodied in the image of the family farmer as self-reliant and independent; and as committed to fair play, due process, and democratic ideals. But a darker side of the farm personality traits has emerged in the course of American history. Social scientists for the most part have given little attention to negative personality traits of farmers and the goals, values, and beliefs that (...) underlie these negative traits. The conclusion is that social scientists must confront myths that may have made life tolerable for many farmers but also have provided a psychological and ideological climate where paranoia, scapegoating, violence, armed confrontation, intimidation, and fear reflect the dark side of the farm personaility. Niger is regularly affected by food insecurity, mainly due to the high sensitivity of its agricultural sector to climate variability. Despite the support from multiple development institutions and households’ willingness to address food security, hunger and malnutrition continue to challenge many vulnerable households. This study aims to analyze household livelihood strategies toward food security and assess factors determining their resilience. To address the issue, cluster analysis and the principal component analysis were used to identify the different livelihood (...) strategies and to construct a resilience index, respectively. Regression analysis was used to identify the most significant factors determining households’ resilience. The results indicate there were six different household types—pastoralist-extensive agriculturalists, farmers, agro-pastoralists, public service employees, entrepreneurs and wage employees—however, the majority of households obtained their livelihood from both agriculture and livestock (agro-pastoral systems). The principal component analysis highlighted that the pastoralist-extensive agriculturalists are the most resilient followed by public service employees, while households focused on wage labor are the least resilient, followed by entrepreneurs. In terms of gender, the study reveals that households headed by men are more resilient than those headed by women. However, the resilience components including income and food access, assets and adaptive capacity are the most correlated with the households’ resilience to food insecurity. Furthermore, the regression analysis results reveal that the household size, crop production, farming experience, livestock size and number of coping strategies are the most significant factors determining household resilience to food insecurity. Consequently, to face the challenges of climate change and food security, rational investments in agriculture are necessary to transit rural household land-use practices to climate-smart agriculture. This paper addresses the issue of food security in developing countries and how agriculture plays an important role in achieving not only food security, but also in reducing poverty and promoting sustainable development. The promotion of trade liberalization by the World Trade Organization (WTO) through the Agreement on Agriculture (AoA) has undermined the productive capacity of developing countries and their comparative advantage in the agricultural sector, marginalizing small-scale farmers and benefitting the big corporations. The paper looks at (...) the issue of intellectual property rights that big corporations have for seeds and their effects on small-scale farmers, and how corporate social responsibility (CSR) is insufficient to regulate the dominance of big corporations in the food and agricultural market. The paper is divided into seven sections: trade liberalization and food security, the WTO and the AoA, the effects of the AoA on developing countries, the role of transnational corporations (TNCs) on food security, CSR and TNCs, policy recommendations, and conclusions. The article suggests that A Fragment on Government can be read as Bentham's contribution to the American Controversy. Though the contemporary vicissitudes are never mentioned in the text, Bentham's intellectual relationship with John Lind shows his interest in them. It is argued that Bentham criticizes the political discourses adopted both by the Americans and the supporters of the British Government. The use of private military force by states has been a long-standing phenomena in the history of warfare. Armies of mercenaries, privateering and recruitment of foreign nationals into armed forces have been common during the Middle Ages and later on. However, with the invention of effective firearms and artillery, standing regular armies, conscription and other developments that resulted in the essential rise of costs of war, the role of private military entrepreneurs diminished. By the end of XIXth century the (...) state became almost the only subject that was able to wage a full-scale war. Nevertheless, already in the middle of the XXth century mercenarism has been reborn in Africa’s colonial and post-colonial wars. The end of the XXth century and the beginning of the XXI century witnesses an enormous rise of private security and military companies (PSMC) that are hired to perform different functions related to use of force not only by states, but also by other clients such as international organisations, transnational corporations, etc. A PSMC may be defined as a profit-seeking private enterprise, which is established according to the national law of the state and which is providing, on the basis of a contract, services directly or indirectly connected with the use of military force or its institutions whether in time of armed conflict or peace, notwithstanding how such company describes itself. International humanitarian law has no specific regulation of PSMC. Nevertheless, it would be erroneous to state that the activity of PSMC is not regulated, because international humanitarian law in any case, in one or another way, is applicable to the personnel of PSMC if it is engaged in armed conflict of either international or non-international character. The main economic activity of the people of Eritrea is agriculture: crop production and livestock herding. Agriculture mainly comprises mixed farming and some commercial concessions. Most agriculture is rain-fed. The main rain-fed crops are sorghum, millet and sesame, and the main irrigated crops are all horticultural crops like bananas, onions and tomatoes and cotton. The major livestock production constraints are disease, water and feed shortages and agricultural expansion especially in the river frontages. The agricultural sector employs eighty percent of (...) the working population, but its production has not managed to cover internal food demand and is forced to cover nearly 50 per cent of its annual cereal requirements through imports-commercial and food assistance. Like most African countries, Eritrea is also a victim of the problem of food insecurity. In good years the country produces only about 60 per cent of its total food needs and in poor years, it produces no more than 25 per cent. On average, once in 10 years, the country is threatened with famines. Annual crop production depends on rainfall that is variable and unevenly distributed from year to year. Therefore, the primary goal of Eritrea is to guarantee food security by introducing modern technology, irrigation, terracing, soil and water conservation, with less dependence on rainwater. Thus the Government has articulated its food policy, which stresses national ownership of grant food assistance and to achieve food security in the coming five years. The policy indeed encompasses all sectoral policies and represents the Government's engagements with regard to food security. Despite the general trends of improvement in the economy of Eritrea, it has not yet fully recovered, and thus will still continue to require variable degrees of food assistance for the coming few more years. Based on this historical and recurrent food insecurity in Eritrea, an attempt is made in this paper to assess the agriculture development and food policy in the country. Furthermore, the paper captures the available food security policy proposals of Eritrea and eventually draws conclusions. (shrink)

Many individuals domestically and internationally who strive for peace and justice are concerned about the new National Security Strategy issued by the George W. Bush Administration in September 2002. 1 William Galston, for example, writes in a recent issue of Philosophy and Public Policy Quarterly: A global strategy based on the new Bush doctrine of preemption means the end of the system of international institutions, laws and norms that we have worked to build for more than a half a (...) century. To his credit, Kissinger recognizes this; he labels Bush’s new approach “revolutionary” and declares, “Regime change as a goal for military intervention challenges the international system.” 2 Does the new Bush doctrine end the international legal system? Is the new Bush doctrine making policy declarations that are unprecedented in United States history? While I share many of the concerns critics are expressing about the new national security strategy, I contend that the more serious issue is not the ways in which this strategy represents a departure from those of prior United States presidential administrations but the actual practices of the Bush administration that appeal to this strategy. I will indicate how this new national security strategy does not represent much of a shift in policy, capability, or practice. Instead, this strategy Bush is using the strategy as an enabling device for a disturbing resurgence of United States global imperialism that serves interests that are actually opposed to the political rhetoric of the value of nations aiming for democracy and a market economy. I conclude by commenting on pursuing genuinely democratic values. I suggest that if the United States were truly committed to democratic values, then any military interventions would require the prior consent of the people. Otherwise what the United States refer to as “bringing democracy” to a people will be more like a militarily enforced authoritarianism that too closely resembles old-style exploitive imperialism. During the last 20 years, philosophers from different quarters and with very different approaches have begun to theorize human rights in an outpouring of authored and edited books and journal articles. In addition, among policy makers and in the legal arena—the so called workings fields of human rights—there have been noteworthy investigations of human rights that tackle philosophical issues. In this book, Anat Biletzki brings a systematic approach to the multitudinous philosophical analyses of human rights, offering a cohesive overview and (...) analysis of this diverse but now very active field. She explores both the conceptual and historical treatments of human rights and the roots of its practice and examines its derivation from classical theories of rights all the way to existing uses. The book is "contemporary" in two senses: it investigates the most current human rights issues and it addresses emerging criticism of human rights, now arising in various sectors. A long introduction provides background information on the history of human rights, a synopsis of modern-day documents, and an articulation of basic questions. This is followed by a section on the philosophical groundings of human rights, proceeding from a philosophy of rights, to specific theories of human rights, to the questions of universalism vs. relativism. The third sections focuses on specific philosophical issues in human rights, including cultural relativity, economic rights, women’s rights, group, indigenous, and minority rights, security, and sovereignty and humanitarian intervention. From the stony streets of Boston to the rail lines of California, from General Relativity to Google, one of the surest truths of our history is the fact that America has been built by immigrants. The phrase itself has become a steadfast campaign line, a motto of optimism and good will, and indeed it is the rallying cry for progressives today who fight against tightening our borders. This is all well and good, Philip Cafaro thinks, for the America of (...) the past—teeming with resources, opportunities, and wide open spaces—but America isn’t as young as it used to be, and the fact of the matter is we can’t afford to take in millions of people anymore. We’ve all heard this argument before, and one might think Cafaro is toeing the conservative line, but here’s the thing: he’s not conservative, not by a long shot. He’s as progressive as they come, and it’s progressives at whom he aims with this book’s startling message: massive immigration simply isn’t consistent with progressive ideals. Cafaro roots his argument in human rights, equality, economic security, and environmental sustainability—hallmark progressive values. He shows us the undeniable realities of mass migration to which we have turned a blind eye: how flooded labor markets in sectors such as meatpacking and construction have driven down workers’ wages and driven up inequality; how excessive immigration has fostered unsafe working conditions and political disempowerment; how it has stalled our economic maturity by keeping us ever-focused on increasing consumption and growth; and how it has caused our cities and suburbs to sprawl far and wide, destroying natural habitats, driving other species from the landscape, and cutting us off from nature. In response to these hard-hitting truths, Cafaro lays out a comprehensive plan for immigration reform that is squarely in line with progressive political goals. He suggests that we shift enforcement efforts away from border control and toward the employers who knowingly hire illegal workers. He proposes aid and foreign policies that will help people create better lives where they are. And indeed he supports amnesty for those who have, at tremendous risk, already built their lives here. Above all, Cafaro attacks our obsession with endless material growth, offering in its place a mature vision of America, not brimming but balanced, where all the different people who constitute this great nation of immigrants can live sustainably and well, sheltered by a prudence currently in short supply in American politics. If political statements and media coverage are any guide, it seems Australians today are dying for security. At no other moment in our history has the spectre of war and terrorism so haunted popular, political and scholarly perceptions of Australia’s colonial past and of its geopolitical future. And yet, debates over colonial war or genocide and contemporary terrorism have been conducted in more or less complete isolation. In this article I argue that our contemporary obsession with ‘security’ (...) is premised on the perennial threat of ‘insecurity’. This is the problem of in/security, and it has played a central role in the development of Western political thought. More importantly, its formulation in Western political thought provided a powerful justification for the violence of the early decades of Australia’s colonisation during which Indigenous Australians could also be said to have been dying for security. In the “Principles of the Civil Code,” Jeremy Bentham identifies four “principles subsidiary to utility”: subsistence, abundance, equality, and security. Whereas these subsidiary principles form part of the bedrock of classical liberalism, in this essay I show that in the hands of his friend and disciple William Thompson, they are transformed into the foundations for socialism. Where Bentham prioritizes security over equality, and security of property takes a preeminent role, Thompson shows that the system of individual competition (...) and private property—his way of describing capitalism—is best characterized by the “inequality of security.” Based on the labor theory of property, Thompson argues that the system that assigns ownership to the providers of capital violates the workers’ security—the right to have the full produce of their labor secured to them. Invasive measures, as special investigative measures are defined, are ante delictum measures. They are applied only in situations in which the evidence cannot be obtained by conventional methods, and are needed for the smooth conduct of criminal proceedings. The financial means for the application of these invasive measures for the needs of defence and security are allocated with a budget by the legislative authority. The main hypothesis of this paper states that: supervision over the application and financing of the (...) implementation of special investigative measures has a positive impact / or is in direct correlation with the effective construction/development and functioning of the security-defence system, especially from the aspect of the principles of: good governance, transparency, accountability, proportionality, and efficient application of financial resources. Starting from the indicated hypothesis, the research in the paper is based on two variables: independent variable, i.e., the supervision over the application and financing of the implementation of the special investigative measures, and a dependent variable, i.e., the effective development and proper and efficient functioning of the security-defence system. From a methodological point of view, the paper uses a combined approach of qualitative and quantitative analysis, through research, measurement, and comparison of: adopted international standards regarding the application of special investigative measures, the regulations in the Macedonian normative framework, the content of the instructions and the implementation manuals of the special investigative measures by the relevant institutions in the Macedonian society.
